Abstract

Implementation of the Republic of Indonesia's Minister of Trade Regulation regarding the presence of modern shops such as Indomaret in Meulaboh City, West Aceh Regency, which has an impact on the large number of Indomarets and disrupts the existence of traditional shops owned by local communities. This study used a qualitative method through a case study approach with key informants as Head of Trade at the Trade Office, Head of Services and Licensing Staff of the One-Stop Integrated Investment and Services Office (DPMPTSP), Secretary of the West Aceh Traders Association, Modern Shop Employees ( Indomaret), Traditional Traders / Grocer and Community Traders. The results of this study indicate that the implementation of the Permendagri issuance, especially related to structuring guidelines and fostering of traditional markets, shopping centers and modern shops carried out by the Regional Government of West Aceh Regency has not been fully effective, it is due to the absence of derivative policies governing further related the establishment of modern markets such as Indomaret, and in the implementation there is also communication and non-coordination between the two parties implementing the policy. Aside from having positive impacts such as increasing local revenue tax, Indomaret's presence also has a negative impact because it increasingly marginalizes and even kills merchant businesses in traditional shops due to shifts in consumer habits, distance or adjacent positions between modern and traditional stores.

Abstract

The aim of this study is to analyze the impact of poverty on access to education for fishermen's children in the South Aceh District. Poverty is a condition that causes a person to be unable to enjoy health, higher education and to consume adequate food from a health perspective. As a result, they have low productivity, decent work and low incomes. The method used is quantitatively explained by the creation of 18 fishermen in Ujung Tanah Village, Samadua District, South Aceh Regency.Data was obtained through questionnaires and interviews and analyzed through a Spearman correlation test using the IBM SPSS Statistics Version 20 software to test the influence between variables and explain the relationship between the two. Research data shows that at SD level p >0.05, SMP p>0.05, SMA p>0.005, S1 p>0.005. In the meantime, the value of the correlation test is -0.252 (SD), -0.258 (SMP), -0.140 (SMA), -0.129 (S1). The conclusion is, therefore, that the hypothesis (Ho) is accepted, that is, that there is an influence between poverty (X) and education (Y) on the children of fishermen with a negative or opposite correlation. Namely, the higher the poverty, the lower the education of the children of fishermen.

Abstract

This article discusses the issue of the monocultural and hegemony that occur in police forces, especially police women in Indonesia. Monokulturalisme related to the concept of cultural unification (homogentitas). In monokulturalisme, a sign of the assimilation process is a mixture of two or more cultures to form a new culture. Abstract

UPTD Pasar is a technical implementer of the Trade Office in managing the Bina Usaha Market in Johan Pahlawan District, West Aceh Regency. This study looks at performance through the UPTD Market through productivity, service quality, responsiveness, responsibility, and accountability. The method used is descriptive qualitative through interviews with related sources such as the head of the Bina Usaha Market Unit, traders who sell at Bina Usaha Market, and the community as users or consumers at the Bina Usaha Market. The results show that the Market UPTD has been effective in managing the Bina Usaha Market Meulaboh because it has put forward the aspects of responsiveness, responsibility, and accountability that can be seen through achievements in the current performance of the UPTD Pasar. Good service results in satisfaction from market users. However, UPTD Pasar also still has shortcomings in terms of productivity and service quality. This can be seen from the lack of employees and supporting facilities in managing the Bina Usaha Market in Meulaboh.

Abstract

This paper aims to see how the strategy of local elites in gaining power in village government in Aceh. In this case, Acehnese local elites, former members of the Free Aceh Movement (GAM), have economic and political advantages over other communities because they have networks within the Free Aceh Movement organization down to the grassroots. The qualitative method with the case study approach was used in this research. The findings of this study revealed that local Acehnese elites used the connections of fellow GAM members in the government as a strategy to seize economic and political resources in the village. They contested in the village head election (keuchik) and competed to become village government officials after knowing the number of village funds managed by the village through general elections and even through direct appointment as interim village head officials. This study concludes with four main strategies for gaining power in government in the village. The main strategies are (1) successful team consolidation, (2) segmentation, targeting, and positioning, (3) candidate image, and (4) Aceh's contextual strategy in the form of a network of the former Free Aceh Movement in gaining political power at the village level in Aceh.

