Abstract

The increasingly complex development of digitalization has made the government continue to develop electronic government as a form of accelerating bureaucratic reform. This applies to the Surabaya City Public Housing and Settlement Areas and Land of Surabaya City which has developed service innovations in the form of the E-Rusun platform. This technology-based platform or application is designed based on the needs of local governments to improve the quality of public services. One of the public services which is the task of DPRKPP is the management of flats with all the complexities faced, especially the administration of service administration. The presence of the E-Rusun platform is intended so that the community (users) get easy access to services without having to go through offline services. Furthermore, in the context of improving service quality, researchers want to sharpen the usefulness and impact of services that have been implemented through the E-Rusun platform in a study with a focus on innovation management used by E-Rusun platform developers. This research uses a qualitative approach with content analysis techniques. Content analysis is used to be able to sharpen each substance that will be reduced and compiled in the content analysis. The analysis was then carried out by building a content analysis matrix to get positive and negative sentiments from each substance of information obtained from sources and other supporting data. Data was collected through interview instruments, observation and documentation. The results of the analysis show that the application of E- Rusun application innovation in DPRKPP Surabaya City is good, it is proven by the improvement in the quality of flat management services in Surabaya City as seen from the number of services served: such as registration of flat permits/leases and flat payments faster and easier. However, the analysis also found technical problems such as: lack of understanding of the community in accessing the application due to the lack of socialization provided by DPRKPP Surabaya City. Thus, the recommendation that can be given by researchers is that the DPRKPP of Surabaya City needs to increase socialization to the community, especially flat residents.

Abstract

Permasalahan lingkungan di Jawa Timur adalah belum optimalnya pengolahan sampah dan limbah Bahan Berbahaya dan Beracun (B3) dan tidak tersedianya pusat instalasi pengolahan limbah B3. Pemerintah Provinsi Jawa Timur melakukan Public Private Partnership (PPP) melalui PT. Pratama Jatim Lestari dengan PT. Jatim Maju Jaya untuk membangun Pusat Pengelolaan Sampah dan Limbah Bahan Berbahaya dan Beracun (PPSLB3) di Mojokerto. Kehadiran PPSLB3 menjadi sektor bisnis baru untuk meningkatkan Pendapatan Asli Daerah (PAD) Pemerintah Provinsi Jawa Timur dengan memanfaatkan produktivitas sampah dan limbah B3. Jenis penelitian kualitatif dengan metode deskriptif. Informasi didapat dari narasumber dan data pendukung yang diperoleh dengan wawancara, observasi, studi literatur, dan dokumentasi. Teori yang digunakan berasal dari Hodge dan Greve dengan enam indikator, yaitu: kewajiban pemerintah dan swasta, pembagian kewenangan, kepastian hukum, komunikasi dan kerja sama, pengelolaan risiko, dan pengawasan dan akuntabilitas. Hasil analisis menunjukkan skema PPP dapat mengatasi keterbatasan anggaran pada proyek PPSLB3. Pratama Jatim Lestari telah melakukan pemenuhan perizinan pembangunan dan operasional PPSLB3 agar dampak lingkungan dapat diminimalisir dan telah melakukan pengelolaan risiko secara teknis dan non teknis. Hasil temuan penelitian adalah kewajiban pemerintah dan swasta yang tidak terasosiasikan antara peraturan dan dokumen perjanjian serta inkonsistensi periode/masa kontrak kerja sama. Rekomendasi penelitian adalah integrasi informasi kerja sama dalam bentuk peraturan/dokumen-dokumen yang dapat diakses publik dan tidak bertentangan dengan peraturan perundang-undangan.

