Abstract

The problem of waste management in urban areas is a complex challenge and requires a responsive and participatory approach to governance. This study aims to evaluate the quality of waste management services and the effectiveness of the policy of delegating authority to the sub-district head in Medan Baru District, Medan City. Using a qualitative descriptive approach, data was collected through in-depth interviews, field observations, and documentation. The results of the study show that waste management services still face various obstacles, especially in the dimensions of tangibles, reliability, responsiveness, assurance, and empathy. Limited facilities and infrastructure, irregular transportation schedules, low response to complaints, lack of officer training, and lack of an empathetic approach are the main obstacles. On the other hand, the delegation of authority has not been fully supported by institutional capacity, inter-agency coordination, and adequate community participation. This research emphasizes the importance of institutional strengthening, increasing operational capacity, and active community involvement in realizing effective and sustainable waste management at the sub-district level.

Abstract

This study aims to analyze the social dynamics (actor relations, power structures, and norms) in the management of school libraries and their impact on the implementation of the School Literacy Movement (Gerakan Literasi Sekolah/GLS) at SMA Negeri 1 Deli Tua. The research employs a qualitative approach with an intrinsic case study design. Data were collected through triangulation methods: participant observation, in-depth interviews (with the principal, head librarian, teachers, and students), and policy document analysis. Participants were selected using purposive sampling. Data analysis was guided by the framework of social practice theory. The findings reveal that social dynamics—particularly centralized power, role conflicts, and conservative norms—have created a disjuncture between national policy (Permendikbud No. 23/2015) and field-level practice. Transforming school libraries requires a restructuring of power relations, strengthening of human resource capacity, and the integration of context-based multiliteracies. The impact of the GLS implementation remains suboptimal, as evidenced by incidental literacy practices and digital transformation hindered by staff technophobia.

Abstract

The unemployment rate in Asahan Regency, North Sumatra, remains above the national average despite a numerical downward trend. This study analyzes the role of the Asahan Regency Manpower Office in expanding employment opportunities, focusing on the social construction of labor policy. Data were collected through in-depth interviews, participatory observations, and a review of policy documents and BPS statistics. The findings reveal that although the Manpower Office has implemented job placement programs, competency training, and the Employment Information System (SIKAS), its effectiveness is hindered by three main factors: (1) a mismatch between training programs and industry needs, (2) limited dissemination of the SIKAS digital platform (only 30% of the workforce is aware of it), and (3) budget constraints (Rp120–150 million per year) and limited human resources (only 30% of employees meet functional criteria). Key findings indicate that while 86.4% of training participants (2022) obtained certification, only 49.7% were absorbed into the labor market, with the majority being unemployed individuals with high school (28.3%) and elementary school (31.5%) education. This disparity reflects a failure in bridging the skills mismatch. Meanwhile, job placements increased from 410 (2020) to 963 (2022), but this growth was reactive to global market demands rather than the result of systematic planning. In terms of communication, minimal collaboration with local media has led to information gaps, preventing outreach to vulnerable groups. This study recommends a policy reorientation by aligning training curricula with industry demands, intensifying SIKAS dissemination through community collaboration, and strengthening the institutional capacity.

Abstract

The North Padang Lawas District Government has implemented a bureaucratic simplification policy to simplify the organizational structure and equalize administrative positions into functional positions. However, this policy faces resistance and discomfort among employees, especially functional officials. This study aims to determine the managerial competence of functional civil servants at the Personnel and Human Resources Development Agency of North Padang Lawas Regency. The research method used is descriptive qualitative, collecting data through interviews, observation, and document analysis. The results showed that the implementation of the policy has not resulted in significant changes; besides that, there has yet to be integration of the collaboration work system, which is only limited to working on their respective roles and functions. The stages of simplifying the bureaucracy are still being adapted and transitioned.

Abstract

This research investigates the role of community empowerment in enhancing food security within urban areas, focusing on the development of the Juma Cindai Agroeducation Garden in Cinta Damai Village, Medan, Indonesia. Utilizing qualitative methodologies, data were collected through interviews, observations, and documentation. The findings highlight that unifying scattered farmer groups into the Juma Cindai Agroeducation Group significantly improved the efficiency and effectiveness of empowerment programs. Regular community discussions and FGDs facilitated the planning and implementation of relevant activities, such as hydroponics training. Positive community responses and active participation indicated a successful empowerment initiative. Intensive monitoring and evaluation ensured the program's alignment with its objectives, fostering technical skill development and social mindset shifts toward sustainable agriculture. The study concludes that structured community empowerment through urban agriculture can effectively enhance food security, economic independence, and community resilience against urbanization's impacts.

