Abstract

The Indonesian government implements a policy of equalizing position as a simplification of bureaucracy. The policy is seen as the transformation of government management with complex challenges. This article aims to analyze the important aspects of the transformation of government management in equalizing positions in Melawi Regency in 2021-2024. Data is collected from important officials who sit in government and members of parliament, without ignoring the opinions of the public. The results show that (a) reframing aspect is considered good enough in the "Achieve Mobilization" element and needs an increase in the "Creating Vision" and "Build a Measurement System" elements by re-frame programs and fulfillment of performance targets, (b) restructuring aspect in implementation element of "Construction an Economic Model" and "Redesigning The Work Architecture" is good enough and needs an increase in the element of "Configuring the Physical Infrastructure" by immediately forming a public service mall, (c) revitalization aspect is good enough from the three elements described, and (d) renewal aspect is good in the "Create a Reward System" and "Developing The Organization" elements, so it only needs to be improved in "Building Individual Learning" element by adding competency development to the equivalent functional position to improve existing services.

Abstract

Empowering Indramayu migrant workers has an important and strategic role in increasing economic development and human resources. In reality, the role of empowering post-migrants through the Pe-Ribe Independent Women Program has not yet been maximally carried out by the regional government of Indramayu Regency. The method used in this research is qualitative. The collection is carried out. Interview techniques will be used as a tool in qualitative research. Information that is not recorded in documents, information from relevant events and personalities, namely interactive model analysis. The research results show that the implementation of protection and empowerment of former migrants in Indramayu Regency has not been optimal in the field, especially the issue of business capital assistance for former migrants, facilities are inadequate for implementation.

Abstract

This research is motivated by the problems occurring in Karawang Regency, namely the increasing unemployment rate due to the high Regency/City Minimum Wage (UMK), the shift in investment from labor-intensive to capital-intensive, the Covid-19 pandemic, inadequate labor absorption, and competition between indigenous communities. Karawang Regency and immigrants. Dynamic Governance of the Karawang Regency Government is something that can be seen to determine the ability of the Karawang Regency Government to deal with the dynamics that occur in the unemployment problem. The aim of this research is to determine the dynamic governance of the Karawang Regency Government in reducing unemployment in 2019-2023. In this research, the author used descriptive qualitative methods. Data collection was carried out by interviews, observation and documentation. Determination of informants was determined using purposive techniques. The research results show that the Karawang Regency Government's dynamic governance in reducing unemployment can be seen from three aspects of dynamic governance. These three aspects are culture with elements of markets, namely a fair market, long term, namely long-term plans, relevance, namely policies that are in accordance with wishes, growth, namely growth, and stability, namely stability. The second aspect of capabilities with a thinking ahead element is thinking ahead about problems that occur, thinking again, namely carrying out a review or rethinking existing policies and programs, and thinking across, namely thinking across boundaries by adopting various methods from existing references. Lastly, the change aspect is the result of the culture aspect and the capability aspect. In this case, the Karawang Regency Government has implemented dynamic governance by reducing the unemployment rate with various programs and policies in Karawang Regency, which in 2019-2022 experienced fluctuations. Based on the research results, it can be concluded that the Karawang Regency Government's handling of reducing unemployment has produced positive results. So that adaptive policies can be created. The researcher's suggestion is that the Karawang Regency Government can collaborate with the surrounding Regional Government to discuss the problem of unemployment so that relationships can be established and create programs that can be worked on together or new policies. The government must also know its duties as the executor of existing policies. Don't forget to maintain consistency in carrying out tasks, principals and functions.

Abstract

Digital transformation in population administration is an important part of the modernization of public services in Indonesia, including in the city of Bandung. This study analyzes the effectiveness of the implementation of Digital Population Identity (IKD) in 2023-2024 using Robert B. Duncan's theory of effectiveness, which includes three main indicators: goal achievement, integration, and adaptation. The results show that the realization of the use of IKD is still low, with an achievement of only 1.91% in January 2024, far below the target of 25%. The socialization of the program is still limited to certain groups, while the general public's understanding of IKD is not optimal. In addition, the limitations of digital infrastructure and human resources are the main challenges in the implementation of this system. Therefore, a more comprehensive strategy is needed through increasing socialization, strengthening infrastructure, and increasing the capacity of apparatus in managing digital systems. With these steps, it is hoped that IKD can be more effective in improving the efficiency and accessibility of population services in the city of Bandung

Abstract

This study aims to describe and analyze the implementation of the Policy for the Arrangement of Street Vendors on Jalan Merdeka to Lapangan Tarakan, Singkawang City. The analysis was conducted using the policy implementation theory from Merilee S. Grindle which includes content and context variables. This study uses a descriptive qualitative method with an inductive approach. Data collection techniques include observation, interviews, and documentation studies. The results of the study indicate that the involvement of the government, street vendors, and the community in the planning and implementation process of the policy is very important to achieve the desired goals. The Street Vendor Arrangement Policy has accommodated the interests of all target groups, namely street vendors affected by relocation and the community. This program provides types of academic, social, and environmental benefits that are felt directly, fairly, and evenly. This policy has also succeeded in encouraging positive changes in environmental and social aspects, thus creating a public space that can be enjoyed by all levels of society. However, in terms of resources, both budget, human resources and infrastructure are still inadequate so they need to be improved. The implementation of this policy involves various actors with different powers, interests, and strategies, but in general shows high commitment and support. The characteristics of the implementing agency, such as a flexible organizational structure, responsive organizational culture, and strong leadership, also support the success of implementation. In addition, street vendors' compliance with regulations and government responsiveness to community aspirations are key factors in the success of policy implementation. However, in terms of resources, both budget, human resources and infrastructure, they are still inadequate and need to be improved.