Abstract

Kementerian Dalam Negeri Republik Indonesia meluncurkan program IKD sebagai bentuk digitalisasi layanan. Kabupaten Jombang termasuk dalam sepuluh daerah dengan partisipasi IKD terendah di Jawa Timur. Namun faktanya Kabupaten Jombang memiliki potensi yang mendukung untuk mengimplementasikan program ini yaitu penduduk usia produktif tinggi dan kepadatan penduduk tinggi, sehingga peran Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jombang penting untuk meningkatkan partisipasi masyarakat. Penelitian ini bertujuan untuk mengetahui peran dari Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jombang dalam program Identitas Kependudukan Digital. Penelitian ini menggunakan jenis penelitian kualitatif dengan metode pengumpulan data melalui observasi, wawancara dan dokumentasi. Adapun fokus dari penelitian ini berdasarkan pada teori peran oleh Siagian (2018) meliputi stabilisator, inovator, modernisator, pelopor, dan pelaksana. Hasilnya, Dinas Kependudukan dan Pencatatan Sipil Kabupaten Jombang sebagai stabilisator yaitu memberikan sosialisasi ke tujuh sekolah; melakukan bimbingan teknik untuk pegawai; dan membuka layanan pengaduan. Sebagai inovator, yaitu jemput bola ke perusahaan swasta dan menciptakan Desa Digital. Sebagai modernisator, yaitu memastikan ketersediaan komputer dan pelaporan jumlah aktivasi program melalui WhatsApp. Sebagai pelopor, melakukan gerakan aktivasi internal kepada OPD; pemasangan banner di kecamatan; dan mempromosikan melalui instagram. Sebagai pelaksana, yaitu tahap perencanaan dengan membuat rencana kegiatan, mengkoordinasikan berbagai pihak pada tahap pengimplementasian, serta melakukan evaluasi bersama provinsi, internal, dan seluruh kecamatan. Peneliti menyarankan untuk memperluas cakupan sosialisasi, mengembangkan upaya yang lebih bervariatif, dan mengintegrasikan IKD dalam layanan dokumen lainnya.

Abstract

As a metropolitan city, Surabaya has to deal with greenhouse gas emissions that come from the transportation sector, which is about 52% of the total. So, the Suroboyo Electric Bus is supposed to be an eco-friendly solution. But, there are still some issues, like not enough bus stops, charging takes a long time, and indirect emissions from the power source. This study employs a qualitative descriptive method to analyze sustainable transportation governance based on ten principles according to Tamin (2007). The results indicate that most principles have been implemented, though not optimally. Regarding the principles of accessibility and social justice, bus stops are still unsafe, and seat classifications are not used as intended. The principles of environment, health, and safety are reflected in reduced air pollution and greenhouse gas emissions, but seatbelt usage remains low. Public participation is quite active, but information transparency has not reached all segments of society. The economic principle is reflected in affordable fares and energy cost efficiency, but ticket integration is not yet comprehensive. The information and analysis principle shows openness to aspirations, but there has been no follow-up publication, including on NGO advocacy. Capacity building has been conducted for staff, but public education remains limited. A network among stakeholders has been established, but coordination regarding departure schedule and charging remains a challenge. Therefore, a comprehensive evaluation is needed to support the realization of an inclusive, efficient, and sustainable transportation system.

Abstract

The Department of Population and Civil Registration (Disdukcapil) of Madiun Regency is a Regional Apparatus Organization (OPD) responsible for delivering public services in the field of population administration and civil registration. In an effort to improve service quality, Disdukcapil Madiun has developed several innovations, one of which is the ANDOK service. ANDOK is a collaborative-based service innovation focused on the delivery of population documents in partnership with PT Pos Indonesia. In its implementation, Disdukcapil collaborates with the Main Branch Office (KCU) of PT Pos Indonesia in Madiun as its collaborative partner. This study aims to examine the mechanism of collaborative governance between Disdukcapil Madiun Regency and PT Pos Indonesia in the ANDOK service innovation. The findings show that the collaboration mechanism in the implementation of the ANDOK service runs effectively and meets the established indicators. Both institutions share a common vision, mission, and background, and demonstrate a strong commitment to improving effective and efficient public service delivery through this collaboration. Communication between stakeholders flows smoothly through both formal and informal channels. Decision-making is carried out through deliberation to achieve consensus. Each actor has a well-defined role, as outlined in the memorandum of understanding (MoU). The collaboration is conducted transparently and has achieved a high level of public satisfaction. However, a weakness was found in budget planning, resulting in the suspension of the ANDOK service each mid-year due to budget constraints

