Abstract

This thesis discusses Palestine's interest in joining the International Criminal Court. The obstruction of peace negotiations between Palestine and Israel for decades has led to the final decision on the borders of the two countries between Palestine and Israel has not been reached. It is getting worse because the military attacks launched by Israel in the Palestinian territories are included in war crimes, crimes against humanity, crimes of genocide, and crimes of aggression. Based on this situation, Palestine made accession to the Rome Statute to join the International Criminal Court. The research method used is a qualitative method with data collection techniques through literature studies. This research uses the Neorealism perspective to explain the international structure acts as a controller of state behavior, so that state policies are within the scope expected by the system. International Law Theory is used to analyze how the International Criminal Court deals with the Israeli-Palestinian conflict. The concept of national interest is used to analyze Palestinian actions when joining the International Criminal Court. The results showed that Palestine gained an increase in statehood status and changed the attitude of the International Criminal Court towards Israel. The real form is that Palestine has now been recognized as a state and Israeli state leaders and war leaders have been summoned to the International Criminal Court for trial Keywords: National Interest, Conflict, International Criminal Court, Rome Statute

Abstract

This study examines the role of the Food and Agriculture Organization (FAO) in addressing the food crisis in Ukraine during 2022–2023, triggered by the armed conflict between Russia and Ukraine on February 24, 2022. In 2022, Ukraine became the center of attention when a hunger crisis began to hit due to the prolonged conflict, especially due to the impact of the Russia-Ukraine war. This condition was exacerbated by disruptions to the food supply chain, displacement of residents, and significant damage to agricultural infrastructure. This crisis put millions of people in Ukraine at risk of acute hunger, especially vulnerable groups such as children, pregnant women, and the elderly. The theoretical approach used is Clive Archer's theory regarding the role of international organizations as actors. This study uses a qualitative method with a literature study technique obtained through the official FAO website, books, journals and official documents. The results of the study show that FAO acts as an independent actor that designs interventions such as the Rapid Response Plan, Ukraine Response Program and provides special post-war training to farmers in Ukraine. This role shows that FAO not only carries out technical tasks, but also plays a strategic role in global food governance. This study concludes that FAO is an international organization that plays an active and complex role in responding to cross-border humanitarian crises. Abstract

Every country has an interest in pursuing development to enhance the welfare of its people. However, development that neglects environmental considerations can result in severe ecological damage. This study examines how UNESCO's Man and the Biosphere (MAB) program in the Giam Siak Kecil – Bukit Batu Biosphere Reserve, located in Riau Province, supports the achievement of the Sustainable Development Goals (SDGs), particularly Goal 15, which focuses on the protection of terrestrial ecosystems. A qualitative case study approach was used to explore the effectiveness of the MAB program in promoting environmental sustainability amid pressures from extractive industries such as palm oil plantations, mining, and the timber sector. The findings indicate that while the biosphere reserve has made significant contributions to biodiversity conservation and environmental education, it still faces major challenges. These include weak law enforcement, limited community participation, and the dominance of industrial interests that often exploit conservation zones for unsustainable practices. The MAB program is also vulnerable to misuse as a form of greenwashing by industries that seek legitimacy without true commitment to sustainability principles. Therefore, the successful implementation of the MAB program in Indonesia depends heavily on stricter oversight, comprehensive evaluation of the environmental impacts of economic activities, and active involvement of local communities as key ecosystem stewards. The government is also expected to take a firm stance against conservation violations to ensure that development genuinely aligns with sustainable principles. Abstract

This research discusses the role of the Food and Agriculture Organization (FAO) in dealing with the food crisis in Afghanistan in 2018-2023. The food crisis in Afghanistan, which reached its peak in 2018, requires the role of international organizations such as FAO. This research aims to analyze FAO's actions in addressing the crisis. FAO runs programs that have had significant results in reducing food insecurity levels, including rebuilding water management systems for agricultural success, accessing roads, strengthening river banks, and implementing river flow management activities. FAO also collaborates with various parties and provides technical and financial assistance to Afghanistan. FAO supports the Afghan government in setting zero hunger as a development priority and enhancing zero hunger policy programs through capacity building, advocacy, public awareness, and the establishment of food security and nutrition committees. The results of this paper indicate that FAO plays an important role in helping to deal with the food crisis in Afghanistan by providing emergency and food security assistance, rehabilitating agricultural infrastructure through the IRDP program, servicing the food and nutrition sector. This has resulted in a significant decrease in the number of Afghans experiencing acute food insecurity, from 23 million in 2022 to 14.2 million in 2024. Abstract

