Abstract

In Japan, after The Second World War, the pressure groupscame from big companies, which had important role toredevelop Japanese industries. Due to the fact that theywere involved in establishing the economic policiessince 1950, the political life style was expressed asthough the domination of triangle’s strength, such as; theLiberal Democracy Party (LDP) politician, bureaucrat,and businessman. Businessman (industrialist) as oneof pressure groups wanted to control the government ofruling party to give political finance.The pressure group, such as, Zaikei (the groupof big companies), they got unilateral eases in terms ofregulation, clearance and act. Nevertheless, the trianglerelation was not permanent because the economic growthhad made pollution and urbanization. It made contradictionto the politician’s interest. The Japanese people prosecutedthe LDP politician and bureaucrat to restrain the pollutionand increase the social welfare and the life quality. Thepressure group used many ways to influence and to controlthe government’s policies by making Advisory Board(Shingikai) which was consisted of professional andcommon people.The collusion, corruption and bribe scandal cameinto the fore involving the former Japanese prime ministerswho were from the LDP politicians. They were causedby some factors such as: (a) the Japanese culture and thepolitician morality; (b) the election system of the House of Representatives members; (c) the competition amongthe faction of LDP to become the president of LDP, whichhave a chance to be the Japanese prime minister.

Abstract

Desa Bedulu merupakan salah satu desa di Kecamatan Blahbatuh, Kabupaten Gianyar Bali yang memiliki potensi wisata berupa daya tarik wisata Yeh Pulu dan Goa Gajah. Kesiapan Sumber Daya Manusia merupakan modal dasar keterlibatan masyarakat lokal dalam berbagai aktifitas pariwisata. Berdasarkan karakteristik wisatawan, wisatawan yang datang berkunjung ke Kabupaten Gianyar didominasi oleh Wisatawan Jepang. Tujuan kegiatan ini untuk memberikan pembinaan kepariwisataan melalui pendidikan dan pelatihan Bahasa Jepang bagi pengelola dan pemandu wisata (guide) lokal di Desa Wisata Bedulu sebagai antisipasi menghadapi perkembangan pariwisata daerah tersebut dan perdagangan bebas dunia. Pelaksanaan kegiatan dilakukan di banjar lingkungan Desa Wisata Bedulu, Kabupaten Gianyar Bali. Kegiatan pengabdian kepada masyarakat ini dilakukan dengan cara memberikan pembinaan kepariwisataan berupa pendidikan dan pelatihan yang meliputi: ceramah pariwisata untuk meningkatkan kapasitas masyarakat, praktek langsung Bahasa Jepang yang sangat berguna dan tepat guna kepada masyarakat pengelola dan pemandu wisata (guide) lokal yang ada di Desa Bedulu, Kabupaten Gianyar Bali. Setelah kegiatan ceramah pendidikan dan pelatihan dilaksanakan kemudian dilakukan diskusi dan tanya jawab terkait topik yang dibahas. Pada akhir kegiatan ini diharapkan masyarakat paham dan memiliki pengetahuan dan ketrampilan yang cukup dalam hal pariwisata dan Bahasa Jepang yang berguna untuk profesi yang digelutinya.

Abstract

ABSTRACT The holy monkey forest Sangeh is well-known of Macaca Fascicularisin in the 10 ha of pala (Dipterocarpus Trinervis) forest. Beside the forest which is hundred years old, these attraction also have Bukit Sari temple since 17th century when the Mengwi kingdom exist. Others attraction are Melanting, Tirta, Anyar temple, and lanang wadon (male-female) tree. These tourist attraction is managed by local traditional village (desa adat) Sangeh. The guide has a big role in tourism development. In order to do their duty, they have to make the tourist understand and pay attention to them, so it can give good image for the tourist attraction. The cross cultural understanding is the key success to improve the interaction quality between host and guest in the service context. The guide needs to pay attention of the different culture in communication as they interact with the tourist intensively. The local guides understand well the background of Sangeh tourist attraction, history, tradition, local genius, international politic, geography, and gastronomy. However, the skill of the local guide in speaking English language are varieted, some people can speak fluently but some of them not. Most of the local guide was not joining the foreign language course; however, some of them had worked in the big hotel. They also have some difficulties to communicate foreign languages and that make little conversation with the tourist that visit Sangeh. From the tourist culture aspect shows that the local guides have lack understanding of history, site background, and customs of the tourist. The local guides also have some difficulties after escorting the tourist guides as they don’t want the tourist think that they expect the tipping aggresively.

