Abstract

This research aims to explore the motivations and expectations of Indonesian Foreign Terrorist Fighters to return to their home countries. The development of this research uses a qualitative approach through interviews with resource persons and literature studies from related literature. Furthermore, the data obtained was analyzed using the Miles and Huberman analysis technique. The results of this study show that there are four factors of encouragement or motivation and three hopes of returning from the Foreign Terrorist Fighter, including continuing jihad, regret, disappointment, and the desire to survive. While the return expectations of the Foreign Terrorist Fighter, namely global jihad, normal life, and decent life.

Abstract

This study highlights that the practice of Public-Private Partnership (PPP) in prison, based on the experiences of various countries such as the United States, England, Australia, France, Japan, and Canada, does not have a single pattern. The diversity of PPP practice patterns in prison is identified by this study in various prison PPP models consisting of: 1) the "private governance" model; 2) the "hybrid management" model; 3) the "service infrastructure" model; and 4) the "contracting out certain limited functions" model. Through a literature study combined with an analysis of policy design theory, this study explains that the diversity of prison PPP models is based on a diverse implementation process in which there are various considerations for the implementation of each model. The various considerations for the implementation of those models are generally grouped into instrumental and political explanations. The implementation of the "private governance" model is a political and administrative decision. The implementation of the "hybrid management" and "service infrastructure" models are administrative decisions with political support. The implementation of the "contracting out certain limited functions" model is an administrative decision.

Abstract

The phenomenon of victims transforming into perpetrators (Victim-Offender Overlap) in Indonesia is a phenomenon that is still developing. This study employs a qualitative approach to explore the process of transformation from victimization experiences to criminal behaviors, focusing on those with a history of victimization. Data collection involved purposive sampling and semi-structured interviews to gain in-depth insights into the victims' experiences and transformation processes of the informants. The findings of this study have proven to support and even complement the results of previous studies related to the transformation caused by post-victimization experience, namely, Adverse Childhood Experiences (ACE's), Other Forms of Victimization Experiences, and Other Adverse Experiences. These findings suggest that the transformation process is not only triggered by victimization in adulthood, so it is important to further explore the relationship between victimization and criminal behavior in a broader context.

Abstract

Terorisme pada dasarnya bertujuan memproduksi viktimisasi berskala besar. Kebijakan negara terbaru dalam konteks kompensasi korban terorisme nyatanya masih menyisakan masalah. Artikel riset ini bertujuan untuk mengkritisi dan mendalami kebijakan terbaru terkait kompensasi korban terorisme dari perspektif ketahanan nasional. Argumentasi yang dikembangkan adalah mengklasifikasikan korban terorisme dengan menggandeng eskalasi ancaman dan serangan terorisme. Penelitian dilakukan dengan pendekatan kualitatif dan pengumpulan data dilakukan melalui studi literatur serta wawancara informal. Literatur yang digunakan merupakan buku, jurnal, laporan dan dokumen terbatas dari BNPT dan LPSK. Wawancara informal dilakukan kepada empat orang pejabat dan analis kebijakan di level teknis di kedua lembaga untuk menggali kebenaran data dan informasi yang diperoleh dari literatur. Analisis tulisan ini menemukan adanya hidden victims akibat terorisme masa lalu yang belum terakomodasi. Layers of victim yang diusulkan dalam penelitian ini merupakan cara pandang baru melihat realitas korban terorisme, wacana ini setidaknya mampu mengidentifikasi, mengkaji dan mengindeks kerugian korban terorisme tidak hanya berdasarkan dampak dan kerugian, tetapi juga tingkat risiko sesuai eskalasi serangan sehingga penanganan korban menjadi lebih proporsional dan sesuai dengan asas keadilan. Kolaborasi wacana ini dapat memperkaya studi ketahanan nasional dan mendorong penetapan eskalasi ancaman terorisme sebagai indikator utama strategi kontraterorisme yang komprehensif.