This study aims to examine and analyze the role of the United Nations Environment Programme (UNEP) in supporting the implementation of the Just Energy Transition Partnership (JETP) as part of Indonesia's transition towards a green economy during the 2023–2024 period. The research focuses on UNEP's involvement in international cooperation supporting energy sector reform and the integration of just transition principles in Indonesia. This paper employs a descriptive qualitative approach using a literature study method involving the review of books, journals, official reports, scientific articles, and relevant international institution websites. The perspective used is liberalism at the group level of analysis, with cooperation theory serving as the main conceptual framework. The study finds that UNEP acts as an international catalyst in strengthening Indonesia's energy transition strategy through the implementation of the JETP. This role includes providing technical support in policy formulation, facilitating access to international funding, and enhancing national institutional capacity. However, various challenges such as policy overlap, fossil fuel dominance, and limited public participation remain major obstacles. Policy harmonization among institutions, accelerated disbursement of green funding, and enhanced civil society engagement are necessary to ensure the energy transition genuinely supports the achievement of an inclusive and sustainable green economy. Abstract

The humanitarian crisis affecting the Rohingya ethnic group since 2017 has triggered a massive exodus to Southeast Asian countries, including Malaysia. Although Malaysia is not a party to the 1951 Refugee Convention or its 1967 Protocol, it remains a major destination due to geographic proximity, cultural affinity, and economic factors. Malaysia's non-accession to the international refugee legal regime raises a key question: to what extent is the principle of non-refoulement implemented in practice, and how does Malaysia weigh this principle when responding to the arrival of Rohingya refugees? This research aims to explore these issues by examining the country’s policy dynamics between 2017 and 2022. This study employs a qualitative method with a descriptive-analytical approach. Data were collected through literature review from various primary and secondary sources, including UNHCR reports, official Malaysian government documents, academic literature, and international media coverage. The theoretical framework is based on Guy S. Goodwin-Gill’s absolute state sovereignty approach, which explains how states maintain full control over their borders and migration policies. The findings indicate that Malaysia implements the non-refoulement principle de facto, including through deportation moratoria, cooperation with UNHCR, and limited access to basic services. However, such implementation remains inconsistent and largely dependent on situational administrative policies. In the absence of a clear domestic refugee law and amid limited coordination or burden-sharing at the ASEAN level, protection for Rohingya refugees in Malaysia remains fragile and unsustainable. Abstract

This study analyzes the role of the World Food Programme (WFP) in dealing with the food crisis in South Sudan. This study is interesting to discuss because the food crisis in South Sudan has become one of the most serious humanitarian issues due to a combination of prolonged conflict, climate change, and limited infrastructure. The World Food Programme (WFP) as an international organization under the auspices of the UN plays a strategic role in efforts to overcome the crisis. This study aims to analyze what WFP has done to deal with the food crisis in South Sudan. This research is a qualitative research with data collection through library research and internet research. The theory used is the theory of the role of international organizations. This study uses a group analysis level that has the essence of understanding, studying, and evaluating the behavioral attitudes of a group with non-state actors who already have international coverage. The research findings show that WFP is not only acting as a provider or emergency food assistance, but also a development actor that promotes long-term food security.Programs such as the Integrated Rapid Response Mechanism (IRRM), Food Assistance for Assets (FFA), and the School Feeding Programme show how WFP distributes aid effectively while building local capacity. Despite facing funding challenges, WFP remains committed to reducing the impact of the food crisis. In addition, WFP is also a channel for other countries that want to provide assistance. Abstract

Space cooperation has become one of the strategic forms of collaboration widely undertaken by countries around the world. As a developing nation, Indonesia has been involved in space cooperation since 1967. To date, Indonesia has partnered with various actors to launch its satellites into Earth’s orbit. In recent years, there has been a growing tendency to cooperate with one particular international actor—SpaceX—for satellite launches. This study examines the reasons and objectives behind Indonesia’s cooperation with SpaceX and explores why Indonesia has opted not to collaborate with other satellite launch service providers. This research employs a qualitative methodology with document analysis as the primary data collection technique. The study analyses various documents, including government reports, academic journals, publications from international organizations, news articles, and policy documents related to space cooperation. The analysis focuses on international cooperation, satellite launch collaboration, technology development, satellite management, and communication network enhancement. Based on the success of multiple satellite launches and the introduction of satellite internet capable of reaching remote areas, it can be concluded that Indonesia’s collaboration with SpaceX is primarily driven by the technological reliability offered by the company. This partnership not only provides effective and timely access to space but also represents a strategic move that brings Indonesia closer to achieving its national space autonomy. By leveraging SpaceX’s advanced capabilities, Indonesia gains both operational benefits and long-term momentum in developing its independent space infrastructure. Collaboration with SpaceX offers lower costs compared to competitors while enabling the deployment of larger payloads. Beyond rocket launches, the partnership in satellite internet technology has also supported the advancement of Indonesia’s digital ecosystem by significantly reducing connectivity blind spots. This research highlights that international cooperation in the space sector can play a crucial role in driving national progress and innovation.
