Abstract

Deforestation is currently a new challenge for Indonesia as a result of massive state enterprises or private actions that land conversion. Indonesian land conversion have an impact on environmental degradation are detrimental to society both in the surrounding woods. Policy at the governments Agrarian Reform Joko Widodo and Jusuf Kalla to be a solution to reduce land conversion action. This article wants to learn about the agrarian reform policy which has been running 3 years Administration Joko Widodo as well as models of indigenous community-based land redistribution. The method used in this article is a qualitative descriptive approach that describes the results of research, assessment and other references reinforced with empirical data based on literature, documents, and media.This article explains a few things, first, based forest management implemented for the public to support the welfare and maintaining the forest environment. Indigenous peoples in managing and protecting the forests have rules that have been derived from the ancestors. Forest management by indigenous peoples based on the belief give good impact to protect the environment. Second, the government agrarian reform policy Joko Widodo and Jusuf Kalla in the third year are still encountering a variety of problems that occur are confusion regulation occurs at the level of the central government, where the government issued Presidential Decree 88 in 2017 which is counterproductive to conflict resolution through agrarian reform. Object Land Agrarian Reform is not based on the needs of society but to refer the forest cover in accordance with the Regulations of Forestry, it makes Java, Lampung, and Bali sealed from agrarian reform policies. Agrarian Reform institutions to manage unclear because until now there is no institutional ad-hoc. Implementation of agrarian reform policies led directly by the president and multiple government agencies.

Abstract

Paper ini berusaha membahas permasalahan ketenagakerjaan dan pengangguran. Masalah pengangguran perlu dikurangi dan menciptakan lapangan pekerjaan dalam rangka meningkatkan dan mempercepat pertumbuhan ekonomi negara ini. Dengan menciptakan pasar tenaga kerja adalah kunci kemudahan dalam berbisnis. Implementasi kebijakan di Indonesia sejauh ini tidak memberikan kemudahan bagi swasta dan dunia dalam menjalankan bisnisnya. Sejumlah hal yang menjadi kendala yaitu perizinan yang panjang, biaya yang mahal dan waktu pemrosesan yang lama karena hal tersebut dapat mengganggu penciptaan lapanga pekerjaan yang berkualitas. Aspek kelembagaan adalah elemen kunci yang perlu diperbaiki dalam upaya menurunkan pengangguran. Disampng itu, pentingnya aspek institusional dalam menyelesaikan masalah pembangunan dengan menciptakan dan dan memperluas peluang kerja. Aspek hukum kelembagaan perlu dibuat pengaturan untuk barang publik dalam aturan formal dan non-formal.

Abstract

Kepemimpinan merupakan salah satu aspek pengting dalam tata kelola pemerintahan. Peran seorang pemimpin sangat dibutuhkan dalam rangka mengatasi berbagai persoalan-persoalan yang terjadi dalam masyarakat. Penetapan status pandemi covid-19 di tingkat global, regional dan nasional hingga lokal mendatangkan sejumlah persoalan yang dihadapi oleh pemerintah daerah. Kota Semarang merupakan salah satu kota yang menghadapi dampak-dampak yang terjadi akibat penetapan status pandemi Covid-19. Hendrar Prihadi, selaku walikota semarang telah membuat kebijakan dan inovasi dalam rangka merespon permasalahan-permasalahan yang terjadi dalam masyarakat akibat merebaknya virus corona. Hasil penelitian menunjukkan bahwa gaya kepemimpinan inovatif dilakukan oleh hendrar prihadi mampu mengatasi persoalan-persoalan yang dihadapi oleh masyarakat dan pemerintah daerah kota semarang. Berbagai apresiasi dan penghargaan yang diterima oleh pemerintah kota semarang menjadi bukti bahwa gaya kepemimpinan inovatif hendrar prihadi memiliki andil yang baik dalam mengelola tata pemerintahan di kota semarang di masa pandemi Covid – 19.

