Abstract

This study aims to develop an initial framework for integrating public services in Batu City. The integration of public services in Batu City is formulated into the Integrated Public Service (Public Service Mall). This research is preliminary, meaning that researchers wanted to identify potential public services developed in Batu City. Furthermore, the discussion of the initial framework focused on three aspects, namely institutional, management, and human resource management. This research used a mixed-methods approach. Furthermore, data collection was carried out through questionnaires, semi-structured interviews, focus group discussions, and literature studies. The results uncovered that the integration of public services in Batu City has the potential to be developed through Public Service Mall. The strategic placement of Public Service Mall locations is also needed to provide affordability for the community. Public Service Mall can also expand the types of services from 118-130 to 130-140. From an institutional perspective, Public Service Mall remains under the Batu City One-Stop Integrated Service and Investment Service (DPMPTSP) supervision by coordinating with technical agencies from the public and private sectors. Then, in terms of management, the implementation of the Public Service Mall requires physical and network infrastructure in the service process. Finally, the HRM (Human Resource Management) aspect needs to pay attention to the competency skills of the apparatus, both as implementers and control systems.

Abstract

Badan Usaha Milik Desa (BUMDES) di Desa Tirtoyudo Kabupaten Malang pada faktanya belum memiliki kinerja yang memuaskan dalam pengelolaan potensi unggulan desa yakni kopi. Salah satunya karena lemahnya struktur kelembagaan sehingga program organisasi yang telah ditetapkan tidak dapat berjalan dengan baik. Tujuan dari pengabdian ini adalah melakukan pelatihan dan pendampingan restrukturisasi kelembagaan di BUMDES Tersebut. Metode pelaksanaan yang digunakan dalam kegiatan ini berjenjang dimulai dari observasi, pelatihan dan pendampingan (evaluasi) kepada mitra. Hasilnya pengabdian ini mampu meningkatkan pemahaman dan kesadaran untuk melakukan manajemen organisasi yang profesional. Dengan memahami hal tersebut selanjutnya timbul keinginan untuk segera melakukan resktruturisasi BUMDES dan sampai saat ini proses tersebut telah berjalan

Abstract

Food security is an important issue to be studied concerning the welfare of a country. The government has tried to build and develop food security by utilizing land through the KRPL program. The Batu City Food Security Service launched the KRPL program to utilize yard land. Sumbergondo Village is the location for implementing KRPL because of the potential for land and nature. So, this study aims to determine the implementation of the KRPL policy in improving Food Security. The research was conducted in Sumbergondo Village, Bumiaji District, Batu City. The method used in this study is a qualitative research method using primary and secondary data sources. Observation, interviews, and documentation are used to carry out data collection techniques. This research shows that the implementation of the KRPL policy in Sumbergondo Village is going well, seen from the aspects of policy implementation, namely through an analysis of good and supportive environmental conditions and inter-organizational relationships that run according to existing structures. Organizational resources include human and financial resources that accept and run the program optimally. It is up to the characteristics and abilities of program implementing agents to improve the food security of the Sumbergondo Village community through the use of the KRPL program land.

Abstract

This study describes the policy response to the conversion of agricultural land in Malang City from the perspective of Network Governance which was coined by Keith G. Provan. This departs from the fact that in five years there has been a quite massive conversion of agricultural land in Malang City so that which threatens food availability. The collaboration pictured involves the Department of Agriculture and Food Security, the Department of Trade, and the Malang Subdivre Bulog Public Corporation. The research method used in this research is descriptive qualitative. The research resulted in the findings that the implementation of inter-agency network governance has been carried out well through the main program, namely market operations which are intended to provide access to food to the public at a standard price. However, there are several obstacles in carrying out the network management, including the quality of rice distributed and Malang City which does not have City Government Rice Reserves.

Abstract

Salah satu masalah serius yang dialami oleh Kota Batu pada tahun 2021 adalah tingginya angka pengangguran. Merespon hal tersebut Pemerintah Kota Batu melalui Dinas Ketanagakerjaan membuat program pelatihan untuk menambah kompetensi bagi pengangguran. Penelitian ini bertujuan mendeskripsikan efetivitas kebijakan program Pelatihan Berdasarkan Unit Kompetensi yang dilakukan oleh Dinas Tenaga Kerja Kota Batu pada tahun 2022. Efektifitas tersebut diukur berdasarkan konsep dari Subagyo yang dengan 4 kriteria yaitu ketepatan sasaran program, sosialisasi program, tujuan program dan pemantauan program. Metode penelitian yang digunakankan adalah deskriptif kualitatif.  Hasil penelitian ini menujukan bahwa program tersebut telah berjalan cukup baik karena mampu menurunkan angka pengangguran. Pelatihan kerja ini mampu mengembangkan kemampuan atau skills dan ketrampilan peserta pelatihan dan terbukti berhasil membuka usaha mandiri bagi pekerja. Meskipun efektif program ini perlu beberapa perbaikan khususnya pada peserta yang harusnya adalah masyarakat yang belum memiliki pekerjaan bukan yang sudah memiliki pekerjaan

