Abstract

Penyelenggarakan sistem pemerintahan nagari merupakan upaya menghidupkan lagi nilai-nilai kebudayaan Minangkabau. Tetapi, dalam praktiknya muncul berbagai persoalan. Oleh karena itu, perlu dilakukan evaluasi untuk mengetahui perkembangannya. Hasil penelitian menunjukkan bahwa penyelenggaraan pemerintahan nagari dalam aspek berdemokrasi di Manggopoh telah terlaksana sesuai dengan prinsip demokrasi modern. Tetapi, masih ada penolakan dari kaum ninik mamak. Dampak penyelenggaraan pemerintahaan nagari terhadap pembangunan kantor pemerintahan nagari dan jalan lingkungan nagari ada peningkatan dibanding periode pemerintahan nagari sebelumnya. Tetapi, pembangunan pasar nagari hingga saat ini belum ada kepastian yang jelas. Faktor pendukung pembangunan di Nagari Manggopoh diantara lain: adanya motivasi aparatur, adanya musyawarah mufakat (Baiyo-iyo), munculnya partipasi masyarakat, dan Kepemimpinan Walinagari sebagai faktor lain yang mendukung pembangunan pemerintahan nagari. Sementara faktor penghambat pelaksanaan pembangunan antara lain: Keterbatasan dana pembangunan, Perbedaan pandangan dan kultur masyarakat, dan keterbatasan sumber daya aparatur pemerintahan nagari dalam aspek pendidikan dan pelatihan. Abstract

Enculturation is a concept needed in the era of globalization and modernization in maintaining and maintaining existing cultural diversity. Each individual has different cultural elements that are interrelated with each other. Thus, each individual cannot be separated from cultural elements, as well as in the process of cross-cultural counseling. So through the literary riview method, the concept of enculturation is studied and examined more deeply in cross-cultural counseling, resulting in a statement that this concept is a necessity that is needed in the cross-cultural counseling process, because cultural elements have unity and attachment to one another, both in terms of knowledge, arts, crafts, morals, laws, and customs. So that it can help the counseling service process become more effective.

Abstract

The purpose of this research is to find out the position of the Tigo Sarangangan stove in the nagari government system according to constitutional law and the perspective of Islamic constitutional law. The type of research applied in this research is normative legal research with a qualitative approach, which is generally known as library research. Normative legal research is a scientific research process that aims to find the truth based on scientific logic and normative aspects. The data source used is a secondary data source. Sourced from books, articles, rules, websites. The data collection technique used is by browsing materials from books, articles, websites related to research. The data analysis technique used in this research is descriptive technique. Based on the results of research conducted by the author, it can be concluded that the Tigo Sarangan stove consists of Niniak Mamak, Alim Ulama and Cadiak Pandai. In the nagari government system, the Tigo Sarangan stove has a position as a member of the nagari customary density institution (KAN), whose elements are from the niniak mamak, the nagari ulama council institution whose elements are from the ulama and the nagari government and the nagari deliberative body whose elements are from the cadiak clever. These three institutions work together and coordinate with each other in building a nagari. In Islamic constitutional law, the Tigo Sarangan furnace can be thought of as an ahlul halli wal aqdi institution, which means a deliberative institution. In carrying out their duties, these institutions both prioritize the principles of deliberation and the general principles of Allah SWT's law in carrying out their powers and duties and conveying the aspirations of the community in government.

Abstract

Awareness of the importance of harmony between religions, ethnicities, races, and cultures must always be realized through an understanding of national integration. One of the barriers to this is ethnocentrism, cultural acculturation, and the media, both mass media and new media. Indonesia is one of the countries that are prone to experiencing resistance as a result of excessive fanaticism so if this is allowed to pass, it will have an impact on the integrity of the nation so that national disintegration can emerge. This is what we try to analyze in this paper, the problem of national disintegration is studied through three reviews, namely ethnocentrism, cultural acculturation, and the role of the mass media. The method used in writing this article is a qualitative approach, related to subjective social reality and uses non-participant observation or refers to literature studies. When we talk about ethnocentrism, of course, it is indirectly related to the interactions that are carried out by one person to another individual, individual to the group, or group to group. This interaction can occur with the help of communication. Whatever the form and context of communication, it always displays climate differences between communicators and communicants. Ethnocentrism is widely positioned as oil or fire that can devour people and objects around it. Likewise, ethnocentrism can be a trigger for disharmony and continuous conflict because when interacting both personally with personal, personal with groups and groups against other groups, they always understand and appreciate the superiority of their culture over other cultures. Ethnocentrism is the habit of each group to regard the culture of their group as the best culture.
