Abstract

The law of construction service (UUJK) No.18 Year 1999 has required that the manpower of construction has to have the Certificate of Expertise (SKA) and Working Skill (SKTK).  The purpose is in order that the business of construction service in Indonesia becomes firm, reliable, has high competiveness and produces a high quality construction work. But there is still lot of manpower of construction that has not has it. This research has purpose to find out the factors that influence the manpower of construction on contractor in Badung Regency to have SKA/SKTK. Sample to be researched is the manpower of construction at the contractor of project manager of Badung Regency Government with qualification grade 2, 3, 4, 5 and 6.  Data is obtained by spreading out questionnaire and interview.  The data analysis and processing is using the factor analysis. Research result is that there are three factors that are identified to have influenced the manpower of construction to have the SKA/SKTK.  These three factors are factor I, II and III. These three factors are formed by fifteen variables.  The most dominant factor is the factor I.  This factor is formed by seven variables those are it still be able to have job without having the SKA/SKTK, the SKA/SKTK is not fully required on the government’s project, the SKA/SKTK is not yet required on non-government’s project, to already have the SKA/SKTK cannot guarantee that the wage/salary will be increased, to already have the SKA/SKTK cannot guarantee the increasing of career level, to already have the SKA/SKTK cannot guarantee the increasing of expertise/work skill.

Abstract

Abstract :When undertaking construction projects, the smoothflow of materials to the project site must be maintained.Waiting for material, which frequently happens, will have a big impact, especially for large-scale projects that use a lot of labor. If the arrival of the materials is not in accordance with the schedule of material procurement planning, the workers will have nothing to do and the project cost will blow out and there will be delays in project completion time. This research investigates the factors which influence the lead time of construction material procurement in the Badung Regency. Data was obtained by distributing a questionnaire to 50 respondents. A research sample was obtained by purposive sampling aimed at the experts who work on building projects in the Badung regency. Before being used as a research instrument, the questionnaire was tested for the validity of data by using the Pearson Product-Moment correlation and its reliability was tested using the Cronbach alpha method. Processing and data analysis was conducted by Factor Analysis. The research results show there are twenty four variables identified that influence the lead time of construction material procurement on building projects in the Badung regency. All variables can be grouped into seven factors (Factor I, II, III, IV, V, VI, VII). The most dominant factor reviewed based on the percent of variance is Factor I which is formed by six variables being the material production process at the suppliers, the relationships between contractors and suppliers, a lack of material stock at the suppliers, the availability of material transportation, access to the project, and extreme topography.

Abstract

The implementation of government procurement of goods and service is governed by presidential regulation number 70 year of 2012.  According to that, in Badung Regency implemented centralized in Procurement Service Unit of Badung Regency. As the one of Indonesia procurement unit pilot, Procurement Service Unit of Badung Regency has given the opportunity to perform a self assessment of its  maturity levels as government unit. The objective of this research is to find factors that influence Procuremet Service Unit of Badung Regency maturity levels, and also to find out in what level is Procurement Service Unit of Badung Regency stand. Data collection for this research have done by  using questionnaire that involve 50 respondents who understand very well about the duties and function of Procurement Service Unit of Badung Regency to perform a government procurement of good and services. The data analysis have been performed by use of factor analysis and supported by SPSS program. The result shows there are 3 factors that influent the Procurement Service Unit of Badung Regency maturity levels, which are : the synergy and organization culture, resources and risk management and organization’s performance development.  Whereas the maturity levels of Procurement Service Unit of Badung Regency is stand at compliance. Based to the factors that formed, the highly commitment and strong leadership of Badung Regency leader are very decisive to push ahead the enhancement  and  the development of Procurement Service Unit of Badung Regency.  First thing can be done is to establish an independent Procurement Service Unit therewith its Procurement Unit Development road maps that can be tiered and sustainable plan, monitor and evaluate

Abstract

Abstract:Based on Presidential Decree Number 54 Year 2010 concerning Government Procurement of Goods / Services. Procurement process carried out by a unit called the Procurement Service Unit (PSU). In Government of Badung Regency, PSU was formed in 2011wich often get a negative presumption of those associated with the Unit is the Regional Work Unit and Partner Company when carry out the procurement process. Under these conditions it is necessary to evaluate the services given. The research aimed to determine the level of satisfaction Regional Work Unit and Partner Company of the performance of the Procurement Unit of Badung Regency and to investigate the influence of the five dimensions of service quality and satisfaction levels  wich is Tangible, Reliability, Responsiveness, Assurance and Empathy.Sampling using simple random sampling with a sample of 30 of Regional Work Unit and 71 of the Partner Company. Measuring the level of satisfaction is done by comparing the scores of hope with a score of respondents' perceptions of reality services received. While to know the factors that influence satisfaction of Partner company and regional work unit done by searching multiple linear regression model. The analysis was conducted to determine the effect or the relationship between variables, either partially or simultaneously.The results of descriptive analysis expressed Regional Work Unit satisfaction level is 86.28%, which factors most influence satisfaction is Assurance. Partner Company satisfaction level is 86.4% which factors most influence satisfaction is Tangible. Results inferential analysis states that the fifth dimension is influenced simultaneously and partially on both Regional Work Unit and Partner Company satisfaction .

