Abstract

This journal article examines the dynamics of political and administrative relations within the context of the roles played by regional head officials. Specifically, it focuses on the case study of the Acting Governor of DKI Jakarta. The study delves into the intricate interplay between the political aspects of governance and the administrative responsibilities of regional leaders, shedding light on the challenges and opportunities faced by Acting Governors in Indonesia's capital city. By analyzing the experiences and strategies of the Acting Governor of DKI Jakarta, this research aims to contribute to a deeper understanding of the complex landscape of regional leadership. It explores how regional head officials navigate the political terrain while effectively managing administrative tasks, offering insights into the broader dynamics of governance in the region. This study serves as a valuable resource for scholars, policymakers, and practitioners interested in regional politics and administration, providing a case study that illuminates the roles and challenges faced by Acting Governors in Indonesia's dynamic political landscape.

Abstract

The BPNT program is a social assistance fund that is given in the amount of 200 thousand rupiah per family per month to buy food. In the implementation of the 2022 Fiscal Year, the BPNT Program has achieved a realization performance of 99.25 percent and a budget realization of 98.15 percent. This realization still needs to be analyzed in more depth using six criteria from Dunn's (2017) evaluation theory to find out whether the program is effective in achieving the planned program goals. This research is descriptive qualitative research based on the collection of data and secondary sources through literature review and expert opinions, as well as documentation studies. The results of the study show that from the aspects of effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy, the BPNT Program has a positive impact and trend on the poor and vulnerable. However, the implementation of this program still has shortcomings, including the lack of program socialization, a list of beneficiaries that is not updated, and a lack of equity, as well as the accuracy of beneficiaries. Recommendations that can be given are to be sought so that the BPNT Program continues to run and continue; conducting evaluation and improvement efforts, as well as updating beneficiary data; and improving the quality of services and information to beneficiaries; In the future, the BPNT Program can be in the form of community empowerment programs; As well collaborating with other ministries and/or agencies, as well as the private sector to provide more optimal services.

Abstract

Indonesian Armed Forces or TNI is military organization that has main task and function to conduct national deffence to grant sense of security to people. Beside that, as goverment institution TNI to be charged to implement government policy of enhancement of public service quality. Enhancement of public service quality is part of bureaucracy reform or administration reform agenda through Eight Area Reform Program. The aim of the study is to analyze how TNI interpret this policy by using the variable implementation of contens and contex policy theory. The methode of this reasearch is qulitative with a post-positivst approuch. Collecting data was conducted by in- depth interview, study document and literature review. The site of research is in Indonesian Army or TNI AD which is the biggest part of Indonesian Armed Forces. Analyzing data was done by reduction, presentation, conclution and verification. The research showed that the enhancement of public service quality in contex of TNI is not significanly developed. The actors of implementation in TNI facing obstacle to understand and to interpret language, naration and terminology of this policy which is formulated tend to civil organization. They experienced dificulty to find out the equivalent terminology in TNI operational unit.

Abstract

Salah satu pelaksanaan demokrasi secara langsung adalah pemilu. Pemilu merupakan cara dalam menentukan pemimpin baik tingkat pusat atau daerah. Namun, dalam pelaksanaanya muncul budaya patronase yang mengakibatkan berjalannya birokrasi pemerintahan tidak sesuai dengan kompetensi keahlian yang seharusnya. Budaya patronase juga terdapat pada saat proses pemilu untuk memenangkan kandidat, selain itu, mahalnya biaya politik dan tindakan nepotisme manjadi sebuah permasalahan yang timbul akibat adanya pemilu . Penelitian ini menggunakan metodelogi kualitatif deskriptif dengan systemic literature review. Hasil penelitian mengungkapkan bahwa pemilu memiliki kecenderungan dalam melahirkan budaya patronase yang mempengaruhi berkembangnya sistem meritokrasi di Indonesia saat ini. Untuk itu, mahalnya biaya kampanye dan nepotisme menjadi faktor timbulnya budaya patronase. Timbulnya klientalisme yang menyebabkan budaya patron harus sebisa mungkin untuk diminimalkan. Selain itu, eksistensi sistem meritokrasi yang sedang berkembang dalam birokrasi pemerintahan mengalami penurunan, khususnya pada pemerintah daerah. Perlu adanya sinergitas dan komitmen pejabat dalam melaksanakan sistem meritokrasi. Biaya politik yang mahal masih menghambat berkembangnya sistem meritokrasi akibat politik balas budi.

Abstract

Based on Open Budget Survey 2019 held by International Budget Partnership, Indonesia set new record by getting score 70 in 2019 for budget transparency. However, Indonesia's score for public participation is only 20 out of 100. Responding to that issue, information dissemination to public is held to create better understanding of the data available. This research will perform multiple linear regression method and in-depth interview to test the significancy of the relationship between public trust and the implementation of budget transparency and information dissemination. This research found that there is a significant effect of the implementation of budget transparency and information dissemination to public trust in Directorate General of Budget, Ministry of Finance Indonesia. This study provides a useful suggestion about transparency and information dissemination in budget data which still needs some improvements related to the wording used in information media, popularity of the publication, access and reusability of the data and the attractiveness of the events.

