Abstract

ABSTRAK Permasalahan gaya kepemimpinan kepala sekolah untuk dapat  meningkatkan kinerja guru agar memajukan kualitas pendidikan merupakan permasalahan yang harus diatasi. Pemecahan masalah tersebut akan diikuti dengan dampak positif oleh masyarakat disekitar, termasuk di Sekolah Dasar Negeri 2 Pemecutan Kota Denpasar, dimana kepala sekolah juga mempergunakan sebuah gaya kepemimpinan dalam meningkatkan kinerja guru yang sesuai dengan kondisi di lingkungan tersebut. Dalam penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data diperoleh penulis dengan melakukan observasi di lapangan dan melakukan wawancara mendalam dengan narasumber yang berhubungan dengan gaya kepemimpinan kepala sekolah dalam meningkatkan kinerja guru di Sekolah Dasar Negeri 2 Pemecutan Kota Denpasar. Kesimpulan yang diperoleh dalam penelitian ini adalah pertama, Gaya kepemimpinan kepala sekolahdalam meningkatkan kinerja guru padaSekolah Dasar Negeri 2 Pemecutan menggunakan gaya kepemimpinan partisipasi. Kedua, kinerja yang ditunjukkan oleh guru masih rendah Ketiga, Gaya kepemimpinan yang relevan digunakan oleh kepala sekolah SDN 2 Pemecutan dalam meningkatkan kinerja guru adalah gaya kepemimpinan partisipasi ditambah dengan pengawasan yang lebih baik oleh kepala sekolah terhadap kinerja guru. Implikasi dari penelitian ini adalah gaya kepemimpinan kepala sekolah dalam meningkatkan kinerja guru perlu ditingkatkan untuk meningkatkan kualitas pendidikan siswa di lingkungan Sekolah Dasar (SD) Negeri 2 Pemecutan apabila gaya yang digunakan oleh kepala sekolah meningkat maka dapat dipastikan kinerja guru juga meningkat sehingga  berdampak pada kualitas pendidikan yang dihasilkan. Kata Kunci : Gaya Kepemimpinan Kepala Sekolah, Kinerja Guru.

Abstract

ABSTRAK Berdasarkan isi Perda RTRW, Desa Dalung merupakan kawasan peruntukan pertanian berkelanjutan, namun yang terjadi adalah semakin meningkatnya pembangunan sektor non-pertanian dan alih fungsi lahan sawah, yang menimbulkan tanda tanya besar terkait implementasi dari Perda RTRW bersangkutan. Maka dari itu, penelitian ini akan membahas bagaimana implementasi Perda Kabupaten Badung Nomor 26 Tahun 2013 tentang RTRW Kabupaten Badung Tahun 2013-2033 dalam mengendalikan alih fungsi lahan sawah di Desa Dalung, dengan menggunakan metode deskriptif kualitatif. Implementasi kebijakan tersebut dianalisis melalui beberapa indikator dari teori implementasi kebijakan publik Paul A. Sabatier dan Daniel Mazmanian, teori good governance dan konsep good environmental governance. Hasil penelitian menunjukkan bahwa implementasi Perda RTRW tersebut belum berjalan secara efektif, dengan masih adanya ketidakjelasan akan tujuan kebijakan dan lemahnya supremasi hukum. Kata-Kata Kunci: kawasan pertanian berkelanjutan, alih fungsi lahan sawah implementasi kebijakan Perda RTRW.

Abstract

ABSTRAK Pergerakan aliran modal dan investasi yang meningkat dewasa ini akan berdampak pada semakin banyaknya pengguna tenaga kerja asing. Kabupaten Badung sebagai Kabupaten yang sangat pesat dalam hal pembangunan membuat Kabupaten Badung berpotensi untuk mendapat serbuan dan investor maupun dari tenaga kerja asing. Pengawasan terhadap pengguna tenaga kerja asing dilakukan mengingat masih adanya pelanggaran yang ditemukan oleh petugas pengawas ketenagakerjaan yaitu adanya pengguna tenaga kerja asing yang tidak melengkapi izin kerja. Penelitian ini bertujuan untuk mengetahui efektivitas pengawasan Dinas Sosial dan Tenaga Kerja terhadap penggunaan tenaga kerja asing di Kabupaten Badung. Penelitian ini menggunaan metode deskriptif kualitatif. Hasil penemuan menunjukkan pengawasan belum berjalan efektif. Hal ini karena petugas pengawas ketenagakerjaan secara kuantitas masih kurang, sulitnya mewawancari pengguna tenaga kerja asing karena kurang tegasnya petugas pengawas ketenagakerjaan, dan sulitnya petugas pengawas dalam mengetahui pengguna tenaga kerja asing yang melakukan pelanggaran sehingga membutuhkan pengaduan dari masyarakat setempat. Abstract

