Abstract

This study is to examine the factors influencing the readiness of local governments in the implementation of Government Regulation 12 of 2019 regarding regional financial management. The investigated factors include human resources competency and organizational commitment. The research applied a quantitative approach using primary data. The sample for this study consisted of 108 respondents from 27 regional work units in the government of Riau Province. The method of determining the sample by using a census sampling method. Multiple linear regression analysis was used to analyze the data with SPSS version 25.0 software. The results of this study represent that the human resources competency has a significant positive effect on the readiness in implementing regulation and then organizational commitment has a significant positive effect on the readiness in implementing regulation. The research contributions are important for local governments to strategize the effective guidelines for change to ensure the successful implementation of the regulation.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) play a strategic role as drivers of rural economic growth and pillars of community welfare. However, many MSMEs still face fundamental challenges in production processes and business management. KUBE Berkah Abadi in Kuapan Village, Kampar Regency, is one example of a potential MSME producing Dendeng Pucuk Ubi (cassava leaf jerky), but it still requires technological intervention and strengthened management capacity. Therefore, a targeted empowerment program is needed to enhance the competitiveness and independence of the business unit. This activity aims to improve the production capacity and business management of KUBE Berkah Abadi through the provision of appropriate technology, the development of Standard Operating Procedures (SOPs) for production, comprehensive training, and continuous field assistance. The program was carried out using a participatory approach through stages of problem identification, priority setting, solution design, field implementation, and systematic monitoring and evaluation. The results show that the partner group has received and actively utilized simple production equipment to increase work efficiency. Production SOPs have been developed and implemented to maintain product quality standards. Comprehensive training on business management, financial recording, digital marketing, and business legality ran effectively, as evidenced by the significant improvement in participants' post-test scores. The partner has begun applying simple financial records, and short- and medium-term business work plans have been prepared together with the facilitation team. Intensive assistance has supported partners in daily operational practices and marketing strategies. This program has proven effective in enhancing production capacity, management quality, and entrepreneurial motivation, thereby contributing to the sustainability and self-reliance of the business.

Abstract

The purpose of this study was to describe the effect of the Frayer learning model assisted by flashcard media on descriptive writing skills in Indonesian language subjects for elementary school students. This research employs an experimental design with a nonequivalent control group. This study was conducted in Grade 2 at Islamic Elementary School Assalam Bandar Lampung. Data collection was done using observation sheets and tests. Data analysis used quantitative analysis with an independent t-test. The findings indicated that the Frayer learning model, facilitated by flashcard media, significantly and positively influenced the descriptive text writing abilities of second-grade students. The hypothesis test results, derived from an independent samples t-test, demonstrated a significance (2-tailed) value of 0.000, which is less than 0.05 (0.000 < 0.05), leading to the rejection of H₀ and the acceptance of H₁. Moreover, a substantial disparity in learning outcomes was observed between the experimental group and the control group. The experimental group employing the Frayer model achieved an average posttest score of 44.80, which was significantly superior to the control group's average posttest score of 38.70, utilizing the discovery learning method and video media. Moreover, the implementation of the Frayer learning model utilizing flashcards not only enhanced the average proficiency of students but also yielded more uniform and consistent capabilities. This data suggests that this model effectively aids most students, irrespective of their initial abilities, in attaining improved learning outcomes.