Abstract

The Social Security Agency for Employment as social protection insurance for all workers in Indonesia has five main products. Each BPJS employment product has benefits and advantages for its participants. This research method is qualitative, namely by describing and analyzing data that has been obtained through data collection techniques of interviews, and literature study which is then explained in the form of detailed and systematic explanations. The results of this research show that based on the country typology formulated by Titmus, following the benefits facilitation provided by BPJS employment. The first point is realized with death benefits, work accident benefits, and old age benefits which provide protection benefits to workers when they can´t carry out work when sick, providing compensation and scholarships to families who have lost their source of livelihood, and several other benefits.

Abstract

This research examines the business growth of the Food and Beverage Services subsector in Medan City along with the implementation of the Risk-Based Licensing System (OSS RBA) in Indonesia. OSS RBA based on the Standard Qualifications for Indonesian Business Fields (KBLI) aims to increase the Ease of Doing Business (EoDB). However, the application of top-down OSS RBA with the Business Identification Number (NIB) carries the potential for abuse. This research analyzes the factors (Starting a Business, Electricity Connection, Tax Payments, Building Permits, Access to Credit, and Protection of Minority Investors) that influence the Growth of Food and Beverage Services Investment in Medan City. The results of the Confirmatory Factor Analysis (CFA) show three significant factors: Protection of Minority Investors, Starting a Business, and Access to Credit. Obstacles include the NIB scale not being by local spatial planning and changes in the issuance of risk permits between the Central and Regional Governments. It is hoped that this research will provide insight into the implementation of OSS RBA and investment growth in the Food and Beverage Services sector.

Abstract

The Government of Indonesia strives to improve effectiveness and efficiency in governance by implementing the Electronic-Based Government System (SPBE) as stipulated in Presidential Regulation Number 95 of 2018. One of its implementations is the Electronic-Report on Local Government Administration (E-LPPD), which replaces manual reports. This study aims to examine the effect of the implementation of E-LPPD on employee performance at the Binjai City Regional Secretariat. The research method used is quantitative with the population of all authorized apparatuses and has implemented E-LPPD in Binjai City, totaling 87 people. The sampling technique uses saturated samples. The results showed that environmental characteristics in the implementation of E-LPPD had a significant effect on employee performance, while organizational characteristics, employees, and management policies and practices did not show a significant influence. Overall, implementing E-LPPD positively affects employees' performance at the Binjai City Regional Secretariat. These findings emphasize the importance of adequate environmental adjustments and support to optimize performance through electronic systems in local government.

Abstract

The working area of PPS Nagari Air Bangis is the same as the PPK Kecamatan Sungai Beremas, with a coverage area of 440.48 Km2, which has an island area and is difficult to access. This phenomenon is caused by the Sungai Beremas Sub-district, which only has 1 (one) village called Nagari, namely Air Bangis. This condition causes the large burden of simultaneous elections to make a disproportionate (excessive) workload for PPS members of Nagari Air Bangis because it has 81 polling stations and 19,252 DPT. Koesomowidjojo's workload theory (2021) and Hart & Staveland (1988) are used to answer these problems. The integrity of its implementation is based on the 11 principles of Election Article 3 of Law 7/2017 concerning Elections. This research uses an exploratory qualitative method. Data and facts are collected comprehensively through in-depth interviews and observations. Data analysis was done using data collection, condensation, presentation, and conclusion drawing. This study concludes that PPS Nagari Air Bangis members have a disproportional workload influenced by internal and external factors. External factors include excessive task load, large work areas, and non-ideal work organization. Internal factors include the organizer's innate physical (somatic) and mental (psychic) working state due to external loads. Although there is a disproportionate workload of PPS Nagari Air Bangis members, this does not cause violations of election integrity, which results in re-election (PSU) or criminal acts.

Abstract

Penelitian ini berfokus pada penerapan pemutakhiran data pemilih berkelanjutan di Kabupaten Indragiri Hilir, khususnya selama periode non-tahapan pemilihan 2020-2022, di mana daerah tersebut tidak melaksanakan Pilkada pada tahun 2020. Dalam proses pemutakhiran data pemilih berkelanjutan di Kabupaten Indragiri Hilir mengalami berbagai kendala yang antara lain kurangnya anggaran, regulasi, dan dukungan infrastruktur yang memadai seperti peran Disdukcapil sebagai sumber data utama. Penelitian ini bertujuan untuk menilai proses pemutakhiran data pemilih berkelanjutan di Kabupaten Indragiri Hilir selama periode non-tahapan pemilihan 2020-2022. Penilaian dilakukan menggunakan teori evaluasi kebijakan CIPP (Context, Input, Process, Product) dengan pendekatan kualitatif dan studi kasus. Data diperoleh melalui wawancara mendalam, observasi, dan dokumen-dokumen terkait. Hasil evaluasi menunjukkan bahwa dukungan terhadap pemutakhiran data pemilih berkelanjutan di Indragiri Hilir masih belum maksimal, baik dari sisi sumber daya maupun peran pemangku kepentingan. Hal ini menyebabkan data pemilih yang dihasilkan belum sepenuhnya akurat, komprehensif, dan mutakhir. Terbukti dari masih adanya data pemilih ganda dan invalid.
