Abstract

The aim of Community Service (PKM) carried out by the PKM Team is to provide entrepreneurship training through business creativity from beads to students. This activity is in collaboration with Rizqun Minallah (RizMina), which is a community empowerment community in the field of skills and crafts. The training participants were 67 students. The training begins with a presentation of material on entrepreneurship, bead weaving, practice and product marketing. Results achieved: overall this activity obtained good and satisfying results. The training participants looked enthusiastic to see their work in various forms, this was because the PKM Team gave the participants freedom, to adapt them to their individual tastes and creativity. Products produced: bracelets, key chains, necklaces, prayer beads, brooches etc. It is hoped that the results of skills training activities will inspire participants to become entrepreneurs and successfully market them.

Abstract

This paper explores how digital government innovation drives bureaucratic reform and enhances sustainable public service governance. As digital technologies evolve rapidly, governments are adopting new tools to enhance efficiency, transparency, and citizen engagement. However, the impact of these innovations on bureaucratic structures and governance remains underexplored. This study addresses the question: How do digital government innovations contribute to bureaucratic reform and sustainable governance? The novelty of this research lies in its comprehensive synthesis of existing literature, offering a unique perspective on the collective impact of digital government initiatives. While the manuscript provides a valuable integrative analysis, its novelty is focused more on synthesizing existing insights than offering new theoretical contributions. It is recommended that the study further develop an original conceptual framework to enhance its theoretical generativity. While previous studies have focused on specific aspects of digital governance, this paper provides a comprehensive view of how these innovations transform public service delivery and governance structures. Based on a qualitative approach, the study reviews 40 articles published between 2015 and 2025, focusing on themes such as efficiency, transparency, citizen participation, and sustainability. The findings indicate that digital innovations improve bureaucratic efficiency, increase transparency, and enhance citizen engagement. However, challenges like the digital divide and cybersecurity concerns still impede their full potential. In conclusion, this research emphasizes the need for investments in digital infrastructure and policies that promote digital literacy and government support to optimize the benefits of digital government innovations.

Abstract

This study aims to examine the compatibility of Objective and Key Results (OKR) as a performance management framework in the context of public bureaucracy, with a case study at the Ministry of State Secretariat. Using a qualitative approach, this study analyzes the application of the basic principles of OKR, the advantages and disadvantages that arise, and the implementation challenges faced. The results of the study indicate that the success of OKR adoption is highly dependent on the organization's contextual awareness, namely the ability to adapt the design and implementation of OKR to the existing structure, work culture, and regulatory system. OKR provides a number of advantages such as increased performance tracking, employee performance diversification, collective alignment and accountability, flexibility, and frequency of performance monitoring and evaluation, thereby increasing the perception of fairness among employees. However, there are also weaknesses such as the tendency for OKR to become a to-do list, incompatibility with certain types of work, and insynchrony with the performance compensation system. Other challenges include HR capacity, work culture transformation, performance-based reward systems, consistency in the review and monitoring process, and coordination between agencies, and the need for a sustainable digital support system. Despite the growing popularity of OKR in private sector organizations, empirical studies examining the adaptation and effectiveness of OKR in public sector bureaucracies, particularly in developing country contexts, are still very limited. Therefore, this study contributes to the public administration literature by providing contextual empirical findings on how OKR interacts with bureaucratic characteristics, regulatory frameworks, and government organizational culture in Indonesia. These findings emphasize that OKR cannot be adopted uniformly in the public sector, but needs to be implemented gradually and adaptively.

Abstract

Tulisan ini mengkaji fenomena manajemen pengetahuan pada organisasi sektor publik. Manajemen pengetahuan sektor publik merupakan area penelitian yang penting karena memiliki manfaat tidak hanya untuk organisasi itu sendiri namun juga kepentingan publik. Manajemen sektor publik di Indonesia merupakan bagian dari reformasi birokrasi sejak tahun 2010. Namun berdasarkan Knowledge Global Index, peringkat Indonesia masih berada dibawah rata-rata dunia. Kajian ini didasarkan pada tinjauan literatur sistematis dengan menggunakan database dari Scopus. Kumpulan dari 44 sumber jurnal dianalisis dengan menyajikan gambaran komprehensif manajemen pengetahuan sektor publik selama 10 tahun terakhir yakni dari tahun 2010 hingga Februari 2021. Makalah ini menjelaskan analisis deskriptif dan analisis konten. Pada analisis deskriptif digambarkan berupa lokasi, disiplin penelitian, metodologi, karakteristik, ukuran sampel dan tematik. Hasil analisis deksriptif penelitian menemukan bahwa terdapat tema dan area yang terlalu banyak dianalisis, sementara yang lain kurang diteliti. Selain itu, perlu melakukan pendekatan metodologis yang lebih dalam untuk memperkaya literatur. Pada analisis konten dijabarkan tentang urgensi manajemen pengetahuan pada sektor publik di Indonesia dan strategi yang diperlukan oleh pemerintah Indonesia dalam penerapannya.

