Abstract

This article is about the Allocation of the Special Autonomy Fund's efforts to combat poverty in Aceh. The Special Autonomy Fund began in 2008 and will continue until 2027, with the goal of achieving the highest level of peace in Aceh. Data is derived from interviews and supporting documents from the Bappeda Aceh and the Indonesian Ministry of Finance, as well as a quantitative method based on case studies. Following that, data is analyzed through the methods of display, reduction, and data analysis. The findings indicate that the Aceh Special Autonomy Fund is unable to significantly reduce poverty levels in Aceh. The key point is that the Special Autonomy Fund is not pro-poor budgeting and is failing to address the poverty problem in Aceh.

Abstract

This study is about the effectiveness of finger print attendance on the discipline of civil servants at the Regional Secretariat Office of Subulussalam City. Discipline is how a person’s attitude is in obeying and obeying what has been set as responsibility. Different opinions say, if discipline is a necessity as well as a demand in people’s lives. This study aims to look at employee discipline in implementing finger print absenteeism. This study used qualitative research methods and data were collected through interviews and observations. The results of this study indicate that the implementation of the finger print absence has slightly increased the discipline of civil servants, and in the implementation of the finger print absence there are still several obstacles such as machine effors, sometimes unsupportive networks and machine maintenance that must be done regularly. The conclusion of this study is that finger print attendance has gone well and affect employee discipline, however, there are inhibiting aspects such as network problems and employee attitudes.

Abstract

This study discusses the strategy of the Sepakat Group in empowering coastal women in Aceh Barat Daya District. The women's empowerment strategy is an effort to improve women's abilities, especially in developing their capacities and skills. This study uses a qualitative method using a case study approach, the data collection techniques used in this study are interviews and observations, the data collected is stored in one document and then selected according to research needs. The results showed that the women's empowerment strategy in Pulau Kayu Village, Southwest Aceh Regency needed attention and assistance from the government because there were still many obstacles and lack of understanding in improving the progress of the Agreed Women Business Group. The conclusion of this study shows that the strategy of the Women's Business Group Agrees on the Empowerment of Coastal Women in Aceh Barat Daya Regency is still weak due to the lack of attention from the local government on the progress of women's business groups agreeing on training and mentoring.

Abstract

Tujuan dari penelitian ini adalah untuk mengkaji dampak sosial dan ekonomi dari pengembangan eco-tourism mangrove di Kabupaten Aceh Jaya. Penelitian ini menggunakan metode kualitatif untuk mengkaji dampak pengembangan hutan mangrove terhadap sosial dan ekonomi masyarakat di Kabupaten Aceh Jaya. Narasumber dalam penelitian ini adalah 20 orang masyarakat yang tinggal di sekitar kawasan hutan mangrove. Berdasarkan hasil penelitian, pengembangan ekowisata hutan mangrove telah menerapkan prinsip eco-tourism dengan melibatkan masyarakat secara penuh dalam pengelolaannya, selain itu pemberdayaan masyarakat sudah dijalankan melalui Kelompok Sadar Wisata (Pokdarwis), serta telah muncul sentra ekonomi lokal akibat adanya wisata mangrove. Sehingga dapat disimpulkan bahwa eco-tourism mangrove di Kabupaten Aceh Jaya memberikan dampak positif bagi kehidupan sosial dan ekonomi masyarakat seperti membuka lapangan pekerjaan baru, membentuk struktur ekonomi masyarakat melalui peningkatkan pendapatan masyarakat, peningkatan kesejahteraan masyarakat, dengan tetap mampu menjaga kelestarian ekosistem mangrove.

Abstract

This study discusses the budget for handling COVID-19 in Aceh Province with a Social Safety Net approach. Through this Social Safety Network approach, the Aceh Government has allocated a budget for handling COVID-19 is intended to be given to acehnese people who are directly affected from COVID-19. While the purpose of this study is to find out the extent of the success of the budget for handling COVID-19 is realized to the public to rise from the crisis during the COVID-19 pandemic. This research is an exploratory descriptive qualitative method research to explain and dig up information about the budget for handling COVID-19 by answering various types of questions and problems that occur and are identified and analyzed based on the results of readings and interpretation data related to the research theme. The results showed that the budget for handling COVID-19 in Aceh Province in the Social Safety Net sector was already running and the affected Acehnese people had received social assistance provided by the Aceh Government. However, there needs to be supervision from the people of Aceh in order for transparency in the management of the COVID-19 budget. In addition, in anticipation that the practice of corruption in handling the COVID-19 budget in the Aceh Government environment can be prevented.