Abstract

Research on factors that affect the value of residential buildings in the city of Denpasar has been done consisting of literature review, interviews with experts, data collection and statistical analysis. Obtained from literature review were 45 factors which then grouped into four, namely: land characteristics, environment, location, and building characteristics. Survey on 27 valuation expert respondents was done to obtain their perceptions on the factors, and then their perceptions were measured with Likert scale. The data were then statistically tested to determine its validity and reliability, after which factor analysis was performed to obtain factors that truly valid within its group. To further evaluate the dominant factor in each group, two hundred data of previously assessed residential buildings were collected and analyzed using multiple linear regression. Results showed that group of factors that affect the value of residential building the most is location (7.723) followed by environment (3.843), building characteristics (3,741) and land characteristics (3.253). Downtown area, road width, building area, and land area are the factor of location, environment, building characteristics, and land characteristics, respectively, that dominantly showed positive effect within its group. SUTET transmission, poor road conditions, poor physical condition of the house, and the land at road end "tusuk sate" dominantly showed negative impact within its group.

Abstract

The endeavor of Denpasar City Government in establish the wellbeing of its people especially the underprivileged households is conducting a house renovation aid program in order to accomplish the essential privileges of livable and healthy housing. With numerous problems during the development program execution, therefore, this study is carried out to evaluate the program implementation to determine the program effectiveness index and its relationship between the program effectiveness and the increase of the wellbeing of underprivileged households. The primary data are composed from survey feedbacks of sequence of questions in a questioner. While, the secondary data were collected from Office of Spatial Planning and Housing of the City of Denpasar and other related agencies. The methods used in data collection consist of interviews and questionnaires.  Out of 30 questions in the questioner, all were affirmed valid and reliable. The analytical tool utilize in the study were descriptive analysis, effectiveness analysis in term  of input variables, output variables, outcome variables and impact variables which modify Dantes' formula; and Chi Square analysis to distinguish the relationship between program effectiveness and program's impact to wellbeing improvement. Of the five Dante's categories of effectiveness index, the analysis of the feedbacks of 68 respondents which distributed in four districts in the City of Denpasar are presented in this study. The total score value of program implementation effectiveness, indicated by X, X = 4581, within the range 3400 ? X ? 4760. This index value showed that the implementation of the house renovation for underprivileged households aid program is classified to be less effective. The value of Chi Square of the study is greater than its critical value (47.33 > 13.277). It is indicating that there is a significant relationship between program effectiveness and the program impact to the people wellbeing improvement. It is suggested that when the program and its impact is to be continued, the effectiveness variables need to be optimized and so the managements improvements in order to increase the wellbeing of the underprivileged households.

Abstract

Starting in 2012 implementation of the procurement of goods / services in Badung regency have been conducted electronically (e-Procurement) by E-tendering procedure. But implementation in construction work package there were many failed auctions. This study aims to find out what factors that affect occurance of failed auction and what dominant factors influence it. The sample used in this study were 50 contractor company by using non-probability sampling with purposive sampling and data collection by using questionnaires. Data analysis was performed with factor analysis.   The results shows there are 5 factors that have affect to the occurrence of failed auctions, the procurement with cumulative variance 84.327% that from 30 variable. The most dominant factors is I factor with eigenvalues 7.818 and variance 26.061% that formed by 8 variables. The eight variables compiler of I factor that are, not yet ready with the procurement of goods /service electronically, fail to upload offering documents, the lack of time availability to prepare offering documents, late to know auction announcement, personnel qualifications of project team do not match, ther is no / in-appropriate support from suppliers, incomplete offering documents and do not ready with evidence of qualifications.

Abstract

Abstract : The rate of absorption of a government budget, especially on the construction projects, determine whether or not the optimal development of a region. The faster the budget absorption of the construction projects, the faster the perceived benefits. The purpose of the study was to determine the rate of the budget absorption, to find out the factors in the construction project procurement systems that affect the slow budget absorption of the Local Government of the Badung Regency as well as the efforts to minimize such delays. The data were obtained from the parties involved in the procurement of the construction projects through questionnaires as the research instruments. In addition, the data were also obtained through interviews, observations and documentations. The variables used in the study were 38 variables and 60 persons as the respondents. The data analysis was conducted through descriptive analysis, absorption analysis and factor analysis. The scoring system used a Likert scale, and data processing was conducted by SPSS. The findings of the study show that the rate of absorption of the Badung Regency Government’s construction projects for Fiscal Year 2012 - 2013 was not in accordance with the plan, but the increase was more than that of the previous fiscal year. While the results of the factor analysis by using SPSS indicate that the factors that affecting the slow absorption budget in the procurement system of most construction projects are: the fear and caution of the parties in carrying out procurement activities, the change in the activity package, the slow preparation of the Owner's Estimate (OE), the incomplete procurement documents, the misrepresentation of the procurement regulations and the slow process of procurements. And the most effective effort to enhance the budget absorption are the determination of the communication standards, the coordination and the synchronization in the procurement of construction projects with all parties involved in the procurement systems.
