Abstract

The lift net raft fisheries business is a production activity carried out by small fishermen for economic purposes, but the sustainability and development of this business is strongly influenced by economic, internal and external factors. The research was conducted from January 2022 to July 2022 in Ohoi Namar, Southeast Maluku District. The purpose of this research is to determine the feasibility of a fishery business and the right business development strategy. Primary and secondary data were collected using a survey method, with interview, questionnaire and observation, the data analyzed by business feasibility analysis and SWOT. The results of the study show that the lift net raft fishries business is feasible to continue because it has a NPV value of Rp. 548,200,783, IRR = 102%, Net B/C = 5.0, and PP = 2.0. The business development strategy consists of the SO strategy which includes increasing fleet capacity, improving the quality of cath, optimizing secondary cath when season transition 1 and 2. The WO strategy is to improve lighting technology, expand marketing networks, optimize information technology to expand market access, improve the quality of education for ABK owners and fishermen. ST' strategy includes implementing environmentally friendly fishing technology and health protocols in every aspect of the business. WT' strategy is cooperation with KKP in coastal and ocean management, efficiency and effectiveness of production costs and fishing time.

Abstract

Perikanan panah skala kecil merupakan suatu kegiatan produksi yang bersifat ekonomi di kawasan konservasi TPK Kei kecil. Sebagai kegiatan ekonomi nelayan panah selalu berupaya untuk meningkatkan pendapatan dan produktivitas usahanya dalam setiap musim, namun upaya tersebut selalu diperhadapkan dengan berbagai permasalahan yakni biaya operasional yang tinggi, dan perubahan harga pasar, dan ketidakpastian hasil tangkapan akibat variasi musim penangkapan. Tujuan penelitian ini untuk mengetahui tingkat pendapatan dan kelayakan usaha armada perikanan panah skala kecil yang menggunakan tenaga penggerak dayung, ketinting 6.5 PK, dan motor tempel 15 PK yang berkembang di kawasan konservasi TPK Kei kecil Kabupaten Maluku Tenggara. Jenis data yang dibutuhkan adalah data primer dan sekunder, data dikumpulkan menggunakan metode survei dengan teknik triangulasi. Analisis yang digunakan adalah analisis deskriptif kualitatif dan kuantitatif. Hasil analisis menunjukan bahwa armada perikanan panah motor tempel 15 PK sangat menguntungkan pada musim timur, ketinting 6.5 PK pada musim pancaroba 2 dan dayung pada musim pancaroba 1. Perikanan panah skala kecil layak untuk dikembangkan karena memiliki nilai indeks produktivitas disetiap musim lebih dari 1 (P>1) bahkan armada perikanan panah motor tempel 15 PK dan dayung tertinggi pada musim timur, dan ketinting 6.5 PK pada musim pancaroba 2 karena itu pengelolaan dan pengembangan perikanan panah perlu dilakukan secara efektif dan adaptif.

Abstract

The sandfish (Holoturia scrabra) cultivation business was established by the Salterai group in 2018. The business has experienced a significant increase in fixed and working capital. The fixed capital includes investment costs, while the working capital issued to obtain production factors includes fixed and variable costs. However, until now, the Salterai group has not been able to conduct an evaluation or cost-benefit analysis due to limited knowledge and understanding of the cost-benefit. The purpose of the training is to provide knowledge and understanding to the Salterai group in evaluating the cost-benefit of the sandfish cultivation business. The stages and methods used in the survey with interview, observation, and documentation methods, the training implementation with lecture, discussion, and direct practice methods, then the evaluation with quantitative descriptive methods. Community service activities went well according to the stages. The results obtained at the survey stage were the identification of investment costs and operational costs of the sandfish, H. scabra cultivation business, at the implementation stage it showed that the training was running well and smoothly so that it produced optimal social and economic benefit information, and the evaluation stage showed an increase in knowledge and understanding in evaluating the cost benefits of the sandfish H. scabra cultivation business.

