Abstract

Transportation Conflict Management in the City of Pekanbaru (Case Study of Conventional Taxi with Online Transportation) is an effort to resolve conflicts carried out by related parties in this case conventional taxi drivers and online transport drivers to get a solution to the conflict between the two organizations. This study aims to determine conflict management in the transportation sector in the city of Pekanbaru (a case study of a conventional taxi with online transportation) and factors that hinder the conflict management of conventional taxis with online transportation in the city of Pekanbaru. The focus of the study in this study is the management of conflict between conventional taxis and online transportation in the city of Pekanbaru. Informants in the study were the Head / Staff of the Land Transportation Sector, Head / Staff of Transportation in the City of Pekanbaru Transportation Service, online transport drivers, and conventional taxi drivers. The research method used is descriptive qualitative data collection techniques are interviews. The results showed that the Riau Province Transportation Agency in resolving conflicts that occurred between conventional taxis and online transportation had not been maximized. This is because there are still online transportation operating even though they do not have licenses in accordance with Minister of Transportation Regulation No.108 of 2017 so that conventional taxis that already have permits feel they do not get justice from the government, this is the main cause of conflicts between conventional taxis and transportation on line. The Riau Province Transportation Agency is also unable to facilitate the two parties in conflict to mediate that has been directly requested by the conflicting parties so that the two conflicting parties can express their wishes and find a solution to the conflict between them. Factors influencing Conflict Management in Transportation in the City of Pekanbaru (Case Study of Conventional Taxi with Online Transport) include Competition and Regulations that are not implemented. Keywords: Conflict Management, Conventional Cab, Transport Online

Abstract

Qualified human resources is one important component that will determine the success of anorganization in achieving the goals set earlier. To achieve these objectives required good order of existenceand the existence of the organization can be maintained and improved. Efforts that can be used in managementhuman resources is through motivational conducted by the leadership. The method used in this research issurvey method with the explanatory data collection techniques using questionnaires as the main instrument(primary data), in addition to interviews, and observation. While analyzing the data using path analysis.The results indicate a motivating influence on the effectiveness of employees working in Riau ProvinceEducation Department. These effects indicate that the effectiveness of the work will be increased if themotivating factor that external factors and internal factors implemented as a whole, so that employees havethe sincerity in carrying out their work because they get real attention.Keywords: Achieving, external factors, and internal factors.

Abstract

The purpose of this study to identify and analyze the empowerment of the poor throughprograms UED-SP in Kuala Terusan, District Kerinci, Pelalawan, Riau Province. The researchmethod used is descriptive survey approach, at research that seeks to tell the existing problem-solving that comes with the existing literature. Data collection techniques performed in researchthis in three ways, namely interviews, written sources (documentation), fitted with a questionnaire.The results showed the performance management program UED-SP judged by the public, especiallythe beneficiaries of the program are considered good.

Abstract

Efforts to improve the performance of certification teachers have been anticipated by the Pekanbaru City government by providing additional employee income. However, the provision of additional income which aims to improve teacher performance has decreased every year and is eliminated in 2019. The objectives of this study were to find out: 1) how to provide additional compensation for certification teacher employee income, 2) how the performance of certification teachers and 3) the effect of giving Additional compensation for Employee Income for the performance of State Junior High School certification teachers in Pekanbaru City. This research is a quantitative research using a survey method which was conducted at the State Junior High Schools in Pekanbaru City. The population in this study were 1153 certified teachers in 45 State Junior High Schools in Pekanbaru City. The sampling technique used a two-stage cluster random sampling method with 92 teachers as respondents. Data collection was carried out by distributing questionnaires. After the data was collected, it was analyzed using statistical tests through the SPSS program. The results of the study with the correlation test obtained the value of r count 0.321> r table 0.205 with a significance level of 5%. Because r count is greater than r table, it can be concluded that Ha is accepted and Ho is rejected. So that there is an influence between the provision of additional compensation for employee income on the performance of teachers in State Junior High School certification in Pekanbaru City. The percentage of influence of variable X on variable Y is 10.3% while the remaining 89, 7% is influenced by other variables. The provision of additional compensation for employee income has a low relationship with teacher performance, the closeness of the relationship is in the range 0.200 - 0.399 which is in the low category.  Keywords : Employee Income Additional Compensation, Performance, Teacher Certification

