Abstract

This study aims to determine the development strategy and to determine the factors that hinder the tourism development strategy of Tembulun Berasap waterfall by the local government and the community in Pejangki Village, Batang Cenaku District, Indragiri Hulu Regency. This research is a study that uses a qualitative methodology. This research is descriptive in nature, correctly describes the reality of the development strategy of the Tembulun Berasap waterfall in Indragiri Hulu Regency. Qualitative research aims to reveal certain social situations by describing the true reality. The results of this study are the strategy for developing Tembulun Berasap waterfall tourism by the local government and the community in Pejangki Village, Batang Cenaku District, Indragiri Hulu Regency, including: a) renewal of the objectives of implementing strategies that will be formulated, especially in the form of coaching, counseling, socialization, and assistance. funds for the development of facilities and infrastructure so that the Tembulun Berasap Waterfall tourism object can provide sustainable benefits, b) renewal of regional regulations governing the implementation of tourism object development and implementation of tourism programs that can attract visitors, as well as increasing the role of Regional Government Work Units c) tourism marketing development programs, tourism destination development programs, partnership development programs, creative economic development programs based on cultural arts and creative arts stage activities are implemented optimally. The factors inhibiting the tourism development strategy of Tembulun Berasap waterfall by the local government and the community in Pejangki Village, Batang Cenaku District, Indragiri Hulu Regency are: a) the lack of infrastructure and tourism support facilities is still lacking as well as the maintenance of existing facilities is not optimal so that the available facilities look slum and not well maintained, b) lack of professional management in systematic and planned management, c) lack of APBD funds that affect the implementation of the Tembulun Berasap Waterfall tourism development program and 4) bad behavior of the community and tourists who cannot maintain the cleanliness and beauty of the waterfall tourism object Smoky Wall. Keywords: Development, Strategy, Tembulun Berasap Waterfall

Abstract

This study aims to identify and analyze the strategy of the Department of Transportation, Communication and Information Pekanbaru in improving sector revenue levy controlling telecommunications tower in the city of Pekanbaru. The problem in this study is not optimal retribution control telecommunication towers, while the potential revenues are not comparable with revenue realization from year to year. With targets that are considered comparable to the ability of achieving the target is not necessarily a problem that must be solved. Therefore, this study tries to analyze the strategy undertaken by the City Dishubkominfo Pekanbaru, based on the theory of strategy and policy with qualitative descriptive approach. This study shows that the strategy Dishubkominfo of the encouragement of technology in improving the reception area of the levy has been promoting the use of technology, especially in terms of information, but from the technical effectiveness has not been done. Instead of the technology market, Dishubkominfo not utilize the technology market so that the efforts of this side is felt not maximized. From the aspect of innovation strategy can be seen that Dishubkominfo Pekanbaru from the overall indicator has yet to show a systematic effort to increase local revenues from telecommunication sector levies control tower. Lastly in terms of operations strategy, there had been some activities carried out in the administrative improvement of services, improvement of the work program, forming the image of the Department. However, the program was considered not optimal for the human resources that are less qualified and absence of law enforcement committed against offenders. Internal factors such as boost the performance of leaders and external factors such as taxpayer compliance an obstacle to increased acceptance of retribution control telecom tower sector. Abstract

The supervision of the placement rights letter is to assist in the implementation of Regional Regulation Number 9 of 2014 which contains that every trader must have a Right of Placement. There are still many traders who do not have these Placement Rights letters in traditional markets. By not making a Placement Rights Letter this is one of the factors that decreases market retribution. Traders still do not understand this Placement Rights Letter because the merchant feels that the SHP is just a stall rental permit. Supervision is carried out every time there are reports or data of traders entering to make stall rights letters which are included in Pekanbaru Mayor Regulation Number 30 of 2016. Research conducted using qualitative research methods. This study uses the concept of supervision by Manullang, namely: Determining a Measuring Instrument (Standard), Conducting Assessment, Conducting Corrective Action. This research data collection techniques carried out were observation, interviews, documentation and literature study using descriptive analysis techniques. Supervision of the Placement Rights Letter of traditional markets in Pekanbaru, especially the tassel market, is not in accordance with the Regional Regulation of Pekanbaru City Number 9 of 2014 and the Regulation of the Mayor of Pekanbaru Number 30 of 2016. The supervision of the Placement Rights Letter was supervised by the Disperindag by the market and assisted by the UPTD. The market sector assigns tasks to the UPTD if there are problems in the market that have not been resolved. Problems arising, especially the tassel market, among others, are many traders who do not have a Placement Rights Letter, traders are late paying kiosk rental fees, traders complain lonely buyers who come to the tassel market to shop and less safe and comfortable tassel market conditions for traders and existing buyers. The factors that influence the Supervision of Placement Rights Permit Traditional Market stall (Case Study of market Rumbai Pekanbaru City) are human resources and merchant participation. Human resources will influence supervision so that merchant participation is expected. So that payments will be made on time. Abstract

