Abstract

The objective of the study is to experimentally investigate the link between economic development, wealth disparity, governmental integrity, and spending on eradicating poverty, in line with Sustainable Development Goal (SDG) 1, in twenty Muslim-majority countries. This study employs pooled OLS, fixed effects, and random effects in its static panel data model analysis. According to empirical research, government expenditure, government spending integrity, and economic growth all significantly affect the rate of poverty reduction. Additionally, inequality of income contributes to rising poverty in nations with Muslim majorities. This study supports the notion that governments promote increasing per capita income in order to achieve economic growth, even though population growth has no bearing on the eradication of poverty. In fact, the two most crucial policy recommendations for the government are to carry out its duties as a government of integrity and distribute funds to sectors necessary for economic and social development, such as infrastructure, health, and education. To ensure fair economic distribution in Muslim communities, governments must also maximize the capacity of Islamic social funds such as zakat and waqf.

Abstract

The discussion on responsible consumption and production is summarized in the twelfth SDGs goal. On the other hand, waqf is an instrument of Islamic social funds that has a sustainable nature and has the relevance of waqf to the SDGs, so it has the potential to be developed in its role in responsible consumption and production and its impacts. This study seeks to see the waqf development model that is relevant to the goals of the SDGs by determining the priority of the waqf model that can be applied in Indonesia which is in line with the objectives of SDG-12. The results of the study indicate that the Waqf & ZIS model is the right model to support the achievement of the twelfth goal of the SDGs, namely responsible consumption and production. This study also proposes a waqf-based waste management system that is suitable for this purpose.

Abstract

Waqf performance, as part of Islamic social finance is determined by, among others,  willingness of society to donate their assets into waqf. Ability to understand determinants of the willingness may contribute to more optimum waqf assets accumulation and management. This study aims to investigate the effect of attitudes, subjective norms, perceived behavioral control, and knowledge in influencing the willingness of waqif to donate through the Airlangga University Social Fund Management Center (PUSPAS). This research is a quantitative study using multiple regression analysis. Data for this study is obtained from 98 respondents. The study results imply that there was no significant simultaneous influence in the variables of attitudes, subjective norms, behavioral control, and knowledge of waqif willingness to represent in PUSPAS. The attitude and knowledge variables are variables that have a significant influence partially. In contrast, the subjective norm variables and behavioral control have a partially insignificant impact on the intention of waqf to represent.

Abstract

Currently, the existing concepts of waqf management and forest management are still separated. It creates an opportunity to develop the concept of waqf-based forest management. This study aims to develop a National Waqf-based Forest Index (NWFI) as a standardized tool to measure the performance of waqf-based forest management practices. This research is a quantitative study that began with preliminary research and was followed by interviews with seven experts using the Analytical Hierarchy Process (AHP). Based on preliminary research, the index comprises five dimensions: institution (with three aspects), process (with three aspects), system (with three aspects), outcome (with twelve aspects), and impact (with three aspects). It is found in the AHP analysis that the institution and process dimension is considered the most important aspect for waqf-based forests, with an importance score of 0.227, followed by the system and impact dimension (0.197), and the outcome dimension (0.152). Based on the consistency rate, all experts' assessments were consistent. Regarding rater agreement, the outcome dimension and several indicators related to the environment and social facilities achieved the highest level of agreement (W ~0.400–0.500), whereas other dimensions and aspects, such as expert opinions, showed significant dispersion. In conclusion, this waqf-based forest index has the potential to strengthen the role of Islamic finance in supporting sustainable projects by providing the basic practical tool for the waqf-based forest nazhir and policy-makers to assess waqf-based forest management and construct future good nazhir governance. Further research and pilot projects are important to evaluate its effectiveness in measuring waqf-based forest management practically.

Abstract

Abstract: Effective waqf governance is essential for unlocking the full socioeconomic potential of waqf institutions. This paper compares two differentgovernance models: the state-led, top-down approach in Singapore and thecommunity-based, bottom-up model in South Africa. By analyzing the strengthsand weaknesses of each, the study aims to draw lessons for Indonesia, a countrydealing with systemic governance issues. The research employs a qualitative,comparative methodology, utilizing thematic analysis facilitated by NVivosoftware to systematically code and synthesize existing findings from the threenations. The analysis reveals that Singapore's centralized model offers significantefficiency and robust oversight. Still, it also introduces regulatory rigidity that canhinder smaller institutions and raise trust issues within the community.Conversely, South Africa’s independent model has successfully created acomprehensive governance system and promoted public trust; however, it faceslogistical challenges in coordinating volunteers and managing leadershipsuccession. The findings on Indonesia point out critical weaknesses, includingpoorly developed and uncoordinated regulations, a widespread lack ofaccountability among waqf managers (nazhir), and low professional skills.Thepaper concludes that no single model is universally superior. The key implicationfor Indonesia is that reform should not focus on wholesale adoption of an externalmodel. Instead, the central recommendation is the implementation of a robustperformance measurement framework. Such a framework can serve as afoundational tool to build a hybrid model, enabling data-driven, top-downregulation while empowering bottom-up institutional improvement, therebyaddressing the nation's unique challenges.Keywords: Waqf Governance, Performance Measurement, Accountability, TopDown Governance, Bottom-Up Governance

Abstract

This study explores the essential characteristics of healthcare waqf and proposes context-appropriate models for implementation in Indonesia. Employing the Delphi method alongside a Likert scale, expert consensus validated 23 out of 31 proposed characteristics, with significant agreement indicated by Kendall’s W. The identified healthcare waqf types include clinics, general hospitals, children’s hospitals, and specialist hospitals. These institutions can be financed through a blend of Islamic social and commercial finance and managed by a subsidiary, third party, or nāẓir (waqf manager). Based on these characteristics, four models are proposed: social, simple productive, innovative productive, and integrated social-productive healthcare waqf models. These models aim to provide accessible healthcare services for both underserved populations and the general public. While designed for Indonesia, the study’s methodological approach and conceptual framework can be adapted for application in other contexts. This research offers a novel foundation for developing effective, sustainable healthcare waqf initiatives.

Abstract

The swimming pool is a part of tourism, entertainment, and sports activities. The development of halal tourism demands swimming pool facilities that can better meet Sharia principles that benefit Muslim consumers. This study aims to reveal Sharia swimming pool management practices and explore why its customers choose Sharia swimming pools over conventional swimming pools. This research was conducted to reveal the halal lifestyle that has penetrated halal tourism, including swimming pools based on Sharia principles. This study uses a phenomenological approach to reveal the phenomenon of swimming pool practices and factors that affect its customers. This study interviewed 15 people with characteristics of high-intensity Sharia swimming pool use. It revealed that Islamic pool management practices include rules for members to enter, swimwear, facilities, and services provided. This study explores the factors influencing Islamic pool consumers by grouping them internally and externally. Internal factors impacting Sharia swimming pool users include comfort, halal lifestyle, and health. At the same time, the support of facilities, encouragement from others, and unpleasant experiences in public or traditional swimming pools are part of external factors. This study is expected to become a reference for Sharia swimming pool management practices and evidence of the findings of factors that encourage consumers to choose Sharia swimming pools.
