Abstract

Penelitian ini membahas strategi komunikasi Lembaga Kerapatan Adat Alam Minangkabau (LKAAM) Padang Pariaman dalam implementasi Peraturan Daerah (Perda) No. 7 Tahun 2018 tentang Nagari. LKAAM berperan penting dalam menjaga nilai-nilai adat Minangkabau di tengah dinamika modernisasi pemerintahan nagari. Penelitian ini menggunakan metode kualitatif dengan pendekatan studi kasus untuk memahami strategi komunikasi LKAAM. Strategi komunikasi yang digunakan oleh LKAAM meliputi pendekatan partisipatif, sosialisasi intensif, dan pemanfaatan teknologi informasi. Hasil penelitian menunjukkan bahwa meskipun menghadapi tantangan seperti rendahnya pemahaman masyarakat, keterbatasan sumber daya manusia, dan perbedaan interpretasi, strategi komunikasi yang inklusif telah membantu meningkatkan pemahaman masyarakat terhadap Perda ini. Penelitian ini menyoroti pentingnya kolaborasi antara pemerintah daerah, LKAAM, dan masyarakat untuk memastikan keberhasilan implementasi kebijakan berbasis adat. Dengan demikian, penelitian ini memberikan rekomendasi bagi pemangku kepentingan untuk terus memperkuat komunikasi dan partisipasi masyarakat dalam proses pengambilan keputusan yang berkaitan dengan adat dan budaya lokal. Diharapkan, hasil penelitian ini dapat menjadi acuan bagi pengembangan strategi komunikasi yang lebih efektif di masa depan. This study explores how the Lembaga Kerapatan Adat Alam Minangkabau (LKAAM) in Padang Pariaman communicates its strategies to implement Regional Regulation (Perda) No. 7 of 2018 about Nagari. LKAAM plays a key role in safeguarding Minangkabau cultural values while adapting to the evolving nature of modern governance in the nagari. Using a qualitative case study approach, this research delves into the communication methods LKAAM employs, such as participatory approaches, intensive outreach programs, and leveraging information technology. The findings reveal that while LKAAM faces challenges like limited public awareness, a shortage of skilled human resources, and varying interpretations of the regulation, their inclusive communication strategies have significantly improved public understanding of the Perda. This study underscores the importance of collaboration among local governments, LKAAM, and communities to ensure the effective implementation of culturally-rooted policies. The research provides actionable recommendations for stakeholders to strengthen communication and foster greater community involvement in shaping decisions related to local customs and culture. Ultimately, the study aims to serve as a guide for developing more impactful communication strategies in the future.

Abstract

This research aims to describe the community's knowledge regarding the phenomenon of stunting and to analyze the factors contributing to stunting among small-scale fishing communities in the Pasia Kandang, Pasia Nan Tigo Village, Padang City, West Sumatra Province A qualitative approach was used: observation, in-depth interviews, and a literature review. The research results show that the understanding of stunting among fishing communities is still limited and is more often identified as a physical problem, such as being thin and short. This lack of knowledge impacts the ineffectiveness of stunting prevention efforts, which generally focus on increasing food consumption without considering nutritional balance. In addition, factors such as unstable income, low access to nutritious food, and inadequate dietary patterns are the main drivers of stunting potential in the area. This research highlights the importance of health education programs and policy interventions to improve awareness and access to balanced nutrition for small-scale fishing communities in the Pasia Kandang, Pasia Nan Tigo Village, Padang City.

Abstract

Perkembangan teknologi yang semakin canggih menjadikan komunikasi menjadi cepat dan mudah. Di sektor pemerintah tingkat terendah yakni pemerintah desa, teknologi sudah seharusnya digunakan untuk tata kelola pemerintahan yang baik. Salah satu langkah konkret penggunaan teknologi di tingkat pemerintah desa adalah digitalisasi desa menggunakan aplikasi Simpeldesa. Nagari Lubuak Batingkok adalah Nagari Pertama di Pulau Sumatera yang menggunkan Simpeldesa. Aplikasi ini merupakan produk PT Telekomunikasi Indonesia untuk memudahkan sistem manajemen informasi dan pelayanan desa. Namun, keberhasilan implementasi Simpeldesa sangat bergantung pada efektivitas komunikasi pemerintah desa dengan masyarakat. Penelitian ini bertujuan untuk menganalisis pra implementasi penggunaan aplikasi Simpeldesa, menganalisis komunikasi pemerintah dengan masyarakat dalam mensosialisasikan aplikasi Simpeldesa dan menganalisis faktor pendorong keberhasilan penggunaan Simpeldesa di Nagari Lubuak Batingkok. Penelitian ini adalah penelitian kualitatif dengan pendekatan studi kasus yang teknik pengumpulan datanya melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa pra Impelementasi penggunaan Simpeldesa dawali dengan menganalisis kesesuaian kebutuhan desa dengan aplikasi, rekruitment serta pelatihan Tim Informasi Nagari (TIN) dan sosialisasi kepada masyarakat. Komunikasi pemerintah dengan masyarakat dalam sosialisasi Simpeldesa dilakukan dengan tiga cara, Pertama komunikasi melalui media luar ruangan yang meliputi papan pengumuman, spanduk dan aplikasi Simpeldesa. Kedua, komunikasi melalui media teknologi yang meliputi media sosial dan iklan layanan masyarakat. Ketiga, komunikasi melalui media tatap muka yang meliputi komunikasi door to door dan pertemuan langsung dengan lembaga yang ada di nagari. Faktor pendorong keberhasilan sosialisasi Simpeldesa adalah motivasi dari pimpinan, kemudahan menggunakan aplikasi dan dukungan yang baik dari masyarakat.

