Abstract

This study aims to determine and measure the effectiveness of the management of the Kasepuhan Palace tourist attraction by the Badan Pengelola Keraton Kasepuhan in tourism development in the city of Cirebon with the theory used, namely the effectiveness approach by Hari Lubis & Martani Huseini (2009: 111-118) which includes; Source Approach, Process Approach, and Target Approach. The research method used is qualitative through a descriptive approach. In determining research informants using purposive techniques, namely selected with certain considerations and objectives that understand the focus of the research. The data collection techniques used in this research are interviews, observations, and documentation studies. The results of this study, among others, the quality of human resources owned has not been competent due to the absence of educational standards in the recruitment system, the absence of work mechanisms contained in the Standard Operating Procedures, weak preservation efforts of historical heritage objects and cultural heritage objects caused by budget constraints, maintenance mechanisms that are still traditional, and procedural reporting of repairs that are not easy, weak communication and coordination between the Dinas Kebudayaan dan Pariwisata Kota Cirebon and the Badan Pengelola Keraton Kasepuhan on the focus of tourism issues, and managers do not have a commitment to the strategic planning of tourist attraction development. The conclusion of this research is that the management of the Kasepuhan Palace tourist attraction carried out by the Badan Pengelola Keraton Kasepuhan has not been effective.

Abstract

Revolusi Industri 4.0 merupakan sesuatu yang tidak dapat dihindari, untuk dapat terus bertahan dalam situasi tersebut Indonesia perlu beradaptasi menghadapi perubahan dan tantangan tersebut. Komitmen Pemerintah Indonesia memasuki era Revolusi Industri 4.0 ditunjukan dengan diluncurkannya gerakan Making Indonesia 4.0. Roadmap Making Indonesia 4.0 diperuntukkan sebagai upaya negara Indonesia agar dapat mempersiapkan diri dalam bersaing dengan industri global. Kebijakan Making Indonesia 4.0 salah satunya berfokus pada peningkatan kualitas Sumber Daya Manusia (SDM). Peningkatan kualitas SDM dilakukan melalui pendidikan vokasi dan diklat berbasis kompetensi, pembangunan infrastruktur tenaga kerja industri berbasis kompetensi, dan pembangunan dan pengembangan lembaga pendidikan vokasi dan diklat berbasis kompetensi. Penelitian ini menggunakan metode kualitatif, yang akan membahas tentang bagaimana implementasi kebijakan Making Indonesia 4.0, serta mengetahui program apa saja yang mendukung upaya meningkatkan kualitas Sumber Daya Manusia (SDM) Industri yang kompeten. Penelitian ini didukung dengan data-data literatur terkait dengan Making Indonesia 4.0, serta berbagai dokumen kebijakan, peraturan dan perundang-undangan berkaitan dengan Making Indonesia 4.0.

Abstract

This research aims to analyze the strategies implemented by the Department of Manpower and Transmigration of North Kalimantan Province to reduce unemployment and identify factors influencing implementing these strategies. Unemployment represents a significant challenge for North Kalimantan Province despite various efforts to address it. The primary strategies employed include human resource quality enhancement through employment training programs (skills training, domestic apprenticeships, productivity training, and entrepreneurship) and developing a labor market information system accessible via online applications, including job fairs designed to align job seekers with industry needs. The research employs theories from Wiswasta, Spets, and Prasetya, with strategic analysis focused on SWOT factors (Strengths, Weaknesses, Opportunities, and Threats). A qualitative research methodology with a purposive sampling technique was utilized to determine key informants, while data collection was conducted through interviews, observation, and documentation studies. The findings indicate that the implemented strategies have been effective, with advantages including opportunities for the manufacturing sector and creative economy development, though several weaknesses in implementation remain. Factors influencing strategy success include budgetary considerations, human resources, and effective government and community communication. To optimize outcomes, the research recommends updating training materials, expanding cooperation with companies, developing the manufacturing sector and creative economy, and securing comprehensive support from various stakeholders to reduce unemployment rates significantly.

Abstract

This study analyzes the implementation of gender mainstreaming policy and identifies barriers to achieving gender equality in North Kalimantan Provincial Government. Gender gaps persist as evidenced by inadequate facilities for female employees only 33.33% of regional organizations provide lactation rooms despite women comprising 97% of staff. The low Gender Empowerment Index (61.92) and disparity in Labor Force Participation Rates between men (85.18%) and women (53.60%) further demonstrate significant inequalities. Using a qualitative case study approach based on Edwards III's policy implementation theory, the research examines four aspects: communication, resources, disposition, and bureaucratic structure. Data was collected through in-depth interviews with 10 key informants from various government departments, parliament, a women's organization, and the local university, and analyzed using the Miles and Huberman interactive model. Findings reveal that gender mainstreaming implementation has begun but remains suboptimal: communication functions effectively within bureaucratic circles but lacks broader reach; human resources are adequate but constrained by budget limitations and technical capacity; implementer disposition shows formal support with varying understanding levels; and the bureaucratic structure, while founded on Governor Regulation Number 13/2019, requires stronger inter-unit coordination. Key implementation barriers include institutional aspects, regulatory and budgetary constraints, capacity issues, socio-cultural factors, and operational challenges. The study recommends accelerating regional regulation enactment, establishing minimum budget allocations, strengthening gender mainstreaming working groups, and enhancing implementers' capacity.