Abstract

Smart governance is a key pillar in smart city development, requiring not only technological advancement but also sufficient policy capacity and supportive organizational factors such as innovation culture, human-centric approaches, and collaboration. This study analyzes policy capacity and success factors of smart governance implementation in Tangerang City. Using a qualitative case study approach, this research applies the policy capacity framework and the smart governance success factor. The findings indicate that while the Tangerang City Government demonstrates relatively strong operational capacity and innovation performance, analytical capacity remains constrained by data quality and limited analytical human resources. Moreover, human-centric design, digital culture sustainability, and collaborative governance have not yet been fully institutionalized. This study concludes that strengthening policy capacity in conjunction with innovation culture, digital literacy, and collaborative governance is essential to achieving transformative and sustainable smart governance. The findings imply that local governments should invest strategically in human resource development, improve data governance and analytical capabilities, and prioritize user-centric digital services to enhance the effectiveness, responsiveness, and inclusiveness of smart governance initiatives.

Abstract

Growing environmental concerns have intensified interest in sustainable consumption, particularly among Generation Z in emerging economies. While prior studies have examined green purchase intention and social media influence, limited research has integrated the Elaboration Likelihood Model (ELM) with subjective norms within the Indonesian digital context, especially on platforms such as TikTok and Instagram. This study addresses this theoretical gap by examining how green information sharing on social media influences green purchase intention through perceived green value and subjective norms. Using a quantitative explanatory design, data were collected from 300 Generation Z social media users in six major Indonesian cities. Structural Equation Modeling with Partial Least Squares (SEM-PLS) was employed to test the proposed hypotheses, including mediation and multi-group analysis based on employment status. The findings demonstrate that green information sharing significantly enhances green purchase intention both directly and indirectly through perceived green value and subjective norms. Subjective norms emerge as a stronger mediating mechanism, highlighting the importance of social influence in a collectivist cultural setting. Additionally, employment status moderates the relationship between subjective norms and purchase intention. The study contributes theoretically by extending ELM within the green consumption domain in a developing-country context and by integrating social influence mechanisms into digital green marketing communication. Practically, the results offer strategic insights for policymakers and marketers to design persuasive green campaigns that combine cognitive and social appeals.

Abstract

Career development in the Indonesian National Police (Polri) institution is a strategic issue as the complexity of tasks, organizational dynamics, and the demands of professionalism and public trust increase. The National Police's career development system emphasizes the principles of transparency, objectivity, and professionalism, but still faces challenges in competency-based and achievement-based implementation. This study aims to analyze the influence of motivation, competence, and self-efficacy on career commitment and its implications for the career development of members of the National Police. This study uses a quantitative approach with empirical analysis based on career development and motivation theory, including expectancy theory, self-efficacy theory, and the concept of career commitment. Data were analyzed to test the relationship between variables and formulate relevant career development models in the context of the National Police organization. The results of the study show that intrinsic and extrinsic motivation have a significant effect on career commitment. Competencies, especially continuous learning and innovation skills, improve self-efficacy and career development readiness. Self-efficacy has been shown to strengthen career commitment, which further has a positive impact on career development. However, there are still gaps in the aspects of interpersonal competence and career resilience that require more optimal organizational support. Effective career development of the National Police requires synergy between competency-based organizational policies and individual initiatives in sustainable planning and self-development. A collaborative and achievement-oriented career development model is key to improving the professionalism and sustainability of the institution.

Abstract

Penelitian ini menganalisis bagaimana Objective Key Results (OKR) diadaptasi dalam sistem manajemen kinerja birokrasi Indonesia melalui studi implementasi dengan desain kualitatif deskriptif di Kementerian Sekretariat Negara. Data diperoleh melalui wawancara mendalam dengan pejabat dan pegawai yang terlibat dalam perumusan hingga evaluasi OKR lintas unit serta analisis dokumen kinerja organisasi. Data dianalisis menggunakan teknik interaktif, meliputi reduksi data, penyajian data, dan verifikasi. Temuan menunjukkan bahwa implementasi OKR di Kementerian Sekretariat Negara berlangsung melalui proses translation institusional yang memastikan kompatibel dengan aturan dan logika birokratis yang sudah mapan. Lima bentuk adaptasi OKR teridentifikasi, yaitu dominasi sasaran committed, KR dominan berbasis aktivitas, transparansi selektif, partisipasi yang menguat pada eksekusi, dan evaluasi kuartalan yang administratif. Proses adaptasi ini membentuk hybridity struktural yang membuat OKR telah berfungsi sebagai penguat mekanisme kinerja, namun belum menghasilkan transformasi substantif pada praktik kerja dan orientasi nilai. Studi ini memberikan kontribusi empiris mengenai dinamika adaptasi inovasi manajerial dalam birokrasi Indonesia serta memperkaya literatur mengenai translation dan hybridity dalam manajemen kinerja sektor publik. Temuan bersifat kontekstual dan tidak dimaksudkan untuk digeneralisasi.
