Abstract

The purpose of this study is toinvestigate and analyze the factors that influence the effectiveness of tax collection excavationtaking class C Singingi Kuantan District. This research was conducted at the District RevenueOffice Singingi Kuantan, where the informant resnponden and research studies is an employee inthe Office Pendapayan Singingi Kuantan district and taxpayers making excavation group C. Datawas collected through questionnaire dissemination techniques, interviews and observations,once the data is collected and then analyzed using qualitative descriptive analysis. The resultshowed that the effectiveness of tax collection excavation taking class C in Kuantan DistrictSingingi then concluded quite well. Discovered factors that influence the effectiveness of taxcollection making excavation category C is a factor of division of labor and human factors.

Abstract

Penerapan Modal Sosial dalam Upaya Pemberdayaan Masyarakat Industri BatuBata. Tujuan penelitian ini adalah untuk menganalis bagaimana penerapan modal sosial dalamupaya pemberdayaan masyarakat industri batu bata di Kecamatan Tenayan Raya Kota Pekanbaru.Pembangunan yang perlu dilakukan oleh pemerintah tidak hanya pembangunan fisik saja, melainkanpembangunan yang mengarah pada pembangunan masyarakat. Modal sosial yang merupakansalah satu aspek dalam rangka pemberdayaan masyarakat kerap terlupakan. Peningkatan mutukehidupan masyarakat dapat dilakukan dengan meningkatkan modal sosial dalam masyarakattersebut. Melihat kondisi yang terjadi pada masyarakat industri batu batu belum terdapat peningkatanperekonomian secara signifikan dalam meningkatkan taraf hidup keluarga mereka. Metodeyang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dengan instrumen penelitianberupa wawancara mendalam, observasi (pengamatan) dan dokumentasi. Hasil penelitianmenunjukkan bahwa penerapan modal sosial masyarakat industri batu bata di Kecamatan TenayanRaya belum maksimal dilaksanakan. Dari hasil penelitian ditemukan bahwa elemen-elemen modalsosial yang paling berpengaruh pada masyarakat Kelurahan Sialang Sakti adalah kepercayaandan jejaring sosial. Disamping itu kurang berfungsinya kelembagaan masyarakat, dan perananantokoh masyarakat sehingga berdampak kepada pemberdayaan masyarakat dalam rangka meningkatkantaraf kehidupan masyarakat industri batu bata di Kecamatan Tenayan Raya.

Abstract

This research can be classified as field research because primary data is obtained from questionnaires and interviews while secondary data is obtained in the form of documentation. The purpose of the study was to determine the effect of work motivation on employee performance at BKKBN Riau Province. This research is considered necessary because work motivation is one of the indicators of employee performance and based on recapitulation data on the performance appraisal of Riau Province BKKBN employees in 2015 – 2019 is considered to be experiencing instability. The method used in this study is a quantitative method that uses a sample of 26 respondents, obtained by all employees at the Riau Province BKKBN. This study was analyzed by simple linear, T test, and coefficient of determination (R2) with variable X namely Motivation and Variable Y namely Employee Performance. The results of this study indicate that motivation has a significant effect on employee performance, where the Head of Service as a leader has a role to motivate. This is evidenced by the results of simple regression calculations showing that the level of tcount on the motivation variable is equal to indicates that tcount (3,553)>(2.842). so it can be concluded that H0 is rejected and Ha is accepted with the meaning that motivation has a significant effect on employee performance. And the coefficient of determination is 0.345, which means that the influence of motivation on employee performance is 34.5% while the remaining 65.5% is influenced by other factors not examined in this study. Abstract

