The Government’s duty other than the Government conducting a public service that is characterized by good governance. In Lowokwaru, time service itself became one things to note again. This can hamper service rendered to the society. In addition to the time of service, service officer presence also the things that can hinder the effectiveness and efficiency of the public services which are given to the community. This study uses qualitative methods. Using data collection techniques interviews, observation, and documentation. Determination of sampling techniques using the purposive addition. Data was analyzed through data reduction stage, the presentation of data, and the withdrawal of the conclusion. Validity test of the data, researchers used triangulation techniques. Research results application of the principles of good governance in improving the quality of public services in Lowokwaru already going pretty well. But in some aspects still contained flaws. It a barrier among other less familiar society requirements, service officers not to enter the work, power outages, as well as the network is unstable. Things that support among other hospitality-giver services officer, completeness of facilities and infrastructure, as well as the competence of the officers the service givers.

The development of tourism sector must be supported by a professional government servicing that has an impact on the increasing of local revenue, expanding employment, attracting investors, and a promotional event to introduce the cultural history of the region to the people outside Batu City. The qualitative design was carried out in this present study through a purposive sampling. Then, the data were called together using interviews and observations. The results revealed that providing opportunities for investors to contribute developing tourism sector was promptly done by government. Moreover, it was guided by the established service standards towards the needs of visitors. Another supporting factors were about the citizen participation, the affordable costs, and the complete tourism infrastructure that have been in accordance with the policy of government in Batu City.

This research was conducted to determine the impact of using the SISKEUDES application in realizing the accountability of village financial management in Kapuas District. This research was conducted in the village government in the Kapuas District, Sanggau District using descriptive qualitative research methods. The technique of determining informants uses purposive sampling and uses data analysis techniques in the form of data reduction, data presentation and drawing conclusions. The results showed that the application of the SISKEUDES application to manage village finances in the village government in Kapuas District was good because it simplified the accountability reporting process and provided quality and accountable financial management reporting results with the supporting factors for implementing the application, namely infrastructure, good cooperation between warriors. villages, and the inhibiting factors are limited human resources, the capacity of the facilities used, the application is still error-prone and not online-based, while the evaluation model used in this research is Daniel Stufflebeam's CIPP (Context, Input, Process, and Product) evaluation model

Abstract : The Test of English as A Foreign Langauge (TOEFL) has become a main necessity in Academic sector. Almost all universities in Indonesia, private and government set the TOEFL score standard as one of the requirements for taking the thesis exam and passing requirements. This research used qualitative approach by using the data collecting technique, such as: interview, observation and documentation. The informants in this research were Rector, the first assistant rector, the second assistant rector also the third assistant rector. To get the data validation the writer used Triangulation Technique. The data analysis used data reduction, data presentation and drawing conclusion. The result of this research was the policy of rector’s policies were still not optimal. It needed much support acyually in the implementation and action. Keywords: Implemetation, Policy and TOEFL Abstrak : Test of English as A Foreign Language (TOEFL) telah menjadi sebuah kebutuhan pokok di dunia akademis. Hampir semua perguruan tinggi di Indonesia, swasta maupun pemerintah menetapkan standar skor TOEFL sebagai salah satu syarat untuk mengikuti ujian tesis dan dinyatakan lulus. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Informan dalam penelitian ini adalah Rektor, Wakil rektor-1, Wakil Rektor-2 dan Wakil Rektor-3. Untuk menguji keabsahan data, peneliti menggunakan teknik triangulasi. Analisis data dilakukan dengan cara reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini adalah Kebijakan Rektor masih belum optimal, perlu dukungan aktual dari semua pihak dalam penerapan dan pelaksanaannya. Kata Kunci : Implementasi, Kebijakan, TOEFL