ABSTRAK Permasalahan sumber daya manusia  pada manajemen pengelolaan obyek wisata pandawa agar pekerjaan dapat dilakukan secara maksimal dan optimal merupakan permasalahan yang harus ditangani. Permasalahan tersebut diatasi dengan menerapkan tiga ( 3 ) fungsi manajemen yaitu fungsi strategi, fungsi manajemen komponen internal, dan fungsi manajemen konstituen eksternal. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Data yang diperoleh penulis dengan melakukan observasi langsung untuk dapat melihat secara nyata  peristiwa yang terjadi di lapangan dan melakukan wawancara mendalam dengan narasumber terkait manajemen pengelolaan obyek wisata pantai pandawa dalam mewujudkan pembangunan pariwisata yang berkelanjutan melalui BUMDA. Kesimpulan yang diperoleh dari penelitian ini adalah pertama manajemen pengelolaan yang diterapkan dalam mengelola obyek wisata pantai pandawa ialah dengan menggunakan tiga ( 3 ) fungsi manajemen pengelolaan. Kedua, sumber daya manusia yang terlibat dalam manajemen pengelolaan obyek wisata pantai pandawa pendidikannya tidak merata dan lebih dominan yang pendidikan tamatan SD dan SMP. Ketiga, untuk dapat meningkatkan kualitas pemahaman pegawai dilakukannya pelatihan dan adanya evaluasi kerja setiap sebulan sekali. Implikasi dari penelitian ini adalah untuk dapat meningkatkan manajemen pengelolaan obyek wisata dalam mewujudkan pembangunan pariwisata yang berkelanjutan pada obyek wisata pantai pandawa sangat perlu adanya sumber daya manusia dengan memiliki standar pendidikan yang diharapkan akan mampu bekerja secara optimal dan maksimal dalam memanajemen pengeloaan obyek wisata pantai pandawa serta akan berdampak pada pembangunan pariwisata yang dihasilkan. Abstract

ABSTRACT Civil Servants Cooperatives (KPN) Bina Sejahtera in supporting and operating their business needed of employee performance with the participation of computer-based management information system. This study has a purpose, that is to analyze the influence of computer-based management information system on the performance of employees at KPN Bina Sejahtera Badung regency. This research was conducted in KPN Bina Sejahtera using census method (total sampling) of 50 respondents through a simple linear regression analysis. This analysis has a result, that is to prove that computer-based management information system of positive and significant effect on employee performance at KPN Bina Sejahtera Badung regency which is indicated by the value of determination total of 0.189 which means 18.9% influenced by the performance management information system remaining 81.1% influenced by other factors. The advice that can be given is the need for the involvement of managerial in increase the application field of computer-based management information system, so that the employees do not feel complicated in completing the task and responsibility of the individual concerned. Abstract

ABSTRACT This study aims to determine the extent to which the application of the principles of Transparency and Accountability to manage village fund allocation (ADD) in Pecatu Village, South Kuta Regency, Badung Regency in 2017 in developing villages and based on Village Law No. 6 of 2014 and Permendagri No. 113 of 2014. This study uses a qualitative descriptive methodology. The results of this study indicate that the allocation of village funds in this village has applied the principle of accountability supported by the principle of transparency in stages. the preparation of the RPJM was prepared with the community through village meetings. In realizing transparency in managing the Village Fund Allocation, Pecatu Village provides information to the community through village meetings and the installation of billboards in front of the village office. Therefore, in Pecatu village it is transparent and accountable, but there are still weaknesses which are obstacles that must be overcome. Abstract

