Abstract

This study aims to determine, describe and analyze the Evaluation of the Family Hope Program (PKH) in Taraitak Village, Langowan Utara District in accordance with the Regulation of the Minister of Social Affairs of the Republic of Indonesia Number 1 of 2018 concerning the Family Hope Program and the PKH Implementation Guidebook using qualitative research methods. The results showed that: 1) There are technical guidelines and rules that have been given by PKH administrators through the implementation of deliberations, but PKH policy actors still do not know in detail the guidelines and rules regarding PKH, then there are 36 KPM PKH in Taraitak Village but there is still no updating of KPM PKH data. 2) KPM PKH receives money sent to the accounts of each KPM and also receives basic necessities at BRI-Link Agents, but the recipients of PKH social assistance in Taraitak village are still not on target.  3) Existing village officials do not know the exact amount of funds received by KPM PKH, but this PKH policy is very useful and even helps the community economy.

Abstract

This research aims to determine, analyze and describe the Competency Role of Public Service Apparatus at Sam Ratulangi Tondano Regional Hospital. The research method used is descriptive Qualitative. The number of informants in this study is 5 people. Data collection using Observation, interview and Documentation techniques. Data analysis through Data Reduction, Data Presentation and Conclusion Drawing. The results of the research show that it concludes that the Competency Role of Public Service Apparatus at RSUD Sam Ratulangi Tondano has been running well supported by the information that the researcher gets that: 1) The service procedure is sufficiently maximum given by officers at RSUD Sam Ratulangi Tondano 2) The Completion Time, is quite maximum because it is based on the SOP and also the Law but there are still obstacles related to when the service time begins, 3) the cost of service there are several types of services that do require individual costs, 4) facilities and infrastructure are sufficient, 5) the competence of service providers is good enough to be seen from the services provided

Abstract

This research aims to explain how waste handling in Malalayang Sub-district, Manado City. This research uses descriptive qualitative research methods and seeks the necessary data by means of observation, interviews and document studies in the Manado City Sub-district. The results of the study found that the waste management planning carried out by Malalayang sub-district was not maximized.  This can be seen from the absence of law enforcement against transportation that dumps garbage in Malalayang Subdistrict, besides that there is no planned and measurable waste handling procedure, because so far it is only to complete administratively but in its implementation in the field it is not done.

Abstract

This study aimed to analyze 1) the certified teachers performace in the learning process, 2) factors that hinder the certified teachers low performance, 3) the principal’s efforts to overcome obstacles to the certified teachers performance. The method used is a qualitative research method at SMA Negeri 2 Tondano. The study results are 1) The certified teachers performance is still low in discipline, skill of teaching and making learning tools; 2) Inhibiting factors are low ability (knowledge) and skills, lack of motivation from superiors, lack of control or supervision by school principals, lack of courage of school principals in taking firm action, lack of training in making learning tools and not mastering information technology; 3) Efforts made by school principals to improve the performance of certified teachers are firm in reprimanding and imposing sanctions, conducting training in making learning tools and having to master information technology and carry out continuous evaluations.

Abstract

The aim of this research is to analyze the implementation of Civil Servant Discipline Policy in Minahasa Regency based on Government Regulation Number 94 of 2021 concerning Civil Servant Discipline. The research location is the Minahasa Regency Women's Empowerment and Child Protection Service. This research uses a qualitative method. The research results show that the work discipline of civil servants in the Minahasa Regency Women's Empowerment and Child Protection Service isn't yet ideal since there are still representatives who disregard the standards as per the appropriate arrangements in regards to limits on beginning and leaving available time. There are still employees who do not comprehend the Job Description in light of the Main Duties and Functions, they put off doing the work that is assigned to them, and their supervisors do not discipline them. Factors that ruin government employee discipline are administration endlessly factors from the actual workers as representative quality and mindset and absence of socialization of the execution of these administration guidelines.

Abstract

This research was conducted at the Girian District Office, Bitung City with the aim of analyzing the productivity of civil servant performance from the aspects of Attitude, Ability and Work Spirit as well as analyzing what obstacles are faced in preparing or creating employee performance targets. The method used is a qualitative research method. The results of this study show that 1) in terms of attitude, the performance of district staff is good and they are able to communicate well with the community; 2) In terms of efficiency, the performance of district staff remains low; 3) The performance of district employees remains the worst in terms of work ethics. The factors hindering the performance of the staff of Gillian District Office in Bitung City are: 1) lack of motivation to work, which may affect community participation in community activities; 2) County employees do not receive training or development so that they do not know what type of work they will be required to do when appointed as county employees; 3) The average age of district employees is 50 years old; 4) Existing regulations change very quickly; 5) Technical bodies still provide minimal information on the latest regulations.