Abstract

The performance of  the Pekanbaru City Fire and Resue Service in impro the capital of Riau Province and a center of trade. Therefore, Pekanbaru City is growing and its development progress is getting faster every year. With the rapid development of Pekanbaru City, the risk of fire is increasing. The population of Pekanbaru City is getting denser, buildings are being built more and more, industry is growing so that there is a danger of fire and if a fire occurs it needs special handling. The Pekanbaru City Fire and Rescue Service as an implementing element of the Regional Government has a main task in carrying out regional government affairs in the field of fire and disaster management based on the principles of autonomy and assistance tasks. The research was conducted based on problems that occurred in the implementation of fire and rescue disaster management carried out by the Pekanbaru City Fire and Rescue Service. The purpose of this study was to analyze the performance of the Pekanbaru City Fire and Rescue Service and identify factors that hinder performance. The research method used is descriptive qualitative with data collection techniques, namely interviews, observation and documentation. Performance appraisal based on Dwiyanto's theory, namely productivity, service quality, responsiveness, responsibility and accountability. Factors that hinder performance are human resources, facilities and infrastructure and budget. Based on research, the performance of the Pekanbaru City Fire and Rescue Service is still not running optimally, targets are not fulfilled, officers are late in providing services to the community, insufficient budget allocations, and inadequate facilities and infrastructure exist so that it can be concluded that the performance of the Fire Department and Rescue of Pekanbaru City has not gone well.  Keyword : Perfomance, Fire and Rescue Department, Public Department

Abstract

The purpose of this study was to determine the supervision of the control of contract implementation, supervision of the physical implementation of construction, and orderly supervision of financial administration. The problem in this research is the lack of supervision related to the construction of a public cemetery fence funded by the Kampar district budget, and the quality of the TPU fence in Limau Manis Village is less than optimal. This can be seen based on the length that is considered less than the maximum because the fence does not cover the entire burial area, not to mention the problem of cracks in the wall that may be caused by a building foundation that is not optimal. This type of research is descriptive qualitative with a qualitative approach that aims to provide a systematic description of the ongoing situation on the object of research. The location of the study was conducted in Limau Manis Village, Kampar Regency.Based on the results of the research analysis, it can be concluded the research concludes that the Supervision of Public Cemetery Fence Construction project in Limau Manis village, Kampar District, Kampar Regency consists of aspects of supervision of work environment, time, cost and quality of construction. From the aspect of the scope of work carried out in particular relating to the Project Management Organization, Field Submission, Contract Implementation Preparation Meeting (PCM), and the implementation methods and work methods. This was also demonstrated by the project signpost obtained in the field. Aspect of Time with a predetermined target date or completion date that is 50 working days. The cost aspect is known that the construction of the TPU fence in Limau Manis Village is a grant from the Kampar district funded by the Kampar Regency APBDP in 2019 which is listed as a Rp.120,398,000 figure. From the quality aspect by checking the quality of work completion, both in quantity and quality. If there are still shortcomings and do not meet the requirements, then the service provider must repair and complete them first to be submitted again.

Abstract

Parking attendant guidance is an activity to encourage and motivate parking attendants in trying to develop and strengthen the potential in carrying out their responsibilities as a parking attendant and can also raise awareness of their potential. The purpose of this study was to determine and analyze parking attendant guidance by the Pekanbaru City Transportation Agency. This study uses the coaching theory of Santoso (2010) which uses 4 indicators, namely: the existence of guidance, provision of a forum, education and training, in the field. The research method used is a qualitative research method with data collection techniques: interviews, observation and documentation. The results of this study indicate that the parking attendant coaching by the Pekanbaru City Transportation Agency has been running but has not been optimal. This can be seen from the results of the research that there are several parts of the indicators in the coaching concept that have not been fulfilled, namely the provision of guidance, education and training and direct involvement in the field. The parts of the indicators that have not been fulfilled are caused by several factors, namely 1) human resource factors, lack of personnel to supervise parking attendants in carrying out their obligations. 2) the communication factor, the lack of communication that exists between the Department of Transportation, the UPTD of the Pekanbaru City Parking Area and the parking attendants, as one of them is the guidance provided by related parties is not carried out thoroughly and properly. 3) budget factor, there is no definite budget for parking attendant education and training activities. Keywords: Coaching, Parking Attendants.

