Abstract

Buzzer merupakan istilah yang dewasa ini mudah dikenali oleh siapa saja. Kehadiran buzzer tidak terlepas dari penggunaan gawai di kalangan masyarakat atau yang dikenal dengan netizen. Aktivitas netizen di new media atau internet menyebabkan buzzer menjadi fenomena yang terus ada dan berkembang saat ini. Apa yang dilakukan buzzer semula hanya sebagai bagian dari promosi atau pemasaran produk oleh perusahaan-perusahaan jasa atau barang. Namun hal itu berubah seiring kontestasi politik tanah air. Berbagai platform media sosial digunakan untuk menyampaikan pesan ataupun postingan. Penggunaan platform media sosial pun menjadi ruang publik untuk menyampaikan pendapat ataupun komentar sesuai kapasitas warganet itu sendiri. Kapasitas dan latar belakang yang berbeda menimbulkan keriuhan di jagat maya. Tidak jarang sampai menimbulkan konflik. Hal ini tidak lain karena percakapan tersebut mampu mengubah pandangan masyarakat atau opini publik. Besarnya pengaruh pesan yang disampaikan oleh buzzer dalam mengubah opini publik membuatnya layak untuk diteliti. Konstruksi pesan dalam pembentukan opini publik pada dasarnya telah dirancang sedemikian rupa untuk mencapai tujuan tertentu. Khususnya di dunia politik. Penelitian ini dilakukan dengan menggunakan metode penelitian kualitatif melalui pendekatan studi kasus. Dari penelitian diperoleh hasil bahwa konstruksi pesan yang dibuat oleh buzzer mampu untuk mengubah pandangan ataupun opini publik terhadap suatu hal ataupun narasi yang ada di tengah masyarakat

Abstract

Fenomena penggunaan media internet dalam meningkatkan keterbukaan informasi publik di instansi pemerintah merupakan sebuah implementasi pengelolaan Cyber Public Relations. Pengelolaan Cyber Public Relations memiliki keterkaitan dengan kemajuan teknologi khususnya dalam memanfaatkan media internet sebagai sarana penyebaran informasi publik. Perkembangan media internet melibatkan Sumber Daya Manusia (SDM) sebagai pengelola Cyber Public Relations dan juga tidak luput dari proses komunikasi. Penelitian ini bertujuan untuk menganalisis pengalaman dan konsep komunikasi dari pengelola Cyber Public Relations  dalam meningkatkan keterbukaan informasi publik yang dilakukan oleh pegawai pengelola Dinas Komunikasi dan Informasi (Diskominfo) Kota Pariaman. Dalam penelitian ini metode yang digunakan adalah metode deskriptif kualitatif dengan teori fenomenologi Edmund Hussrel, sedangkan teknik pengumpulan data dilakukan dengan melakukan observasi, wawancara, dan mengumpulkan dokumentasi terkait. Hasil dari penelitian ini ditemukan bahwa pengalaman dan konsep komunikasi yang baik menghasilkan makna pengelolaan Cyber Public Relations Diskominfo Kota Pariaman dalam meningkatkan keterbukaan informasi publik. 1. Pengalaman pengelolaan Cyber Public Relations ditingkatkan dengan melakukan perencanaan, pengelolaan, pengembangan dan evaluas kinerja. 2. Konsep pengelolaan Cyber Public Relations dilakukan dengan melakukan Dialog Interaksi untuk meningkatkan kreativitas pengelola dalam menyajikan keterbukaan informasi publik. 3. Makna yang didapatkan oleh pengelola Cyber Public Relations adalah menerima kritik dan saran guna meningkatkan pemahaman pengelola Cyber Public Relations sehingga kualitas informasi yang dibagikan menjadi menarik dan lebih bervariasi.

Abstract

In West Sumatra, the Minangkabau community has a tradition known as Maota di Lapau (abbreviated as M.d.L), which involves conversational gatherings in coffee shops. However, this tradition is now eroding and being abandoned. The decline in the prestige of M.d.L has reduced the intensity of sharing thoughts and experiences, as well as creative and critical thinking. Furthermore, it has diminished the quality of social interaction and weakened the community's ability to unify its social potential to solve collective problems. This inductive research sought to provide a comprehensive explanation for why M.d.L is becoming less popular and declining in intensity, and to explore its implications for social capital, creativity, and the community's capacity for collaboration, particularly in the economic sphere. The study was conducted in four villages in West Sumatra using a qualitative method and a dual approach (case study and phenomenology). Analysis of the findings revealed that the primary cause is the discontinued use of the traditional communication protocol, Kato Nan Ampek, in daily conversation.

