Abstract

This study aims to analyze the role of mediators in resolving industrial relations disputes at the Makassar City Manpower Office using Ralph Linton’s Role Theory (1936), which emphasizes four key dimensions: role expectation, role performance, role conflict, and role clarity. The research employs a qualitative descriptive approach to obtain an in-depth understanding of mediator performance and institutional practices in dispute resolution processes. Data were collected through field observations, semi-structured interviews with mediators and relevant stakeholders, as well as document analysis of official dispute records and applicable regulatory frameworks. Data analysis was conducted using qualitative techniques, including data reduction, data display, and conclusion drawing. The findings indicate that mediator effectiveness is strongly influenced by the alignment between stakeholder expectations and actual role performance. Mediators are required not only to understand their formal duties and authority, but also to demonstrate professionalism, neutrality, and effective communication skills when facilitating negotiations between employers and workers. Role conflict mainly arises from institutional constraints, high workloads, and divergent interests among disputing parties, which can hinder the mediation process. Nevertheless, clear legal frameworks, standard operating procedures, and institutional support contribute significantly to maintaining role clarity and reducing role conflict. Overall, the study concludes that the integration of role expectation, role performance, effective management of role conflict, and role clarity enables mediators to perform their functions more professionally and effectively. Strengthening these dimensions is essential for sustainable governance.

Abstract

This study aims to analyze and describe community participation in local government decision-making using the empowerment theory developed by Julian Rappaport. The analysis emphasizes four principal dimensions: the forms and levels of community participation, the implementation of empowerment principles, particularly influence and control, the supporting and inhibiting factors affecting participation, and the effectiveness of participatory policies in promoting inclusive and sustainable local development. This research employs a descriptive qualitative approach. Data were collected through observation, documentation, and in-depth interviews with six purposively selected informants, consisting of village technical supervisory officials, legislative members, community leaders, and grassroots residents in Kecamatan Gantarang. The findings indicate that community participation is predominantly procedural and formalistic, often influenced by nationally driven development agendas rather than locally initiated priorities. The empowerment principle has not been fully achieved due to limited community control, which is strongly influenced by village fiscal dependency on government transfers. Structural barriers also restrict participation, including limited human resource capacity, local elite domination, and inadequate public access to policy information. Participatory policies are considered administratively effective in facilitating public involvement but have not generated transformative outcomes in strengthening community empowerment. This study concludes that participation remains at a consultative level and requires revitalization through digital transparency, strengthened village autonomy, and regulatory harmonization based on local wisdom. Such efforts are essential to support inclusive, participatory, and sustainable local governance outcomes in the future context.

Abstract

This study aims to analyze the effectiveness of Building Approval (PBG) services following the implementation of Government Regulation No. 16 of 2021 and to identify the factors that influence service effectiveness. The research focuses on two main questions: first, how effective PBG services are in terms of goal attainment, efficiency, responsiveness, accountability, and public satisfaction; and second, what factors determine this effectiveness, particularly those related to service quality based on the SERVQUAL dimensions. The study was conducted at the Investment and One-Stop Integrated Service Office (DPMPTSP) in Kabupaten Bulukumba using a qualitative case study approach. The findings indicate that the effectiveness of PBG services has not yet reached an optimal level. Although regulatory frameworks and service procedures have been formally established, several challenges remain, including complex coordination among local government agencies, variations in service completion times, uneven distribution and competence of human resources, and the limited integration of digital systems such as OSS-RBA and SIMBG. From the perspective of service quality, the dimensions of reliability, responsiveness, and assurance emerge as the dominant factors influencing service effectiveness. Meanwhile, limitations in service facilities and applicants’ digital literacy also affect the overall service experience. The study concludes that the effectiveness of PBG services is shaped by the alignment between service process quality, institutional capacity, cross-sector governance, and digital system support. Strengthening cross-unit SOPs and service level agreements, improving staff competencies, optimizing system integration, and enhancing communication and applicant assistance are therefore necessary to achieve effective, accountable, and public value–oriented PBG services.

Abstract

This research assesses integrated public service innovation by comparing the governance of Public Service Malls (MPPs) in Pati Regency, Jayapura City, and Singkawang City.Utilizing a qualitative approach based on literature analysis, the study employs the Public Service Innovation Theory to assess innovation's contribution across process, organizational, technology, and policy dimensions in enhancing public value and service quality. The findings reveal varied innovation patterns, dependent on the institutional capacity and digital readiness of the respective regions. The Pati Regency MPP faces hurdles like limited digital infrastructure, reliance on unstable central government websites, and a location that hinders inter-agency collaboration. The Jayapura City MPP shows better effectiveness but requires strengthening in human resources, supporting infrastructure, and cross-agency coordination. Conversely, the Singkawang City MPP's main challenge is low service socialization via digital media and minimal public participation, with citizens opting for direct office access. The study concludes that optimal public service innovation requires robust organizational capacity, adequate integration of information technology, and adaptive regulation. This research affirms the relevance of the Public Service Innovation Theory in understanding public sector innovation dynamics, offering a conceptual contribution to developing a more holistic, responsive, and public-value-oriented MPP governance model.

