Abstract

Teknologi informasi di era modern kini mengalami perkembangan yang pesat. Oleh karena itu, masyarakat mulai dari anak kecil, remaja, dewasa hingga lanjut usia kini dapat dengan mudah berkomunikasi dan melakukan berbagai kegiatan dengan internet. Salah satu yang kini melekat dengan masyarakat khususnya anak muda adalah media sosial. TikTok merupakan media sosial yang termasuk ke dalam kategori popular, aplikasi TikTok mampu memberikan fasilitas kepada para content creator untuk menciptakan video dengan durasi pendek sesuai ide kreatif masing-masing creator. Salah satu konten yang banyak disukai dan mencuri perhatian masyarakat adalah gerakan membersihkan sungai yang dipelopori oleh akun TikTok @pandawaragroup. Konten bersih-bersih sungai itu lahir dari keresahan tiap anggota Pandawara Group yang ternyata menjadi korban banjir sampai mendapati kerugian materil Berkat aksinya, Pandawara Group berhasil meraih penghargaan dalam kategori TikTok Local Heroes pada Year on TikTok 2022. Tujuan dari penelitian ini yaitu untuk mengetahui pengaruh konten sosial media TikTok dari akun @Pandawaragroup terhadap minat mahasiswa dalam membersihkan lingkungan. Penelitian ini menggunakan teori Uses and Gratification. Jenis penelitian ini menggunakan pendekatan kuantitatif dan menggunakan metode survei. Sampel penelitian diambil menggunakan teknik probability sampling deingan jeinis simplei random sampling. Hasil penelitian ini menemukan bahwa Konten Media Sosial TikTok memiliki pengaruh namun rendah terhadap Minat Mahasiswa Dalam Membersihkan Lingkungan.

Abstract

This research aims to examine the meaning of the motivational messages present in the lyrics of the song 'Evaluasi' by Hindia. A qualitative method based on Ferdinand de Saussure's concept of semiotic analysis is used, and a constructivist perspective serves as the theoretical framework. The results of the research show that the song lyrics from "Evaluasi" by Hindia and the signifier aspects found are the result of interpretation of the lyrics of the song "Evaluasi" by Hindia. The meaning of the motivational message is found in the lyrics of the song "Evaluasi" by Hindia. Stated in the problem formulation, the type of motivation is divided into two and the one used in the lyrics of the song "Evaluation" is the type of intrinsic motivation which is found throughout the song from verse 1 (one) to verse 8 (eight). The type of meaning found in the lyrics of the song "Evaluasi" is dominated by the connotative meaning found in stanza 1 (one), stanza 3 (three), stanza 4 (four), and stanza 5 (five). In conclusion, the type of meaning in the song "Evaluation" is connotative meaning. The type of message found is a persuasive message. In general, the song "Evaluasi" by Hindia has a connotative meaning, with intrinsic motivation and a persuasive message. Keywords: Semiotics, Meaning, Message, Motivation

Abstract

The Covid-19 pandemic influenced various aspects of lives, such as in health, economy, and education sector. The conditions of these sectors attracted academics and practitioners, who in turn conducted research during the pandemic period. One interesting and rarely discussed aspect is the impact of the Covid-19 pandemic on the process and performance of university research and community service. This study aimed to evaluate the impact of the Covid-19 pandemic on the process and performance of research and community service. This research was conducted at Brawijaya University using pragmatic evaluation methods and a survey research approach. The unit of analysis was institutions/units related to research and community service activities, for instance, BPPM, Study Centre, Research Groups, and Laboratories. The researcher distributed questionnaire through google form. Although only 52 people responded to the questionnaire, they represented each institution as the unit of analysis in this research. The research findings showed most of the respondents conveyed that Covid-19 pandemic had impact on the process and performance of the research and community services. As suggestion, research and community service management are required to make improvement and adjustment to ensure continuous process and performance.

Abstract

In an all-digital world like today, technological advances are becoming increasingly evident. One of them is the innovation of computerized correspondence by utilizing internet access. With the presence of the internet, social media emerged, one of its uses is to spread useful information for its users, including information about tourism destinations or traveling activities. A phenomenon that is currently booming is that you can find many TikTok accounts created to introduce a tourism place/destination, which will later display traveling content/videos. These travelers will upload or upload videos when they are visiting tourism destination areas. This study aims to determine whether there is influence and how much influence the TikTok @backpackertampan content has on the millennial generation's interest in traveling. The Uses and Effects theory is used as the main foundation in making this research. The method used in this research is a descriptive survey method using a quantitative approach. Sampling was carried out by applying a probability sampling technique of the simple random sampling type. The results of this study indicate that the @backpackertampan TikTok content has a strong positive influence on Millennial Generation Traveling Interests with a score of 0.627 which, if rounded up, becomes 63%. While the other 37% are influenced by other variables.