Abstract

Digital transformation has become a strategic priority for improving public service delivery, transparency, and community participation in local governance. However, many rural administrative units (nagari) in Indonesia continue to face limitations in digital infrastructure and information management, reducing the accessibility and quality of public services. This community engagement program aimed to develop a local wisdom-based digital information system for Nagari Durian Tinggi to improve public information services, strengthen administrative capacity, and promote participatory governance. The program employed a participatory community engagement approach involving needs assessment, stakeholder consultation, website development using the OpenSID platform, database preparation, capacity-building workshops for nagari officials, and technical assistance for website management and maintenance. Program implementation emphasized the integration of local wisdom into digital content while enhancing the technological competence of local administrators. The program resulted in the establishment of an operational nagari website featuring a comprehensive village profile, public service information, governance data, and community development content. Capacity-building activities improved the digital literacy and technical skills of nagari officials, enabling more effective website management and public information dissemination. The digital platform also increased community access to government information, encouraged public participation in local development, and supported more transparent and efficient public services. Overall, the program demonstrates that a local wisdom-based village information system can strengthen digital governance, improve public service quality, and contribute to sustainable community development in rural areas.

Abstract

This research explores organizational communication in managing public information through social media in the West Sumatra Regional Police using a qualitative approach, especially case studies. By applying the constructivism paradigm, this research aims to provide a comprehensive picture of organizational communication practices in law enforcement agencies. Primary data was obtained through interviews and direct observation, while secondary data was obtained from documentation and relevant literature. The data analysis technique uses an interactive model, which involves four steps: data collection, data reduction, data presentation, and drawing conclusions. The results of this research show the importance of effective management of public information through social media to maintain public trust and improve the image of law enforcement institutions. The findings and recommendations from this research can serve as a basis for improving and developing organizational communication practices in law enforcement agencies and similar institutions. The implications of this research also stimulate thought to further investigate more effective communication strategies in rapidly evolving contexts such as social media. Thus, this research not only provides valuable insights into organizational communication practices, but also makes an important contribution in the context of public information management in today's digital era.

Abstract

Perkembangan teknologi digital telah mengubah berbagai aspek kehidupan manusia, termasuk praktik dan pemahaman keagamaan. Generasi Z sebagai kelompok yang lahir dan tumbuh dalam lingkungan digital menjadikan internet sebagai salah satu sumber utama informasi keagamaan. Penelitian ini bertujuan menganalisis pengalaman literasi cyber religion, kesadaran beragama generasi Z, serta makna pengalaman literasi cyber religion dalam membentuk kesadaran beragama pelajar MAN dan SMAN di Kota Pariaman. Penelitian menggunakan pendekatan kualitatif dengan metode fenomenologi Alfred Schutz. Data diperoleh melalui wawancara mendalam, observasi, dan dokumentasi terhadap sepuluh informan yang dipilih menggunakan teknik purposive sampling. Hasil penelitian menunjukkan bahwa generasi Z memanfaatkan media sosial, YouTube, dan berbagai platform digital sebagai sumber pembelajaran agama. Literasi cyber religion mendorong mereka tidak hanya menjadi konsumen informasi agama, tetapi juga melakukan proses seleksi, verifikasi, dan interpretasi terhadap informasi yang diperoleh. Pengalaman tersebut menghasilkan kesadaran beragama yang lebih personal, reflektif, dan mandiri dibandingkan pola keberagamaan yang diwariskan keluarga. Dalam perspektif fenomenologi Alfred Schutz, pengalaman literasi cyber religion membentuk stock of knowledge baru yang memengaruhi cara generasi Z memahami, mempraktikkan, dan memaknai agama dalam kehidupan sehari-hari. Abstract

This study examines the role of government communication in handling youth gang fights in Padang City, which has become a complex social problem due to a significant increase in cases (40 cases in 2022), the involvement of youth gangs, the escalation of armed violence, and the impact on the city's image as a center of education and tourism. Objective of this study is to explore the dynamics of communication among stakeholders in addressing youth gang violence in Padang City. The qualitative research method uses a phenomenological approach applied through in-depth interviews with 11 key informants (government officials, police, teachers, community leaders, parents, and gang members), observations, and analysis of policy documents and police data. The research findings reveal that: (1) The dynamics of communication among stakeholders are reactive, fragmented, and lack intensity, with coordination only becoming optimal post-incident; (2) The perspectives of youth indicate that involvement in fights is driven by environmental influences, peer pressure, curiosity, and identity-seeking, as well as a lack of understanding of risks; (3) Communication narratives focus on law enforcement (patrols, school sanctions) and preventive programs based on local wisdom (Barisan Dubalang), but are not yet integrated with psychosocial approaches; (4) Barriers to effectiveness include sectoral egoism, temporary communication (only during incidents), and weak synergy of sustainable programs. This study concludes that there is a need to transform the communication model to be collaborative, preventive, and based on the needs of adolescents, by utilizing digital technology and strengthening the role of families and traditional leaders as strategic partners.