Abstract

Pengabdian institusi ini bertujuan untuk mengimplementasikan hasil penelitian sebelumnya. Target khusus pengabdian adalah (1) mengimplementaskan praktik kepariwisataan sebagai strategi melting pot dalam mempertahankan lahan pertanian di Desa Kapal, (2) mengimplementasikan praktik kepariwisataan dengan melatih dan mendampingi masyarakat Desa Kapal agar memiliki partisipasi dalam kegiatan pariwisata budaya yang berbasis budaya agraris, dan (3) pelatihan dan pendampingan dalam perencanaan, pengemasan, dan promosi paket wisata budaya agraris di Desa Kapal. Kegiatan dilaksanakan selama 6 bulan dengan teknis pelatihan dan pendampingan (1) pelatihan mengenal potensi daya tarik wisata budaya di Desa kapal, (2) pelatihan merencanakan dan membuat paket wisata budaya di Desa Kapal, (3) pelatihan pemanduan wisata budaya, (4) pendampingan pembuatan jejaring promosi dengan biro perjalanan wisata, dan (5) pelatihan pembuatan brosur dan calendar of event wisata budaya di Desa Kapal.

Abstract

This article analyses the connection between Baliseering discourse and the practice of Bali`s cultural tourism by applying the theory of hegemony from Gramsci and genealogy from Micheal Foucault as tools of analysis. It is very interesting topic to analyses especially in relation to the reconstruction of Baliseering discourse, the power knowledge emerged from Baliseering discourse, the articulation of it to open the space of Bali as historical cultural. Research shows that Baliseering is colonial discourse constructed by the Dutch government having purpose, such as: (a) to stem the influence of nationalism and moslem radicalism movement from Jawa; (b) to utilize the unique conservative tradition and historical cultural landscape as tourist attraction. On the other hand, there were modern elites who had ideology called anti colonial discourse. They consisted of Balinese youth who had finished their study in Java brought modern thought. They applied soft struggle by establishing social, cultural and religious organization called Bali Darma Laksana (BDL). They criticized the Baliseering discourse as deceptive instrument by glorifying the conservative unique tradition and culture in order to create dissension among Balinese people.

Abstract

AbstractThis articles analyses historical information commodification of Udayana King and his wife, Guna Priya Dharmapatni who governed Bali in the 12th century. The purpose of this study is to understand the profile and role of Udayana King and his wife in the era of the ancient history of Bali through global discourse of heritage tourism. The archeological and historical data related to the king and queen will be composed to be historical tourism package by utilizing the visual image of metaphor and the semiotic language of tourism. The research shows that the accuracy of information package could be quantified through the excogitation of tourist’s gaze. The tourism gaze is connected to how the guest interprets the information which is narrated by tour guide and takes some understanding from the local history and wisdom.

Abstract

AbstractThe political violence in Bali period 1946-1950, due to the differences of ideology, tactic, and the goal of struggle, betweentraditional elite against republican elites. The traditional elites (the monarch in Bali) who adopted cooperative-federalism aimed to establish The United Indonesia Republic accord to Dutch commonwealth. Involving Bali as part of East Indonesia State`s territory could maintain the status quo of Bali`smonarchy as traditional monarch. Otherwise, the republicanelites who adopt the unitary state and non-cooperative aimthat Bali tied together with The Republic of Indonesia`sterritory, because East Indonesia State was establised by Dutch government.The signatory to the Linggarjati treaty caused for theexistence of Republic of Indonesia`s territory beyond Java ,such as, Madura and Sumatra became uncertain. This moment is exploited by Dutch government (Van Mook) to conduct Denpasar Conference that succeeded to formulate the establishment of the regulation of East Indonesia State. Since, Bali had belonged to the territory of East Indonesia State has changed the situation that caused difficulties for armament battle in Bali. Therefore the Commander of The General HeadQuarter of The Indonesian People Struggle`s Council of Small Sundanese Area (Pimpinan Markas Besar Umum IndonesiaSunda Kecil) changed the strategy of struggle from military passive to diplomatic active through East Indonesia State`s Parliament and General Assembly, as well.By the speech of East Indonesian State Parliament member swho came from Bali, claimed that Bali to become consistently as part of Republic of Indonesia`s territory. As the Dutch government transferred the sovereignty to United Indonesia Republic, the people coming from all over of East Indonesian Republic demanded to dissolve United Indonesia Republic.Accordingly, the Balinese warrior youth claimed to dissolveBali`s Monarch Council (Dewan Raja Raja) and Bali`s GeneralAssembly (Paruman Agung) changed to be more democratic.In order to revert to unity and integrity of Indonesia, the government of United Indonesia Republic issued the Emergency Regulation Number 44/1950 that changed government system from monarchy system to be more democratic system. That change is indicated by circulated the Republican elite to be Bali`s Governor replaced the institution of Bali`s Monarch Assembly (Dewan  Raja Raja) and TheTemporary Parliament of Bali`s Province (Dewan Perwakilan Rakyat Sementara) replacing the Bali`s General Assembly (Paruman Agung). The representative of political party whocame from republican elite became the member of Temporary Parliament of Bali`s Province.