Abstract

Studi Prasangka Sosial di Kecamatan Waeapo(Sebuah Kajian Tentang Patologi Demokrasi di Ranah Lokal)AbstrakPenelitian ini untuk menjelaskan mengenai hasil analisis patologi demokrasi di ranah lokal yang menggunakan studi prasangka sosial antaretnis di kecamatan waeapo, kabupaten Buru, provinsi maluku sebagai indikator utama. Dalam masa transisi dan konsolidasi demokrasi diperlukan, dibutuhkan integrasi yang kuat dalam masyarakat. Tanpa integrasi yang kuat kemungkinan penguatan demokrasi dan integrasi sosial akan berjalan tidak maksimal. Indonesia merupakan negara dengan tingkat kemajemukan budaya yang cukup tinggi, berbagai perbedaan kerapkali menjadi pemicu konflik – konflik etnis. Perbedaan- perbedaan tersebut kemudia menjadi sikap prasangka sosial antaretnis yang berbeda. Penelitian ini berusaha melihat dan mencari tahu faktor –faktor yang menjadi pemicu munculnya sikap prasangka sosial yang terjadi di kecamatan waeapo.Penelitian ini bertipe deskriptif analitis yaitu tipe penelitian yang bertujuan mendeskripsikan suatu gejala sekaligus menganalisa gejala tersebut menggunakan pendekatan kualitatif. Subjek penelitian ini adalah tokoh masyarakat, warga dan pemerintah daerah.Adapun teknik pengumpulan data menggunakan observasi partisipatif,wawancara mendalam dan studi dokumentasi yang relevan dengan penelitian ini.Hasil penelitian menunjukan bahwa sikap prasangka sosial yang terjadi di kecamatan Waeapo disebabkan oleh sikap stereotip yang masih kuat berkembang diatara kedua etnis, pranata-pranata sosial yang ada belum mampu menjadi wahana perekat dalam membangun komunikasi, kerjasama dan integrasi sosial diantara etnis pendatang dan pribumi. Pasca ditemukannya tambang emas, intensitas konflik semakin meningkat, terjadinya pergeseran dan perubahan status sosial dimana status sosial etnis pribumi mengalami penguatan yang cukup dominan dan juga kerawanan sosial semakin meningkat.

Abstract

This study aims to determine the implementation of village women's empowerment through the Women Farmers Lestari Group in managing superior commodities in Sungai Ringin Village, Sekadau Regency, West Kalimantan. Women Farmers Sustainable Village Sungai Ringin Village which focuses on managing village agricultural commodities. The type of research used is descriptive research with qualitative methods. The data collection used was observation at the Women Farmers Lestari Group, interviews with the main information, and supplementary with complete documentation in the field and analyzed through the theory of empowerment principles, namely volunteerism, autonomy, independence, participatory, egalitarian, democracy, openness, togetherness, accountability, decentralization. The results showed that from the analysis of the principles of empowerment the women farmer group had been able to implement the 10 principles of empowerment. Although the implementation of empowerment can be stopped because there are activities that are characteristic of the community in the best management of commodities, such as what is known as the rice planting season, which are carried out collectively in January-March to meet the needs of the household season. Meanwhile, the empowerment of the second superior commodity that is being initiated can be carried out outside the "pogi season" namely vegetable commodities to be marketed. Supporting factors are Government, Natural Resources, and Human Resources. While the Inhibiting Factors are internal groups related to management and membership to the influence of plant pests and changes in seasons (climate).

Abstract

Education and literacy skills are two very important things in our lives. The progress of a country directly depends on the literacy rate in that country. Educated people are expected to do their job well. Several educational problems in Indonesia, such as the uneven distribution of education, the limited quality of teachers and the low literacy of numeracy, have prevented Indonesia's position from becoming a country with high quality education. The Teaching Campus Program Batch 2 of 2021, which was initiated by the government, is one of the MBKM programs that focuses on increasing numeracy literacy skills in primary and junior secondary education. This context is getting stronger considering the condition of literacy and numeracy in Indonesia which is still low. In line with this reality, the government is making efforts to increase literacy and numeracy as one of the national priority agendas. This study aims to determine the implementation of the numeracy literacy program at SMP Negeri 4 Setu as part of the teaching campus program. The method in this study uses qualitative methods through interview techniques, observation and quantitative data collection through questionnaires. SMP Negeri 4 Setu, Bekasi Regency, West Java Province, became a research site for about five months starting from August 3 to December 16, 2021. The results showed that the numeracy literacy program was quite satisfactory because this program could increase interest in numeracy literacy. The researcher gives suggestions for this program to immediately update the data in DAPODIK so that the recipients of this program are right on target.