Abstract

ABSTRACT. Money politics conducted by political actors has inadvertently harmed the order of democratic civilization, which seeks to produce exemplary leaders with competence and morality. The practice of money politics is still prevalent in the local community of Singkil Regency, where it is considered pervasive. This is evident in every political contest for the Pileg and Pilkada, where candidates distribute cash, goods, and basic necessities. Observations on the ground indicate that there is a strong suspicion that the people there are extremely pragmatic in their political choices; they do not see the potential figures of the candidates but rather candidates who can give money to the people they favor. For the analysis of the aforementioned issues, a qualitative method involving observation, interviews, and documentation was employed. The study’s conclusion demonstrates that money politics is a form of buying and selling votes, which is one of the issues that must be addressed in general elections. However, state election supervisors in the regions, such as Panwaslih, continue to have limited manpower, time, and resources to oversee the practice of money politics during elections. As a result, the establishment of Gampông Politik as a socio-political institution is an important strategy for eradicating money politics by instilling democratic values, providing political education, and enforcing the law.

Abstract

This study discusses the evaluation of services in digital form to be able to improve the quality of services at the Aceh Singkil Health BPJS Office. The purpose of this study is to see the development of services provided by the BPJS Health Office to participants through Pandawa services, mobile JKN, Chika (JKN Chat Assistant), and the BPJS Kesehatan Care Center 165. This research method is a qualitative one with a case study approach. The resource persons are: (1) membership staff; (2) benefits guarantee staff; (3) security unit/security guard at the Aceh Singkil Health BPJS Office; and (3) JKN participants. The results of the study show that Pandawa services, mobile JKN, Chika (JKN Chat Assistant), and BPJS Kesehatan Care Center165, where these services can be used by JKN participants without a time limit, can be used anytime and anywhere. These services can be more effective and efficient. The conclusion from this study is that there has been an increase in the quality of services implemented by the BPJS Health Office, and there are many benefits felt by JKN participants or benefits from the BPJS Office.

Abstract

Penelitian ini membahas tentang strategi Badan pertanahan Kabupaten Aceh Barat Daya dalam menyelesaikan kasus sengketa di Aceh Barat Daya. Tujuan dari penelitian ini yaitu untuk melihat bagaimana proses dari strategi yang dilakukan oleh Kantor Pertanahan Kabupaten Aceh Barat Daya melalui mediasi dan pengadilan. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan studi kasus untuk mengetahui dan melihat strategi yang dilakukan oleh Kantor Pertanahan dalam menyelesaikan permasalahan sengketa pertanahan. Teknik pengumpulan data pada penelitian ini melalui wawancara dengan Seksi Penetapan Hak dan Pendaftaran, Staf Kantor Pertanahan Kabupaten Aceh Barat Daya, masyarakat serta melalui observasi lapangan dan dokumentasi. Hasilnya menunjukkan bahwa adanya proses dalam penyelesaian sengketa pertanahan melalui mediasi di lingkungan masyarakat dan Badan pertanahan Nasional Kabupaten Aceh Barat Daya sebagai mediator, serta harus berperan dengan baik dan tidak memihak dengan salah satu pihak. Kesimpulan dari penelitian ini adalah cara yang dapat dilakukan dalam proses penyelesaian sengketa dapat dilakukan melalui dua cara yaitu jalur mediasi dan jalur pengadilan. Proses penyelesaian sengketa pertanahan melalui gelaran mediasi yang terlebih dahulu harus adanya pengaduan peninjauan melakukan pemanggilan kepada para pihak dalam upaya gelaran mediasi dan dapat berjalan dengan baik.

Abstract

The Indonesian government defines neglected children as anyone under the age of eighteen who has not had their basic needs met. According to Article 34 of the 1945 Law, neglected children must be protected and become the responsibility of the state. However, in reality, neglected children are not fully protected. The purpose of this study is to learn about the policies in Aceh Province that protect neglected children. The qualitative research method was used, with a phenomenological approach. Data were gathered through interviews with informants, and from documents. After that, the data were analyzed using interpretive phenomenological analysis. The results of the study indicate that the problem of neglected children in Aceh occurs because the structure of the Acehnese society is improving after the long conflict and the tsunami disaster that resulted in community poverty. This study concludes that there are obstacles in the protection process related to: (1) The definition of neglected children so far is still one way (up-down); (2) Data collection is still hampered because many children in Aceh lack birth certificates, limiting their access to state services and protection.

Abstract

The goal of this research is to evaluate the government's lobster business policies, particularly those that are aligned with the interests of fishermen (pro fishermen). Policy evaluation is critical in assessing the success of the lobster trade for the benefit of fishermen In this study, a qualitative method with a case study approach is used. Data was then gathered through observation, interviews, and supporting documentation. The informants interviewed in this study were chosen using snowball sampling based on their suitability with the required information. Informants include lobster catchers, traders, and local governments. The data is then analyzed using coding, categorization, comparison, and discussion research findings. The findings revealed that lobster trade policies were developed and implemented without the inclusion of fishermen as policy targets. As a result, they are excluded from existing policies and make it difficult for fishermen to find alternative sources of income. The failure of this policy is due to the following factors: (1) a lack of definitive data on lobster catching fishers; (2) an over-campaign concerning lobster availability in Simeulue.(3) There is no local government support for lobster cultivation efforts; (4) there is no socialization, coaching, equipment assistance, or capital injection; and (5) there is no local government support for carrier transportation modes.