Abstract

Potensi ikan layang di perairan Kepulauan Kei menunjukan peluang signifikan sebagai sumberdaya perikanan bernilai ekonomi tinggi dengan metode penangkapan menggunakan alat tangkap pukat cincin, bagan dan pancing tonda. Purseine memungkinkan penangkapan dalam jumlah besar secara efisien, sedangkan bagan dan pancing tonda memberikan alternatif bagi nelayan dengan tingkat selektifitas yang berbeda. Meskipun potensi tangkapan cukup besar, eksploitasi berlebihan dapat mengancam kelestarian stok ikan layang dan ekosistem laut setempat. Oleh karena itu, keberlanjutan sumber daya ikan layang perlu dipertimbangkan. Penelitian ini bertujuan menganalisis pola pertumbuhan, faktor kondisi, dan tingkat penangkapan perikanan ikan layang yang didaratkan di Ohoi Sathean,  Selayar, Namar, Dian Pulau, Dunwahan, Ohoiren, Mastur dan Banda ely di Kepulauan Kei dari Desember 2023 hingga Mei 2024. Data primer dikumpulkan melalui survei lapangan dengan pengamatan langsung  terhadap 502 ekor sampel secara acak, data sekunder mengenai hasil tangkapan dan usaha penangkapan selama lima tahun terakhir dikumpulkan dari nelayan melalui wawancara dengan Teknik purposive sampling. Analisis meliputi distribusi panjang ikan, hubungan panjang-berat (nilai b = 2,36 menunjukan pertumbuhan alometrik negatif), faktor kondisi (K = 1,00–1,08 menandakan kondisi fisiologis kurang optimal), tingkat penangkapan serta daerah penangkapan. Tingkat penangkapan tertinggi ditemukan pada pukat cincin dengan fluktuasi selama 6 tahun terakhir, bagan dan pancing tonda relatif stabil. Hubungan upaya penangkapan terhadap tingkat penanngkapan menghasilkan nilai determinasi (R²) = 0,5275 dengan persamaan regresi Tingkat Penangkapan (CPUE) = 2332,8 - 0,5098E, yang menunjukkan hubungan negatif antara peningkatan upaya tangkap dengan hasil per unit usaha. Temuan ini menjadi dasar ilmiah untuk kebijakan pengelolaan perikanan layang berkelanjutan di Kepulauan Kei.

Abstract

Kebijakan dan regulasi dengan sifat armada perikanan skala kecil yang multispesies dan multigear dapat menyebabkan terjadinya penurunan hasil tangkapan di setiap daerah penangkapan ikan. Klasterisasi armada perikanan dapat memberikan informasi yang lebih efektif dan efisien untuk tindakan pengelolaan. Penelitian ini bertujuan mengidentifikasi klasterisasi armada perikanan skala kecil berdasarkan kemiripan hasil tangkapan, pendapatan dan biaya operasional. Metode penelitian menggunakan metode survei, penentuan responden dengan teknik purposive sampling. Analisis data yang digunakan adalah analisis deskriptif dan Square Euclidean Distance. Hasil penelitian mendapatkan hasil tangkapan, pendapatan dan biaya operasional tertinggi pada musim barat dan pancaroba 1 adalah armada purse seine, musim timur dan pancaroba 2 adalah armada bagan, sedangkan terendah pada musim barat sampai pancaroba 2 adalah armada gillnet hanyut. Secara umum pada musim barat terdapat 3 kelompok klaster besar, musim pancaroba 1 terdapat 2 kelompok klaster besar, musim timur terdapat 3 kelompok klaster besar, musim pancaroba 2 terdapat 4 kelompok klaster besar. Berdasarkan hasil penelitian menunjukkan bahwa klasterisasi yang terjadi dalam setiap musim dipengaruhi oleh hasil tangkapan, pendapatan dan biaya operasional. Jumlah dan struktur klasterisasi armada perikanan skala kecil selalu berubah dalam setiap musim.
