Abstract

Abstract

The construction of an oil refinery in Tuban Regency, a National Strategic Project (PSN), has been rejected by the Tuban community. This study aims to explain the efforts made by PT Pertamina and the government in resolving the land acquisition conflict regarding the construction of an oil refinery in Jenu, Tuban Regency. The researchers used the descriptive qualitative method, collected data using interviews and documentation, and analyzed the collected, reduced and presented data. The results showed that the parties resolved the conflict through litigation, mediation, and negotiation. The process resulted in the provision of employment for locals, scholarships for outstanding students in five affected villages, development of fishermen's cooperatives in Mentoso Village, food and social assistance for farmers, opportunities for locals to continue working on the acquired land before the construction, and several Corporate Social Responsibility (CSR) programs around the premises. After the resolution, out of 1219 parcels, 1222 were acquired with a total land area of 814 hectares from 961 owners. This research only focuses on the agreements between the parties. Further studies are advised to observe PT Pertamina's and the community's consistency in adhering to the agreements.

Abstract

Background This study aims to analyze the effectiveness of environmental governance in handling forest and land fires (karhutla) in Banjarbaru City, South Kalimantan, during the 2023–2024 period. Forest and land fires in Banjarbaru continue to occur repeatedly despite the local government forming a task force, implementing hotspot monitoring technology, and implementing various mitigation policies. Methods This study uses a descriptive qualitative method with a case study approach. Data were collected through analysis of policy documents, official government reports, hotspot data from relevant agencies, and relevant scientific literature. Data analysis was conducted thematically through the stages of data reduction, presentation, and conclusion drawing. Results The results of the study indicate that environmental governance in handling forest and land fires in Banjarbaru has not been optimal due to institutional fragmentation, weak coordination between actors, limited budget and resource capacity, and low community participation in prevention efforts. In addition, supervision of peatland conversion remains weak, thereby increasing vulnerability to fires. Conclusions This study concludes that strengthening inter-agency coordination, increasing institutional capacity, ensuring transparency of fire information, and adopting a community-based prevention approach are necessary to achieve more effective and sustainable forest and land fire governance.

Abstract

The rice import plan to be carried out by the Indonesian government is a very interesting issue to discuss considering that Indonesia is known as an agricultural country. Based on data shown by BPS in 2017, around 29.76% of Indonesia's population works as farmers. This means that when rice import activities are carried out, the welfare of 31.68 million people (farmers) will experience a decline. This study aims to analyze the Indonesian government's plan to import 1 million tonnes of rice, from the perspective of the community that is broadcast on the data and analysis on social media. Meanwhile, data and social media analysis can be seen on (Twitter) obtained through Drone Emprit in the period 13-19 March 2021. The results found based on the data displayed by Drone Emprit show that the issue or plan to import 1 million tons of rice is an inviting policy. many pros and cons in society. The policy for rice imports is strongly rejected by the majority of Twitter people because farmers will enter the main harvest, which is when rice imports continue, what happens is a decrease in the selling price of rice from farmers. And as a result, the farmers will experience a lot of losses.

Abstract

This study examines environmental conflict surrounding the Tumpang Pitu gold mine in Banyuwangi through a Political Ecology perspective. The conflict, ongoing since the start of mining operations, reflects not merely technical environmental impacts but unequal power relations among the state, corporations, and local communities. Using a qualitative document-based approach, data were drawn from government policies, Environmental Impact Assessment (EIA) documents, civil society reports, media coverage, and relevant academic literature. Thematic analysis was applied, employing the Environmental Justice framework to assess distributive injustice, procedural exclusion, and the lack of recognition of affected communities’ rights. Findings show that mining governance prioritized economic growth and investment security, while ecological sustainability and meaningful public participation were marginalized. Licensing and EIA processes were largely formalistic, restricting community involvement and overlooking ecological risks to coastal ecosystems and local livelihoods.

Abstract

This study analyzes the agrarian and environmental conflict in Wadas Village, Purworejo Regency, which arose from the planned andesite mining to support the construction of the Bener Dam, a National Strategic Project. Using a political ecology perspective, this study examines how power relations between the state, elite interests, and local communities shape the development policy-making process. The research method used is a qualitative descriptive study based on documentation, utilizing data sources in the form of scientific articles, civil society organization reports, government policy documents, environmental impact analysis (EIA) documents, and media coverage. The results show that the mining plan has the potential to cause significant ecological degradation, particularly affecting the sustainability of water springs, soil stability, and the local community's agricultural system. In addition to the ecological impacts, this conflict also triggers socio-political degradation at the grassroots level, characterized by community polarization, weakened social solidarity, narrowed space for public participation, and the emergence of repressive actions by state officials. The research findings indicate a pattern of state capture in development policy, where state decisions reflect the economic-political interests of elites rather than the interests of affected communities. The green development narrative used by the government serves to legitimize the practice of natural resource extractivism. On the other hand, the resistance of the Wadas community demonstrates the residents' political capacity to defend their living space through collective mobilization and the utilization of local knowledge. This research confirms that the Wadas conflict is a question of ecological justice, citizenship rights, and democracy in development practices in Indonesia