Abstract

Dana desa yang dianggarkan oleh Pemerintah Pusat untuk Pemerintah Aceh meningkat setiap tahunnya, sebesar 84,3 miliar (2015) dan 249 miliar (2019). Namun, dalam implementasinya belum dapat digunakan secara optimal.  tulisan ini membahas tentang keberadaan klinik desa sebagai solusi atas banyaknya keterlambatan dan kesalahan pengelolaan dana desa di Aceh. Klinik gampong adalah program pengembangan kapasitas pemerintah desa melalui pelatihan dan bimbingan, koordinasi, konsultasi, dan berbagi informasi, terutama dalam hal perencanaan dan penganggaran untuk dana desa. Metode penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Informan penelitian ini adalah pemerintah kecamatan, pemerintah desa dan masyarakat. Hasil penelitian menunjukkan bahwa program klinik gampong efektif dalam membantu pengelolaan dana desa di Aceh dengan cara meningkatkan kemampuan pemerintah desa, membantu dalam menyusun rencana pembangunan, membuat laporan pertanggungjawaban keuangan, dan mendampingi proses pemberdayaan masyarakat dengan menerjunkan pendamping desa yang siaga membantu menyelesaikan masalah desa seperti kemiskinan dan pengangguran.

Abstract

This paper describes local government innovations that are part of the Civil Service and Civil Registry (Dukcapil) reform. Arrangement of birth certificate and death certificate integrated village fund is an innovation policy in West Aceh Regency which is abbreviated as Aklamasi Dansa. The issue of legal identity is still a problem in Indonesia, many people do not have a legal identity so it impacts all services provided by the government to the community. The policy of integrating birth certificates and death certificates is an innovation that brings government and society closer together. The Aklamasi Dansa has been running since 2017 and operates in the assisted village. This study uses a qualitative method with a case study approach. The informant of this research is the community as the recipient of services, the government of West Aceh as an innovator. The results showed that the Aklamasi Dansa policy have shown that they are capable of significantly increasing the percentage of ownership, as can be seen from the percentage of birth certificates in 2016, only 86% after the Aklamasi Dansa was implemented to be 94% in 2019. The same thing happened with the death certificate issued by Disdukcapil in West Aceh in 2016 only 86 death certificates after the aklamasi dansa went on to 1629 in 2019. The Aklamasi Dansa as one of the innovations in service to the community went very well in improving village data administration and making it easier for citizens to receive services in taking care of birth certificates and death certificates.

Abstract

The aim of this paper is to assess the effectiveness of the public service provided to the community by the Department of Population and Civil Registry of West Aceh Regency. Department of Population and Civil Registry of West Aceh Regency is one of the elements of the implementation of the Local Government based on the Qanun above which is a regional technical institution that performs duties and functions of a corresponding authority which has already been established, namely by helping the Regent to carry out certain tasks in the field of administration. The qualitative method used in this research is the case study approach. The findings of this study are that the Western Aceh Disdukcapil government apparatus has been able to provide services to people in need of their services. This can be seen from the level of achievement of good results from the services provided to the community, which has saved time in the service delivery process and saved the cost of managing the community, Responding to needs and satisfaction, providing fair services without discrimination or discrimination on the basis of the principle of justice, maintaining good responsiveness to the community and providing services and completing services on time as promised by Disdukcapil officers.

Abstract

The purpose of this study was to find out how the strategy carried out by the Gunong Kleng Village Government was running optimally in order to implement sustainable development in the village. In carrying out development, a good plan or strategy is needed so that the implementation can be beneficial for the community and continue to be sustainable. The Gunong Kleng Village Government has carried out various strategies to maximize development in the village by: first, increasing the capacity of Human Resources (HR) through the provision of guidance, holding courses or training, and competencies that can increase the knowledge of the village community. Second, monitoring and evaluation of the ongoing program is carried out in order to achieve the expected target. Third, the provision and improvement of complete facilities and tools to manage available natural resources. The methodology used is a qualitative method with a descriptive approach, with data collection techniques using the methods of observation, interviews, and documentation. Based on the results of the research conducted by the researchers concluded that development in Gunong Kleng Village has not run optimally as planned in the village RKPG, due to the lack of community awareness, especially in terms of economic improvement and village community empowerment. In addition, community participation and lack of interest from the community itself.

Abstract

This paper discusses health service innovations at the Subulussalam City BPJS Office. The purpose of this study is to see how the development of BPJS Health innovations can provide good services for the community through the Mobile JKN application. This study uses a qualitative research method with a case study approach to see the development of Mobile JKN innovations. Data collection techniques through interviews with BPJS staff and the community using Mobile JKN. The results show that Mobile JKN has developed well because it has complete features and can be used anywhere and anytime so that health services can be more effective and efficient. The conclusion of this study is that health service innovation through Mobile JKN is good, it can be seen through three indicators, namely, good quality, has a variety of functions and the Mobile JKN application also has a uniqueness that is different from other applications.
