Abstract

Supervision is the most essential management function, no matter how good the work carried outwithout supervision cannot be said to be successful. Community supervision not only involves thecommunity in decision-making in every development program implemented by the goverment in thevillage, but the community is also involved in identifying problems and potentials that exist in thecommunity. Village Owned Enterprise (BUMDES) is a legal entity established by the village to managethe bussines, utilize asset, delevop village potential, and provide as many types of bussines as possiblefor the welfare of the village community. So this study uses a type of qualitative research where theresearch is descriptive, namely the collection of primary and secondary data conducted throughinterviews and then processed and obtained results. The result of the study show that the problems thathinder the not running of the BUMDES in Gosoma village are that supervision is not carried out by thecommunity but the village goverment, the community understands that they have no responsibility insupervision, village owned enterprise managers or administrators are irresponsible and the savings andloan work program is jammed. The selection of work programs that are not in accordance with the needsof the community has resulted in only part of the community being able to feel it.Keywords: Supervision, Management, Program

Abstract

The need for quality public services is a must for public organizations today so that it is theresponsibility of the government to be able to make adjustments in order to improve quality public services.The use of information systems in real services can be seen as to carry out service functions, this is what ismeant by an information system. The purpose of this research is to find out how the Application ofTechnology-Based Management Information System in the Agency for Personnel and Education andTraining of North Minahasa Regency. The research method used is descriptive research with a qualitativeapproach. Informants in research are people who can provide information about research. The focus ofthe research is seen from the indicators according to Kumorotomo which suggests that a computer-basedmanagement information system contains elements, namely humans, hardware and software, data andprocedures. Data collection techniques through observation, interviews and documentation. The results ofthe study show that the Personnel and Education and Training Agency has the responsibility to use andimplement a technology-based information system which is given the responsibility for managing thepersonnel system as well as education and training activities for all employees but has not been able to runand implement a technology-based information system. Limited facilities, technology systems, employeecapabilities and budgetary support are the current challenges.Keywords : Implementation, Management Information System, Personnel Agency and Education andTraining

Abstract

The purpose of this study is to deal with community participation in dealing with the covid-19outbreak to break the chain of covid-19 in the middle tombatu three village in response to the governmentregulation of Law No. 4 of 1984 as a guide for the community in the middle tombatu three village to worktogether in facing Covid-19 and to comply with government regulations so that not many people are affectedby COVID-19 in the village of Tombatu Tiga Tengah and carry out the health protocols that have beenregulated by the regional government. this research method is descriptive qualitative. The result of thisresearch is that the Covid-19 handler analyst in the village of Tombatu Tiga is responding to the governmentregulation Law No. 4 of 1984 concerning infectious outbreaks. The results obtained are that the analysis ofthe participation in handling covid-19 in the village of Tombatu Tiga Tengah has been successfully carriedout but there are still obstacles that occur such as many people who neglect to comply with health protocolsand how much assistance has not been distributed to the community and there are still concessions thatoccur. in health protocols.Keywords : participation in handling Covid-19

Abstract

The purpose of this study is to find out how policy communications in village funding in the Desa WatudamboII district north Minahasa district.Research uses a descriptive - qualitative approach. The policy is based onthree key aspects of public policy communication, of transmission, clarity and consistency. The researchinformant is the village chief and village device, the chairman and member of the village council, the chairmanof the village PKK, the group representative, and the village public figure, a total of 8 informers. Datacollection uses the interview guidelines, while the analysis techniques used are interactive model analysis fromMiles and Hubernann.Based on the results of research drawn to conclusion: 1. The policy communications inmanaging village funds from the "transmission" dimension are quite good. Communication between village,BPD, and village community institutions in the planning and carrying out of village financeprograms/activities goes well through village meetings. The established village fund policy decisions are thencommunicated to village people. 2. The policy of communing in the implementation of village funds from the"clarity" dimension is also quite good. The decisions of the program/ activities financed by the village fundare clearly communicated to all parties involved in the planning and carrying out of the program/ activity,and to the village people. 3. The policy communications in managing village funds based on the "consistency"dimension are quite good. Policy decisions on well-funded village fund/activities are informed andimplemented fairly consistently by existing village governments BPD and public institutions.Key words: Communication Policy, Village Fund Administration.

Abstract

This study aims to determine and analyze the Strategy of the National Unity and Regional Political Agencyof North Sulawesi Province in Maintaining Public Security and Order. This research uses descriptivequalitative research method with SWOT data analysis technique. SWOT analysis is carried out using theInternal Factory Analysis Summary (IFAS) and External Factory Analysis Summary (EFAS) matrices toshow the current position of the organization. From the data results, it is known that the National Unity andRegional Political Agency of North Sulawesi Province is currently in a position between the Opportunityand Strength axes, namely in Quadrant I (S-O Strategy). Which means that the National Unity and RegionalPolitical Agency of North Sulawesi Province has the opportunity and strength, so that it can direct the entireinternal potential of the organization to take advantage of existing opportunities. The strategy that must beapplied in this condition is to support an aggressive growth policy. Based on the results of the SWOT matrixanalysis, six strategic issues were determined, then based on the Litmust Test, there were four strategicissues and two fairly strategic issues.Keywords: Strategy, Local Government, Security and Public Order

