Abstract

The main role of Suku Badan Kesbangpol is to facilitate the coordination and integration of national and political activities so that the goal of building community harmony can be realized more effectively and efficiently through empowering the role of Suku Badan Kesbangpol. The effectiveness of the organization in this study uses 3 (three) indicators, namely based on goal achievement, integration and adaptation. The purpose of this study is to determine and analyze the effectiveness of Suku Badan Kesatuan Bangsa and Politik in maintaining religious harmony in East Jakarta and also to determine and analyze what factors are supporting and inhibiting it. The research method used is a descriptive method with a qualitative approach. Determination of informants in this study used a purposive sampling technique. The effectiveness of Suku Badan Kesatuan Bangsa and Politik can still be said to be ineffective. This is because the three indicators used to measure this effectiveness have not been fully achieved. The three indicators are goal achievement, integration and adaptation. The achievement of goals carried out by Suku Badan Kesatuan Bangsa and Politik can be said to be effective because it goes through a series of processes in achieving goals. The integration indicator is still less effective, this can be seen from the occurrence of several conflicts that are still occurring in East Jakarta. The National Unity and Politics Agency is still not effective in countering the SARA issues that occur, meaning that the socialization carried out still needs to be improved. In the adaptation indicator, it is known that the East Jakarta National Unity and Politics Agency has been able to align various changes that occur in society, meaning that this adaptation indicator can be said to be effective.

Abstract

Licensing is an important factor for investors when making an investment. To speed up and simplify the licensing process, the government created the Online Single Submission (OSS) system. In South Tangerang, the Department of Investment and One Stop Integrated Services (DPMPTSP) plays an important role in the coffee shop business licensing process. To open a coffee shop, a location permit, environmental permit, NIB and business trading permit through OSS are required. Obstacles in the licensing process often cause delays and difficulties for business actors. The aim of this research is to determine and analyze the effectiveness of applying for coffee shop business permits through Online Single Submission at the South Tangerang One Stop Integrated Services Investment Service. The method used in the research is a qualitative approach with descriptive research type. This research uses the theory of Thomas R. Dye (2013). The research results show that the indicators for setting clear goals have not been achieved optimally even though the goals of time efficiency and transparency of business permits through the OSS system are quite effective. In the results measurement indicators, positive results have been achieved, which can be seen from the success of OSS in increasing the number of NIBs by 10% from the previous year. Performance evaluation indicators are not optimal due to limited email, network and server constraints, apart from that the appearance and provisions of the OSS system also make it difficult for users to access the OSS system again. In the cost-benefit analysis indicator, it is quite efficient in reducing permit processing time and without any costs incurred. Contextual factor indicators provide a positive impact where the JOSS Program is a form of the South Tangerang government's commitment to assisting the community in licensing through the OSS system. The feedback and adjustment indicators have not been optimal in providing guidance and information to business actors, so there are still business actors who have not registered their business permits through this OSS system.

Abstract

The role of the Human Resources Development Agency (BPSDM) of the Ministry of Villages, Disadvantaged Regions, and Transmigration is central to strengthening capacity building for the implementation of sustainable tourism in Indonesian village destinations. Capacity development for local communities has become increasingly important as village tourism grows as a strategic sector capable of supporting environmental conservation, cultural preservation, and inclusive economic development. By examining policy documents, training reports, and empirical literature on village tourism governance, the analysis highlights how BPSDM contributes to enhancing human resource competencies, improving institutional capacity, and fostering community participation in tourism management. Findings indicate that BPSDM’s initiatives encompass technical tourism training, community empowerment, vocational education, and structured mentoring tailored to the characteristics of each village. These efforts help strengthen local institutions such as Pokdarwis and village-owned enterprises, while also encouraging environmentally responsible behavior aligned with sustainable tourism principles. Collaboration with UN Tourism further enhances training quality through access to global standards and international best practices. Overall, BPSDM’s contribution is evident not only in upgrading technical skills but also in shaping a governance ecosystem that supports effective and competitive sustainable tourism development in village settings. The results emphasize the need for continuous, adaptive, and collaborative capacity-building strategies to optimize the potential of village tourism across Indonesia.

Abstract

This study aims to analyse the impact of budget efficiency on the quality of policy briefs within the context of managing Pendapatan Asli Desa (PADes). Using a qualitative approach involving a literature review, the study found that overly strict budget efficiency practices, particularly cuts to funding for survey fieldwork, have a negative impact on the accuracy and validity of the data required for policy briefs. Studies in several Indonesian regions show that insufficient budget allocation for data collection leads to errors in the planning and implementation of village policies. While digitalisation, such as the use of SI-PADES applications, can increase efficiency, the best results are achieved when this is accompanied by increased human resource capacity and manual data validation. The study emphasises that budget efficiency in villages must be balanced with strategic allocation for representative data collection to support evidence-based policymaking. Therefore, the study recommends fiscal efficiency, local capacity building and digital innovation as the three pillars of accountable and sustainable village financial governance.
