Abstract

This article examines the needs and roles of librarians at the Library and Archives Office of Manado City in supporting the quality of local library services. This study employs a qualitative approach using in-depth interviews, direct observation, and document analysis. The findings reveal a mismatch between the ideal and actual number of available librarians. Many librarians do not possess an educational background in library science and are required to perform multiple tasks, which negatively impacts service quality, limits service innovation, and reduces the effectiveness of literacy programs. Furthermore, the challenges include limited budgets, lack of training and regeneration, and recruitment policies that do not align with competency needs. This study suggests the need for strategic policies in librarian workforce planning, competency enhancement, and service evaluation systems aligned with national library standards.

Abstract

Efficient administration of Regional Government Assets (RGA) underpins transparent, accountable, and effective local governance. This study examines the implementation of asset administration—specifically bookkeeping, inventory, and reporting—at the Regional Finance and Asset Agency (BKAD) of North Minahasa Regency. Employing a descriptive qualitative approach, data were collected through in-depth interviews with key informants (asset managers, heads of asset divisions), supporting officers, direct observation of work processes, and document analysis (e.g., inventory lists, financial reports, legal regulations). Findings reveal that while BKAD has largely adhered to Minister of Home Affairs Regulation No. 19/2016 on RGA administration, practical challenges persist: delays in data submission by subordinate units, inadequate asset labeling, and reconciliation discrepancies between OPD (Organizational Units) records and BKAD’s central database. The inventory process, conducted annually for high‐value items and quinquennially for other assets, functions satisfactorily but demands enhanced data accuracy and broader utilization of the E-BMD electronic system. To bolster RGA administration, the study recommends strengthening human resource capacity through targeted training, optimizing inter-unit coordination mechanisms, and advancing an integrated asset information system for real-time data capture and validation.

Abstract

This study aims to analyze the effectiveness of the use of occupational safety equipment on merchant ships in patrol operations carried out by the Bitung Class II Coast Guard Base (PPLP). This study uses a descriptive qualitative approach with data collection techniques in the form of in-depth interviews, direct observation, and documentation. The main focus of the study covers three aspects: planning, implementation, and supervision and evaluation of occupational safety equipment maintenance. The results of the study indicate that the maintenance planning system has not been documented in a standard and standard manner, only in the form of monthly reports that are prepared informally without a fixed schedule. The implementation of maintenance is generally preventive, but still depends on the initiative of ship officers and has not been integrated into the digital system. Meanwhile, supervision and evaluation are still internal, reactive, and have not produced comprehensive policy follow-ups. Five main determinant factors were found that influence the effectiveness of the maintenance system, namely completeness of documents, personnel capabilities, availability of spare parts, implementation of digital systems, and safety culture. This study recommends the implementation of a digital-based maintenance management system such as the Computerized Maintenance Management System (CMMS), preparation of standard maintenance documents, routine training for ship technicians, and strengthening of data-based supervision and evaluation systems as strategies to improve the reliability of occupational safety systems on merchant ships.

Abstract

To find out, identify and analyze the efficiency of operational data management of patrol vessels through an integrated information system at the Bitung Class II Coast Guard Base.In accordance with the problems that the researcher explains, the type of research used by the researcher is descriptive with a qualitative approach. The purpose of this research is to observe and find out what is to be researched..Based on the discussion above, it can be concluded that the efficiency of operational data management of patrol boats at PPLP Class II Bitung is not optimal, this is greatly influenced by the harmonious integration between procedures, resources, and information systems, namely: Procedures, although there are standard operational guidelines as reflected in the implementation of SIM KPLP, these procedures do not fully support real-time reporting and data processing. The technical reporting process of the ship is only carried out once a month, while other workflows such as logistics and administration still use a manual approach. This causes delays in decision making and lack of integration between units which has the potential to hinder the effectiveness and efficiency of patrol boat operations.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan digitalisasi arsip kepegawaian di Badan Kepegawaian Negara (BKN) Kantor Regional XI Manado, serta mengidentifikasi faktor-faktor determinan yang memengaruhinya. Penelitian ini menggunakan pendekatan kualitatif dengan metode fenomenologi, untuk memahami secara mendalam pengalaman dan pandangan para pelaksana kebijakan terkait penerapan sistem Document Management System (DMS) dalam pengelolaan arsip kepegawaian. Data dikumpulkan melalui wawancara mendalam, observasi langsung, dan studi dokumentasi. Analisis data dengan pengumpulan data, kondensasi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi kebijakan digitalisasi arsip di Kantor Regional XI BKN Manado telah mengacu pada regulasi nasional dan menggunakan aplikasi DMS secara aktif. Namun, efektivitasnya masih terhambat oleh beberapa faktor, antara lain komunikasi yang belum terstruktur antara BKN dengan instansi daerah, kurangnya jumlah dan kapasitas SDM, serta minimnya monitoring dan evaluasi berkala. Faktor determinan seperti komitmen pimpinan, proses komunikasi, struktur birokrasi, dan inovasi teknologi juga terbukti berperan penting dalam mendukung atau menghambat pelaksanaan kebijakan ini. Oleh karena itu, peningkatan kapasitas SDM, penguatan koordinasi lintas instansi, serta penyusunan kebijakan teknis pelaksanaan yang lebih terstruktur sangat diperlukan untuk mewujudkan arsip kepegawaian digital yang efektif dan terintegrasi secara nasional.