Abstract

This quantitative study investigates the impact of work stress on the mental health and subsequent behavior of Indonesian police officers. Utilizing a survey method with a sample of 400 officers, the research employs a structural equation modeling (SEM) approach to examine the relationships between work stress, mental health, and police behavior. The findings reveal a significant direct effect of work stress on both mental health and police behavior. Importantly, mental health mediates the relationship between work stress and behavioral outcomes. High work stress significantly predicts poorer mental health, which, in turn, is strongly associated with less effective police behavior. The study utilizes established scales to measure these constructs, including indicators related to emotional, intellectual, physical, and interpersonal responses to stress, alongside measures of mental health encompassing self-image, mood, relationships, and future outlook, and police behavior assessed through dimensions of legitimate force, adherence to procedures, and community interaction. While the initial SEM model exhibited fit issues, modifications improved the model fit, strengthening the key relationships. This research underscores the critical role of mental health in influencing police conduct and highlights the need for interventions aimed at mitigating work stress and improving the mental well-being of Indonesian law enforcement personnel. Such interventions should include coping skills training, emotional intelligence development, workload management, and improvements to organizational support systems.

Abstract

The examination of riots in Correctional Institutions and Detention Centers has so far only revealed the triggers of the riots, without exploring how riots can occur in Correctional Institutions and Detention Centers in Indonesia. This research was conducted on riots in the period 2001-2021 which had an impact on the riots, both in terms of casualties and large material impacts. Research on 8 (eight) Correctional Institutions and Detention Centers was aimed at exploring more fundamental problems in order to understand how riots can occur in Correctional Institutions and Detention Centers. Qualitative methodology was carried out in this research in order to obtain an in-depth study of the causes of the riots that occurred. The findings of this research indicate that the cause of the riots lies in the fundamental problem, namely the existence of corrupt practices in the structures that are formed formally and informally in the operationalization of Correctional Institutions and Detention Centers in Indonesia.

Abstract

Profesionalitas Polri merupakan pilar penting kepercayaan publik dan diatur dalam berbagai regulasi guna memastikan pelayanan yang transparan dan akuntabel. Ditreskrimsus Polda Metro Jaya, sebagai unit utama dalam menangani kejahatan khusus dan umum, dituntut memiliki profesionalitas tinggi dalam menghadapi tekanan internal maupun eksternal. Salah satu faktor penting dalam menjaga profesionalitas adalah self-control, yang berperan dalam mengelola stres, menghindari penyimpangan, serta mempertahankan integritas. Penelitian ini bertujuan untuk mengonfirmasi apakah faktor-faktor seperti kompetensi moral, supervisi, memengaruhi self-control apabila dimediasi dengan pengalaman kerja anggota penyidik Ditreskrimsus Polda Metro Jaya. Teori yang digunakan dalam penelitian ini adalah teori self-control, teori kompetensi, teori supervisi, dan teori pengalaman kerja. Metode penelitian ini adalah penelitian kuantitatif. Sampel yang ditetapkan dalam penelitian ini sejumlah 55 orang penyidik dengan kriteria sudah memiliki pengalaman kerja minimal 3 tahun di Ditreskrimsus Polda Metro Jaya dan Terlibat aktif dalam penyelidikan dan penyidikan kasus. Hasil penelitian ini menunjukkan bahwa pengalaman kerja anggota Ditreskrimsus Polda Metro Jaya mampu memediasi pengaruh dari kompetensi, supervisi terhadap self-control anggota Ditreskrimsus Polda Metro Jaya. Pengalaman kerja berperan sebagai mediator dalam hubungan antara kompetensi dan supervisi terhadap self-control. Dalam hubungan kompetensi terhadap self-control, pengalaman kerja memiliki efek mediasi yang signifikan dengan koefisien interaksi negatif (-0.0375, p=0.0247), menjelaskan 56,24% variabilitas self-control (R²=0.5624), namun pengaruh kompetensi menurun seiring meningkatnya pengalaman kerja (efek dari 0.4513 pada M=410.372 menjadi 0.1542 pada M=489.628). Demikian pula, pada hubungan supervisi terhadap self-control, pengalaman kerja juga memediasi dengan koefisien interaksi negatif (-0.0225, p=0.0251), menjelaskan 83,11% variabilitas self-control (R²=0.8311), dengan efek supervisi yang semakin kecil seiring bertambahnya pengalaman kerja (efek dari 0.6257 pada M=41.0372 menjadi 0.4472 pada M=48.9628). Ditreskrimsus Polda Metro Jaya disarankan untuk mengembangkan program pelatihan berkelanjutan yang mencakup peningkatan kompetensi teknis, manajerial, dan psikologis guna memperkuat self-control anggota Ditreskrimsus Polda Metro Jaya. Mekanisme supervisi perlu lebih adaptif sesuai kebutuhan individu, sementara program rotasi kerja dapat mempercepat pembelajaran dan meningkatkan ketahanan psikologis. Selain itu, program mentoring bagi anggota berpengalaman dapat membantu menjaga efektivitas kontrol diri tanpa ketergantungan berlebih pada supervisi. Standarisasi pelatihan dan lingkungan kerja yang mendukung keseimbangan emosional, termasuk layanan psikologi dan sistem dukungan rekan kerja, juga perlu diterapkan lebih lanjut.

