Abstract

The current technical operational waste management in Sigli City District, starts from preparing individual and communal containers. The collection process is carried out directly and indirectly. Garbage that has been collected is transferred to a Temporary Waste Disposal Site (TPS). The processing process through composting, incineration, and recycling is only done by a small part of the population, while waste processing at large-scale TPS is not yet available, such as making compost and so on. Waste that has no economic value is transported to the Final Disposal Site (TPA). The processing aspect in the operational technical cycle is not maximally carried out. If all technical aspects of solid waste management operations can be carried out properly by the District Government of Sigli City, the generation of residential waste can be minimized. The residual waste generation in Sigli City reaches 13,887 m3 / day. This study aims to analyze the effect of technical operational aspects on waste generation in settlements, and identify solutions for handling waste generation. This research uses quantitative methods through questionnaires and qualitative methods through observation and interviews. Respondents were aimed at residents of the City of Sigli as many as 100 people. The results showed that the operational technical aspects that had a significant effect on waste generation were the aspects of container, collection, removal, transportation, and final disposal aspects. The solution for handling waste generation in the container aspect needs to procure individual waste containers and communal trash containers, on the collection aspect it is necessary to implement collection through street sweeping patterns in public areas, as well as socializing to the community to be able to participate in sorting waste that has economic value, in this aspect. for relocation, it is necessary to provide a location and TPS facility in a village that does not yet have a TPS, in the transportation aspect it is necessary to conduct socialization to waste collectors from city cleanliness institutions, to meet the requirements for transportation equipment, and in the aspect of final disposal it is necessary to carry out gas processing, and provide a location that is far from settlements for landfill development.

Abstract

The 3R program is a waste management program that starts from upstream to downstream through reducing, reusing and recycling waste. This study aims to evaluate the success level of 3R based waste management and to identify the level of importance and satisfaction of the community towards the construction of 3R waste treatment facility in Aceh Province. This research uses qualitative method through observation and interview and quantitative method through questionnaire. Evaluation of 3R TPS management activities was conducted through observation and interviews with KSM chairmen based on technical guidance from the Ministry of Public Works and People's Housing (2016). The identification of the level of importance and satisfaction of the community towards the development of 3R TPS facilities is done through the distribution of questionnaires to the local community. Data processing used validity and reliability test, while data analysis used descriptive analysis through Statistical Product and Service Solution (SPSS) v.22 software and biplot analysis through Minitab v.16 software. The results showed that the success rate of 3R based waste management in Aceh Province for west coast area less good with a relative value of 12.30. The capital of the province, the east coast and the central region is good enough with a relative value of 18.20, 17.10 and 17.30 respectively. The level of public interest and satisfaction with the development of the 3R TPS facility for the west coast of the community felt important and dissatisfied with the mean of 4.49 (89.80%) and 2.99 (59.80%), while for the provincial capitals, the east, central and Aceh provinces people felt important and less satisfied with mean importance of 4.45 (89.00%), 4.50 (90.00%), 4.47 (89.40%), 4.48 (89.60%) and mean satisfaction of 3.62 (72.40%), 3.56 (71.20%), 3.27 (65.40%), 3.36 (67.20%).

Abstract

Watershed management can be started by evaluation how the response of watershed hydraulic toward rainfall and become run off that will flow downstream. Transformation of rain into flow is a method used to find out effect of land use change and its parameter toward flow hydrograph. Watershed Kr. Pase is one of  most rapid reduction of forest area. Land use change occurred in this watershed affecting discharge amount of run off which required further calculation. This calculation using the rational method by calculating rainfall intensity parameter (I),watershed area (A), and flow coefficient (C) in watershed. Data of land use provide in this study are on year 2007, 2013, and 2017 which will examine watershed Kr. Pase into subwatershed model, whereas from map analysis obtained three subwatersheds. After some calculation off run off discharge at watershed Kr. Pase, than it is use sub-watershed with longest concertration time (tc).

Abstract

Krueng Aceh River is one of the rivers that has a large discharge crossing two administrative regions, namely Banda Aceh City and Aceh Besar District. One of the problems in Krueng Aceh river, precisely around the area of Pango fly over towards the downstream area is the high flow speed distribution at the turn of the river. The impact of the bridge pillar on the river turn results in changes in the cross section of the river endangering the public facilities in front of it. Based on this analysis, it is necessary to control and secure the river, namely by placing the Groyne. The purpose of this study is to obtain a speed distribution that occurs from placing Groyne construction. The methodology used in this study with hydrodynamic numerical modeling approach is by using the Surface Water Modeling System program (SMS 11.2). Calibrating with the parameter n = 0.025 has obtained an absolute error value of 0.039 in cross 1 and 0.051 in cross 2. Based on the analysis of 20 scenarios with 7 m and 9 m distance variations, 5-unit and 3-unit Groyne variations, and the variations in perpendicular angle and 10°, 30° (degrees) towards the downstream and the upstream area, as well as the flow speed with the same number of Groyne and distance variations, the result shows that (V7 m V9 m à 5 unit) and (V7 m V9 m à 3 unit). The simulation results show that the more the number of Groyne there are, the more negative the impact on the downstream area becomes, the more narrow the Groyne, the higher the flow speed value increases. From the 20 scenarios, we obtained a Groyne scenario that is in accordance with the field conditions, namely the Groyne scenario with a distance of 7 m, 3-unit cribs, and a Groyne placement angle of 30° towards upstream area (GUb3L7). Abstract