Tourism is one type of new industry that is able to generate rapid economic growth in the provision of employment, Siak regency is one area in Riau Province, known as the homeland of Malay culture, it is supported by various kinds of tourist objects such as nature tourism, History, culture and artificial tourism. One of them is the natural tourism object of Danau Naga SaktiTourism in Pusako District.The problems in this research are the factors that encourage and hamper the development of the attractions of Danau Naga Sakti, the development strategy undertaken by the Siak Regency Government in developing the attractions of Danau Naga Sakti and how big the contribution of the attractions of Danau Naga Saktimagic to the original income of Siak regency. This study aims to explore the development strategy And to know the potential of tourism that can be developed in the area of Danau Naga Sakti tourist attraction and also know the factors that influence the development of Danau Naga Sakti Tourism object in Pusako Subdistrict Siak Regency.The theory used is the management strategy of Elittan and Anatan and analyzed SWOT from Rangkuti. The research method used in this research is descriptive qualitative research method. Data collection is done by interview, observation and documentation. Data analysis technique used is Triangulation technique. Further analyzed by using SWOT analysis. From the research results can be seen that in developing the object of Danau Naga Sakti Tourism is done by using technology strategy, innovation strategy and operation strategy. Furthermore, SWOT analysis was conducted to find out what strategies are suitable for the development of this Danau Naga Sakti Tourist Attraction.Keywords: Tourism Object Danau Naga Sakti, Strategy, Tourism Development

Abstract

This research is based on the phenomenon is still often the occurrence of corruption, collusion and nepotism (KKN) practices of goods and services by the government. So that e-procurement can be an instrument to prevent and reduce corruption, collusion and nepotism (KKN) because through e-procurement program, procurement of goods and services can further improve transparency and accountability, increase market access and fair business competition, Improve the efficiency of the procurement process, support monitoring and auditing processes, and meet real-time information access needs. So the purpose of this study is to know the effectiveness of procurement of goods and services electronically (e-procurement) on LPSE Pekanbaru and to determine the factors that affect the effectiveness of procurement of goods and services electronically (e-procurement) on LPSE Pekanbaru.The concept of theory used is effectiveness, which Mahmudi proposes. This research uses qualitative research methods with descriptive data assessment. In the data collecting researchers using interviewing techniques, observation and documentation. By using key informant as source of information and technique of tringulation as source in testing of data validity.The results of this study by using e-procurement program in the procurement of goods and services within Pekanbaru city government has not been implemented effectively. Because this is due to limited human resources (HR), technical difficulties and limited funding. Abstract

This research is a study to describe the management of the Bukit Rimbang Bukit Baling conservation area in Kampar Regency, Riau Province. Conservation areas are natural conservation areas for the purpose of collecting natural and artificial plants and animals of the original and non-native species, which are utilized for the benefit of research, science, education, supporting cultivation, culture, tourism and recreation. Based on field observations and data obtained, the problems that occur are Bukit Rimbang Bukit Baling has not been properly managed by the Riau Natural Resources Conservation Center (BBKSDA) as the responsible party, because there are still forest damages committed by those who not responsible. The purpose of this study was to determine the management of Bukit Rimbang Bukit Baling natural resources in Kampar Regency, Riau Province. The concept of the theory used is a management function that starts from planning, organizing, implementing and monitoring. This research uses qualitative research methods with descriptive data analysis. In collecting data the author uses interview, observation and documentation techniques. The results of this study conclude that the management carried out by the Center for Natural Resources Conservation (BBKSDA) is still in the category of not optimal. There are still shortcomings in planning, organizing, implementing and monitoring. The factors that influence BBKSDA in the management of Bukit Rimbang Bukit Baling are lack of human resources and inadequate facilities and infrastructure to carry out management activities.Keywork: Management, Conservation, Bukit Rimbang and Bukit Baling

Abstract

The number of Internet Cafes in Pekanbaru City is the highest number compared to the City / Regency in Riau Province. Based on the observations that the authors do in the field, it is seen that many internet cafes in Pekanbaru City violate regulations such as its many internet cafes that operate beyond the operational hours, many students who play in internet cafes at study hours. based on the above, the researcher is interested to study how the Internet Cafes Supervision in Pekanbaru City. This type of research is done by qualitative approach with descriptive method. Based on field facts with observation data collection techniques, interviews, and documentation. The concept of Theory used is Supervision according to Sukanto that there are 3 variables are: Determining the standard of supervision, Conduct research on the object of supervision, Make corrective action against violations. The informant of this research is from Satpol Police Unit of Pekanbaru City. The results of research conducted by researchers can be concluded that the supervision of internet cafes business in Pekanbaru City has been running of internet cafes business in Pekanbaru City. Factors influencing the supervision of internet kiosk business Pekanbaru is the lack of personnel of Pekanbaru Police Precinct Police Unit in conducting supervision, because the number of supervisors with the supervised is not worth it, then the second factor is the supervision system which is not good supervision system, that is supervision rarely done and not routine then still often the occurrence of leaked information raids to internet cafe business owners at the time will be done raids. Abstract