Abstract

Quality of education and reduce the dropout rate in Indonesia. Although it has been running, the ideal of education for all has not been achieved. Based on the Regent’s Decree Number 188.45/422/HK/416-012/2023, Sidoharjo Village, Gedeg District, Mojokerto Regency was appointed as one of 8 P-ATS pilot projects. This study uses a qualitative descriptive method with data collection techniques through observation, interviews, documentation, and literature studies. The analysis was carried out based on the Van Meter and Van Horn policy implementation theory which includes six indicators: policy standards and objectives, resources, inter-organizational communication, characteristics of implementers, environment, and implementer disposition. The results of the study indicate that the program standards and objectives are running well and are able to motivate children to return to school. Human resources work according to SOP. However, education to the community is still lacking so that there is a need to increase socialization. The disposition of the implementers is quite good, while communication between organizations needs to be improved even though the budget is limited. The economic, social, and political environment is quite supportive. The researcher suggests that the Mojokerto Regency Government be more active in socializing the program and paying attention to the budget and supporting facilities for P-ATS.

Abstract

Optimal population administration services serve as one of the key indicators in achieving governance that is responsive to the needs of the public. One of the efforts to realize this goal is through service innovation and the enhancement of public service quality. This study aims to analyze and evaluate the influence of service innovation and service quality on community satisfaction with the ULAM SEPAT service (Mobile Population Administration Service Unit for Fast and Accurate Delivery) at the Department of Population and Civil Registration of Nganjuk Regency. This research employs a quantitative approach through a case study on an outreach service program conducted at six service points within Nganjuk Regency. Data collection was carried out by distributing questionnaires to respondents who had utilized the ULAM SEPAT service, selected based on specific age ranges and criteria relevant to the service population. The independent variables in this study are service innovation and service quality, while the dependent variable is community satisfaction. The analytical method used in this study is Structural Equation Modeling (SEM) with second-order Confirmatory Factor Analysis (CFA), and data processing was conducted using Smart-PLS 3 software. The findings indicate that both service innovation and service quality have a significant influence on community satisfaction, with the coefficient of determination (R²) showing that 5 out of 12 indicators meet the “good” criteria and the remaining indicators meet the “moderate” criteria. This suggests a moderate to strong influence of the independent variables on community satisfaction. Furthermore, the f² test results reveal that service innovation exerts a stronger influence on community satisfaction compared to service quality, although both are categorized as having a strong effect. These findings highlight the importance of enhancing both aspects to provide population administrative services that are efficient, precise, and satisfactory..

Abstract

Surabaya City is one of the cities that has a variety of interesting tourism potentials to be developed. The Surabaya City Government through the Surabaya City Culture, Youth, Sports and Tourism Office (Disbudporapar) which has duties and functions in the tourism sector is trying to develop a fairly unique water tourism, namely the Kalimas Boat Tour. This tourist attraction is one of the priority tourism destinations regulated in the Surabaya City Regional Tourism Development Master Plan (RIPPDA) in 2023. This study aims to determine the role of the local government in developing Kalimas boat tourism in Surabaya City. The theory used in this study is the role theory according to Ilyas, (2014) in (Ndepi et al., 2024) which includes the role of the government as a facilitator, regulator, and dynamicator, as well as aspects of tourism development according to (Yoeti, 2008) which depend on 3A which includes Attraction, Accessibility, and Facilities. The research method used is descriptive with a qualitative approach. The research results show that local governments have carried out their roles optimally. As a facilitator, the local government has facilitated various forms of support provided. As a Regulator, the local government has set policies, and involved cross-sectoral. As a Dynamicator, the local government has involved communities, local business actors to participate in the development of Kalimas boat tourism.

