Abstract

Research is a study to describe e-library services. the electronic (E-library) is a library that holds data those in the (writing), pictures, voices in the form of electronic files and distribute them using electronic protocol via computer networks. Based on observation, the problems that happened is the lack of attention for facility of the library completeness e-library and management of devices those are not optimal.The research is to determine and analyze service quality e-library (the library email) in the Soeman Hs Libarary in the Province of Riau and to determine and analyze the factors that affect the quality of e-library services (the library email) at the Soeman Hs library in the Province of Riau.The concept of the theory that used is the service has the Tangible, Reliability, Responsiveness, Assurance, and Empaty. This study is using the method of qualitative research with data collection is descriptive. In the collection of data the author uses of the interview techniques, observation, and documentation. The key informants as a source of information and analyze of data.The conclusion of the research the Soeman Hs library has good enough quality in served the community and in according with what is expectation by the visitors the library, and to complete the facilities and infrastructure, especially e-library is less to the amount of hardware that's available, you know the factors those affect the quality of service in the Soeman Hs library are the facilities and infrastructure those are not adequate and human resources (HR) who lacks educational background of the library is needed.Keywords : Service, E-Library

Abstract

Raskin is one of teh social protection program, that means is to meet the needs of food (rice), which is expected to reduce the expulsion of poor households. Raskin began since 1998. The financial crisis of 1998 was the beginning of the implementation of Raskin program which that means to strengthen the resilience of domestic programs, especially poor households. Was originally called Program Special Market Operation (OPK). And then in 2002 was converted into a program Raskin. In distribusion households targeted beneficiaries will receive 15 Kg/RTS-P/mounth with teh price Rp. 1.600/Kg at the distribution points. In fact the distribution of Raskin is not always fully guided in government policy as outlined in the general guidelines Raskin 2014. Researchers took special location in the district Kerumuta of Pelalawan regency. The mean .this study was determine the factors that influence the effectiveness of the distribution of Raskin.This research use qualitative descriptive method. Data accumulation to do with observation method and deepen interview from various informant who already determined. The qualitative research, data retrivied from primary and secunder source. In analysis of data, all information that collected must studied until can withdrawn a conclusion be one unity thet complete, that is result of research. The teory concept thet used is Steers teory about factor that influence of effectiveness.The result of this research was concluded that effectiveness of Raskin distribution in Kerumutan district Pelalawan Regency assessed less effective because not achievement of target 6 T, that is exact of target, amount, price, time, administration and quantity. Then, factor that influence of effectiveness Raskin distribution are employee or executor factor that review from availability human resource and wisdom management practices factor that review from strategy and accupation mechanism of Raskin distribution.Keyword: Raskin effectiveness, Raskin program, factor that influence of effectivenes.

Abstract

Poverty is still a big problem in people's lives and makes individuals unable to produce anything, causing unwanted behavior and looking for wrong ways to fulfill their daily needs such as begging, stealing and so on. The electronic mutual coorporation stall joint bussiness group at program of family expectations program is the flagship program of the Indonesian Ministry of Social Affairs in the context of poverty alleviation. electronic mutual coorporation stall joint bussiness group is an agency managed by the joint bussiness group service in the framework of serving non-cash disbursement of food aid, carrying out productive economic businesses as well as a means of sustainable business to improve the welfare or economy of the manager. Therefore, the management capacity of the electronic mutual coorporation stall joint bussiness group service is needed so that the benefits of this program are felt by managers and recipients of non-cash social assistance. The purpose of this study is to determine how the capacity of the management of the electronic mutual coorporation stall joint bussiness group service Sahabat Kita in Tampan District and to know the factors that affect the capacity of manager the electronic mutual coorporation stall joint bussiness group Sahabat Kita. This research uses qualitative research and the determination of informants using purposive sampling technique and primary and secondary data obtained through observation, interviews and documentation and then analyzed based on the research problem. The result of this study indicate that managers electronic stalls mutual aid business group Sahabat Kita have not shown a high capacity in managing electronic stalls mutual aid business group. The large number of inactive members made several electronic stalls mutual aid business group activities not carried out, such as the marketing of products and the target beneficiary families taht had to be served had not been achieved. And there is no cooperation with the external parties. Abstract