Ease, speed, and accuracy in providing a service into service demands in the tax sector, as a concrete step to improve the service quality of the Tax Office Pratama Pekanbaru Charming to make an innovation service tax payment electronically or called e-Billing. However, based on field observations, researchers look at the implementation of this innovation is still a lot of taxpayers who do not understand its use because of the inability to use information technology.The purpose of this research is to find out how innovation of tax service with e-Billing innovation and what factors influencing e-Billing innovation. Theoretical concept used by the researcher is innovation using five indicators that is Relative Advantage, Compability, Complexity, Triability, and Observability This research uses qualitative research method, with descriptive data assessment. In data collection, researchers used interview techniques, observation, documentation, and literature study.The results of this study indicate that the innovation of tax payment with e-billing is done in the Office of Tax Service Pratama Pekanbaru Charming is optimal in accordance with the expected by the taxpayer. Factors affecting the innovation of tax payment with e-billing is the first human resources (apparatus) is the lack of employees in KPP Pratama Pekanbaru Charming, the second Taxpayers who still do not have the willingness to learn to use information technology and still lack understanding of the use of e-billing And the third means (network) Taxpayers are still reluctant to use their own facilities due to the absence of internet network or networking disorders often occur in the gadget so it is feared there will be an error when the data entry taxation.Keywords: Service Innovation, e-Billing

Abstract

The State Civil Service Agency (BKN) is one of the non-ministerial government agencies in Indonesia that has the task of carrying out government duties in the field of state personnel management. Therefore, the Regional Office XII of BKN Pekanbaru made an innovation in personnel services using the SELAIS application. SELAIS is an online application that supports a web-based integrated service center designed to facilitate staffing services for the XII BKN Pekanbaru regional office. The purpose of this study was to identify personnel service innovations using the SELAIS application and to determine the supporting and inhibiting factors in the implementation of SELAIS application innovations at the Regional Office XII BKN Pekanbaru. This study uses descriptive qualitative methods, the selection of informants using purposive sampling technique. Data collection techniques are through observation, interviews and documentation. The results showed that employee service innovation using the SELAIS application at the Regional Office XII of BKN Pekanbaru had been implemented well. The supporting factors in the application of the SELAIS application are motivation, infrastructure, and human resources. And the inhibiting factors in the application of the SELAIS application, namely, the socialization that has not been optimal and the lack of knowledge sharing between operators in the agency so that there are still employees who perform services manually because they do not know about the jams application to facilitate staffing services. Key word: Innovation, service, electronic-based service innovation

Abstract

Waste control of PT. Sinar Utama Nabati by the Department of Environment of Kuantan Singingi Regency found several problems found by researchers, including the leakage of the B3 waste disposal pool so that it flowed into the Bawang River water flow and damaged the river flow which caused the river water to change color from clear to pitch black, water foul-smelling and many dead fish. The purpose of this study is to find out the controls and what factors inhibit waste control. The theoretical concept used by the Hasibun model (2015), which consists of determining standards, measuring implementation, comparing implementation and carrying out corrective actions. This research method is a qualitative research case study approach, the selection of informants using Purposive Sampling techniques. The technique of collecting data through observation, interviews and documentation. The results of this study were the Department of Environment of Kuantan Singingi Regency, which was quite good in implementing controls. Inhibiting factors include human resources, consideration of labor and ethics of industry. It is recommended that the Environmental Office of Kuantan Singingi Regency pay special attention to the disposal of B3 waste from industrial companies and PT. Sinar Utama Nabati further enhances its business ethics so that people can enjoy the positive impact of the palm oil mill. Keywords : Management, Control, Environmental Pollution