Abstract

The Stunting Reduction Acceleration Program is a national priority program in intervening stunting throughout Indonesia including Tana Toraja district as the highest stunting prevalence district in South Sulawesi. Based on the 2022 Electronic Application for Community-Based Nutrition Recording and Reporting (e-PPGBM), Tana Toraja district is the third highest stunting district in South Sulawesi province and the second highest stunting district based on the 2022 Indonesian Nutrition Status Survey (SSGI) results. The results showed that stunting prevention education through the accelerated stunting reduction program at the Office of Women's Empowerment, Child Protection, Population Control and Family Planning of Tana Toraja Regency has been carried out optimally based on the results of data analysis using three indicators from Soren C Winter, namely inter-organizational behavior, implementor behavior or lower-level bureaucracy and target group behavior. Indicators of inter-organizational behavior and indicators of implementor behavior or lower-level bureaucracy are carried out, but indicators of target group behavior are not optimally implemented due to the fact that there are still some people who refuse to receive assistance and participate in program activities because they consider stunting a disgrace and it was found that there are still some people who stunt their children who are not stunted with the motivation to get food assistance. This study uses a qualitative research method with a descriptive approach with the research objective to determine the extent of the implementation of the accelerated stunting reduction program at the Tana Toraja District Health Office.

Abstract

The social phenomenon of child marriage is something that often occurs in various regions in Indonesia. This is due to the lack of public understanding of the importance of the maturity of the age of marriage and also not understanding the negative impact of child marriage. In increasing public understanding, the government launched the Generasi Berencana (Genre) Program with the aim of preparing family life for teenagers, especially education, work and marriage with full planning. This article aims to analyze Education-based Child Marriage Prevention through the GenRe Program of DPPKB Malang Regency based on the theory of policy implementation effectiveness according to Riant Nugroho (2020). The research method used is literature study and secondary data analysis. The results showed that the prevention of child marriage through the GenRe program in Malang district was said to be effective, where three of the five indicators were appropriate, namely the right policy, right implementer, and right target indicators, while the right environment and right process indicators were not optimal.

Abstract

Community empowerment in waste management is a strategy for creating a clean and sustainable environment. Community-based waste management is expected to have an environmental impact, thereby creating a sustainable environment. This research aims to describe and analyze the environmental impact of community-based waste management through community empowerment in Plosojenar Village, Ponorogo Regency. This research is a qualitative descriptive study. Data collection techniques use interviews, observation, documentation, and Focus Group Discussions (FGD). Triangulation of sources and methods was used to test the validity of the data. Data analysis uses Creswell's qualitative analysis model. The research results show that community-based waste management has the opportunity to encourage environmental impact, by empowering the community through the Maesojenar Compost House. Various programs have been designed, such as: Coconut Fiber Waste Processing Program, Compost Fertilizer Processing Program, and Waste Savings Program. In the future, the sustainability of this program needs to be considered. Apart from that, the use of social media needs to be strengthened to voice issues surrounding waste management, so that it can encourage the creation of good environmental impacts.

Abstract

The shift in governance from a centralized to a decentralized system has made local governments increasingly significant in managing public affairs and delivering services to society. The high expectations of the public and changes in the global environment present unique challenges for local governments. Consequently, local governments are required to be more adaptive and innovative in their governance practices. In line with public sector management reforms, the last two decades have seen both practices and studies in public administration emphasizing the importance of adopting management tools or instruments known as public sector strategic management. This research seeks to explore the development of theories and concepts of strategic management as studied by researchers and published in internationally reputable databases. A systematic literature review method is applied to the theme of public sector strategic management in local government to examine the development of this theme over the past two decades. This research identifies gaps and highlights the evolving themes in strategic management, underscoring the need to integrate interdisciplinary methodologies and global perspectives. Future studies should prioritize leveraging digital tools, participatory frameworks, and equity-driven approaches to address rapidly changing governance demands.

Abstract

This study investigates the performance management of parliamentary experts (Tenaga Ahli Anggota Anggota) supporting members of the Indonesian House of Representatives (DPR RI) through the lens of the Malcolm Baldrige Performance Excellence Framework. As non-permanent staff appointed to assist with legislative, budgetary, and oversight functions, parliamentary experts play a pivotal role in enhancing institutional effectiveness. However, fragmented recruitment practices, unstandardized evaluation mechanisms, and limited competency development have led to significant variations in performance quality.Employing a qualitative descriptive approach, this research draws on document analysis, in-depth interviews with parliamentary experts across multiple factions, and field observations. The findings reveal that while the leadership and strategic dimensions of the Baldrige framework are present in varying degrees, critical gaps remain in workforce engagement, performance measurement, and results integration. The study identifies the absence of competency-based recruitment, lack of continuous training, and decentralised performance control as key barriers to achieving high performance.This paper offers a strategic recommendation for adopting an integrated performance management system aligned with Baldrige principles, encompassing clear KPIs, unified evaluation standards, and structured capacity-building programs. By embedding quality management practices, the Indonesian legislative body can strengthen its internal support system and improve the overall quality of parliamentary governance.

Abstract

This study aims to analyze the career development planning of functional officials serving as Human Resource Analysts at BKPSDM of Sikka Regency through the perspective of Strategic Planning for Human Resources (SPHR), and to identify its supporting and inhibiting factors. Employing a descriptive qualitative approach, data were collected through interviews, observations, and documentation. The findings reveal that the planning process remains unstrategic, not based on job requirements, and lacks participation from functional civil servants. The absence of a grand strategy, limited capacity of planners, non-analytical information systems, and budget constraints are identified as the primary obstacles. Meanwhile, the merit system policy, motivation of functional civil servants, and emerging managerial awareness serve as potential enabling factors. This study recommends strengthening the planning institution, formulating strategic documents, digitizing career mapping, and integrating policies based on competence and performance as key solutions to sustainably reform the career system of functional civil servants.
