Abstract

This paper explores how digital government innovation drives bureaucratic reform and enhances sustainable public service governance. As digital technologies evolve rapidly, governments are adopting new tools to enhance efficiency, transparency, and citizen engagement. However, the impact of these innovations on bureaucratic structures and governance remains underexplored. This study addresses the question: How do digital government innovations contribute to bureaucratic reform and sustainable governance? The novelty of this research lies in its comprehensive synthesis of existing literature, offering a unique perspective on the collective impact of digital government initiatives. While the manuscript provides a valuable integrative analysis, its novelty is focused more on synthesizing existing insights than offering new theoretical contributions. It is recommended that the study further develop an original conceptual framework to enhance its theoretical generativity. While previous studies have focused on specific aspects of digital governance, this paper provides a comprehensive view of how these innovations transform public service delivery and governance structures. Based on a qualitative approach, the study reviews 40 articles published between 2015 and 2025, focusing on themes such as efficiency, transparency, citizen participation, and sustainability. The findings indicate that digital innovations improve bureaucratic efficiency, increase transparency, and enhance citizen engagement. However, challenges like the digital divide and cybersecurity concerns still impede their full potential. In conclusion, this research emphasizes the need for investments in digital infrastructure and policies that promote digital literacy and government support to optimize the benefits of digital government innovations.

Abstract

The achievement of recovery of state losses due to the performance of the Corruption Eradication Commission (KPK) is considered not optimal, which indicates a problem in its performance management. Therefore, this research aims to find a micro (organizational) strategy for optimizing the recovery of state losses using the Balanced Score Card model. The problem of recovering state losses at the Corruption Eradication Commission will be analyzed using general policy theory, specifically the balanced scorecard (BSC) performance management theory and asset recovery theory. Overall, the balanced scorecard in measuring the performance of the Corruption Eradication Commission in recovering state losses due to corruption is still said to be sufficient, with a total score of 73%, meaning that KPK cannot achieve a balance between one perspective and another. In the qualitative analysis, the factors that influence the optimization of loss recovery are (1) the regulations applied are not optimal, especially in determining the penalties and fines obtained by the suspect; (2) Case arrears and less in terms of quality and quantity of cases investigated; (3) The quantity and quality of Human Resources are still low; 4) Synergy between the Corruption Eradication Commission and other Law Enforcement Apparatuses, which are still colliding with ego-sectoral conflicts.

Abstract

Pendampingan pemangku kepentingan dalam mengelola ekowisata pesisir di Pulau Bintan, dengan tujuan untuk meningkatkan tata kelola yang berkelanjutan dan melibatkan berbagai pihak dalam pengelolaan sumber daya alam pesisir. Pendampingan ini bertujuan untuk memperkuat kolaborasi antara pemerintah, sektor swasta, masyarakat lokal, dan akademisi dalam mengembangkan ekowisata berbasis konservasi, khususnya terkait dengan hutan mangrove yang menjadi salah satu daya tarik utama wisata pesisir di kawasan tersebut. Metode yang digunakan adalah pendekatan partisipatif dengan mengadakan Focus Group Discussion (FGD), pelatihan, dan workshop, yang melibatkan diskusi mendalam mengenai tantangan dan peluang dalam pengelolaan ekowisata, serta cara-cara untuk mengatasi masalah koordinasi antar pemangku kepentingan, kerusakan lingkungan, dan kurangnya infrastruktur yang mendukung. Hasil dari pendampingan ini menunjukkan bahwa kesadaran pemangku kepentingan terhadap pentingnya kolaborasi semakin meningkat, dan mereka lebih memahami cara-cara untuk mengelola ekowisata secara berkelanjutan. Pembahasan lebih lanjut mengidentifikasi tantangan dalam implementasi kebijakan yang efektif, seperti pengelolaan mangrove dan penguatan kapasitas masyarakat lokal. Kesimpulan dari artikel ini menyarankan pentingnya kolaborasi yang lebih erat antara semua pihak, serta perlunya edukasi dan pemberdayaan masyarakat agar mereka dapat merasakan manfaat ekonomi dari ekowisata tanpa merusak lingkungan. Oleh karena itu, kolaborasi yang berkelanjutan antara pemerintah, masyarakat, sektor swasta, dan akademisi sangat dibutuhkan untuk mewujudkan ekowisata yang menguntungkan dan berkelanjutan di Pulau Bintan.
