Abstract

Penelitian ini berdujul tentang Analisis Data Sekunder Implementasi Kebijakan Sistem Computer Assisted Test (CAT) Pada Penerimaan Pegawai Negeri Sipil (PNS) di Provinsi Papua, Penelitian ini bertujuan untuk mengetahui bagaimana Implementasi Kebijakan Sistem Computer Assisted Test (CAT) Pada Penerimaan Pegawai Negeri Sipil (PNS) di Provinsi Papua. Metode dalam penelitian ini bersifat deskriptif kualitatif untuk mendalami tingkat Analisis Data Sekunder Implementasi Kebijakan Sistem Computer Assisted Tes CAT Pada Penerimaan Pegawai Negeri Sipil (PNS) di Provinsi Papua. Peneliti berusaha mendapatkan gambaran dari keadaan yang berlangsung secara konkrit sehinngga dapat memperoleh data yang akurat untuk menganalisa fenomena yang diamati. Penelitian ini mengunakan teori model implementsi Van Meter dan Van Horn adalah sebagai berikut: Standar dan Sasaran Kebijakan; Sumber Daya; Komunikasi Antar Organisasi Terkait dan Kegiatan Pelaksanaan; Karakteristik Organisasi Pelaksana; Kecenderungan Pelaksana; Lingkungan Ekonomi Sosial dan Politik. Hasil penelusuran Data Sekunder dan Dokumen yang diperoleh peneliti tentang implementasi kebijakan sistem Computer Assisted Test (CAT) pada penerimaan Pegawai Negeri Sipil di Provinsi Papua. Dalam hal Kesiapan pelaksanaan Implementasi Kebijakan Sistem Computer Assisted Test (CAT) Pada Penerimaan Pegawai Negeri Sipil (PNS) Pemerintah Provinsi Papua. Sejak menetapkan kebijakan rekruitmen CPNS belum berjalan optimal. Adapun hambatan yang dihadapi dalam pelaksanaan CAT yakni, kurangnya Jaringan Internet, kurangnya informasi serta sumber-sumber daya yang mendukung pelaksanaan CAT menjadi hambatan.

Abstract

PurposeThis research aims to reveal the implementation of Large-Scale Social Collaboration (LSSC) policy in the food sector in DKI Jakarta, especially during the Covid-19 pandemic seen from the socio-cultural perspective to produce a solution policy model. MethodsThe study employed a qualitative approach with a descriptive research design as it tried to elaborate how the society perceived LSCC policy during the Covid-19 pandemic. The data of this research is the LSSC policy issued by DKI Jakarta Provincial Government, and the society's perception and opinions sourced from aggregators, collaborators, and beneficiary communities. The data was got by conducting a review on LSSC policy, interview, and observation of the policy implementation process.  FindingsThe study reveals the government of DKI Jakarta has implemented LSSC policy in the food sector during the Covid-19 pandemic well. However, there were several shortcomings must be improved, including data synchronization, socialization, and limited regulations by introducing two policy models, namely IEFFB and MATALI. IEFFB stands for improving DKI Jakarta's food security, ensuring people's food needs, fostering a sense of togetherness and care, forming a collaborative system between the government, private sector and the community to overcome common problems, and becoming a policy role model for other regions. MATALI that stands for motivation, actualization, trust, ability, leadership; and innovation is six important aspects of implementing the LSSC food sector policy. ConclusionThe study concludes that implementing LSSC policy in the food sector in DKI Jakarta still needs a serious improvement as a new policy solution for LSSC after Covid-19 pandemic.

Abstract

This research is entitled Analysis of Performance management in supporting the Government Agency Performance Accountability System in the Yapen Islands Regency of Papua Province which raises the issue of the implementation of local government performance management which is considered to have not been running as expected. The Government Agency Performance Accountability System is an effort to realize a government that is accountable, professional, has integrity, is clean and free of KKN (Corruption, Collusion and Nepotism), and is able to provide excellent and equitable services to the community. The reality that occurs in the administration of government in the island district that Performance Management has not been implemented properly so that it has a negative impact on the value of the Government Agency Performance Accountability System based on the assessment of the Ministry of Administrative Reform and Bureaucratic Reform. The research method used is a qualitative research method to formulate the ideal conditions for implementing performance management in the regional government of the Yapen Islands Regency. Furthermore, to analyze Local Government Performance Management in supporting the Performance Accountability System in the Yapen Islands Regency, researchers used ASOCA analysis, which stands for (Ability, Strength, Opportunities, Culture and Agility). According to Suradinata (2014: 18) says that the ASOCA analysis adds elements of culture and agility as important elements in finding problem-solving strategies, decision making, and can be developed in following changes, times, and needs. Based on the data and analysis previously described, it can be concluded that Performance Management has been implemented in the Yapen Islands Regency, especially in measuring local government performance which can be seen from regional level planning documents or RPJMD and Regional Apparatus level documents, namely Renstra, but understanding of SAKIP is still not optimal so that it has implications for its implementation. HR management needs to be reconstructed so that it is in accordance with the targeted tasks and functions. The strategy that can be carried out by the Regional Government of the Yapen Islands Regency is to optimize the capacity of human resources related to understanding performance management and SAKIP by conducting massive and comprehensive technical guidance to each regional apparatus.