Abstract

This study analyzes the relationship between patron–client networks and the strategic use of public utilities by incumbent politicians in electoral contexts through a bibliometric approach. It explores how patronage-based electoral strategies are conceptualized and debated within academic literature, particularly regarding the mobilization of state resources to secure voter loyalty and sustain political dominance. The primary objective is to identify patterns of knowledge production, influential scholars, dominant themes, and emerging research trajectories related to incumbency advantage and patronage politics. Methodologically, the study employs bibliometric analysis supported by VOSviewer software to visualize co-occurrence networks among keywords, citation relationships, author collaborations, and leading publication sources. This quantitative mapping enables a systematic understanding of the intellectual structure and evolution of the field. The findings reveal three major thematic clusters. First, political patronage and clientelism are strongly associated with the distribution of public utilities as electoral incentives. Second, incumbency advantage emerges as a central concept linked to resource control and institutional access. Third, social capital and local networks function as mediating mechanisms that strengthen patron–client exchanges. The analysis also shows a growing trend of interdisciplinary research combining political science, governance, and public administration perspectives. Overall, the study demonstrates that public utilities often operate not only as service instruments but also as strategic tools for power reproduction and electoral consolidation.

Abstract

Frequent floods and landslides in Tulungrejo Village, Batu City, require locally grounded mitigation strategies that are adaptive to the village’s ecological and social conditions. This study aims to analyze the role of local wisdom in the disaster mitigation system in Tulungrejo Village, Batu City, by emphasizing the integration of traditional knowledge, social systems, and village institutional support. The research method used is qualitative-descriptive through field observations, in-depth interviews, and documentation studies. The results show that local wisdom-based mitigation practices are operationalized through terracing techniques, small retention basins, and adaptive land management, which function as preventive mechanisms embedded in daily agricultural activities. In addition to ecological practices, the community’s social system serves as an effective medium for risk communication, enabling rapid information exchange and collective response through informal networks and village deliberation forums. Village government support, particularly through pre-disaster budget allocation, facilitation of community forums, and integration of local knowledge into planning processes, strengthens the institutionalization of mitigation practices. The interaction between ecological knowledge, social communication, and institutional support forms a collaborative and adaptive mitigation system. However, challenges remain in the regeneration and documentation of local knowledge, which may affect the long-term sustainability of community-based mitigation.

Abstract

A land ownership dispute in Singosari, Malang, involves two parties: the heirs of SRN holding eigendom verponding No. 6013/1948 (a colonial certificate) and Muhammadiyah Singosari holding State Ownership Certificate (SHM) No. 04767/2023. The dispute is complicated by an undocumented sale and purchase transaction from 1963 and the presence of the Aisyiyah Bustanul Athfal 3 kindergarten operating on the land. This community service activity aimed to resolve the dispute through mediation assistance using the Participatory Action Research (PAR) method. The stages included: (1) preparation (case identification, document verification, internal coordination), (2) socialization (understanding mediation procedures and ukhuwah values), (3) mediation assistance (facilitating meetings, coordinating with Muhammadiyah leadership from branch to central levels), and (4) monitoring and evaluation. Although a final agreement has not yet been reached, the mediation process produced significant impacts: direct communication channels were established between the parties after more than a decade of no dialogue; both legal documents were mutually verified and acknowledged; attitudes shifted from defensive to cooperative; and written commitments were obtained from Muhammadiyah leadership at branch, district, regional, and central levels to continue non-litigation resolution. The kindergarten continued uninterrupted operations serving approximately 50 children. The PAR-based mediation proved effective in maintaining social harmony, increasing collective legal awareness, and ensuring the sustainability of public services. Abstrak Sengketa kepemilikan tanah seluas 2.245 m² di Singosari, Malang, melibatkan dua pihak: ahli waris SRN pemilik eigendom verponding No. 6013/1948 (sertifikat kolonial) dan Muhammadiyah Singosari pemilik Sertifikat Hak Milik No. 04767/2023. TK Aisyiyah Bustanul Athfal 3 tetap beroperasi tanpa gangguan melayani sekitar 50 anak. Mediasi berbasis PAR terbukti efektif menjaga harmoni sosial, meningkatkan kesadaran hukum kolektif, dan menjamin keberlanjutan layanan publik.
