Abstract

This research aims to support strategic decision-making in determining the most optimal development scenario for the KYM gas structure through an integrated analytical approach. The research identifies internal and external factors influencing development feasibility, translates stakeholder values into decision criteria, and systematically evaluates alternative scenarios. The method combined qualitative and quantitative approaches through PESTEL analysis, SWOT analysis, Value-Focused Thinking (VFT), and the Analytic Hierarchy Process (AHP). Primary data were obtained through surveys, semi-structured interviews, focus group discussions, and stakeholder mapping, while secondary data were derived from internal company documents, regulations, technical studies, and academic literature. The results of the environmental analysis were used to formulate fundamental objectives, means objectives, criteria, and sub-criteria for evaluation that align with strategic priorities and stakeholder expectations. The alternative development scenarios were then evaluated using AHP pairwise comparisons, accompanied by consistency ratio testing and sensitivity analysis. The findings indicate that Alternative 1, namely the production flow from KYM-B and KYM-C wells through the construction of a new flowline integrated with existing production toward the Randegan Gathering Station with facility upgrades, is the most optimal scenario. This alternative is superior because it provides a balanced performance across economic, technical-operational, regulatory-environmental, implementation risk, and stakeholder alignment aspects. The sensitivity analysis shows that the selected alternative remains robust against changes in criteria weights, with the project approval target in the second quarter of 2026 and onstream target in the fourth quarter of 2028.

Abstract

This study aimed to identify feasible hydrogen supply alternatives and determine the most suitable strategic option for PT Energi Nasional X. To achieve this objective, the research employed an integrated analytical framework consisting of SWOT–TOWS analysis, the Fuzzy Delphi Method (FDM), and the Analytic Hierarchy Process (AHP). SWOT–TOWS analysis was used to identify internal strengths and weaknesses as well as external opportunities and threats, which were then translated into feasible strategic alternatives. The FDM was applied to validate the relevance of evaluation criteria and obtain expert consensus from subject matter experts (SMEs). Finally, AHP was used as the primary multi-criteria decision-making method to determine criteria weights, evaluate alternatives through pairwise comparisons, and generate a final ranking of alternatives in a structured and consistent manner. The FDM analysis validated eight main evaluation criteria, namely capital expenditure (CAPEX), operating expenditure (OPEX), net present value (NPV), equipment reliability, supply continuity, H? quality/purity assurance, implementation risk, and operability and maintainability. The AHP results indicated that equipment reliability, net present value (NPV), and supply continuity were the most influential criteria in determining the preferred hydrogen supply strategy. The final AHP ranking showed that the New Plant alternative achieved the highest global priority score compared with the Revitalization and External Procurement alternatives. Although the New Plant option required the highest initial investment cost, it provided superior long-term operational reliability, stronger supply continuity, better process control, and improved operational independence from external suppliers. A sensitivity analysis was also conducted to evaluate the robustness of the decision model under various weighting scenarios. The results showed that the ranking of alternatives remained stable despite changes in criteria weights, indicating that the decision model is robust and reliable for supporting strategic investment decisions. Based on the overall analysis, this study concluded that the development of a new hydrogen plant is the most appropriate and sustainable hydrogen supply strategy for PT Energi Nasional X. The selected alternative offers the best balance between financial value, operational reliability, risk management, and long-term business sustainability, while supporting continuous polypropylene production and strengthening the competitiveness of PT ONE ENERGY.

Abstract

This study addressed the strategic need to improve cooling tower reliability at PT KPI, where an aging timber structure had experienced progressive deterioration due to prolonged exposure to moisture, chemical effects, biological degradation, and continuous operational loading. As the cooling tower supports cooling water circulation and power generation processes, its failure could disrupt refinery operations and result in significant operational and financial impacts. The purpose of this research was to determine the most appropriate maintenance and improvement strategy by integrating stakeholder expectations with technical, operational, financial, and implementation considerations. This study employed a mixed-method approach involving semi-structured interviews, questionnaires, field observations, document reviews, Value-Focused Thinking (VFT), the Analytic Hierarchy Process (AHP), and Cost–Benefit Analysis (CBA). The results showed that operational continuity was the most important criterion, followed by technical reliability, economic performance, implementation constraints, and maintainability. Three alternatives were evaluated: constructing a new reinforced concrete cooling tower, revitalizing the existing timber structure, and replacing structural components with a Fiber-Reinforced Polymer (FRP) system. The AHP synthesis identified timber revitalization as the most preferred alternative, with the highest global priority score and the strongest cost–benefit value. Sensitivity analysis confirmed that this ranking remained stable across all evaluated scenarios. The study concluded that phased timber revitalization was the most feasible strategy for enhancing cooling tower reliability while maintaining refinery operational continuity.