Abstract

Penelitian ini bertujuan untuk mengkaji secara mendalam pelaksanaan tugas dan fungsi protokoler pada Bagian Protokol dan Komunikasi Pimpinan Sekretariat Daerah Kabupaten Minahasa. Menggunakan pendekatan kualitatif fenomenologis, data diperoleh melalui wawancara mendalam, observasi partisipatif, dan analisis dokumen resmi. Hasil penelitian menunjukkan bahwa efektivitas tugas protokoler ditentukan oleh kejelasan struktur kerja, kompetensi teknis dan sosial petugas, serta koordinasi lintas unit kerja. Namun demikian, pelaksanaan di lapangan masih menghadapi kendala seperti keterbatasan personel, sarana-prasarana yang belum memadai, dan perubahan agenda mendadak. Penelitian ini merekomendasikan perlunya SOP lokal yang adaptif, pelatihan keprotokolan yang berkelanjutan, serta digitalisasi sistem koordinasi dan dokumentasi. Temuan ini menegaskan pentingnya peran strategis protokoler sebagai representasi profesionalisme dan citra institusi pemerintah daerah.

Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan reformasi birokrasi dalam pelayanan administrasi kependudukan di Dinas Kependudukan dan Catatan Sipil (Dukcapil) Kota Manado. Fokus utama diarahkan pada implementasi budaya kerja ASN BerAKHLAK sebagai kerangka nilai dasar aparatur negara. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi lapangan, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa reformasi birokrasi telah mendorong sejumlah inovasi pelayanan, seperti digitalisasi layanan, Gerai Dukcapil Keliling, dan percepatan proses dokumen kependudukan. Namun demikian, reformasi tersebut belum berjalan optimal karena masih terdapat tantangan seperti resistensi budaya kerja, rendahnya kedisiplinan ASN, keterbatasan sumber daya manusia, serta infrastruktur teknologi yang belum memadai. Selain itu, masih ditemukan praktik diskriminatif dalam pelayanan serta tidak konsistennya pelaksanaan Standar Operasional Prosedur (SOP). Penelitian ini merekomendasikan perlunya peningkatan kapasitas ASN, penguatan sistem pengawasan kinerja, serta integrasi reformasi birokrasi dengan pendekatan berbasis teknologi dan orientasi pelayanan publik yang berkeadilan.

Abstract

The aim of this research is first to determine the effect of education level on the quality of public services at the Faculty of Education, Manado State University. Second, to determine the influence of Attitude on the Quality of Public Services at the Faculty of Education, Manado State University, and third, to determine the influence of Education Level and Attitude together on the Quality of Public Services at the Faculty of Education, Manado State University. This research uses quantitative methods and the number of samples to be studied is 38 people. The results of this research are that there is a partially significant influence of education level on the quality of public services. This means that if a person's education level is higher, the quality of public services at the Faculty of Education, Manado State University will also increase. There is a partially significant influence of work attitude on the quality of public services at the Faculty of Education, Manado State University. This means that if attitude gets better, the quality of public services at the Faculty of Education, Manado State University will also increase. There is a significant simultaneous influence of the level of education and attitudes on the quality of public services at the Faculty of Education, Manado State University, which means that if the level of education and attitudes are increased, then the quality of public services at the Faculty of Education, Manado State University will also increase.

Abstract

Penelitian ini bertujuan mendeskripsikan, menganalisis, dan menginterpretasikan implementasi kebijakan penyaluran bantuan pangan dari Cadangan Beras Pemerintah (CBP) di Kelurahan Tewaan, Kecamatan Ranowulu, beserta faktor penentunya. Penelitian menggunakan pendekatan kualitatif melalui wawancara, observasi, dan analisis dokumen. Hasil penelitian menunjukkan implementasi belum optimal. Sasaran penerima bantuan tidak tepat akibat data yang tidak akurat dan kurang diperbarui, serta pemahaman penerima terhadap kebijakan dan mekanisme program yang rendah. Penetapan penerima bantuan oleh Badan Pangan Nasional tidak mencerminkan kondisi terkini, dan mekanisme penggantian penerima melalui SPTJM kurang melibatkan masyarakat. Penyaluran bantuan pangan sering terlambat, mengurangi efektivitas program. Faktor penentu utama adalah lemahnya pengawasan akibat minimnya mekanisme dan jumlah petugas pengawas yang tidak terlatih, serta koordinasi antarorganisasi yang buruk sehingga data tidak sinkron dan peran tumpang tindih. Rekomendasi mencakup peningkatan akurasi data penerima, penguatan kapasitas SDM, transparansi dan sosialisasi program, perbaikan mekanisme penyaluran, peningkatan koordinasi antarinstansi, serta pengawasan yang lebih baik

Abstract

BPK audits are carried out on the Central Government, Regional Government, other State Institutions, Bank Indonesia, State-Owned Enterprises, Public Service Agencies, Regional-Owned Enterprises and other Institutions or Bodies that manage state finances. The audits in question include financial audits, performance audits, and audits with specific objectives. BPK audit results express opinions on financial reports, conclusions and recommendations for implementation performance, services, activities, government programs, as well as conclusions on the implementation of the internal control system and compliance with statutory provisions. Regional Government Finance in Kotamobagu City. This research uses a qualitative paradigm approach through direct interviews and documentation studies. Researchers have an important role in selecting relevant informants as data sources, collecting data, and processing the data obtained. Next, the researcher will carry out data analysis, validate the data, and draw conclusions from the research results according to the actual situation. The results of the research found that follow-up to audit results has a strategic role in the supervision cycle of government administration, because the success or failure of supervision can be seen or measured from the progress of the follow-up, so that understanding the method/mechanism for implementing the resolution of the Follow-up to Recommendations on BPK Audit Results needs to be a concern for implementation. In accordance with the commitment, there needs to be a special team to handle follow-up, not focusing on just one person, so as to facilitate the process of coordinating and completing follow-up recommendations.