Abstract

This study aims to identify and describe the level of effectiveness of health services provided by the Jongaya Health Center in Makassar City along with supporting and inhibiting factors. The type of research is descriptive qualitative. Data collection techniques through observation, interviews and documentation. Data analysis techniques include data condensation, data presentation, and drawing conclusions. The results of the study indicate that in terms of time, the service at the Jongaya Health Center is quite good. This can be indicated by the patient waiting time which is still within reasonable limits, although it can be longer when the number of patients increases. In addition, employees generally arrive on time, although some are late, but this delay does not interfere with the smoothness of the service. The duration of service per patient is also quite effective, depending on the type of service provided. In terms of accuracy, the service has been running well. This can be indicated by the thoroughness of medical personnel in the initial examination and administration of medication. Errors in administering medication rarely occur, and if there is an error, it is immediately corrected. The public also considers that the service is quite accurate, although there are complaints about the waiting time. In terms of service style, employees have provided friendly and professional service. This can be demonstrated by clear communication, the suitability of services to patient needs, and good interaction between employees and patients. Although the conditions of crowded interactions can feel faster, patients still feel flattered. Supporting factors related to the effectiveness of health services at the Jongaya Health Center in Makassar City are good. This is demonstrated by the existence of routine training for employees to improve skills and cooperation with various health institutions that expand access to services. Meanwhile, inhibiting factors are still not optimal. This is manifested by the existence of obstacles that interfere with employees, such as the attitude of impatient patients, technical problems, and the process of procuring medical devices that require permits and budget limitations.

Abstract

This study examines the implementation of coastal waste management policy in Parepare City, referring to Presidential Regulation No. 83 of 2018 on marine debris management. A qualitative approach with a descriptive design was employed, utilizing in-depth interviews with key stakeholders, including the Environmental Agency, the Marine and Fisheries Office, coastal communities, and business actors. Data were also collected through observation and document analysis to ensure triangulation. The study adopts the policy implementation model of Van Meter and Van Horn (1975), which highlights six key variables influencing implementation performance. The findings reveal that: (1) policy goals have not been fully translated into measurable and operational local action plans; (2) resource constraints, including limited infrastructure, transportation facilities, and human resources, significantly hinder implementation; (3) the characteristics of implementing agencies indicate institutional commitment, yet are constrained by weak inter-agency synergy and internal management; (4) implementers generally demonstrate supportive attitudes, but low community participation reduces policy effectiveness; (5) inter-organizational communication remains suboptimal, limiting coordination; and (6) socio-economic and environmental conditions, particularly low public awareness and persistent waste disposal habits, pose substantial challenges. Furthermore, several supporting factors were identified, such as the availability of regulatory frameworks at both national and local levels, private sector involvement, and routine coastal cleanup initiatives. However, overall policy implementation remains suboptimal due to persistent structural and contextual constraints, including limited resources, weak coordination, low public engagement, and geographical conditions that accelerate waste accumulation in coastal areas.

Abstract

This study aims to examine and explain the implementation process of the population administration service improvement program, as well as supporting and inhibiting factors for the implementation of the program in improving population administration services in making Electronic ID Cards at the Population and Civil Registration Service of Makassar City. The type of research is descriptive qualitative. Data collection techniques through observation, interviews and documentation. Data analysis techniques include data condensation, data presentation, and drawing conclusions. In terms of communication, it is good, this can be shown from the wide, consistent, and clear dissemination of information through various media, as well as easy access for the public. Resources are good, this is shown from the availability of technology and competent human resources in supporting e-ID card services efficiently and effectively. Attitudes and commitments are good, this can be shown from the professionalism, discipline, and dedication of officers in providing fast, accurate, and friendly services. The bureaucratic structure is good, shown by the efficiency of service flows and strict supervision in performance evaluations. The organizational environment is good, shown by a dynamic work atmosphere, responsiveness of officers, and solid coordination and cooperation. The size and objective factors are good, shown by systematic implementation, proactive steps, and consistency of implementation according to targets even though there are still technical obstacles. Politics in the implementation of e-KTP in Disdukcapil is good, as shown by the neutrality and professionalism that are maintained, and supported by stable regulations that ensure that e-KTP functions strategically in state administration. Funding is good, as shown by sufficient budget allocation and structured management according to government regulations, although there are still obstacles in the availability of forms due to dependence on central allocations. Recruitment is good, as seen from the suitability of officers to their duties, although without strict selection, still considering service capabilities, with competent officers and supported by training. Supporting factors for the e-KTP program in Dukcapil Makassar City are good, as seen from technological support and compliance with procedures. Meanwhile, inhibiting factors are not optimal, as shown by limited facilities and infrastructure such as stock of forms and internet networks that still hinder services, as well as dependence on the center in procuring forms which often causes delays.