Abstract

Management of Riau Main Stadium (SUR) has many obstacles and constraints. The obstacles can be seen from the ownership status of SUR that unclear from year 2013 – 2015, in 2012 after the implementation of PON in Riau Province. The ownership of SUR due to uncertainty of regarding the status of the debts helps by the Provincial Government to the contractor building in the stadium. Consequently have an impact on not managed of SUR, resulting SUR be groomed and well maintained. It can be seen from the surrounding area of the stadium which is already covered by bushes, and damaged several other supporting infrastructure such as building toilets, ticket purchases, and so on, by November 2016.This study uses the concept by theory Yusuf (2015), which states that in relation to the rules - the rules that limit, at least - there is at least three factors that need to be considered in the optimization of the regional asset value of the asset, the asset functions, as well as asset management systems and procedures. This study uses qualitative research with an assessment of descriptive data. Data collection techniques were collected by the researcher through observation, interviews, and documentation.This results indicate a conclusion that the factors that hinder SUR management deals with three problems with the environment of space. Namely the limited authority of Dispora manage, not the allocation of budget funds to meet development needs and repayment of debt, and also the scope of time to complete the stage-by-stage problems that stadium, because it is the next necessary seriousness for the government in managing the assets that exist in Riau including SUR, one of them with a good understanding in managing assets - public assets in an integrated and strategic by considering environmental aspects, sustainability, and the demands of society.Key Words : Regional Autonomy, Asset Management, Riau Main Stadium

Abstract

The implementation function is an effort to create a climate of cooperation among the staff of program implementation so that the organization's goals can be implemented effectively and efficiently. The function of execution and supervision is the most important management function in a management process. Public service or public service can be defined as any form of services, either in the form of public goods or public services which in principle become the responsibility and implemented by the Government agencies at the Central, in the Region, and within the State-Owned Enterprises or Regional Owned Enterprises , in order to meet the needs of the community as well as in the implementation of the provisions of legislation. In this study the authors use the theory of Budiman in L.P Sinembela (2016) consisting of Reliability, Tangibles, Responsivenes, Assurance, Empathy. The type of research is descriptive qualitative research method. This research was conducted at the Office of the Head of Kubu Regency of Rokan Hilir Regency. Techniques of collecting data through interviews, observation, and documentation. Data analysis used qualitative descriptive method. The results of this study indicate that the Implementation of Service in the Office of the Sub-District Kubu Rokan Hilir in the management of correspondence is not optimal. It means that human resources are still classified as less. In addition the facilities and infrastructure needed is still inadequate, so that in the correspondence not in accordance with the time specified.Keywords: Implementation, service, human Resources

Abstract

The proliferation of new tourist attractions outside the city of Bukittinggi, of course, will have an effect on tourism in the City of Bukittinggi, both from the domain of visits and revenue. With the development of tourism that does not change, many tourists are likely to get bored with tourist attractions that just like that every year that may be able to reduce revenue in the city of Bukittinggi. Being aware of this requires a new development to attract the interest of tourists to travel to the city of Bukittinggi. This research is conducted to find out how the development of tourism conducted by the Department of Tourism Youth and Sports City of Bukittinggi to increase the original income area in the tourism sector and to determine what factors affect the development of tourism in increasing local revenue. According to the theory there are several kinds of analysis used for the development of tourism is planning (planning), organizing (organizing), actuating (movement), and Controlling (supervision). This research uses descriptive qualitative method that is analysis which try to give detailed description based on reality found in field. The results of this study indicate that the development of tourism Bukittinggi city affect the increase in local revenue. The tourism office of youth and sports of Bukittinggi city has made several improvements in the places of tourism objects in Bukittinggi, Kinantan Culture Park and Park Panorama Lobang Japan. However, the development has not been smooth, due to lack of budget from the government to do the development. So the development is not done thoroughly, due to lack of budget from the government. Abstract

Migrant Workers are holders of visa for work in Indonesia. Supervisoin of migrant workers is necessary for decrease illegal workers in Pekanbaru city. Supervisoty team of migrant workers Dinas Ketenagakerjaan dan Transmigrasi Provinsi Riau, it is including relewant instantion in the implementation. The purpose of this reasearch is to know the supervision of migrant worker in Pekanbaru city.  This study uses the theory of  the objective use of Migrant Workers According by Manullang (2015:184) namely: Determining a Measuring Instrument (Standard), Conducting Assessment, Conducting Corrective Action. The research method is a type of qualitative research case study approach, the selection of informants using Purposive Sampling techniques. Data collection techniques through observation, interviews, and documentation. Research Results Supervision of Migrant Workers in Dinas Ketenagakerjaan dan Transmigrasi Provinsi Riau (Case Study of PT. Medco Ratch Power Riau of Project  PLTGU Tenayan Raya) shows that the supervision of migrant workers activity is not yet maximal. The inhibiting factors include human resources, manye, and facilities and infrastructure.