Abstract

The Indonesian government has developed the Elektronik Siap Nikah dan Hamil (ELSIMIL) application as a digital innovation to prepare prospective brides and grooms (Catin) in facing healthy marriages and pregnancies and preventing the risk of stunting in children. This application is part of the digital transformation effort in supporting the national program, in accordance with the mandate of Presidential Regulation Number 72 of 2021 concerning the Acceleration of Stunting Reduction. However, the implementation of the ELSIMIL application in the community faces various challenges, such as the digital divide, low technological literacy, cultural resistance to reproductive health issues, and concerns about the security of personal data. This study uses a descriptive qualitative method to explore the technical, social, and cultural challenges in using the ELSIMIL application in Kasemen District, Serang Regency. Data were collected through observation, interviews, and documentation from three informants consisting of TPK, PKK, and KB cadres. The results of the study indicate that limited digital infrastructure, low technological literacy, and cultural resistance are the main obstacles to the use of the application. Community-based socialization, direct technical assistance, and transparency in user data management are recommended as solutions to increase the adoption of this application.

Abstract

Penelitian ini bertujuan untuk memahami pengaruh lingkungan kerja dan profesionalisme terhadap kinerja pegawai di Sekretariat Daerah Kota Bekasi. Hipotesis yang diuji mencakup pengaruh signifikan lingkungan kerja dan profesionalisme terhadap kinerja pegawai, baik secara terpisah maupun bersama-sama. Metode yang digunakan adalah kuantitatif dengan sampling sederhana pada 80 pegawai. Data dikumpulkan dengan kuesioner dan dianalisis menggunakan uji korelasi Pearson. Hasil menunjukkan pengaruh positif antara lingkungan kerja dan kinerja pegawai, serta pengaruh profesionalisme yang lebih kuat. Penelitian ini menekankan pentingnya pengelolaan lingkungan kerja dan peningkatan profesionalisme.

Abstract

Serang City, as the capital of Banten Province, recorded the lowest regional revenue (PAD) among other cities/regencies in the province from 2018 to 2020. The low understanding of taxpayers regarding tax obligations and limited investment in Serang City have contributed to its low PAD. This condition urged the Serang City Government to innovate and implement the Pipeline Program (Mobile Tax Payment Services) initiated by the Regional Revenue Agency to enhance regional revenue. However, challenges persist in its implementation, including limited infrastructure and human resource capacity. This study aims to analyze the implementation of the Pipeline Program policy in increasing regional revenue in Serang City. Using a qualitative research design with a descriptive and inductive approach, data collection methods included interviews, observations, and documentation. The study applies Van Metter and Van Horn's theory, focusing on six indicators: policy standards and objectives, resources, inter-organizational communication and implementing activities, characteristics of implementing agencies, socio-economic and political conditions, and implementers' dispositions. The Pipeline Program is a payment channel designed to optimize public service delivery and provide tax education, especially for taxpayers in remote areas. The program contributed to PAD growth by 0.3% in 2021, 0.5% in 2022, and 2.4% in 2023. Enhancing operational vehicles, human resource quality and quantity, and continuous optimism are necessary to ensure Serang City's PAD steadily increases, removing its status as one of the lowest PAD contributors in Banten Province.

Abstract

Sumber daya yang paling penting bagi organisasi adalah manusia sehingga organisasi harus mampu mengelolanya. Salah satu pendekatan untuk mengelola Sumber Daya Manusia adalah manajemen talenta. Manajemen talenta merupakan proses yang melibatkan identifikasi, pengelolaan, dan pengembangan kemampuan individu berdasarkan kebutuhan organisasi. Artikel ini membahas pentingnya penerapan manajemen talenta dalam upaya percepatan transformasi organisasi publik. Penelitian ini merupakan jenis penelitian kualitatif yang menggunakan pendekatan studi literatur. Hasil penelitian menunjukkan bahwa urgensi penerapan manajemen talenta dalam upaya percepatan transformasi organisasi publik yaitu meningkatkan produktivitas dan efektivitas organisasi publik, meningkatkan kualitas pelayanan publik, meningkatkan daya saing organisasi, sebagai sumber inovasi dan pengembangan, meningkatkan kepuasan pegawai serta kesiapan menghadapi perubahan.

Abstract

Indonesia has the largest mangrove environment in the world. The government itself has launched a national mangrove rehabilitation initiative of 600.000 hectares, in accordance with the 2020-2024 RPJMN through low carbon development. Banten Province is one of the provinces in Indonesia that has experienced environmental degradation, so that the existing mangrove ecosystem area is not comparable to the potential mangrove habitat that should be. The government, communities, and businesses have adopted various initiatives and programs in the form of rehabilitation projects that aim to rebuild damaged mangrove forests and establish mangrove centers. Therefore, this study aims to determine collaborative governance in the development of mangrove rehabilitation in Cigorondong Village, Sumur District, Pandeglang Regency. By using indicators in Ansell and Gash's collaborative governance model (2007), where the actors involved are government, private, academics and non-governmental organizations. This research uses descriptive method with qualitative approach. The results showed that the collaboration that occurred was quite successful in being well implemented with the rehabilitated mangrove area

Abstract

This study examines the implementation of cultural tourism policies at the Citaman Site, located in Pulosari District, Pandeglang Regency, Banten Province. The research addresses several key issues, including the limited dissemination of information regarding the site's tourism development, insufficient infrastructure and facilities, and a lack of active involvement from the Pandeglang Regency Tourism and Culture Office in terms of management, oversight, and maintenance. Additionally, there has been no formal assignment requiring the site's custodian to report on tourism development progress. The research applies George C. Edward III’s policy implementation theory, which includes four main indicators: communication, resources, disposition, and bureaucratic structure. Using a descriptive method with a qualitative approach, the findings reveal that the implementation of the cultural tourism policy at the Citaman Site has been ineffective. This is due to the inadequate outreach by the Tourism and Culture Office, poor facility development, limited oversight and maintenance efforts, and the absence of formal reporting duties assigned to the site's custodian.