ABSTARCT The development of Human Resources to support the organization of Sacred Monkey Forest Management (Mandala Suci Wenara Wana) is not directly proportional to the development of Natural Resources like the Sacred Monkey Forest Sanctuary itself. On the other hand, only acceptable human resources are local people in the village only in accordance with the policies implemented in Desa Pakraman Padangtegal itself. Based on that policy, the Sacred Monkey Forest Management is experiencing of the human resources crisis to support the management itself. So that both the village and management create an empowerment program of human resources to teach and improve the ability of the community to be accepted to work in the village owned business units, especially Sacred Monkey Forest Management. The purpose of this research is to evaluate the efforts made by the Sacred Monkey Forest Management and Desa Pakraman Padangtegal in empowering their Human Resources through the empowerment programs they carry out. The problems from the Human Resources empowerment programs will be analyzed analyzed through the Bridgman & Davis Public Policy Evaluation theory which refers to the four indicators of input, process, output and outcome of the empowerment program. The findings based on these indicators that the cause of the human resource crisis that occurred until now caused by the lack of interest and enthusiasm of the local community from Desa Pakraman Padangtegal to follow the programs that has been held caused the lack of qualified Human Resources to work in the village owned business units or Management Sacred Monkey Forest itself besides indeed because of policies that have been implemented by the village since the beginning. Abstract

ABSTRACT The problems of policy implementation of human resource competence certification Human Resources (HR) Tourism in the era of the ASEAN Economic Community (AEC) in the realizing of the program has not been implemented, that problem must beovercome. In practice, the implementation of policy is a dynamic process so that in the end will get a result in accordance with the goals or target of the policy itself. The regional Government policy for tourism to support the ASEAN Economic Community (AEC) is to increase knowledge and skills (competencies) for perpetrators of tourism for the fulfillment of the standardization of services and tourist management through competency test.This research uses a qualitative method with descriptive approach. The data obtained by the authors by making observation to be able to see directly the phenomena that occurred in the field and conduct in-depth interviews with informants related to the implementation of HR competency certification policy in the era of the MEA. The conclusion of this research is, first the implementation of HR certification policy era of tourism in the MEA is not optimal in the implementation. Second, the benefits of the certification of tourism human resources competence in the era of MEA has not been felt. Abstract

ABSTRACT Inclusive education is an educational service system that provides opportunities for all children to study together in a public school with attention to diversity and individual needs. The purpose of this research is to know the implementation of inclusive education for crew in SD No. 11 Jimbaran and obstacles in the implementation of this inclusive education. This study uses descriptive qualitative research methodology. In obtaining the data, the authors make direct observations to the field to obtain the primary data related and conduct documentation studies to obtain secondary data. In addition, the researcher uses techniques such as direct and indirect interviews related to this research. The conclusion of this research is Implementation of Inclusive Education in SD No. 11 Jimbaran as a whole has not been effective yet and is not in line with the established standard of inclusive education. Abstract

ABSTRACT Rural development in Dauh Peken Village is now continuously be improved in terms of both economic and social. It currently requires the participation of the whole society and the government to get involved to realize the development of the village. Through a community empowerment program in economics and the environment, the Village Government Dauh Peken seeks to create village development desired by the community in accordance with the potential contained in the village. The problems of the background for this study is the lack of funds, which not is available yet from facilities and supporting infrastructure activities, lack of training, there has been no serious attention from the government, as well as poverty. This research was conducted by descriptive qualitative data collection techniques such as in-depth interviews. This study analyzes how rural development through community empowerment with the concept of community empowerment is composed of economic indicators, commodity choice and type of business, human resource management and career development, the development of a network of partnerships, logistics and financial management and the development of facilities and infrastructure. Environmental indicators, physical environment and social environment. Results from this study showed that rural development through community empowerment is still not effective due to the economic empowerment of facilities and infrastructures supporting activities are not yet available and the lack of serious attention from the government regarding the distribution work product results. Based on five (5) economic indicators were used, the only indicator of the commodity choice and type of business showed good results whereas other indicators such as human resources management and career development, the development of a network of partnerships, logistics and financial management and the development of facilities and infrastructure is still less than the maximum. In the field of environmental empowerment by 2 (two) indicators used,  the physical environment has shown good results, but the social environment is still less than the maximum.
