Abstract

This research aims to describe and analyze the implementation of the Functional Auditor Position Development Information System at the Kotamobagu Regional Inspectorate. This research used a descriptive qualitative approach with a predetermined number of 4 (four) people consisting of Regional Inspectors and several existing SIBIJAK auditor and admin functional positions. The data collection techniques used are interviews and observation as well as documentation with data analysis techniques through data reduction, data presentation and drawing conclusions. The results of this research were obtained in the research focus on the implementation of the Information System for the Development of Functional Auditor Positions in the Kotamobagu Regional Inspectorate through 3 (three) research sub-focuses which include, (1) Implementation of the Information System for Functional Auditor Positions in the Kotamobagu Regional Inspectorate, (2) Readiness of facilities and infrastructure and resources at the Kotamobagu Regional Inspectorate in adapting to system demands, (3) Availability of communication media for complaints about SIBIJAK. Most of the human resources at the Kotamobagu Regional Inspectorate have been able to adapt to the demands of technological progress as promoted by SIBIJAK. In the sub-focus, the complaint media provided in SIBIJAK has not been able to accommodate incoming complaints quickly and accurately. Where there is a complaint submitted in SIBIJAK but after 10 (ten) days there has been no follow-up on the complaint.

Abstract

Tourism development needs to pay attention to the availability of facilities and infrastructure to realize tourism development as an industry. Efforts to promote natural beauty and cultural riches abroad must also be supported by all existing infrastructure and facilities in the area being promoted. The aim of this research is to develop tourism which has been determined. It is hoped that it can spur tourism development in North Minahasa Regency. Tourism promotion has a big influence on the perceptions of foreign and domestic tourists regarding tourism conditions in North Minahasa Regency. The method used in this research is qualitative. This research seeks to provide a general overview of the Tourism Destination Arrangement Policy in North Minahasa Regency. Where there are still many problems that arise, regarding the process of structuring/managing existing tourist destinations. The results of the research obtained to create policies for structuring tourist destinations are influenced by several factors, one of which is Community Involvement. The development of the Special Economic Zone in Likupang, leads to the tourism sector where the development of Super Priority Destinations in Likupang is the central point of the development goal. Accessibility (Facilities and Infrastructure) and Determinant Factors.

Abstract

The purpose of this research is to see the performance of the Regional Inspectorate in carrying out the function of supervising government administration in Waropen Regency (Human Capital Based). Human resources are an instrument for increasing productivity to maintain organizational sustainability. One way of the Government's commitment to realizing good governance, especially eradicating corruption, collusion and nepotism, is to increase the role of the Government Internal Supervisory Apparatus (APIP). This research uses a qualitative method with a case study design. Data collection techniques are interviews, observation and studies and documents. The research results stated that the performance of the Waropen Regency Inspectorate was relatively low. In carrying out its supervisory function, the Waropen Regency Inspectorate does not use expert auditors. However, it is supported by auditors from the Financial Audit Agency (BPK). Developing organizational competence and working capabilities of the APIP team needs to be carried out in achieving clean governance. In achieving clean governance, it is necessary to pay attention to supporting and inhibiting factors as well as efforts to overcome obstacles in improving the performance of the APIP team

Abstract

This study aims to determine the effectiveness of providing remuneration allowances for State Civil Apparatus at Bapas Kelas I Manado and the obstacles in implementing the policy.  The research method used was descriptive qualitative research method and sought the necessary data by means of observation, interview and document study at Bapas Kelas 1 Manado. The results of the research found that the provision of humeneration is very helpful for employees in meeting their needs. Remuneration for civil servants is an objective solution in overcoming the low income of civil servants because one of the criteria for granting it is based on work performance. There needs to be more supervision of the provision of remuneration because there are still many abuses of authority on performance reports.

Abstract

The purpose of this study is to describe, analyze and describe how the supervision of the distribution process of Non-Subsidized Fuel Oil - industrial diesel by channeling agents in Bitung City. The research method uses a qualitative approach. Data collection techniques with interviews, documentation studies and observation. The results showed that the supervision of the distribution of Industrial Solar Non-Subsidized Fuel Oil in Bitung City has not been implemented properly because it was found that there are business actors who have been operating and distributing Industrial Solar Non-Subsidized Fuel Oil from Bitung City to commercial areas within Bitung City and its surroundings without licensing so that the volume and quality of supply cannot be monitored and evaluated. In addition, there are business actors who take care of licensing and reporting later after an inspection by the Investigator appointed by the Downstream Oil and Gas Regulatory Agency.

Abstract

This study aims to explore, analyze and interpret the description of the Management of Personnel Administration Services at the Bolaang Mongondow Education Office Branch Office. The research method used is descriptive qualitative research method and looking for the necessary data by direct observation at the Bolaang Mongondow Education Office. Research informants are people or parties related to research who can provide information about various real conditions. The results of the research conducted were obtained The management of personnel administration services at the Bolaang Mongondow education office branch office has been running according to the established standard operating procedures. The services provided are quite good and satisfying because based on the experience of service users that the administration of the proposal is not complicated and is completed on time. In addition to distance constraints that do not really affect the service.