Abstract

Penyandang disabilitas dengan jenis disabilitas yang berbeda merupakan salah satu kelompok yang rentan terhadap infeksi virus covid-19. Dalam menghadapi covid-19 dan untuk penyandang disabilitas, pemerintah telah mengeluarkan kebijakan pencegahan. Regulasi ini harus diimplementasikan secara benar, dikarenakan individu dengan disabilitas memerlukan bantuan untuk melakukan aktivitas mereka karena keterbatasannya. Sehingga pendidikan mengenai protokol kesehatan menjadi sangat penting bagi penyandang disabilitas. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pengumpulan data melalui studi literature, observasi, focus group discussion dan wawancara mendalam.  Tujuan dari penelitian ini adalah untuk menguraikan strategy dari pemerintah daerah untuk mengedukasi protokol kesehatan untuk orang dengan disabilitas mental melalui optimalisasi Lembaga sosial di Ponorogo. Hasil penelitian ini mengungkapkan bahwa pemerintah setempat, termasuk juga penyandang disabilitas, mempunyai peran yang signifikan dalam menjalankan protokol kesehatan masyarakat. Edukasi protokol kesehatan untuk penyandang disabilitas dapat dilakukan antara lain dengan a) mengikutsertakan pembicara bahasa isyarat; (b) menyusun panduan pelaksanaan komunikasi dan penyediaan informasi yang inklusif, dan (c) membuat pedoman layanan untuk kelas daring. Edukasi protokol kesehatan dilakukan secara langsung dan tidak langsung. Partisipasi dari lembaga sosial non pemerintah merupakan salah satu cara untuk menerapkan protokol kesehatan bagi penyandang disabilitas di Kabupaten Ponorogo. Komunitas Rumah Harapan Karangpatihan adalah salah satu lembaga non pemerintah yang secara langsung aktif dalam edukasi penyandang disabilitas untuk protocol kesehatan di desa mereka. Edukasi bagi keluarga penyandang disabilitas dilakukan secara informatif. Dalam rangka membatasi interaksi langsung, aktivis Rumah Harapan sering mengkoordinasikan dukungan sosial dari berbagai pihak. Namun sangat disayangkan, pengoptimalan proses edukasi protokol kesehatan untuk penyandang disabilitas tidaklah terkoordinasi dengan baik antara rumah harapan dengan otoritas terkait yang ada di Kabupaten Ponorogo. Bagaimanapun juga, jelas bahwa penyandang disabilitas dalam aktivitas keseharian mereka tidak menerapkan protokol kesehatan.

Abstract

Peningkatan jumlah pekerja migran Indonesia, salah satunya di Hong Kong menjadikan peluang dan tantang tersendiri bagi penyelenggaran keselamatan dan keamanannya. Banyaknya kasus terkait dengan kesejahteraan dan kesenjangan pekerja migran seringkali dialami, baik secara fisik maupun secara mental. Butuhnya dukungan orang terdekat dalam penanganan berbagai permasalahan yang terjadi sangatlah diperlukan. Jumlah PMI asal Ponorogo di Kabupaten Ponorogo merupkan jumlah yang tertinggi di Hong Kong. Berdasarkan analisa awal yang dihadapi oleh mitra, antara lain: (1) belum terwadahi secara kelembagaan keberadaan Pekerja Migran Indonesia asal Ponorogo di Hongkong, (2) minimnya pemanfaatan jejaring kedaerahan yang dilakukan untuk berkegiatan bersama, (3) belum dimanfaatkan secara baik momentum bersama yang dilakukan setiap bulan sekali bahkan setiap minggu sekali yang dilakukan, (4) jika terjadi permasalahan pada Pekerja Migran Indonesia kecendurungan diselesaikan dan dipendam secara individul, belum adanya wadah untuk konsultasi, dan (5) rasa kebersamaan dan kekeluargaan yang tinggi, namun belum adanya kegiatan positif yang dilakukan secara bersama. Adapun solusi yang dapat ditawarkan, antara lain: (1) pendampingan dalam pembentukan Komunitas Kedaerahan PMI asal Ponorogo di Hongkong, (2) program kegiatan pelatihan dan seminar advokasi dan kepemimpinan untuk meningkatkan rasa kekeluargaan dan kebersamaan, dan (3) kegiatan social movement sebagai wadah berbagi dan peduli terhadap sosial ekonomi masyarakat. Kegiatan yang telah dilakukan berkolaborasi dengan KJRI Hong Kong dan Dompet Dhiafa Hong Kong.