Standard Operating Procedure (SOP) is guidance of work stages to perform tasks based on function and tools of work assessment made systematically in order to maintaining bureaucratic effectively and efficiently. SOP arranged to abridging, straightening, and ordering tasks which it is contained chronology of process in performing tasks from the beginning task until the last task. Therefore, in making of halal certification, LPPOM MUI as executioner of the process has arranged a plot of SOP systematically before the certification being published including catering enterprise. Facts on field that society and producer are in misperception to SOP halal licence publication. This research aimed to understand SOP of halal licence and its application to Catering Enterprise in Pekanbaru City.Theory of concept which is used by researcher is SOP theory by Purnamasari, which indicators such as Consistency, Efficiency, Minimization of Error, Problem Resolution and Working Map. This research use qualitative research method which data analyzed descriptively. In data collecting, researcher use interview technique, observation and documentation. With using technique of purposive sampling as source of information and triangulation technique as source of data validityResult of this research shows that SOP of Halal Certification by LPPOM MUI Riau generally and catering enterprise particularly is good enough, nevertheless not implemented maximally based on efficiency which is not fast by time and precise along with lack of public socialization to society or producers in Pekanbaru City. On the other hand, process that working manually made execution of certification still not fast by time and Halal Guarantee System (HGS) not fully implemented by LPPOM to catering enterprise in Pekanbaru City.Keywords: Implementation, SOP, Certification, Halal

Abstract

Management Infrastructure of Trans Metro bus is a method implemented by the Transportation Department of Pekanbaru City to make Trans Metro Kota Pekanbaru a safe comfortable, reliable and affordable and made pekanbaru livable as a city. Transmetro management is in control The department of transportation Pekanbaru managed by technical service unit of of urban transportation management system. The purpose of this study is to find out how management Infrastrukture of Trans Metro bus and inhibiting factors . Is the theoretical concept used by the writers is management function by Amirullah  which consists of:Planning, Organization, actuating, controlling. The research method used is a type of qualitative research case study approach, the selection of informants using the purposive sampling technique. The techniques of collecting data are through observation, interviews, library studies, and documentation. The results of this study at  realization Strategic the management of Trans Metro bus by Departement Transportation at Pekanbaru city optimally. The inhibiting factors include facilities and infrastructure , budget , human resources and lack of public awareness . Abstract

Kuantan Singingi Regency is one of the regencies in Riau Province which has been developing rapidly in recent years, one of which is in the oil palm plantation sector. However, due to the rapid establishment of oil palm companies, there are many industrial wastewater discharges caused by the disposal of these companies. The purpose of this study was to determine the supervision of industrial wastewater from the Environmental Agency of Kuantan Singingi Regency in the supervision of industrial wastewater and to determine the inhibiting factors for supervision of the Environmental Service Office of Kuantan Singingi Regency. Supervision activities that have been carried out are industrial liquid waste monitoring activities. The pollution found was obtained from industrial wastewater with a percentage exceeding the quality standard, the activities carried out by the Environmental Service had not been maximized so that violations of passing quality standards, and lack of firmness in imposing sanctions on companies were found phenomena. This type of research is qualitative research with a descriptive case study approach. The collection of data obtained both primary data and secondary data were collected through interviews, observation and documentation then analyzed so that conclusions can be drawn from existing research problems. The results of this study found that the supervision of the Environmental Agency in monitoring liquid waste has not been carried out optimally, this is due to several inhibiting factors, namely the ability of human resources, funds and infrastructure and company behavior. Keywords: Supervision, industrial liquid waste, quality standards

Abstract

In order to improve the quality of housing and settlements, the government launched a city program without slums (KOTAKU) starting in 2016. The No Slum City Program (KOTAKU) is a program implemented nationally in 271 Regencies / Cities in 34 Provinces that become "collaboration platforms". Pesisir is one of the villages that received the KOTAKU program in Pekanbaru City, the purpose of this study is to see how the Implementation of the No Slum City Program (KOTAKU) in the Pesisir Sub-District of Pekanbaru City and what are the factors that inhibit the KOTAKU Program Implementation . This research was conducted in Pesisir Sub-District, Limapuluh Subdistrict, Pekanbaru City. The theoretical concept used in this research is Manullang theory management which has four management function indicators, namely planning, organizing, directing, and controlling. The research method used is qualitative with data collection techniques through interviews, observation and documentation. The selection of research informants used purposive sampling technique. The results of this study indicate that the implementation of the No Slum City Program (KOTAKU) in Pesisir Sub-District of Limapuluh Kota District in 2017 has not been carried out optimally. In the planning stage there were people who agreed and disagreed when eating the road and their home page was used for more environment well. At the stage of organizing a miss communication between the LKM and the KSM. At the implementation stage there were still delays in work assignments in the field, while the factors that hampered the implementation of the No Slum City (KOTAKU) program in Pesisir Village were community participation.Keywords : Implementation, No Slum City Program (KOTAKU)