Abstract

This article is aimed to reinterpret the ritual of Ketupat War based on practical consciousness into reflexive consciousness to preserve agricultural tradition in Kapal Village, Badung Regency. This consciousness could be created by deconstructing the pragmatic materialistic perspective by promoting local knowledge Tri Hita Karana, philosophy on the harmonious relationship among human being, human and nature, and God. This research applied a descriptive qualitative method and structuration approach from Giddens to explain the ritual Perang Ketupat as reflexive consciousness. The research shows that the local people at Kapal Village interpret this ritual as practical consciousness without knowing the function and the meaning of the ritual. It means that ritual is only performed annually as a routine tradition. Therefore, reflexive consciousness needs to be nurtured through constructing the community`s awareness of this ritual as a tourist attraction, so that they can get the economic benefit (touristic meanings). In other words, tourism becomes a melting-pot producing space of the triple sections among nature, culture and tourism which is called Eco-Cultural Tourism Landscape (ECTL).

Abstract

The development of tourists from China before the Covid-19 pandemic was very fast, especially in the Tanah Lot Tourist Destination, Tabanan Regency, Bali Province, but in terms of the ability to speak Mandarin for managers it was very low. Strengthening local human resource capabilities through Mandarin education and training referred to here is a basic skill that should be understood and practiced by each individual in a tourism business in order to be able to run their business in a sustainable manner. This activity aims to improve Chinese language skills for oral translators and provide basic Chinese language skills for local employees. Another goal is to provide an introduction to Chinese cultural values that are considered necessary for managers to know so that they are expected to assist in efforts to improve the quality of performance of Tanah Lot destination managers. Abstract

Traditional rituals were part of the daily life of the Minangkabau and Mentawai indigenous peoples in the past. Since the arrival of Islam, the understanding that has developed in Minangkabau society is "adat basandi syarak, syarak basandi Kitabullah", which means that adat refers to Shari'a, Shari'a refers to the Koran. Halal branding has become a framework for developing tourism in West Sumatra which has resulted in tensions with the indigenous Mentawai people who do not adhere to Islam. The Festival Ritual Nagari raised in this thesis raises both rituals from the culture of the Minangkabau and Mentawai indigenous peoples. This thesis discusses the festivalization of traditional rituals carried out in the city of Padang Panjang, West Sumatra. This research aims to enrich cultural tourism attractions that are inclusive of Mentawai traditional culture so as to achieve the common goal of increasing visitors to West Sumatra. This research was conducted in a qualitative descriptive manner with cultural thematic analysis methods. In-depth interviews were conducted with stakeholders involved in developing the traditional ritual festival in Padang Panjang. The results of this study indicate that the development of traditional rituals as a cultural tourism attraction requires a development model so that the ritual festivals carried out can be sustainable. This study shows that the collaboration of stakeholders greatly influences the continuity of traditional ritual festivals. In addition to the development model, an event management flow chart for the Festival Ritual Nagari 2 and the 2023-2026 Nagari Festival Ritual event calendar were also found. The active collaboration of all stakeholders is suggested so that the Festival Ritual Nagari can be carried out continuously in the future. The establishment of regulations regarding the festival of traditional rituals is needed because it does not only function as a cultural tourism attraction but also cultural diplomacy.