The results of the Batu City Government Strategy related to the existence of goals and targets have been implemented quite well. Through MSMEs and Cooperatives and City trade, as for the efforts made by the Batu City government, namely government policies for MSMEs in the midst of the Covid-19 pandemic, including the provision of financial assistance to capital loan relief, as for this type of research using a qualitative descriptive method as will be adapted The problems are generally divided into two types, namely qualitative and quantitative research. The focus of this research is an act of utilizing the barrier which is related to the object to be studied. The data that will be used in this research are primary and secondary data, the technique of determining the informants is using purposive sampling technique. In this research, data collection techniques can be classified into several parts, including: documentation, observation and interviews. The data analysis technique used is data reduction, data display to drawing conclusions (Conclusion Drawing/Verification). Batu City, namely the Batu City government, continues to provide training related to the allocation of a resource that can be used properly, so that the Micro, Small and Medium Enterprises will continue to survive in the Corona Virus situation, such as the time and the participation of the MSME community as well as the allocation of funds or funds. help. Limited knowledge and low levels of healthy living behavior have a significant impact on nutrition, health, and the economic well-being of families. To address these issues, this community service focused on problem solving, namelu through a virtual education method and self-reflection. Having 40 participants from PKK members in Precet Village, it was conducted through group discussions. The aims of this activity are to (1) improve awareness of balanced nutrition, nutrition, and the benefits of local food, and (2) to increase awareness of local food processing as a means of ensuring nutritional and economic security. This discussion then concluded that educational methods are quite effective at increasing knowledge. Additionally, the distribution of educational contents virtually ensures that the information presented is understood, as it is an audio-visual medium.

On November 3rd, 2014 President Jokowi launched his inaugural program, namely the Healthy Indonesia Card (KIS), The Smart Indonesia Card (KIP) and the Prosperous Family Card (KKS). KIP (the smart Indonesia card) is a card for poor families who want to go to school and chosen by the Government, with KIP Program, it expected the dropout rate will decrease. In the Smart Indonesia Card Program (KIP), it is stored in the card and then the government regularly provides free cash funds to children in need, including school children with Social Welfare Problems and school children from underprivileged families who have not been guaranteed. The research purposes is to describe the implementation process through the implementation of the KIP assistance program policy to increase the government responsibility and to find out the factors arising from the KIP policy program for school children who need KIP in Kalisongo Village, Dau District, Malang Regency. The success of a policy implementation will be determined from existence interrelated factors and variables with Van Metter and Van Horn model theory. The KIP program can provide the opportunities to improve educational standards for children in need through the distribution of KIP funds and can reduce public's different and diverse mindset in recognizing the KIP program.

Indonesia is a country that uses a democratic system, since using the Pancasila democracy system in this reform era, one of the most prominent changes is a more democratic general election. The purpose of the study was to determine the role of the KPU in Batu City in Increasing Political Participation in the Community and the factors that could influence this participation. The research method was carried out with qualitative methods. The research findings show the role of the Batu City KPU in Improving Community Political Participation in the 2019 Presidential Election is to conduct socialization about elections, establish election smart houses, collaborate with the government through Kesbangpol, and collaborate with several community organizations in order to socialize simultaneous elections so that they run well. in accordance with applicable laws and achieve nationally determined goals. The supporting factor for the role of the Batu City Election Commission in Increasing Community Political Participation in the 2019 Presidential Election is the collaboration between Batu City Election Commission and the City Government through the Kesbangpol in socializing the general election to make the 2019 general election in Batu City successful, and assistance from the Batu City community, such as community communities, community organizations. The inhibiting factors for the role of the Batu City KPU in Improving Community Political Participation in the 2019 Presidential Election are the lack of budget, lack of human resources, delays in regulations given by the Central KPU.Keywords: KPU, General Elections, Society.Indonesia adalah negara yang mengunakan sistem demokrasi, sejak menggunakan sistem demokrasi pancasila di era reformasi ini salah satu perubahan yang paling menonjol adalah pemilihan umum yan lebih demomokratis. Tujuan penelitian untuk mengetahui peran KPU Kota Batu dalam Meningkatkan Partisipasi Politik di Masyarakat dan faktor-faktor yang dapat mempengaruhi partisipasi ini. Metode penelitian dilakukan dengan metode kualitatif. Hasil temuan penelitian menunjukan Peran Kpu Kota Batu Dalam Meningkatkan Partisipasi Politik Masyarakat Pada Pilpres 2019 adalah dengan melakukan sosialisai tentang pemilu, mendirikan rumah pintar pemilu, menjalin kerjasama dengan pemerintah melalui kesbangpol, dan menjalin kerjasama dengan beberapa organisasi masyarakat agar mensosialisasikan pemilu serentak agar berjalan dengan baik sesuai dengan aturan Undang-Undang yang berlaku dan mencapai tujuan yang sudah ditentukan secara nasional. Faktor pendukung Peran Kpu Kota Batu Dalam Meningkatkan Partisipasi Politik Masyarakat Pada Pilpres 2019 adalah Kerjasama antara Kpu Kota Batu dengan Pemerintah Kota melalui Kesbangpol dalam mensosialisasikan pemiluh untuk mensukseskan pemiluh 2019 di Kota Batu, dan bantuan dari masyarakat Kota Batu, seperti komunitas masyarakat, organisasi masyarakat. Faktor penghambat Peran Kpu Kota Batu Dalam Meningkatkan Partisipasi Politik Masyarakat Pada Pilpres 2019 adalah Kurangnya anggaran, kurangnya Sumber Daya Manusia, terlambatnya regulasi yang diberikan oleh KPU Pusat.Kata Kunci: KPU, Partisipasi Politik, Masyarakat.

