Abstract

The implementation of bureaucracy reform in many countries continues to experience various problems, in relation to the system, regulations and actors. The success of such reform shows the important role of the actors involved in promoting change agendas. Studies on bureaucracy reform have covered many aspects of the system, stages and factors that influence its success or failure. This study specifically analyses the aspect of the related actors, namely the role of change agents in the implementation of change management, who support the implementation of bureaucracy reform. Departing from theory regarding the role of agent of change and the stages of change management during the process of bureaucracy reform, the data collection was conducted through in-depth interviews with a number of stakeholders of National Development Planning Agency, Indonesia.  The qualitative data is processed using the Discourse Network Analyzer. The results show that there are three roles conducted by the agent of change in pushing reform agendas, namely as catalysts, solution givers and as process helper. To improve the performance of their roles, there are at least two attributes that they must have, i.e., skills and behavioral attributes, which both play a significant role in supporting the success of bureaucracy reform.

Abstract

Digital transformation has a disruptive effect on organizations with the most standard format, namely military organizations. The TNI AD must master the latest technology, including information technology and war equipment, as a response to digital transformation. The war that occurs is no longer related to physical war but the war caused by the flow of technology and information. This article discusses a conceptual framework that can be adapted to understand cyber competence, the factors that influence cyber competence, and strategies for strengthening cyber competence that can be adapted to support the role of the Indonesian Army in maintaining network and infrastructure security from cyber attacks. A qualitative approach using a literature study is applied in this case. The results show that in carrying out the cyber job role, the personnel responsible for the position must have the knowledge, skills, aspects of self-image, social motives, traits, mindset (thought pattern), frame of mind, ways of thinking, feeling, and acting (way of thinking, feeling, and acting) related to the cyber job role description. Personnel's cyber competence will be influenced by education, training, personal characteristics, and environment. To improve the cyber competence of personnel, strategies that can be carried out are in the form of needs analysis, development of core competencies, and changes to innovative work designs.

Abstract

The Supreme Audit Agency (SAI) is a vital element in ensuring financial accountability in many countries. In Indonesia, BPK is the Supreme Audit Agency which has integrity in fighting corruption, maintaining transparency  and financial accountability, and strengthened democratic institutions. Unfortunately, the BPK faces a number of challenges in the issue of buying and selling opinions, tax audit limitations, and foreign debt, as well as limited institutional authority. This study applies a qualitative method that aims to evaluate the integrity of the BPK based on the dimensions of sound governance. Collecting data through literature studies and in-depth interviews. Data analysis through the stages of data reduction, data display and reference based on understanding the theoretical framework. It examines the integrity of BPK influenced by chellenges in quality and consistency of its actions. Dimensional processes still need to be optimized, such as the settlement of compensation by the treasurer, the use of SIPTL, the BPK Hearing Care Forum, and openness support from APIP. The dimensions of cognition and value have the similar challenges with ethical dimensions, namely integrity and transparency. The management and performance dimensions have challenges with the constitutional dimension of the word 'expected' which slightly hinders the fulfillment of the ideal quantity of quality human resources as BPK's backbone, a solution strategy to overcome the Minister of Finance's license, socialization and monitoring of BPK's opinion, as well as education on misperceptions regarding the assumption that WTP is clean from corruption and information technology. Abstract

A total of 7.6 million Indonesians do not own a house (BPS, 2019). Housing is a citizen's right (UUD 1945) and the central government is responsible for its fulfillment (Law No. 1/2011). The Directorate General of Housing of the Ministry of Public Works and Public Housing (PUPR) initiated the Community-Based Housing Development (P2BK) program in order to accelerate the construction of livable houses. The program that is already running is P2BK for the Curugsewu Asri Community in Kendal Regency, Central Java. This development is carried out with the ABCG (Academics, Business, Community, Government) collaboration model. The implementation of this collaboration faces various problems: there are community members who do not have regular income, there are different perceptions about the concepts used in the collaboration, there are different conditions among actors, and others. Researchers use collaborative governance theory from Emerson, Nabatchi, and Balogh (2012) as a guide for researchers to collect research data and analyze findings. This research uses qualitative methods by collecting data through in-depth interviews and literature studies. The results showed that the collaboration went quite well. Each actor has resources that are empowered to achieve goals and collaboration is within a policy and administrative framework and also there’s mutual trust. The most prominent factors that influence the success of collaboration are active leadership and consistent mentoring.

Abstract

The focus of this research is to describe the implementation of administrative reform, explain its impeding factors, and propose recommendations in dealing with the obstacles faced by The Secretariat General of Ministry of Energy and Mineral Resources. Post-positivism with qualitative design method is used for this research. The results show that the contents of the policy become an inhibiting factor, while its contexts do not. There are two proposed recommendations including intensively and massively implementing the joint forum for socialization, internalization, and education to discuss four indicators such as affecting interests, type of benefits, extent of change envision, and program implementors related to administrative reform to a more substantial level instead of formality. In addition, it is highly recommended creating urgency of administrative reform as the main agenda and priority of all organization entities