Abstract

This study aims to determine the role of institutions in achieving employee work optimization at the Dinas Ketahanan Pangan Kota Pekanbaru. Optimization is an action or process that makes something better and more effective. If optimization is associated with the role of institutions, then there are institutional norms that encourage the achievement of work optimization. This study used the Hardjanto indicators, namely equality, consensus orientation, participation, and responsiveness. The research method in this study is qualitative. The result shows that the Dinas Ketahanan Pangan Kota Pekanbaru encourages institutional role in running its organization. Leaders liven up certain norms such as giving every employee fair and equal rights and obligations following their duties and functions, prioritizing deliberation in the policy process, respecting active participation, and encouraging a responsive and serving work culture. Of the four indicators, the responsiveness dimension has not worked well, while the other three dimensions have been implemented properly.ABSTRAKPenelitian ini bertujuan untuk mengetahui peran kelembagaan dalam mencapai optimalisasi kerja pegawai pada Dinas Ketahanan Pangan Kota Pekanbaru. Optimalisasi adalah tindakan atau proses yang membuat sesuatu menjadi lebih baik dan lebih efektif. Jika optimalisasi dihubungkan dengan peran kelembagaan, maka ada norma-norma kelembagaan yang mendorong tercapainya optimalisasi kerja. Penelitian ini menggunakan indikator Hardjanto dimana peran kelembagaan ditentukan dari 4 dimensi yang melekat, yaitu equality, consensus orientation, participation, dan responsiveness. Metode penelitian dalam studi ini adalah kualitatif. Hasil penelitian yaitu Dinas Ketahanan Pangan Kota Pekanbaru menghidupkan peran kelembagaan yang kuat dalam menjalankan organisasinya. Pimpinan menghidupkan norma-norma tertentu seperti memberikan setiap pegawai hak dan kewajiban yang adil dan setara sesuai dengan tugas pokok dan fungsinya, mengedepankan musyawarah dalam proses kebijakan, menghargai partisipasi aktif, dan mendorong budaya kerja yang tanggap dan melayani. Dari keempat indikator tersebut, dimensi responsiveness belum berjalan dengan baik, sedangkan tiga dimensi yang lain sudah dijalankan sebagaimana mestinya.

Abstract

This study aims to determine the strategy of the Department of Cooperatives and MSME and to determine the factors that hinder the strategy of the Department of Cooperatives and MSME in empowering micro, small and medium enterprises in Pekanbaru City. This research is descriptive, describing the reality correctly regarding the strategy of the Department of Cooperatives and MSME in empowering micro, small and medium enterprises in the city of Pekanbaru. Qualitative research aims to reveal certain social situations by describing the true reality. The results of this study are the strategy of the Department of Cooperatives and MSME in empowering micro, small and medium enterprises in the city of Pekanbaru which is applied by the Department of Cooperatives and MSME is strategy formulation, strategy implementation, and strategy evaluation. In the formulation of this strategy, the Cooperatives and MSME Office has not yet maximized the formulation of new strategic initiatives, the formulation of strategies tends to be almost the same as the previous period. The implementation of the strategy has not yet been carried out as planned. Strategy evaluation of the lack of ability of the Pekanbaru City Cooperatives and MSME Office in implementing the strategic initiatives that have been formulated. The factors that hinder the strategy of the Department of Cooperatives and MSME in empowering micro, small and medium enterprises in Pekanbaru City are the limited amount of business capital, limited human resources, limited access to capital. Keywords: Strategy, Empowerment, MSME

Abstract

This study aims to determine: 1) the ability of the staff of the Center for Drug and Food Control (Bbpom) in conducting drug and food control in Pekanbaru. 2) factors that hinder the ability of the staff of the Center for Drug and Food Control (Bbpom) in conducting drug and food control in Pekanbaru. This study uses the Capability theory, Moenir (2008) explains that the capabilities that must be possessed by employees are technical abilities, human abilities and conceptual abilities. The research method in this study is a qualitative method with data collection through interviews, observation and documentation. The informants in this study were employees of the pharmaceutical supervisory division and the first supervisor, general administration and employees of the analysis section of the BBPOM Drug Investigator and Drug Investigator, drug stores and the public. Data analysis used the Interactive Analysis Model technique. The results showed that the staff of the Center for Drug and Food Control (BBPOM) in carrying out the supervision were capable. However, there are inhibiting factors in employees carrying out supervision, namely the lack of facilities and infrastructure and the lack of human resources as well as the conceptual ability factor, namely the covid-19 pandemic. Keywords: Capability, Performance, Supervision, Human Resources, Employees.
