Abstract

Independent assurance services have the characteristics of a complex environment and high uncertainty. The product life cycle is very short which is easily imitated by other companies and immediately replaced by new products with more sophisticated technology. This requires companies to continuously carry out business development to grow sustainable competitive advantages and overcome a very dynamic and complex competitive environment. This research is quantitative descriptive research with a qualitative approach, namely research that describes the condition of the object under study in the form of direct observation, conducting Focus Group Discussions and surveys using questionnaires. The data analysis method used in this study is an analysis using the SWOT matrix to determine alternative strategies. From the results of the SWOT analysis, five priority strategies were obtained to improve the performance of PT BKI Belawan Branch in carrying out independent assurance services. First, maintaining and improving quality to compete with foreign companies or other competing companies in synergy with other holding companies. These can be done through competitor analysis by evaluating the strengths and weaknesses of competitor companies. Second, making cooperation MoUs consistently with external partners in several cities. Third, continuing business improvement ethics and accountability to shareholders. Fourth, exchanging the test equipment with a different tool or the test is carried out in another laboratory that meets the requirements. Fifth, if the technician uses improper procedures, the technician will need to be retrained by certified project personnel.

Abstract

Governance reform in granting to foreign governments/foreign institutions was marked by the issuance of Government Regulation 48 of 2018 concerning Procedures of Grants to Foreign Governments/Foreign Institutions. This new grant regulation aims to centralize grant budget allocations to Indonesian AID. The business process of grants to foreign governments/foreign institutions involves the Ministry of Foreign Affairs as the actor that determines policy directions and targets, the Ministry of Finance as the actor who negotiates and signs the grant agreement, Indonesian AID as the executor of the grant, and technical ministries/agencies as units—proposing grants, as well as state-owned enterprises and domestic business actors participating in the supply of goods/services for grant commodities. The role of each of these organizations shows the existence of collaborative governance in the policy of grants to foreign governments/foreign institutions. In its implementation, the realization of grants still needs to reach the target set. It is an indication of difficulties in the process of collaborative governance. For this reason, this study aims to assess the performance of collaborative governance by using the Collaborative Governance Regime (CGR) performance dimension matrix. The results of this study found obstacles, including 1) the List of Planning Grants (DRPH) that were late, which had an impact on the realization of grants, and 2) the outcomes of the policy of grants to foreign governments/foreign institutions do not yet have clear indicators, so they are still not measurable. For this reason, the suggestion from this research is that it is necessary to formulate an outcome measure of the policy of grants to foreign governments/foreign institutions so that it can be used as a monitoring and evaluation tool, not only for the outcomes themselves but also for the collaborative governance process within them.

Abstract

Rural governance policies play a critical role in determining the trajectory of local economic development, particularly in marginalized or agrarian regions. However, in practice, the centralistic and technocratic approach still dominates, positioning villages as policy implementers rather than locally based policy designers. This article examines the structure of village governance policy in Indonesia and its impact on local economic development through a deconstruction approach. Through a case study of Panggungharjo Village in Yogyakarta, this research analyzes how local actors successfully transformed village governance by dismantling the political, administrative, and policymaking frameworks. This research uses a socio-legal method with a discourse analysis approach to uncover power relations, participatory practices, and institutional innovations at the village level. This research compares village governance in India’s Panchayati Raj and Germany’s federal system to enrich the analysis. The research findings indicate that, firstly, the village governance structure in Indonesia is still dominated by a hierarchical and technocratic administrative approach, which limits the space for village initiatives in designing development based on local needs. Second, the village governance models in India and Germany offer valuable lessons for Indonesia, with India excelling in citizen political participation and Germany excelling in bureaucratic efficiency and technology-based public services. The combination of strong community engagement and institutional capacity building is crucial for building inclusive, adaptive, and sustainable village governance in Indonesia. Third, the ideal model of good village government governance is supported by strong leadership, adequate institutional capacity, and high public trust in the governance process.

Abstract

This article discusses weave fabric as one of the potential industrial development areas in East Lombok, West Nusa Tenggara. The discussion is conducted by looking at indigenous people as resources that need to be maintained. Indigenous people are native people of an area or natives who maintain the indigenous knowledge as local wisdom of the area. Lombok has weave fabric as a valuable cultural heritage. In the beginning, many villages in Lombok developed various kinds of weavings. However, due to the development of each of the village’s territory, few were able to survive and some had even become extinct due to the declining number of weavers. This is what had led to the establishment of a group of weavers in South Pringgasela. Although in the beginning the establishment of the weaver community was intended to facilitate the weavers in selling their weaving products, the weaver community eventually became a weaving information center for anyone who wants to learn about weaving. This step will achieve success if the surrounding indigenous community were to actively carry it out. A sustainable result is achieved because it is rooted in the weaver community itself. This study employed mixed methods and collected data by using questionnaires, observations and in-depth interviews.

Abstract

Several Islamic kingdoms once developed in the city of Surakarta, including the Pajang kingdom, Mataram Islam, and Kasunanan Surakarta, leaving behind several historical buildings and objects that have great potential for tourist attraction. If it can be utilized, it will contribute quite a large regional income to the city, considering that the city of Surakarta does not have natural resources and depends on its revenues from the service and trade sectors. The remains of the buildings and historical objects in question can be packaged into cultural tourism and religious tourism. The number of religious tourism objects in the city of Surakarta exceeds the number of cultural tourism, so it has become the attention of the Surakarta City Government to prepare a road map for religious tourism in the city of Surakarta, using primary and secondary data collection methodology with descriptive analysis. Before creating a road map, the first step taken is to identify the potential for religious tourism using SWOT and TOWS analysis. It is hoped that after the potential identification has been prepared, it can become a policy reinforcement in compiling the Surakarta City Religious Tourism Road Map because it will be used by the Surakarta City Government as a guide for the development of Religious Tourism so that it is effective, efficient and targeted in its management.