Elementary school 002 Koto Peraku is unit technical institution from Kuansing department. The function is giving attendant to make students intelligence in area subdistrict Cerenti. To create the purpose of education can useful for people or public, performance of school is influences to know the capability education in this school. But, these performance of school at SDN 002 Koto Peraku subdistrict Cerenti, Kuansing regency still low.Researcher use teori based on Mohamad Mahsun said there is some indicator in performance of organization: input, process, and output. The purpose of this research is to analyze how performance of school at SDN 002 Koto Peraku subdistrict Cerenti, Kuantan Singingi regency. This research is descriptive research the researcher. Used metode avalitative and snowball sampling to get the data the researcher use interview, observation, and documentation.Result of this result is performance of school at the SDN 002 Koto Peraku still low because lers the teacher (need teacher) means need teacher based on quality and quantity at this school sarana and prasarana still low to increase process studying. Support factor performance of school is teamwork all the teacher, obstacle factor performance of school is headmaster at school dont care with teacher and students, individual factor the teacher cant develop individual, system factor facilities of school dont enought to increase students and situational factor area at the school dont comfortable and safe for students.Keyward : Analyze, Performance

Abstract

Employee discipline is an important factor that greatly influences the success of government organizations. Civil Servants (PNS) will not be able to take responsibility for their work if they are not disciplined by the rules that apply. This study has used government management theory and the concept of work discipline with fundamental analysis on compliance with regulations, effective work, corrective action, timely attendance and the ability to finish work on time. Inhibiting factors in the implementation of employee discipline consist of internal factors (competence, work experience, technology, management systems, compensation, leadership, work enthusiasm), internal factors greatly influence employees in the Discipline in the implementation of work discipline, so they must be able to become more employees discipline in accordance with existing regulations. external factors (economic, cultural, religious), these external factors affect every employee in the Disparbudpar in carrying out discipline, in this case internal and external factors must go hand in hand to make employees become more disciplined  Keywords: Employees, Work Discipline, Performance Targets and Government Management

Abstract

Padang has a lot of tourism potential , the potential fine nature, culture , history and others. But very unfortunate that the slow movement of the Department of Culture and Tourism of Padang so that there is untapped potential optimally . Seeing this attraction facilities and infrastructure provided is not adequate , there is still a lack of promotion of tourist attractions , and the lack of cooperation with the private sector . Department of Culture and Tourism of Padang design a program to develop the Region Attractions Padang city into a tourist destination . This study aims to determine the development efforts of attractions in the city of Padang and the factors that influence the development efforts attractions in the city of Padang .The theory used is Yoeti theory that human resources management, transport , service facilities , promotions , and attractions . In this study the author uses descriptive qualitative research methods with research sites in the Department of Culture and Tourism of the city of Padang and who serves as key informant was the head office data collection techniques such as interviews , observation and documentation . And analysis of data from the efforts of development used by the Department of Culture and Tourism and then analyzed what are the factors that influence the development efforts attractions in Padang are supported by interviews conducted by the researchers then be deduced .From the results of this research note that tourism development efforts in Padang made the Department of Culture and Tourism has not yet optimal management of human resources is still need for training , operational transportation does not exist, the need for additional support facilities , attractions along the coast is not optimal . Factors affecting the development efforts of attractions in the city of Padang , namely lack of funds, lack of funds from local government and hampered by land acquisition in the city of Padang .Keyword: Development, Contruction, and Inhibiting Factors