Abstract

This study аims to determine the innovаtive leаdership of regionаl heаds in the erа of the Covid-19 pаndemic (а cаse study of Аnies Bаswedаn's leаdership in DKI Jаkаrtа). The method used in this reseаrch is descriptive quаlitаtive. The results of this study indicаte thаt the Governor of DKI Jаkаrtа fulfills аll indicаtors of innovаtive leаdership behаvior аccording to Everett M. Rogers through the innovаtive PSBB policy in DKI Jаkаrtа. This is shown by mаking other policy innovаtions аs policy supporters аnd involving the government, orgаnizаtions, аnd the community in supporting the implementаtion of the PSBB policy. In its implementаtion, there аre obstаcles for the DKI Jаkаrtа Provinciаl Government, nаmely conflicting policies between the centrаl аnd regionаl governments аnd the low public аwаreness of the implementаtion of heаlth protocols. Thus, Аnies Bаswedаn fulfilled аll the indicаtors of innovаtive leаdership with vаrious decisions tаken, indicаting thаt Аnies Bаswedаn is аn innovаtive regionаl heаd in responding to Covid-19 whose implementаtion of policies аnd innovаtions hаs resulted in а decreаse in the number of аctive positive cаses of Covid-19 in DKI Jаkаrtа.

Abstract

Sasaran akhir dari setiap pembangunan bermuara pada peningkatan kapasitas dari kaum pemuda di wilayah Jakarta Utara. Pemuda merupakan subyek dan sekaligus obyek pembangunan, mencakup seluruh siklus kehidupan manusia, sejak kandungan hingga akhir hayat. Oleh kerena itu pembangunan kualitas manusia harus menjadi perhatian penting. Berdasarkan siklus tersebut di atas, maka perlu adanya suatu upaya untuk memberikan solusi alternatif yang mampu meningkatkan penguatan kapasitas pemuda di masa pandemi covid -19 yang dihadapkan terbatasnya ruang gerak pemuda untuk menyalurkan ekspresi dan kemampuannya. Selain itu juga, diperlukan kegiatan kegiatan yang bersifat inovatif dan kreatif yang dapat dilakukan oleh kaum pemuda untuk menambah semangat dan keterampilan mereka menjalani kehidupan di masyarakat. Kegiatan pengabdian kepada masyarakat ini dilakukan dalam 3 bentuk kegiatan yaitu transfer pengetahuan dan teknologi melalui pelatihan penguatan kapasitas kepemimpinan pemuda secara daring, Temu Pemuda dan distrubusi barang berupa alat dan media proteksi virus covid 19 dengan mitra lembaga Karang Taruna Tingkat Provinsi DKI Jakarta. Seluruh rangkaian kegiatan ini diharapkan  mampu menjadi sarana dan ruang bagi kaum pemuda untuk terus mengasah kemampuan, kesadaran, inisiatuf dan keterampilannya secara berkelanjutan di masa pandemi covid -19.

Abstract

Local culture is a priceless national asset. An effort of making the culture uniform by the New Order government in the past gives effect to the resilience and growth of the local culture in Indonesia. In fact, if we examine it carefully, the local culture contains norms and values that organize people’s lifes. One of them is as a resolution tool/media and conflict control. Pela is one of the local culture that is still a community tradition in Maluku. Pela is the kinship between civil community formed by bonding in terms of areal and descent. In the pela, it embodied norms, values, and resolution mechanisms and conflict control. This study intends to examine how values in the pela able to be the resolution tool/media and the conflict control in Maluku’s people. Also, this study examines the challenges faced in pela application and the efforts that have been made in order to revitalize the pela. In the research, this study uses exploratory method. The result shows that the pela plays an important role as a resolution mechanism and conflict control.