MSMEs were one of the contributors to the resilience of the national economy during the 1998 crisis and absorbed a large number of informal workers, so they received government attention and guidance, especially in the field of taxation. However, due to weak access to information, most of MSMEs do not understand the benefits of fulfilling tax obligations, the methods to pay taxes, and the risks of ignoring the Government Regulations on Tax. MSME actors in Dalisodo Village are growing quite rapidly in numbers. Most of the businesses are in the field of plantations, dairy cows, and home businesses such as shops, stalls, and food businesses. However, their ability to manage finances is still very limited. Most of MSME actors in Dalisodo do not have financial reports, NPWP (Taxpayer Identification Number) , and understanding of taxes.

The government through the Disnaker PMPTSP optimizes ad retribution revenue. But on the other hand, this advertisement in its installation has disturbed and damaged the beauty of the city because it did not comply with the regulations made for it. This situation encourages researchers to examine in depth the Advertising Management Policy with a Triple Loop perspective. The purpose of this study is to find out how the billboard management policy is with a Triple Loop perspective in Malang City. To obtain the expected information, this research uses descriptive method with a qualitative approach. The research results show that understanding the triple loop is how to structure the relationship between organizational structure and habits are fundamentally changed as organizations learn how to learn. Outcomes of this learning include improving ways of understanding and changing goals, developing a better understanding of how to respond to the environment and deepening our understanding of why we choose to do things.AbstrakPemerintah melalui Disnaker PMPTSP mengoptimalkan penerimaan retribusi iklan. Tetapi disisi lain iklan ini dalam pemasangan telah mengganggu dan merusak keindahan kota dikarenakan tidak mengindakan peraturan yang dibuat untuk itu. Keadaan tersebut mendorong peneliti untuk mengkaji mendalam tentang kebijakan pengelolaan reklame dengan perspektif Triple Loop. Tujuan dari penelitian ini adalah untuk mengetahuai bagaimana kebijakan pengelolaan reklame dengan perspektif Triple Loop di Kota Malang. Untuk mendapatkan informasi yang diharapkan tersebut maka penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa pemahaman Triple Loop adalah bagaimana menata hubungan antara struktur dan kebiasaan organisasi diubah secara fundamental karena organisasi belajar bagaimana untuk belajar. Hasil dari pembelajaran ini termasuk meningkatkan cara untuk memahami dan merubah tujuan, mengembangkan pemahaman yang lebih baik mengenai bagaimana menanggapi lingkungan dan memperdalam pemahaman kita tentang mengapa kita memilih untuk melakukan sesuatu.
