Abstract

Driving license (SIM) is proof of registration and identification for a person who has met the administrative requirements, is physically and mentally healthy, as well as proof that the person understands traffic regulations and can drive a motorized vehicle, so it is granted by the Police. Making and renewing SUM is carried out at the Office of the SIM Administration Executing Unit (Satpas) which are available in several locations in each region, and when obtaining a SIM cannot be represented by someone else. There were problems in managing SIMs, one of which was extortion, which then triggered the implementation of administrative reforms towards digitizing services. There are three main principles in practice in preventing extortion in licensing and non-licensing, namely predictability, digitizing services and not burdening. Departing from public problems related to SIM services, the Directorate of Registration and Identification (Dit Regident) of Korlantas Polri innovates by utilizing technology.

Abstract

Telemedicine is a form of utilizing technology in the health sector that has been rapidly adopted globally, especially since the COVID-19 pandemic. Telemedicine has the potential to be a solution to overcoming the problem of access to health services. Despite its great benefits, telemedicine also encountered obstacles in its implementation, and among them that are fundamental is trust. Trust in telemedicine is unique and different from electronic services because it involves personal and sensitive data. This study examine the role of trust in telemedicine and the factors that determine trust in telemedicine services through a systematic review. This study uses a systematic review method of related publications from 2012 to 2022 derived from the Scopus database. A selection process was carried out based on the eligibility criteria set for 1196 related publications, so 17 articles were obtained, which were analyzed in this study. Based on a literature review, trust in telemedicine is multi-dimensional and is shaped by various factors of trust that influence each other. The main factors are trust in the care organization, trust in the care professional, trust in the treatment, and trust in the technology. Another factor that determines trust in telemedicine is individual’s characteristics, such as age, gender, level of education, technological literacy, income, type of disease, health condition, frequency of use, and experience. Moreover, there are factors external from the individual characteristics that can also determine trust in telemedicine, such as family support, living area, community, and social media, the COVID-19 pandemic, and the existence of policies and regulations that support and enforced.

Abstract

This study was conducted to determine the effect of change management and competence on the performance of ASN at the Legal Bureau of the Ministry of Agriculture. Management of Change in Bureaucratic Reform is carried out to change the culture and mindset of ASN so that it can achieve the expected Bureaucratic Profile in 2025. The Ministry of Agriculture, especially the Legal Bureau is committed to implementing Bureaucratic Reform within the Ministry of Agriculture, especially in the area of changes in the arrangement of laws and regulations. To achieve this, the Legal Bureau continues to strive to improve the competence of ASN as a drafter of laws and regulations. The application of change management and competency improvement in the Legal Bureau has the aim of improving performance in the Legal Bureau, especially in producing legal products in the Agricultural Sector. This study uses quantitative methods by distributing questionnaires as primary data to 49 respondents, while secondary data is collected through interviews and literature reviews from various journals, books, laws and regulations, and other internet sources. The results of the t-count of Change Management are 5.371 > 2.013, then there is an influence between Change Management on performance, while the t-count of Competence is 5.462 > 2.013, it can be concluded that there is an influence between Competence on performance. Based on the results of the study, it shows that there is an influence between change management on performance and competence on performance.

Abstract

Indonesia is one of the countries that has carried out personnel reform by implementing open recruitment and selection for Primary High Leadership Positions (JPT) which are currently being carried out openly using a merit system. The National Archives of the Republic of Indonesia as a non-ministerial government institution has also implemented this policy in conducting open recruitment and selection by implementing a merit system. The purpose of this study is to analyze how the implementation of and problems with policy implementation in filling recruitment and open selection for Primary High Leadership Positions (JPT) in personnel management in Indonesia, especially in the National Archives of the Republic of Indonesia. The research method in this paper is qualitative using a post-positivism approach. Data obtained through observation obtained from journals, documentation and interviews were analyzed descriptively in a relevant and accurate manner. The results of the study show that the implementation of the implementation of open selection at the Pratama High Leadership Position (JPT) has not fully gone well so it is necessary to take steps to be able to make strategic improvements in an effort to implement effective bureaucratic reform so that the practice of KKN (Corruption, Collusion and Nepotism) can be avoided. Thus, it is necessary to improve the practice of civil service reform in Indonesia, especially in the implementation of open selection so that it can provide public services in a selective, objective and better supervisory manner based on applicable policies and regulations.

Abstract

This study assessed interactive governance of regulatory reform in the implementation of integrated permit processing in the Investment Agency and One Stop Services (DPMPTSP). Interaction/coordination among regulatory reform actors in the integrated units was plagued by problems. Improvement in interactive governance was adopted to solve the problems in the regulatory reforms of processing building construction permits. The research was based on qualitative research design. Used Data collection techniques included in-depth interviews and desk research. Results showed that regulatory reforms in the processing of building construction permits in DPMPTSP, DKI Jakarta is influenced by rigidity of regulations, weak institutional functions, and inconsistency in central government policies. Weak institutionalization of interactive governance is the major obstacle that has hampered the implementation of regulatory reform in the building construction permits processing. Recommended course of action include strengthening institutional capacity, improving policy consistency between the central government and DKI Jakarta administration, and creating avenues that strengthen coordination and interaction among relevant actors

Abstract

A new paradigm has emerged in the world of work amidst the widespread of the COVID-19 pandemic. One concept that has garnered attention is the "Flexible Working Arrangement." This flexible approach to work has become crucial as the pandemic has forced many companies and employees to adapt to uncertain and ever-changing circumstances. In facing these challenges, flexibility in carrying out work activities has become increasingly important. Flexible Working Arrangement provides an effective solution to overcome the obstacles arising from social restrictions and remote work. FWA has not been fully implemented by ASN, even though Presidential Decree 21 of 2023 has been issued, as a form of legal certainty for the flexible policy and the success of the WFH work system during Covid-19. By leveraging technology and digital communication, workers can remain productive without being physically present in the office. This approach enables individuals to work from home, manage a more flexible work schedule, and utilize their time more efficiently. In this paragraph, we will further discuss the benefits and implications of Flexible Working Arrangement in the context of the COVID-19 pandemic.

Abstract

It is believed that implementing and realizing a merit system in managing government resources not only increases professionalism but also anticipates the occurrence of corruption. A comprehensive merit system can also encourage further positive impacts, especially on the investment climate and boosting the national economy. The enactment of the Civil Service Law is the government's step in realizing a merit system in Indonesia. However, approaching a decade of implementation, admitting the merit system still leaves some outwork and shortcomings. The strong culture of primordialism, patronage, and nepotism affects human resource management at various levels of the Indonesian government. Meanwhile, Indonesia has a noble ambition to implement a comprehensive merit system in the upcoming golden Indonesia period of 2045. This begins by determining the achievements of the merit system to produce professional ASN as a foundation by 2029. This study will further discuss what merit system principles as factors can be determined and implemented for Indonesian government institutions. Considering merit system principles such as strengthening capacity and capability, openness and impartiality, empowerment, and effective leadership is believed to encourage widespread and comprehensive implementation of the merit system. The elements of an optimal and effective merit system in the workplace will form professional employees, foster better societal conditions, and ultimately have a broader positive impact at the regional and national levels.