Abstract

 After the issuance of Law No. 5 of 2014 concerning State Civil Apparatus, or better known as the ASN Law, the management of civil servants must be based on a merit system. Likewise with the process of filling structural positions, starting from the highest Main Leadership Position to the Supervisory Position must be based on merit systems. The position of High Leadership is explicitly stated in the ASN Law, it can be done through open bidding, while the level of Administrator and Supervisory positions is carried out with regard to the merit system. Even though it has been 4 years since the issuance of the ASN Law, there are not many central or regional agencies that have implemented the process of filling the Administrator and Supervisory Position on a merit system. The Ministry of Energy and Mineral Resources in the last 4 years, namely 2015-2018, has already carried out the process of mutation of positions 21 times, where the total number of officials who experienced mutations there were 1,775 people. Of the total 792 structural positions in the Ministry of Energy and Mineral Resources, there are 59 positions where the educational background of officials who occupy them is not in accordance with the competency of the positions they should have. The type of research used in this study is the type of analytical descriptive research through a qualitative approach. Source of data used in the form of primary data derived from in-depth interviews with research informants and secondary data in the form of archives and documentation. The informant selection technique uses purposive sampling. The results of the study found that the implementation of filling the Administrator Position and Supervisory Position at the Ministry of Energy and Mineral Resources in general was not entirely based on the principles of the merit system. There are still differences in procedures between Units in determining candidates for job selection, the absence of job competency standards causes measurement of participant competency can only be done in part, and the implementation of job rotation is not based on career patterns.

Abstract

Traffic accident data that occurred in the last three years increased quite significantly from 2017 to 2018 by 5%, and the increase from 2018 to 2019 was 7%. Cases on this highway should be suppressed or even eliminated with an understanding of the safety of the community, especially motorists. One of the government's efforts to provide services to the community in the prevention and management of accidents, the National Traffic Management Center Polri which was later referred to as the NTMC Polri. Implementation of information technology is expected to provide positive and useful services. The purpose of this study was to analyze the effect of acceptance of the use of technology, Electronic Word of Mouth, Service Quality on the NTMC Contact Center application for the NTMC Korlantas Polri on the level of satisfaction. This type of research used in this research is quantitative explanatory. This research was conducted on the application of the NTMC Contact Center Korlantas Polri. The population in this study were 10,000 people who had accessed and used the NTMC application for public complaint service needs. The research sample was taken by using snowball sampling with the Slovin formula to obtain a sample of 100 people. Data analysis in this study used multiple linear regression analysis. The results showed that the technology acceptance model variable had a positive and significant effect on community satisfaction with a t-value of 3,120> t table, 2,000 with a sig value of 0,000. Furthermore, the variable electronic word of mouth has no effect on community satisfaction with t-count value of 1.156 t table, 2,000 with a sig value of 0.000. Abstract

This paper examines the phenomenon of knowledge management in public sector. Public sector knowledge management is an important area of ​​research because it has benefits not only for the organization itself but also for the public interest. Public sector knowledge management in Indonesia is part of bureaucratic reform since 2010. However, based on the Knowledge Global Index, Indonesia's ranking is still below the world average. This review is based on a systematic literature review using the Scopus database. A collection of 44 journal sources is analyzed providing a comprehensive overview of public sector knowledge management over the past 10 years from 2010 to February 2021. This paper describes descriptive analysis and content analysis. Descriptive analysis is described in the form of location, research background, methodology, characteristics sample and research thematic. The results of the study found that there were themes and areas that were over-analyzed, while others were under-investigated. In addition, future researchers should also take a deeper methodological approach to enrich the literature. The content analysis describes the urgency of knowledge management in the public sector in Indonesia and the strategies the Indonesian government needs in implementing public sector knowledge management.

Abstract

This research aims to see and analyze how innovation policies are implemented by the Research and Development Agency of the Ministry of Home Affairs. This study uses a post-positivism paradigm with qualitative research methods. In-depth interviews and document studies were conducted to obtain the necessary data and information. The implementation, which is carried out from the leadership level to the subordinates and collaborating with various actors, is expected to be the main milestone in the implementation of regional innovation so that it is useful for improving people's welfare and regional independence. However, to improve the quality of the implementation of these regional innovation programs, it is still necessary to strengthen the role of the Research and Development Agency of the Ministry of Home Affairs including aspects of human resources, programs and budget. Abstract

The implementation of the Vice President's broad and dynamic duties must of course be supported by good performance tools. As the Vice President's first support system, the position of the Vice President's Secretariat (Setwapres) was very strategic to improve organizational performance. The purpose of the study was to analyze the performance factors of the Vice President Secretariat in providing support to the Vice President from the perspective of the McKinsey 7S Framework. This research was a descriptive research with a qualitative approach. The study used primary data and secondary data. Primary data sources using the interview method. Secondary data sources using relevant document data search. All data were presented descriptively and analyzed through data reduction, data presentation, and verification. The results of the study indicated that the supporting factors were (1) a structure where there was a clear division of tasks and functions as well as good coordination; (2) a style in which democratic leadership made communication work well with direct involvement of the leadership in carrying out tasks; (3) the existence of shared values accompanied by internalization and strengthening activities. The inhibiting factors were: (1) a strategy in which several activity programs were not in accordance with the Vice President's priority program; (2) a system where the implementation of SOPs was not entirely appropriate; (3) staff where the placement was not in accordance with the educational background; (4) skills that had not been supported by appropriate training.