Abstract

Indonesia is one of the countries that has carried out personnel reform by implementing open recruitment and selection for Primary High Leadership Positions (JPT) which are currently being carried out openly using a merit system. The National Archives of the Republic of Indonesia as a non-ministerial government institution has also implemented this policy in conducting open recruitment and selection by implementing a merit system. The purpose of this study is to analyze how the implementation of and problems with policy implementation in filling recruitment and open selection for Primary High Leadership Positions (JPT) in personnel management in Indonesia, especially in the National Archives of the Republic of Indonesia. The research method in this paper is qualitative using a post-positivism approach. Data obtained through observation obtained from journals, documentation and interviews were analyzed descriptively in a relevant and accurate manner. The results of the study show that the implementation of the implementation of open selection at the Pratama High Leadership Position (JPT) has not fully gone well so it is necessary to take steps to be able to make strategic improvements in an effort to implement effective bureaucratic reform so that the practice of KKN (Corruption, Collusion and Nepotism) can be avoided. Thus, it is necessary to improve the practice of civil service reform in Indonesia, especially in the implementation of open selection so that it can provide public services in a selective, objective and better supervisory manner based on applicable policies and regulations.

Abstract

It is believed that implementing and realizing a merit system in managing government resources not only increases professionalism but also anticipates the occurrence of corruption. A comprehensive merit system can also encourage further positive impacts, especially on the investment climate and boosting the national economy. The enactment of the Civil Service Law is the government's step in realizing a merit system in Indonesia. However, approaching a decade of implementation, admitting the merit system still leaves some outwork and shortcomings. The strong culture of primordialism, patronage, and nepotism affects human resource management at various levels of the Indonesian government. Meanwhile, Indonesia has a noble ambition to implement a comprehensive merit system in the upcoming golden Indonesia period of 2045. This begins by determining the achievements of the merit system to produce professional ASN as a foundation by 2029. This study will further discuss what merit system principles as factors can be determined and implemented for Indonesian government institutions. Considering merit system principles such as strengthening capacity and capability, openness and impartiality, empowerment, and effective leadership is believed to encourage widespread and comprehensive implementation of the merit system. The elements of an optimal and effective merit system in the workplace will form professional employees, foster better societal conditions, and ultimately have a broader positive impact at the regional and national levels.

Abstract

The West Java Provincial Government is adopting technology-driven talent management. This empirical study explores digital-based civil service talent management, emphasizing its role in supporting merit-based placement. Key steps involve digital models, employee profiling, talent mapping, and leveraging information systems. This digital approach yields comprehensive, measurable talent data and transforms HR management into a more objective and efficient process. Successful implementation depends on leadership commitment, HR capabilities, and robust IT infrastructure. Future research could explore the impact of these processes on individual and organizational performance. Policy recommendations for the West Java Province include enhancing leadership commitment to digital transformation in talent management, developing HR manager skills in digital systems and evidence-based decision-making, investing in IT infrastructure, integrating and standardizing talent management systems, and formulating sustainable policies for digital talent management development, including data privacy and security

Abstract

The global mainstream has privileged western-based concepts to become an exclusive reference point that is considered applicable across countries. However, previous studies have found that the solely utilization of western-based theories is not enough to fully produce the expected output, particularly in Asian context. At this point, we argue that Non-Western approaches inspired by the Asian local culture may serve as a promising alternative to fill-in the gap. Nevertheless, only limited attempts have been done thus far to examine the sustainability of these alternatives and their position against the predominant western ideas. By using primary data collected from two special regions in Indonesia (Aceh and Yogyakarta), this study explores how the local values inspire an alternative administration model that is proven to be workable at practical level, and examines the challenges and its sustainability issues in the modern society. It is suggested that both accommodative attitude towards the co- existence of western and non-western public administration model in the region and the natural internal dynamics among societal actors have created a balanced system which ensures the sustainability of non-western public administration model.

Abstract

This study aims to identify deficiencies in the indicators and variables used to measure Collaborative Governance in the specific context of Mangrove-based ecotourism on Bintan Island, Riau Islands, Indonesia. Furthermore, this study explores the intricacies of Collaborative Governance circumstances to uncover the interactions between stakeholders as they synchronize their endeavors for development by specific visions and goals. This study utilizes a qualitative research methodology, incorporating primary data obtained through interviews and secondary data collected through transcripts. A comprehensive interpretative framework is developed using rigorous triangulation methods and NVivo software. The results highlight the ability of stakeholders to utilize Mangrove conservation regulations on Bintan Island to influence the development of Collaborative Governance models that incorporate both grassroots and top-level approaches. NVivo coding in this study identifies indicators and variables that may be considered weak, specifically within the context of the priority Penta Helix model. However, the study argues for a viable integration model incorporating Penta Helix indications. The present concept under consideration exhibits readiness for execution, enabling stakeholders to provide a wide range of offerings for Mangrove Ecotourism, catering to both domestic and foreign tourists.