Abstract

This study investigated whether Indonesian fundamentalist group utilizes marketing principles for recruitment. The research employed a Delphi method, gathering expert consensus from marketing, communication, and visual communication fields to assess the group's use of marketing strategies in attracting sympathizers and disseminating their ideology. The first round demonstrated complete agreement on the use of marketing principles. The second round revealed some disagreement regarding the classification of mosques as distribution channels, suggesting a nuanced application focusing more on promotion than traditional marketing models. The findings highlight sophisticated marketing techniques used by this group, emphasizing the need for further investigation into how such groups leverage marketing for influence. This includes exploring the broader application of marketing principles in radicalization, connections to popular culture, and developing effective counter-narratives using social marketing. Understanding these strategies is crucial for developing counter-measures and promoting social cohesion. The study's results underscore the importance of examining how religious groups employ marketing strategies, particularly in contexts lacking prior research.

Abstract

The criminogenic organizational dynamics within the financial crime of Indonesia are reflected in the increased criminality cases from 2012 to 2020. Criminogenic organizations support the situations for both corporations and individual corporations to commit their crimes. This research identified the contributions of the criminogenic organizational aspect of financial crime in Indonesia. The applied method was the qualitative grounded theory. The researchers took the cases occurring within the period of 2012 and 2020. Then, the researchers comprehended the primary data with in-depth interviews. The researchers found the criminogenic organizational indicators within the corporate crimes were: profit-oriented ambition, expansion, and domination; business continuity and individual 'secured' position; fear of failure to reach the target; certain group loyalty; ethical perception and business morals; the bias of responsibility distribution; and tendency to promote ethnocentric approach. The results could be the initial stage to composing criminal policy in preventing corporate crime by prioritizing the corporate cultures with excellent corporate ethics.

Abstract

The Indonesian diaspora, which is spread across various parts of the world, has great potential to support national development through remittances, investment, technology transfer, and strengthening nation branding. However, Indonesia's single citizenship policy creates a dilemma for the diaspora, forcing them to choose between Indonesian citizenship or the country of residence. This study aims to identify diaspora preferences for dual citizenship policies, analyze emerging opportunities and challenges, and develop recommendations for implementation strategies for this policy. The results of the study show that the dual citizenship policy can increase diaspora involvement in national development, strengthen economic stability, and support Indonesia's public diplomacy. However, the implementation of this policy requires mitigating risks such as double loyalty and legal conflicts through comprehensive regulatory design. With the right policies, the diaspora can become a strategic asset to support national resilience and the vision of Golden Indonesia 2045.