Abstract

Untuk mencapai tujuan pendidikan nasional bagi wajib belajar maka ditetaplanlah kebijakanpendidikan gratis bagi peserta didik. Pendidikan gratis merupakan membebaskan segala biaya pendidikanbagi peserta didik dalam kaitan dengan dengan proses belajar mengajar dan kegiatan pembangunan sekolah.Dalam implementasinya di Kabupaten Minahasa Tenggara maka terdapat berbagai program yang telahdilaksanakan sampai dengan saat ini. Penelitian ini dilakukan untuk mengkaji implementasikebijakanpemerintah daerah dalam pelaksanaan pendidikan gratis siswa Sekolah Dasar di Kabupaten MinahasaTenggara dengan menggunakan desain kualitatif. Temuan penelitian ini bahwa implementasikebijakanpemerintah daerah dalam pelaksanaan pendidikan gratis siswa Sekolah Dasar di Kabupaten MinahasaTenggara telah dilakukan sebagaimana aspek pengorgansiasian, interpretasi dan aplikasi. Perbaikan yangperlu dilakukan yaitu Dinas Pendidikan perlu melakukan pengusulan formasi penerimaan guru dengan statusPegawai Negeri Sipil atau Guru dengan status kepegawaian sebagai Pegawai sebagai pejabat Pemerintahdengan Perjanjian Kerja untuk memenuhi kebutuhan jumlah guru kelas maupun guru mata pelajaran, Instansiterkait maupun masyarakat wajib menjalankan fungsi pengawasan pada pelaksanaan pendidikan gratis disekolah dasar, Perlu melakukan peninjauan kembali atas program bantuan siswa miskin agar tidakberbenturan dengan Program Keluarga Harapan (PKH-Pendidikan).Kata Kunci : Implementasi Kebijakan, Pemerintah Daerah, Pendidikan Gratis.

Abstract

AbstrakKabupaten Kepulauan Talaud yang memiliki 20.209 jiwa penduduk usia sekolah atau 24.38% dari jumlah penduduk menghadapi permasalahan yang antara lain kurangnya guru yang bersedia ditempatkan di daerah, kurangnya sarana fisik baik berupa gedung, alat peraga bidang studi, peralatan laboratorium, buku-buku pelajaran dan peralatan pelajar lainnya; tidak lengkapnya data kependidikan untuk menunjang program on-line jardiknas. Penelitian ini bertujuan  menjelaskan  proses implementasi kebijakan pendidikan dasar dalam pengembangan ilmu administrasi publik dan penyelesaian permasalahan pendidikan dasar di Kabupaten Kepulauan Talaud.  Melalui penggunaan desain kualitatif penelitian ini menemukan bahwa sekalipun implementasi kebijakan pendidikan dasar di Kabupaten Kepulauan Talaud pada dimensi idealised policy, Implementing organization dan Environmental faktor khusunya lingkungan lembaga politik. Akan tetapi telah memberikan keberhasilan dalam peningkatan nilai rata – rata mata pelajaran. Serta terjadi peningkatan lulusan maupun prestasi lainnya yang diperoleh peserta didik dalam berbagai perlombaan baik dalam kategori kedaerahan, Provinsi maupun tingkat nasional. Situasi inilah yang oleh peneliti dianggap memiliki keunikan dimana dalam situasi dana yang terbatas, daerah tertinggal dan perbatasan, capaian prestasi pendidikan meningkat.

Abstract

ABSTRACTThis research was conducted with the aim of examining the effectiveness of distributing Kredit Usaha Rakyat at the North Sulawesi and Gorontalo Bank (BSG) Ratahan branch, Southeast Minahasa Regency. The method used in this study is qualitative research where data is collected based on conditions that occur in the field which are then described. Data collection was carried out through three data collection techniques, namely observation, interviews and literature study. The results of this study found that KUR distribution at the BSG Ratahan branch was based on four Budiani indicators, namely accurancy of target program, socialization of program,objectives of program and supervision of program. This research suggests that the BSG Ratahan branch conduct more frequent supervision regarding customers and also strengthen relationships with customers through clear communication and information regarding monthly payments, as well as KUR debtors to be wiser in using KUR assistance.

Abstract

Dalam pelaksanaan program pengelolaan ekowisata di kawasan TNBNW Kabupaten BolaangMongondow terdapat intervensi dari sebuah komunitas lokal ialah komunita Pencinta Alam Tarsiusyang merupakan masyarakat yang tinggal di sekitar kawasan ekowisata kini menjadi mitra danmelaksanakan program ekowisata sehingga berada di bawah naungan Balai Taman Nasional. dalammelaksanakan program pengelolaan ekowisata dibutuhkan tahapan-tahapan pemberdayaan untuk bisameningkatkan pengetahuan dan skill bagi pengelola. Tujuan penelitian ini ialah untuk mengkajimengenai pemberdyaan yang dilakukan terhadap komunitas lokal yang mengelola ekowisata TNBNWdengan menggunakan metode kualitatif dengan tiga indikator tahap penyadaran, pengkapasitasan danpemberian daya (empowerment). Temuan penelitian ini ialah tahap pemberdayaan telah dilaksanakandengan baik akan tetapi dinilai belum maksimal dikarenakan belum terjadwal dengan baik sehinggadalam pelaksanaannya masih ada beberapa program yang belum berjalan. Kemampuan untukmengakses manfaat dan peluang bisa lebih di tingkatkan lagi sehingga SDM bisa mencapai sisi ekonomi,sosial dan ekologi yang bernilai posistif.Kata Kunci : Pemberdayaan, Komunitas Lokal, Ekowisata

Abstract

The purpose of this study was to determine public complaints on government policies in waste managementat the Sumompo TPA Manado City. This study used qualitative research methods. The data analysistechnique carried out is data reduction, data presentation and conclusion drawing. There are six dimensionsof public complaints in the focus of the research, namely: 1) Response speed, 2) Facilities, 3) Repair, 4)Apology, 5) Credibility and 6) Attention. Based on the results of the research, the government has madevarious efforts to deal with waste management problems by paying attention to complaints from thecommunity, providing infrastructure assistance and making improvements as well as direct supervision ofthe waste management and reduction process, reducing complaints from the public.Keywords: Community Complaints, Policy, Waste Management