Krueng Meureubo River is one of the big river through the West Aceh district. Krueng Meureubo River has a length of ± 188 km and a catchment area of 1.632 km2. The aims of this study is to conducting inundation and the value of losses caused by floods in Krueng Meureubo river. The scope of this study includes analysis of rainfall plans, flood discharge plans, and the value of losses caused by floods. Based on data processing at 4 (four) rain stations, the annual maximum annual rainfall is obtained at each station for 10 years. Analyzing the frequency of rainfall data plan is by using several distributions, namely: Distribution Distribution Gumbel Type I, Distribution Distribution Log Pearson Type III, Distribution Normal Distribution and Distribution Log Normal. The results of the distribution test analysis to estimate the magnitude of the flood discharge with a certain repeat period, the rainfall data is closer to a distribution, calculation of Distribution and Smirnov-Kolmogorof test of each station to produce a rainfall plan. Based on the result of the test by using Smirnov-Kolmogorof test shows the suitable distribution is following the Log Pearson distribution III. Analyzing the estimated flood discharge on the Krueng Meureubo catchment area determine with a 2-year, 5-year, 10-year, 25-year, 50-year and 100-year re-period. The peak flood discharge estimated by using Hidrograf Satuan Sistetis  (HSS) Gama I. The inundation area is obtained from the height of the flood from the cross section of the Krueng Meureubo river. The cross section used in this study is the cross section of KN 7 located in Rundeng village, Johan Pahlawan sub district. The value of losses due to floods that occur when the discharge of Q100 year (1,516 m3 / s) is Rp468.098.453.000, - which consists of loss of damage to residents settlements and rice fields.

Abstract

Aceh Tengah District is one of the districts that have slum settlements. Based on the Decree of the Regent of Central Aceh No. 188.55 / 775 / DCKP / 2014, the determination of housing and slums in Central Aceh District includes 23 villages in 6 sub-districts, with a total area of 189.59 Ha. Bale Atu Village, located in Lut Tawar Subdistrict, is one of the very slum hamlets with a value of 4.22 and has a slum area of 0.56 Ha out of a total area of 2.5 Ha. Besides, Bale Atu Village is located in the center of Takengon City and a trade center as a strategic area, which must be immediately addressed so that slum areas do not expand. This study aims to evaluate the current level of a slum in the village of Bale Atu, and identify the current form of slum settlement. This research uses qualitative methods through observation and interviews and quantitative methods through a weighting system. Evaluation of the level of slum and handling is carried out based on the Technical Guidelines (Juknis) of the Regulation of the Minister of Public Works and Public Housing of the Republic of Indonesia (Permen PUPR RI) No. 02 / PRT / M / 2016. Evaluation of the level of slum includes aspects of slum conditions, aspects of land legality, and other aspects of consideration. The form of handling is based on the typology of slums and the physical handling of infrastructure. The results showed that the slum level of the settlements in Bale Atu Village was light slum with a total score of 23, and the slum level of all hamlets was a light slum where the total score of Dusun Barat was 31, Dusun Timur was 33, Dusun Utara was 29, and Dusun Selatan of 21. The form of slum settlement in Bale Atu Village is based on typology by handling hilly typology, and based on physical infrastructure, it is carried out through a restoration pattern. The handling of slum settlements in Bale Atu Village and all its hamlets is included in the 3rd priority scale of handling in Laut Tawar District.

Abstract

In overcoming the growing flow of passenger ship (ferry), a development at the Ulee Lheue ferry port has been carried out. This phase I development activities has been carried out, and has the potential to cause positive and negative impacts on the environment at the operational stage. This study aims to identify the environmental impacts of the Ulee Lheue ferry port after the 2017 development at the operational stage, and its management solutions, as well as identify the level of importance and satisfaction of passengers in the 2017 Ulee Lheue ferry port development activities. Lheue, Deah Geulumpang, Deah Baro and Alue Deah Teungoh. This research uses quantitative and qualitative methods. Environmental impacts in the operational phase that are reviewed are socio-economic aspects and socio-cultural aspects. Data processing consisted of validity and reliability tests, while the data analysis used descriptive analysis using Statistical Product and Service Solution (SPSS) software version 22, as well as biplot analysis using Minitab version 16 software. The results showed that the impact on socio-cultural aspects was labor recruited not from the local population, and conflicts between various drivers, while the impact on the socio-economic aspects was open business opportunities, increased economy of Banda Aceh City, open employment opportunities for security workers, and increased economy outside the City of Banda Aceh. The solution to managing the socio-cultural aspects is to add additional KP3 personnel, KP3 personnel are equipped with handy talky equipment, while the solution to the management of socio-economic aspects is priority placement for local workers according to educational qualifications, and priority placement for local people in business opportunities. An important development activity that is already satisfied is the building of sterile fences, an important but not satisfied development activity is the lobby building, and the development activities that are not important but not satisfied are the drop off buildings.