Abstract

The practice of money politics at the village level has become a common phenomenon indicating a serious problem in village democratization. This study aims to conduct a comparative study of the practice of money politics that occurred in implementing village head elections in “S’ Village, Batu City, and “P” Village, Sampang Regency, East Java. Comparative studies are important because these regions have different economic, social, and community characteristics. A qualitative descriptive research method is used in this article to clarify the process of answering research questions. The data were analyzed through collection, compaction, presentation, and conclusion. The study results show that money politics in each village in the two districts is almost identical. However, in practice, the control over voters in money politics during the Village Head Elections (Pilkades) shows very strict control in the Sampang district. It is even stronger than in Batu City.

Abstract

Desa Mojorejo Kecamatan Pendem Kota Batu merupakan salah satu desa yang masyarakatnya sebagian besar belum memiliki kesadaran politik yang kritis. Hal ini terlihat dari apatisme yang tinggi pada isu-isu politik termasuk soal pemilu 2024. Dalam hal alasan memilih masyarakat juga belum menggunakan pendekatan rasional dan kritis sehingga sulit menghasilkan kepemimpinan politik yang berkualitas. Karena itu Pelatihan mengenai pendidikan politik menjadi penting untuk dilakukan dalam bentuk pengabdian. Pengabdian ini bertujuan memberikan pendidikan politik kepada Karang Taruna Desa Mojorejo agar nantinya bisa menjadi kelompok yang dapat membantu masyarakat di desa Mojorejo memiliki kesadaran dan partisipasi politik yang tinggi dan berkualitas. Hasilnya pengabdian ini mampu meningkatkan pemahaman dan kesadaran untuk pentingnya partisipasi politik yang berkualitas bagi masyarakat khusunya dalam menghadapi momen pemilu 2024. Dengan memahami manfaat partisipasi politik yang kritis muncul kesadaran bagi Karang Taruna Desa Mojorejo untuk bertindak sebagai salah satu agen dalam penyadaran politik di tengah masyarakat desa.

Abstract

Perebutan kekuasaan di wilayah Laut Cina Selatan telah menjadi isu penting untuk didiksuikan oleh khalayak umum. Beberapa negara di ASEAN seperti Indonesia, serta pengaruh kekuatan Amerika dan China saling berebut di wilayah yang strategis bagi jalur perdagangan laut dan potensi sumber daya yang melimpah. Studi ini bertujuan untuk menganalisis fenomena geopolitik di wilayah Laut Cina Selatan dari perspektif masyarakat berdasarkan data dan analisis sosial media serta posisi Indonesia dalam konflik tersebut. Data dan analisis sosial media (twitter) diperoleh melalui Drone Emprit pada periode 7-25 juni 2020. Hasilnya adalah diskusi dan perbincangan tentang isu Laut China Selatan dengan Social Network Analysis India, Hongkong, Australia dan Taiwan merupakan Negara yang paling terlibat dalam isu ini. Sedangkan, posisi Indonesia pada isu Laut China Selatan tetap berpegang pada politik bebas aktif dan menjunjung tinggi asas hukum yang berlaku (UNCLOS 1982) dibuktikan dengan beberapa cuitan seperti menolak negoisasi dengan Beijing; menutup ruang negosiasi; dan menolak 9 garis putus-putus yang diklaim oleh China. Isu konflik Laut Cina Selatan ini lebih banyak dibicarakan dari kalangan Babyboomers dan hanya sedikit dari gen X-Y. Implikasi studi menjelaskan bahwa Indonesia sangat menekankan upaya diplomatis dalam isu geopolitik yang tengah memanas di Laut China Selatan.

Abstract

This paper aims to explain the social construction of family roles in migrant workers’ income management. Many migrant worker families are unable to manage their income correctly. This social construction would affect the community by giving negative stigma to the families of migrant workers. This research was conducted using a descriptive method with a qualitative approach. The subjects were selected based on proportional sampling, namely people who live close to the families of migrant workers, extended families of migrant workers, and community leaders. The results of this study indicate that, in reality, some couples of migrant worker families can manage their income well, resulting in the income of migrant workers that does not have a meaningful impact on the family. The findings of this study contribute to developing a theory of social construction, where reality is the result of personal understanding, which is used as a shared understanding in the community. This shared understanding gives a new stigma to the reality of migrant worker families. The research limitation is that the data used are only obtained from subject interview data and case observations in the field, so the research findings limitedly describe the study of social construction in general. Future research that can be conducted based on this finding is investigating the effect of poor income management on the increasing migrant workers’ family disharmony.