Abstract

This research aims to determine and analyze the influence of work motivation and work discipline on work productivity partially and simultaneously. The method used in this research is descriptive quantitative with multiple regression analysis. The population in this study was 178 respondents with a sample of 119 respondents. The location of this research was carried out at the Faculty of Mathematics and Natural Sciences, Manado State University. Before the test was carried out, validity and reliability tests were carried out on 30 respondents and the results showed that all instruments were valid and reliable. The classical assumption test shows that everything meets the classical assumption requirements so that hypothesis testing can be carried out. Based on the hypothesis test, it was found that the Work Motivation variable (X1) with a value of tcount > ttable (6.029 < 1.658) with a positive value. So, there is a positive influence between variable X1 on Y, or in other words Ha is accepted and H0 is rejected. A significant value of 0.000<0.05 indicates that the influence value is significant. So overall the work motivation variable has a positive and significant effect on employee work productivity at the Faculty of Mathematics and Natural Sciences UNIMA. The research results show that the work discipline variable (X2) has a value of tcount > ttable (10.039 > 1.659) with a positive value. So, there is a positive influence between variable X1 on Y, or in other words Ha is accepted and H0 is rejected so that. A significant value of 0.000<0.05 indicates that the influence value is significant. So overall the work discipline variable has a positive and significant effect on employee work productivity at the Faculty of Mathematics and Natural Sciences UNIMA. The research results show that the value is significant at 0.0000 (sig 0.00000 < 0.05). This means showing that the regression equation obtained is reliable or that the model used is fixed. So, there is a joint or simultaneous influence between the Work Motivation and Work Discipline variables on the Work Productivity variable of employees at the Faculty of Mathematics and Natural Sciences UNIMA

Abstract

response regional reaction (RR-RD) policy at the Minahasa Regency Communication and Information Service and to find out the obstacles faced by the Communication and Informatics Agency in implementing this policy. The research method used is a qualitative method, namely answering a problem in depth in the context of the time and situation in question, in accordance with the objective conditions in the field and the type of research used is descriptive qualitative, namely describing the condition of the object in the present qualitatively the data obtained from the research. The data sources used are primary data sources and secondary data sources with 5 informants. Data collection techniques using the method of observation, interviews and documentation. The data analysis technique used is data reduction, data presentation and conclusion. The results of the study showed that (a) communication, indicating that communication was running, seen from the socialization delivered by the local government to the community and village/ward governments regarding the application program reaksi response relief regional (RR-RD) call center, but it was not optimal because the socialization was not yet evenly distributed throughout all areas in Minahasa. (b) resources, indicating that it is good enough in terms of human resources and the availability of supporting facilities in managing this application program, (c) disposition, indicating that the Regional Government has carried out its duties properly seen from the way it follows up on incoming complaints and the socialization delivered to the community and the village/kelurahan government of the Minahasa regency, (d) the bureaucratic structure or bureaucratic structure, shows that the implementation of the application program reaksi response relief regional (RR-RD) call center is clear and in accordance with the applicable SOPs.

Abstract

The high need for housing that is not matched by financial capacity, especially for people living below the poverty line, actually creates several social problems, one of which is the proliferation of uninhabitable houses or commonly abbreviated as RTLH. The purpose of this study was to determine the implementation of the social rehabilitation assistance policy for uninhabitable houses in North Sulawesi province. The type of research used in this study is descriptive qualitative and the collection technique is by observation, interviews and documentation. The informants in this study were the Head of the Social Service, the Head of the Social Handling of the Poor, the general public (Publik) and the beneficiaries of the RS-RTLH assistance policy. In general, the results of this research are that the policy of Social Rehabilitation Assistance for Uninhabitable Houses in North Sulawesi Province is not running effectively, this can be seen based on the following findings: 1) Aspects of standard policies and objectives have supported the implementation of the RS - RTLH assistance policy in the Province North Sulawesi, which is regulated in North Sulawesi Governor Regulation Number 46 of 2017 concerning Regional Operations to Resolve Poverty through the Social Rehabilitation Program for Uninhabitable Houses in North Sulawesi Province , 2) In terms of the budget aspect, it does not support the implementation of hospital assistance policies - RTLH , 3) The Social Service lacks communication, socialization, counseling related to RS-RTLH assistance, and 4) The North Sulawesi Provincial Social Service is less effective in carrying out supervision starting from the planning stage, the implementation stage and the evaluation stage. The Social Service only relies on data recommended by the lurah/village head, as a result sometimes there is a polemic in the community that the provision of RS-RTLH assistance is considered not to be on target, there are still people who deserve assistance but do not receive assistance.

Abstract

This research discusses the supervision, and planning, development of the Development Planning Agency (BAPPEDA) Office Southeast Minahasa District. This study aims first, to know and analyze as well as illustrate planning development in the district of Southeast Minahasa. Second, that is a known and analyzed factor determinant of planning development in the Southeast Minahasa district. The type of study is qualitative. The informant main is the Head of the District Development Planning Agency (Bappeda) Southeast Minahasa. Besides That, informant other that is functional nor Apparatus State Civil Service (ASN) in scope Bappeda Regency Southeast Minahasa, head village, Representative Body Village (BPD), figure community, youth and women representatives in the District Ratahan and East Ratahan Southeast Minahasa Districts. Data was obtained through interviews, observation, and documentation. Next, this research analyzed with a technique that the validity of data is based on the belief that with criteria This level existing beliefs already true, That is, stage This part from the validation process. Results of the research show that BAPPEDA supervision in planned programs is Still not enough stable. BAPPEDA still faces challenges in the supervision of planned programs related to development. The challenge in system BAPPEDA's planning lies yet effectiveness supervision, esp related to the extent of the planned programs following the plan beginning. Some of the programs it turns out Not yet following plans that have been set initially. One suggestion is an implementation of e-supervision in planning to get it held in real time.