Abstract

This study focuses on the role of fishermen in the development of ecotourism through entrepreneurial activities on Pasia Tiku Beach. The research aims to understand the role and contribution of fishermen in maintaining environment-based tourism. This study uses a qualitative approach with a case study method. Data were obtained through in-depth interviews, participatory observations, and documentation. The research informants consisted of local fishermen, ecotourism managers, and tourists. The results of the study show that fishermen not only play a role as environmental guardians but also as tour guides and local economic actors through entrepreneurial activities carried out. The involvement of fishermen in ecotourism activities has been proven to increase environmental awareness and provide significant economic benefits to the community. The results of this study can contribute to the development of a sustainable ecotourism model involving local communities, especially fishermen as the main actors. In addition, the results of this study can be a reference for the government and other stakeholders in formulating ecotourism development policies and strategies’ or if it will change the face of the case law as it currently stands.

Abstract

Plastic waste in Indonesia threatens environmental sustainability and health. This study explores waste bank as a social innovation based on the 3R principle, as a means of education, behavior change in waste management, and the implementation of the circular economy. Aims: This study aims to identify and describe the practices and reasons of household participation in waste bank, also the efforts of administrators to increase it. Methodology and results: Using Giddens' structuration theory and a mixed-methods approach, this study indicates promising results regarding the participation process in plastic waste management at the community level. This article examines a case of a waste bank, which is developing well in the city of Padang, Indonesia. The results revealed that most customers of the waste bank deposit plastic waste biweekly, where generally household members are involved in sorting waste at home. Conclusion, significance and impact study: The cause of the high level of household participation is a combination of environmental awareness and economic incentives. Household participation is relatively high and gives hope for sustainable plastic waste management. The efforts of waste bank administrators provide additional services leveraging household participation in waste bank. Awareness to protect the environment is the main driver of household participation. The innovation of waste pick-up services using motorcycle rickshaws implemented by the management of the Waste Bank. The use of waste bank in managing plastic waste will have an impact on achieving SDG 11.6.

Abstract

The integrity of the global academic record is under unprecedented threat due to the industrialization of scientific misconduct, driven by paper mills, citation cartels, and identity theft, prompting major bibliographic databases to replace manual curation with algorithmic systems. This study examines the operational mechanics of the Scopus Radar tool, an unsupervised anomaly detection system designed to identify and eliminate articles exhibiting anomalous behavior. We reconstruct the bibliometric indicators that lead to discontinuation by triangulating data from the November 2025 Scopus Discontinued Titles list, public Elsevier policy papers, and independent bibliometric research. Our study of 62 cancelled journals shows that Publication Concerns (59.7%) and Outlier conduct (14.5%) are the top grounds for removal. There are definite tendencies when it comes to hyper-concentrated authorship, quick volume velocity spikes, and citation stacking that does not make sense. We also see a "contagion effect," where certain publications have far greater rates of quitting than others. Based on these findings, we propose the Scopus Radar Readiness Model (SRRM). The model is based on the Core Practices of the Committee on Publication Ethics (COPE) and has four stages of growth. This roadmap gives editorial boards the tools they need to go from reactive compliance to proactive integrity assurance. They can do this by using internal bibliometric audits to find and fix problems before they lead to external algorithmic enforcement. The results show that journals need to use Level 4 Optimized integrity practices to stay alive in a time when automated gatekeeping is common.

Abstract

This study presents a systematic literature review (SLR) of climate village programs, with particular attention to institutional support, community participation, and sustainability practices. Guided by the PRISMA protocol, 42 eligible articles were analyzed to map the geographical scope, journal quality, theoretical frameworks, governance arrangements, and the role of local resources. The review reveals significant heterogeneity across contexts: African studies emphasize renewable energy, Bangladesh highlights adaptation politics, Indonesia adopts a multi-sectoral approach, while small island states prioritize coastal conservation. Most studies employ qualitative and participatory methods, drawing on resilience theory, socio-ecological systems, participatory governance, and energy transition perspectives. Institutional support is found to operate through multi-level governance involving government, NGOs, communities, and private actors. However, power asymmetries often constrain long-term sustainability. Local resources and indigenous knowledge emerge as critical for resilience but require supportive legal and institutional frameworks to avoid elite capture and ensure genuine empowerment. Theoretically, this review advances the concept of Climate Villages as socio-ecological laboratories linking global climate agendas with local action. Practically, it identifies the need for contextualized interventions, stronger governance coordination, and knowledge co-production. The findings provide actionable insights for policymakers, practitioners, and researchers seeking to strengthen the design, implementation, and sustainability of Climate Village initiatives.