Abstract

The main objective of this study was to determine whether work motivation, leadership style, and supervision factors affect the performance of Goods and Services Procurement Bureaucrats in the Work Unit of the Central Bureau of Statistics in North Sulawesi.   The problem encountered is that PBJ bureaucrats in the BPS work unit in North Sulawesi still violate the rules in terms of document fulfillment.  The results of the research obtained there is a significant relationship between work motivation and employee performance in PBJ bureaucrats in BPS work units in North Sulawesi, there is a significant relationship between leadership style and employee performance in PBJ bureaucrats in BPS work units in North Sulawesi, and there is a significant relationship between supervision and employee performance in PBJ bureaucrats in BPS work units in North Sulawesi. Work motivation (X1), leadership style (X2), and supervision (X3) together contribute to the performance (Y) of PBJ bureaucrats in the BPS work unit in North Sulawesi. So it is concluded that work motivation, leadership style, and supervision affect the performance of Goods and Services Procurement Bureaucrats in the BPS work unit in North Sulawesi.

Abstract

Penelitian ini bertujuan untuk mendeskripsi, menginterpretasi dan menganalisis pengembangan karier anggota Direktorat Samapta Kepolisian Daerah Sulawesi Utara melalui pendidikan umum di perguruan tinggi. Pendekatan yang digunakan adalah kualitatif fenomenologi dengan indicator motivasi interen anggota, ketersediaan dana, sarana prasana, dan metode pelaksanaan perkuliahan perguruan tinggi. Hasil penelitian menunjukan bahwa pengembangan karier anggota kepolisian Direktorat Samapta Kepolisian Daerah Sulawesi Utara: a). anggota belum termotivasi untuk melanjutkan pendidikan umum di perguruan tinggi, b). anggota mengalami kesulitan dalam memenuhi kebutuhan biaya studi untuk melanjutkan pendidikan umum di perguruan tinggi, c). anggota mengalami kesulitan dalam menggunakan sarana dan prasarana yang tersedia bagi anggota, karena peraturan melarang penggunaan sarana prasarana untuk kepentingan pribadi, d). anggota mengalami kesulitan dalam menyesuaikan metode dan waktu pelaksanaan perkuliahan yang sama dengan mahasiswa yang belum bekerja. Dengan demikian pengembangan sumberdaya manusia anggota Kepolisian Direktorat Samapta Kepolisian Daerah Sulawesi Utara dipengaruhi factor-faktor interen anggota dan factor eksteren karena belum dilakukannya memorandum of understanding antara Kepolisian Daerah Sulawesi Utara dengan Perguruan Tinggi penyelenggarakan pendidikan.

Abstract

Tujuan Penelitian ini yaitu untuk menggali informasi dan menganalisis Pelayanan Publik Penerbitan SKCK Online di Polda Sulut. Penelitian ini merupakan penelitian kualitatif dengan pendekatan deskriptif analitis agar dapat menemukan informasi yang seluas-luasnya terkait objek penelitian sehingga permasalahan utama dapat tergambar dengan jelas sekaligus dapat mengidentifikasi solusi yang tepat. Adapun fokus penelitian ini yaitu pelayanan publik secara online aplikasi SKCK di Polda Sulut dengan 4 subfokus yaitu kemudahan akses, bersifat interaktif, lebih efisien, dan kesederhanaan proses. Temuan dalam penelitian ini yaitu pelayanan publik penerbitan Surat Keterangan Catatan Kepolisian (SKCK) Online di Polda Sulut sudah berjalan namun belum dimanfaatkan secara optimal sehingga penumpukan antrian masih terjadi. Aplikasi SKCK Online mudah diakses namun sosialisasi belum optimal, aplikasi pendaftaran penerbitan SKCK Online di Polda Sulut belum bersifat interaktif dan efisien, selanjutnya proses pendaftaran melalui aplikasi tersebut sudah sederhana tetapi masih terbatas. Selanjutnya sebagai masukan bahwa Pelayanan SKCK Online di Polda Sulut harus mempertahankan kualitas pelayanan publik yang ada saat ini, dan perlu dioptimalkan berkaitan dengan 4 (empat) indikator pelayanan publik online sebagai subfokus dalam penelitian ini.

Abstract

Untuk mengetahui, memahami, menjelaskan dan menerangkan bagaimana Efektifitas Digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat dan faktor-faktor yang mempengaruhi Efektifitas Digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat di Badan Pendapatan Daerah Provinsi Sulawesi Utara. Adapun metode yang digunakan dalam penelitian ini adalah medode penelitian kualitatif. Sedangkan untuk hasil penelitian yaitu digitalisasi Pelayanan Pembayaran Pajak Kendaraan Bermotor Melalui Aplikasi E-Samsat di Badan Pendapatan Daerah Provinsi Sulawesi Utara, ternyata belum efektif. Dilihat dari indicator Sosialisasi digitalisasi aplikasi e-Samsat belum efektif dilaksanakan. Mekanisme digitalisasi aplikasi e-Samsat belum efektif, Terbukti bahwa kesadaran dan tanggung akan kewajibannya masih rendah. Hasil ini mengidikasikan bahwa pembinaan, pengarahan, pembimbingan, petunjuk teknis, pelatihan dari petugas belum banyak berhasil dan Sikap/prilaku menerapkan aplikasi e-Samsat bagi masyarakat wajib membayar Pajak Kendaraan Bermotor belum efektif. Adapun faktor penghambat pembayaran Pajak Kendaraan Bermotor dengan Digitalisasi aplikasi e-Samsat karena kurangnya sarana dan fasilitas penunjang, seperti komputer, HP khusus, listrik sering mati, gangguan jaringan internet. Kurangnya pengetahuan dan keterampilan teknis warga masyarakat yang wajib membayar pajak menggunakan media elektronik.