Abstract

The Indonesian film industry has experienced rapid development with the presence of various films that are not only entertaining, but also full of social values ​​and messages. The film Onde Mande! is one of the films that highlights the richness of Minangkabau culture while containing social values ​​in a light and entertaining narrative. This study aims to analyze the narrative structure and social values ​​in the film Onde Mande! using the narrative theory approach of Tzvetan Todorov and Walter Fisher. Todorov's theory is used to analyze the storyline into three stages, namely balance, disturbance, and equilibrium. Meanwhile, Fisher's theory emphasizes the importance of meaning, narrative rationality (coherence and fidelity), and moral truths believed by the audience. The results of this study indicate that the narrative structure of the film Onde Mande! follows the pattern of initial balance, disturbance, and new balance. The narrative is delivered coherently, emotionally touching, and has a moral message. This film also depicts the social values ​​of the Minangkabau people, such as mutual cooperation, responsibility, sincerity, deliberation, and devotion to family and culture. Thus, this film is not only entertainment, but also contributes to communication studies, especially in the narrative analysis of films based on Indonesian culture.

Abstract

This study aims to analyze the political narratives, social activities, and public support narratives constructed by the female regent candidate pair, Annisa Suci Ramadhani and Leli Arni, during the 2024 Regional Election (Pilkada) in Dharmasraya Regency. Their election as the first female regent and vice-regent in Dharmasraya marked a significant milestone in local politics, amidst challenges such as gender-based rejection, family-related issues, and the political condition of running unopposed against a “blank box.” This research employs a qualitative approach with a case study method and a constructivist paradigm. Data were collected through observation, in-depth interviews, and documentation, and analyzed using the Miles and Huberman model as well as Gérard Genette’s narratology theory. The findings reveal that the political narratives constructed by the candidate pair focused not only on priority programs such as education, agriculture, MSMEs, and youth empowerment but also on educating the public about women's leadership roles in custom, religion, and governance. These narratives were conveyed using simple, inclusive, and non-confrontational language, including rational and emotional arguments to counter the “blank box” option. Various social activities—such as group exercises with women, religious gatherings, public discussions, market visits, customary meetings, and youth dialogues became effective communication channels that fostered trust, dismantled gender bias, and built emotional closeness with the community. Public support narratives emerged from traditional leaders, youth figures, women leaders, and general citizens, including those who initially opposed the candidacy but later offered strong support after witnessing the candidates’ consistency and empathy. This study concludes that structured political narratives, when combined with socially relevant and emotionally resonant activities, can serve as an effective communication strategy to garner electoral support particularly in promoting female leadership in culturally traditional regions.

Abstract

Persons with disabilities, including individuals with intellectual disabilities, are among the most vulnerable groups during disasters, particularly earthquakes. This vulnerability is caused by intellectual limitations and barriers in comprehending information, including disaster mitigation messages. One disaster mitigation learning innovation developed at SLBN 1 Kota Padang is earthquake disaster mitigation gymnastics, which is based on songs and movements as an inclusive communication medium for students with intellectual disabilities. This study aims to analyze the role of interpersonal communication and the accuracy of disaster mitigation message delivery methods through earthquake disaster mitigation gymnastics. The research employed a qualitative method with a case study approach and collected through in-depth interviews, observation, and documentation, and analyzed using the Multimodal Interaction Analysis (MIA) framework. The findings show that delivering disaster mitigation messages through song- and movement-based mitigation gymnastics can enhance students’ understanding of earthquake safety procedures. Interpersonal communication approaches were applied in creating gymnastics movements that engaged the imaginative capacity of students with intellectual disabilities, as well as in reinforcing movement messages during class sessions. The gymnastics integrates various modes of communication verbal, visual, auditory, and kinesthetic in line with the principles of inclusive communication and the MIA framework. It also aligns with disaster mitigation communication principles, including customer focus, leadership commitment, inclusive policies, situational awareness, and media collaboration. Furthermore, the method is consistent with the frameworks of the Safe Schools/Madrasah from Disasters (SMAB) and Safe Education Units (SPAB), as well as national regulations on disaster education for vulnerable groups. Alignment is also found with the 3B method from ASB, WOHM, and the BNPB Pocket Book, including 3rd Pillar on Communication, Information, and Education (KIE) media. Delivering disaster mitigation messages through disaster mitigation gymnastics can therefore be recommended as an adaptive, enjoyable, and inclusive disaster education method.
