Abstract

The characteristics of imperfect markets are characterized by the presence of transaction costs. One sector that is an imperfect market is the agricultural sector. The purpose of this study was to analyze the structure of transaction costs and the implications of transaction costs on the benefits of hybrid corn farming. The research method uses transaction cost analysis and multiple linear regression. The research was conducted in Dompu Regency, West Nusa Tenggara with 120 respondents as corn farmers. The results show that implementation costs are the component of transaction costs that have the highest percentage of 43.35%, then supervision costs are 28.37%, transportation costs are 20.61%, negotiation costs are 3.70%, information costs are 3.41% and coordination 0.57%. These transaction cost components are distributed in each hybrid corn farming cycle, among others; (1) birth cycle; (2) cropping cycle; (3) maintenance cycle; (4) supervision; (5) harvest cycle; and (6) postharvest cycle. The postharvest cycle is the cycle that has the highest percentage of 23.17%, then the maintenance cycle is 18.53%, the harvest cycle is 17.65%, the cropping cycle is 17.28% and the control cycle is 13.99%. Transaction costs have a positive and significant effect on the profits of hybrid corn farming.

Abstract

Fiscal discipline is the key value to manage public finance. In term of local government, maintaining fiscal discipline can improve basic services and public confidence provision. The research purpose is to give an input for the government to determine regional expansion policy. The analysis applies fixed effect model to analyze the relationship between vertical fiscal balance and local fiscal discipline in 491 districts/cities in Indonesia for 2010 to 2020. This study found the indication that the lower vertical fiscal balance, the lower the fiscal discipline of the district/city governments to collect local taxes, so regional development highly depends on intergovernmental transfer. The results indicate that the increase of vertical fiscal balance will increase local fiscal discipline. In addition to be driven by a vertical fiscal balance, local fiscal discipline increase is also driven by population density increase, the tertiary sector share, and Gross Regional Domestic Product per capita. It is important for the governments to consider vertical fiscal balance, population density, the share of the tertiary sector, and GRDP per capita, as variables to approve proposed regional expansion so that each regional expansion results in optimal public services. Keywords: Vertical Fiscal Imbalance, Local Own-Source Revenue, Population Density, Tertiary Sector Share, Gross Domestic Regional Product.

Abstract

This study aims to analyze the effect of the infrastructure, education, and health sectors on regional competitiveness. This is because the government expenditures have been allocated to develop infrastructure, education, and health sectors in each region. In line with the principle of fiscal decentralization to increase services in the public sector. When the government increases the quality of public sectors, it can impact economic growth, social welfare, and regional competitiveness or in the economic developments component. Previous studies show that the government expenditures on the infrastructure and component of the human capital index can increase the economic development in each region. In line with the theory of expenditures by Musgrave, Rostow, and Adolf Wagner. Therefore, using a regression panel data with the secondary data. The result of this study shows the effect of infrastructure, education, and health sectors on the regional competitiveness, study case in the Indonesia Province. Based on this study, it implies that when the local government will increase the competitiveness index, they should allocate more expenditures on this component. Abstract

This study aims to analyze the existence of beta absolute convergence and beta conditional convergence, the impact of fiscal decentralization in terms of income and expenditure side on per capita income and the process of accelerating the per capita income convergence using 2015-2019 panel data of 113 regencies/municipalities obtained from Central Bureau of Statistics and the Directorate General for Fiscal Balance. Using fixed effect regression models, this study confirms that there are beta absolute convergence and beta conditional convergence in Java Island during 2015-2019. Other findings are Local Own Source Revenue and Fiscal Balance Fund have a significant positive effect on per capita income growth, while Personnel Expenditure and Capital Expenditure have a significant negative effect on per capita income growth. The results also show that all indicators of fiscal decentralization play significant role in accelerating the convergence of per capita income. Based on the results of estimates, Local Government Own Source Revenue should be optimized and quality of government spending have to be improved to foster income per capita convergence between regions in Java Island. Keywords: income per capita convergence, fiscal decentralization regional inequality, absolute beta convergence, conditional beta convergence

Abstract

This study aims to analyze the behavioral pattern of local government as seen from their spending regarding unconditional transfer and private income. Flypaper effect has been a major phenomenon in academic research. Nevertheless, in Indonesia, such research, especially the one focusing on the shift of unconditional transfer and private income, never been caried out. Over 22 years, Indonesia has been implementing decentralization which makes it more intriguing to see local governments’ budget and spending decisions’ motives. This paper uses a panel data from 476 districts and cities in Indonesia for 11 years. Classical assumption tests, endogeneity test as well as instrumental validation test were caried out before doing the regression. The result from two-stage least square regression shows that flypaper effect does not present in total spending yet appears in four other kinds of spending. Asymmetric response of those five are quite varied. Total expenditure and capital expenditure have symmetrical response. Meanwhile, operational spending and transfer spending have a fiscal replacement type of asymmetry. On the other hand, unexpected spending shows a fiscal restraint asymmetry. The direction of private income’s influence to spending also seen to be different from one another.

Abstract

This study aims to analyze variables that affect the open unemployment rate in East Java Province for the period 2017 – 2022, including Economic Growth, Inflation, Wage Rate, and Education. This research uses quantitative methods with data collection methods from a number of publications of related agencies, namely BPS East Java Province. The specification that the data used in this study is panel data for the period 2017 – 2022 with details of the number of observations as many as 5 cities/regencies in East Java Province. The results of this study show that simultaneously Economic Growth, Inflation, Wage Rate and Education have an influence on Open Unemployment. However, partially the variables Inflation and Education do not have an influence on the variable Unemployment, while Economic Growth and Wage Rate have an influence on the variable unemployment. The results of this study show that to reduce the open unemployment rate can be done by increasing the rate of economic growth, consistently increasing the wage level