Abstract

The province of Aceh was struck by a massive earthquake and tsunami on Sunday, December 26, 2004. The earthquake and tsunami disaster killed 173,741 people and 116,368 people were missing. The earthquake and tsunami in Aceh Province resulted in thousands of houses and public buildings being damaged and caused almost half a million people to be refugees. This study aims to determine the level of preparedness for earthquake disasters on users of public buildings Office of the Governor of Aceh Government. This research uses survey method by distributing questionnaires to users of public buildings and observing the building of the Governor’s office of Aceh Government. The selection of samples in the field is using probability sampling method with purposive sampling technique which is the technique in determining the sample with certain considerations. Secondary data was obtained from literature review and previous research. Data processing uses analysis of validity and reliability and descriptive analysis with index frequency analysis. This study begins with the pre-survey process, where testing is conducted on the questionnaire to determine the level of validity and reliability in each item of statement tested so that the validity value is 0.312 greater than 0.3 and the reliability value is 0.613 greater than 0.6. The results of field observations have not yet fully indicated the components of public buildings that are ready to deal with earthquake. From the results of the frequency analysis the index obtained is as follows; aspect of knowledge and attitude has a score of 62% (good), aspect of policy and guidelines has a score of 66% (good), aspect of emergency response plans has a score of 65% (good), aspect of disaster warning systems has a score of 65% (good) and aspect of mobilization of resources has a score of 62% (good)

Abstract

Implementation of development of community-based sanitation infrastructure management is a new thing for the people of Aceh, especially the community in the location of community sanitation facilities will be built. Currently more than 90 percent of Acehnese people use individual waste water systems or toilets that have not been properly managed and have not equipped septic tanks so that the sludge is discharged directly into the water body. This condition leads to the spread of disease (epidemic). Septic tanks are rarely aspirated so that it becomes a successor of wastewater that then seep in the soil and contaminate it. This is the reason for the entry of Community sanitation program into a solution in the provision of infrastructure and waste water facilities using Lavatory Plus. The Community sanitation program aims to improve the quality of the environment by increasing access to community-based sanitation facilities. This study aims to identify the results of community-based Lavatory Plus development in terms of management, institutional and financing. Knowing the level of satisfaction and public interest towards community-based Lavatory Plus development. This research will be conducted in 4 (four) regencies / cities with the lowest coverage of sanitation in Aceh Province, Kab. Pidie Jaya, Kab. Aceh Tamiang, Kab. Aceh Barat Daya and Kota Subulussalam by using quantitative methods supported by qualitative analysis. Qualitative analysis was conducted to look at management, institutional and financing aspects. Data collection were taken through observation and interview on the Work Unit of Environmental Sanitation System Development of Aceh Province and District Public Works Office. Data analysis was done by using SWOT analysis and its analysis tool USG (Urgency, Seriousness, and Growth) and performed data processing through Biplot Method with Mini Tab software. SWOT analysis results show the success rate of Community sanitation program management is in quadrant I. The results of analysis of the level of satisfaction and public interest by using Biplot Method assisted software Mini Tab. The level of community satisfaction is 3.63 and the level of public interest is 4.4 ie the average community feels important to the management of the Community sanitation program.

Abstract

The velocity at the inner turns of the Krueng Aceh river which is ± 100 meters from the Pango Bridge results in the collapse of river banks and endangers public facilities. For this reason, it is necessary to design a construction to protect the river bank. One of the alternatives is to use groyne construction. This study simulated the gropozag type groyne as an alternative form of groyne to be installed in the field. The aim of the study is to see the effect of gropozag type groyne on the river speed using the Surfacewater Modeling System (SMS) program to predict the direction of flow after the installation of the crib. Calibration is performed by determining the relative error value using velocity measurement data. This study uses gropozag groyne type with a length of 2,47 m (6 % B), 3 perpendicular groyne formation placements with an inclination of 10o,20o and 30o towards the upstream and the downstream area in 2 variations, namely 5-unit groynes and 3-unit groynes. The results shows that the RMA2 model obtained results that are close to the measurement value, where the value of the relative error obtained is 7.74% in cross 1 and 6.27% in cross 2. The lengthwise analysis of maximum velocity of 5-unit groynes shows that the maximum velocity occurs at V3 of 4,029 m/sec in the KRA5 formation (10o inclined to downstream of 5 units). Maximum speed of 3-unit groynes at V3 with KTA3 formation (3 perpendicular units) is 3,612 m/s. The number of groynes installed also affects the velocity of the simulation results. The velocity of the 5-unit groynes series is greater than that of the 3-unit groynes series.