Abstract

Permasalahan evaluasi kebijakan Peraturan Daerah Nomor 5 Tahun 2018 tentang pengembangan, penataan dan pembinaan pasar rakyat, pusat perbelanjaan dan toko swalayan dalam Pelaksanaan dan Penataan Pembangunan Pasar di Kabupaten Sumedang merupakan indikator paling nyata dalam kegiatan ekonomi masyarakat suatu wilayah. Penelitian ini dilatarbelakangi oleh 5 dimensi dari teori Howlett dan Ramesh (1995) effort, performance, effectiveness, efficiency, dan process. Penelitian ini menggunakan penelitian kualitatif dengan metode deskriptif. Sumber data diperoleh dari data primer dan melalui observasi langsung dan wawancara kepada Pemerintah Daerah, Satuan Polisi Pamong Praja, DISKOPUKMPP, Anggota DPRD, Pedagang, dan Masyarakat. Hasil penelitian dari 5 dimensi, effort evaluation program dan tujuan yang dikeluarkan oleh pemerintah untuk masyarakat (pedagang) pasar, performance evaluation output yang dihasilkan dari adanya pembangunan pasar, effectiveness evaluation kesesuaian tujuan pemerintah untuk meningkatkan pendapatan para pedagang dengan revitalisasi pasar, efficiency evaluation anggaran pembangunan pasar untuk peningkatan perekonomian masyarakat dan process evaluation menilai proses pembangunan pasar dan peraturan terkait.

Abstract

This study aims to analyze strategies for enhancing public service quality based on cultural values of the State Civil Apparatus (ASN) ‘BerAKHLAK’ at the Department of Population and Civil Registration (Disdukcapil) of Bandung City during the 2021–2023 period. The background of this study is anchored in the introduction of the ASN core values ‘BerAKHLAK’ by President Joko Widodo, which constitutes a key component of the national bureaucratic reform agenda and the broader transformation of public-sector work culture. This study employs a qualitative method with a case study approach. It assesses how the Ber-AKHLAK values—service-oriented, accountable, competent, harmonious, loyal, adaptive, and collaborative—affect service quality. The theoretical framework employed in this study draws on Luthans’ organizational culture theory and Zeithaml’s public service quality model, which comprises five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Findings demonstrate that the Ber-AKHLAK values positively influence physical infrastructure, staff reliability, responsiveness, professionalism, and emotional engagement. However, challenges remain in consistency, behavior, and institutional integration. This study offers theoretical and practical insights into organizational culture transformation and public sector performance.

Abstract

(Collaborative Governance in Efforts to Accelerate Stunting Reduction in Garut Regency) Tingginya angka stunting di Kabupaten Garut mendorong pemerintah daerah melakukan kolaborasi lintas sektor sebagaimana amanat Peraturan Presiden No. 72 Tahun 2021 tentang Percepatan Penurunan Stunting. Namun, angka stunting di Kabupaten Garut kembali mengalami peningkatan pada tahun 2023. Penelitian ini bertujuan untuk menganalisis tahapan-tahapan collaborative governance dalam proses kolaborasi penanganan stunting di Kabupaten Garut. Metode yang digunakan adalah kualitatif dengan jenis studi kasus, dengan pengumpulan data melalui dokumentasi dan wawancara, dengan teknik penentuan informan dilakukakn secara purposive,  Teori yang digunakan adalah teori collaborative governance yang dikembangkan oleh Morse dan Stephens (2012) yang terdiri atas empat tahapan: assessment, initiation, deliberation, dan implementation. Hasil penelitian menunjukkan bahwa proses kolaborasi belum berjalan dengan optimal dengan adanya berbagai kendala di setiap tahapannya, seperti ketidaksesuaian pemangku kepentingan, keterbatasan sumber daya, kurangnya aturan dasar kolaborasi, dan hambatan dalam tata kelola serta keberlanjutan program. Abstract The high rate of stunting in Garut Regency has prompted the local government to engage in cross-sector collaboration as mandated by Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction. However, the stunting rate in Garut Regency has increased again in 2023. This study aims to analyze the stages of collaborative governance in the process of collaboration in handling stunting in Garut Regency. The method used is qualitative with a case study type, with data collection through documentation and interviews, using purposive informant selection techniques. The theory used is Morse and Stephens' (2012) collaborative governance, which consists of four stages: assessment, initiation, deliberation, and implementation. The results of the study show that the collaboration process has not been optimal, with various obstacles at each stage, such as stakeholder incompatibility, limited resources, lack of basic collaboration rules, and obstacles in governance and program sustainability. These findings provide recommendations for improving collaboration governance so that efforts to reduce stunting can be more effective and sustainable.