Abstract

The placement of billboards has a major influence on urban life because the billboard media is often the place where information can be delivered effectively. The reality of billboards in JPO is very disturbing for users of pedestrian bridges because of the large billboards that are not in accordance with the less well maintained JPO Pekanbaru.This study aims to determine the Implementation of Mayor Regulation Pekanbaru Number 24 of 2013 on the Implementation of Reklame In Pekanbaru City (Case Studies Bulletin Board At the Crossing Crossroads of Pekanbaru City). Theoretical concept of the researcher is the implementation of the policy by using the Mazmanian and Sabatier theory by looking at the data obtained will be discussed thoroughly based on the fact that the institution or research office is implemented. Then compared with the concept and theory that support. The research method used is qualitative research with descriptive data assessment. In the data collection, researchers used interview techniques, observations, and documentation set based on Snowball sampling.Based on the results of research show that not yet opimal this is seen there are deficiencies, there are many billboards that pairs in JPO that JPO own conditions are not good and many are not feasible and JPO development is not in accordance with the criteria. The factors that influence this research are poor communication, lack of public participation and attitude of executor.Keywords: Implementation, Policy, People Crossing Bridge

Abstract

Science and technology are increasingly rapidly causing the need for information for every government organization and the private sector is an absolute matter. One that can be used as a source of information, namely archives, archives are records of information from an organization and individuals that are created along with the activities of the organization. Archives have a very important role in many aspects of life, apart from being a source of information, archives are also authentic evidence that can be justified. In this study, using qualitative methods using interview techniques, documentation, and observation. Researchers use Gibson's theory of effectiveness which divides effectiveness into five criteria, namely productivity, quality quality, efficiency, flexibility, and satisfaction. The management of dynamic archives is carried out by the Pekanbaru City Library and Archives Office. The purpose of this study was to determine the effectiveness of the management of dynamic archives at the Pekanbaru City Library and Archives Service. Management of dynamic records that is carried out has not been managed optimally, this is due to several factors that cause the effectiveness of managing dynamic archives at the Pekanbaru City Library and Archives Service is not optimal because human resources are considered insufficient to manage these dynamic archives and many still do not understand knowledge of dynamic archives, then insufficient facilities and infrastructure to support dynamic archive management activities.     Keywords: Effectiveness, Management, Dynamic Archives

Abstract

AIDS Commission as the implementer of AIDS prevention coordination based on Pekanbaru Mayor Regulation No. 32 of 2013 on Prevention and Response of HIV and AIDS in Pekanbaru City. In coordinating the implementation of AIDS prevention, the symptoms of lack of participation of leaders between the AIDS Prevention Committee and other institutions in Pekanbaru City either formally or through coordination meetings and the delegation of authority in the implementation of coordination. Based on these matters, the researcher wishes to conduct qualitative descriptive research about how the implementation of AIDS prevention coordination and the factors that hinder the coordination of AIDS prevention in Pekanbaru City. This study aims to find out and analyze the coordination of AIDS prevention and to know and analyze the factors that hinder the coordination of AIDS prevention in Pekabaru City. This study uses theoretical concepts according to Hasibuan (2011) about coordination tools that use 4 ways: Division of Tasks, Discipline, Meeting, and Unity of Action. Then for the factors that hamper based on the author's observation in lapngan that is less supportive facilities and infrastructure, insufficient budget, poor community participation, and the participation of the coordinating leaders of the institution which is an obstacle in coordinating AIDS management in Pekanbaru City so that the optimal response has not yet been manifested.Keywords: Coordination, AIDS Prevention
