Abstract

As the times evolve, technology and information become more modern in the digital era. Along with that, the demands and expectations of the community for the performance of the Indonesian National Police (Polri) in providing protection, supervision, and services will increase. The innovation of services by adopting information technology has also been carried out by Polri, with one of the efforts being the enhancement of electronic-based services. Polri has developed an electronic ticketing system known as Electronic Traffic Law Enforcement (ETLE). The ETLE program digitizes the ticketing process through the collaboration of technologies such as closed-circuit television (CCTV) combined with automatic number plate recognition (ANPR) technology. This enables the capturing of traffic violations and the identification of the offenders through their vehicle license plates. It is hoped that by implementing this electronic system, the entire ticketing process will become more efficient and free from illegal fees collected by law enforcement officers. Starting from March 23, 2021, the Semarang City Police Department (Polrestabes Semarang) has implemented the ETLE program in Semarang City to electronically enforce traffic violations. This is done to improve driving discipline and traffic order within the community, aiming to prevent traffic law violations and accidents. However, in its implementation, the ETLE program in Semarang City has not yet maximally influenced the public in adhering to traffic regulations. This is due to various challenges that have occurred in the field, necessitating the need for improvement or evaluation of the ETLE program to make its implementation more effective.

Abstract

Changes in the global and national political order are influenced by the national interests of each country, which have been sharpened by the war in Ukraine. This broadens the concept of security from military dominance to information and intelligence control, and introduces new forms of threats such as asymmetric, hybrid, cyber and proxy warfare. Indonesia, with its abundant natural resources, plays a strategic role in this dynamic, but faces significant challenges in the shortage of specially qualified intelligence personnel. Of the 48 intelligence members who carry out Counterintelligence operations, only some have advanced education and experience, as well as adequate counterintelligence qualifications. This research uses SWOT and Fishbone analysis to identify the factors that determine the performance of intelligence personnel, as well as finding strategies and root causes that affect the effectiveness of intelligence operations in Indonesia. The aim is to improve the performance and management of strategic intelligence through enhancing the education, experience, and qualifications of intelligence personnel.

Abstract

Kampung Parumasan of Serang City, Banten province of Indonesia, is a centre of Kerupuk Bawang production as a substitute for Emping chips when melinjo (Gnetum gnemon), the emping material, are not available. However, humble packaging and ineffective online marketing strategies are becoming a problem for them. Besides, waste disposal of used frying oil is also feared to interfere with the environment. Furthermore, the kampung also does not have a public library or park for children so they are becoming overwhelmed with their gadgets. Therefore, three interesting issues of Kampung Parumasan then became the fundamental idea for the community empowerment team of Universitas Indonesia. Carried out from September to November 2021 every Saturdays and Sundays, by focusing on entrepreneurship, education, and environment issues, the purpose of the program is to increase public knowledge through product packaging and marketing training, children's reading interest through reading park activities, and socializing the movement of growing vegetables and trees in the kampung area. Kampung Parumasan Kota Serang, Provinsi Banten, Indonesia, merupakan sentra produksi Kerupuk Bawang sebagai pengganti emping ketika bahan emping melinjo (Gnetum gnemon) tidak tersedia. Namun, kemasan yang sederhana dan strategi pemasaran online yang tidak efektif menjadi masalah bagi mereka. Selain itu, pembuangan limbah minyak goreng bekas juga dikhawatirkan akan mengganggu lingkungan. Apalagi kampung ini juga tidak memiliki perpustakaan umum atau taman untuk anak-anak sehingga mereka kewalahan dengan gadget mereka. Oleh karena itu, tiga isu menarik dari Kampung Parumasan tersebut kemudian menjadi gagasan mendasar bagi tim pemberdayaan masyarakat Universitas Indonesia. Diselenggarakan pada bulan September s/d November 2021 setiap hari Sabtu dan Minggu, dengan fokus pada isu kewirausahaan, pendidikan, dan lingkungan, program ini bertujuan untuk meningkatkan pengetahuan masyarakat melalui pelatihan pengemasan dan pemasaran produk, minat baca anak melalui kegiatan taman bacaan, dan sosialisasi. pergerakan menanam sayuran dan pohon di kawasan kampung.

Abstract

Ownership structure is considered to be the most influential component in corporate govern-ance; it is also closely related to firm performance. The current research analyzes the effect of ownership structure (both insider ownership—board and managerial ownership, blockholder ownership—and institutional ownership concentration—pressure-insensitive and pres-sure-sensitive) on firm performance (industry adjusted return on asset/IAROA) based on its life cycle. Life cycle is incorporated into the research to examine whether the effect of own-ership structure on firm performance differs at each stage of the life cycle. The current re-search uses imbalanced panel data consisting of 695 observations of sample firms from the manufacturing, IT, and multimedia firms during the 2005-2010 period. The results show that: (1) insider ownership has a significantly non-linear influence on IAROA, indicated by a U-shaped curve (2) blockholders have a significantly positive effect on IAROA in firms at the mature stage; on the contrary, the effect is significantly negative in firms at the growth stage (3) institutional ownership concentration has a significantly negative effect on IAROA across the samples and a significantly positive effect on firms at the mature stage, and (4) pressure-insensitive and pressuresensitive institutional ownerships have a positive and sig-nificant effect on IAROA in firms at the mature stage; on the contrary, the effect is negative and significant in firms at the growth stage.

Abstract

National Meteorological Services (NMSs) are increasingly moving beyond their traditional role as publicly funded providers of weather and climate information to deliver customized meteorological services tailored to specific sectors and users. This shift is driven by rising demand for sector-specific climate information, fiscal pressures on public funding, technological advancements, and the growing presence of private weather service providers. This study conducts a systematic literature review to examine how NMSs are evolving their service business models and to analyze the role of dynamic capabilities—specifically sensing, seizing, and transforming—in enabling these organizations to adapt effectively. Following the PRISMA 2020 guidelines, relevant studies published between 2015 and 2025 were identified through Scopus and Google Scholar and analyzed using bibliometric techniques and integrative qualitative synthesis. In addition, a comparative content analysis of official NMS websites across developed, developing, and least developed countries was undertaken to capture real-world service delivery models. The findings reveal that while most NMSs continue to prioritize public service mandates, a growing number are adopting hybrid business models—such as cost-recovery schemes, public–private partnerships, and state-owned enterprise structures—to support customized services. The literature further indicates that dynamic capabilities play a critical role in this transition by enabling NMSs to identify emerging user needs, mobilize organizational and technological resources, and reconfigure service delivery arrangements under regulatory constraints. However, empirical research explicitly linking dynamic capabilities to business model adaptation in NMSs remains limited. This review contributes by synthesizing fragmented insights across public sector, digital government, and service innovation literature, and by highlighting key gaps for future research on strategic transformation in public meteorological institutions.
