Abstract

This study examines the implementation of accountability in the management of village funds in Tilango District, Gorontalo Regency, Indonesia. The research adopts a qualitative descriptive approach within the constructivist paradigm to understand how local actors interpret and apply accountability principles in daily administrative practice. Data were collected through interviews, observations, and document analysis from village officials, community representatives, and government facilitators. The findings reveal that accountability mechanisms have been implemented but remain procedural and fragmented across five dimensions: transparency, responsibility, control, answerability, and responsiveness. Transparency is limited to formal disclosure, while responsibility is constrained by low administrative capacity. Control mechanisms are reactive rather than preventive, and accountability reports are often treated as bureaucratic requirements rather than reflective evaluations. Responsiveness to community aspirations is inconsistent, with limited follow-up on participatory decisions. These findings confirm that accountability in Tilango District demonstrates administrative adequacy but low substantive quality, aligning more with compliance than with participatory and performance-based governance. Theoretically, the study expands Aman et al.’s (2013) accountability framework within the context of Good Governance and New Public Management (NPM). Practically, it recommends capacity building, stronger preventive monitoring, and greater community engagement to improve financial transparency and institutional trust.

Abstract

Rural and Urban Land and Building Tax (PBB-P2) payments still face obstacles in the form of slow administrative processes, limited access, and low public digital literacy. To address these issues, the local government has begun implementing a Quick Response Code Indonesian Standard (QRIS)-based payment system. This study aims to analyze QRIS-based public service management in PBB-P2 payments at the Regional Revenue Agency (Badan Pendapatan Daerah) of Gorontalo Regency based on the principles of New Public Management (efficiency, effectiveness, transparency, accountability, professionalism, and responsiveness). The method used is descriptive qualitative with informants from the Regional Revenue Agency (Badan Pendapatan Daerah) employees and taxpayers, through interviews, observation, and documentation techniques. The results show that the implementation of QRIS improves administrative efficiency, accelerates transactions, and expands payment access. Transparency and accountability are strengthened through digital footprints, while professionalism is enhanced through human resource training. However, effectiveness remains limited due to low digital literacy and infrastructure, and responsiveness to user complaints needs to be improved. In conclusion, QRIS contributes positively to public service innovation, although it still requires strengthening in terms of literacy and technological support.

Abstract

Pengabdian ini didasarkan pada hasil observasi awal dengan pemerintah desa dan masyarakat terkait permasalahan yang dihadapi di desa Modelomo Kecamatan Tilamuta Kabupaten Boalemo. Berbagai permasalahan yang terungkap banyaknya masyarakat pedagang namun belum dimanfaatkan/diberdayakan melalui usaha bioflok; Belum ada yang menggeluti usaha bioflok ikan lele di desa Modelomo. Upaya salah satu yang diprioritaskan adalah membentuk usaha kelompok bioflok di desa Modelomo. Program KKN Terintegrasi MBKM ini bertujuan untuk mendorong terbentuknya usaha kelompok baru bioflok ikan lele sebagai sarana pengembangan usaha pada masa yang akan datang dalam meningkatkan ketahanan pangan di desa Modelomo melalui pemberdayaan masyarakat. Metode yang digunakan dalam KKN terintegrasi MBKM ini yakni membentuk usaha dan melakukan pelatihan dan proses pendampingan program dengan model pemberdayaan masyarakat kelompok usaha bioflog di desa Modelomo. Dengan pelatihan dan pendampingan ini kelompok usaha bioflok ikan lele dapat terbentuk dan memahami secara seksama tata cara budidaya dan pengembangan potensi dan keberlanjutan usaha untuk ketahanan pangan desa sekaligus pemenuhan kebutuhan ekonomi keluarga. Dari pengabdian ini hal terpenting adalah motivasi tinggi dari masyarakat desa dalam menggeluti usaha sangat baik, hal ini dapat dibuktikan dengan dukungan biaya dana desa dari pemerintah desa yang akan dialokasikan untuk jenis pemberdayaan masyarakat pada dusun-dusun yang belum terbentuk usahanya, dengan mengupayakan kelompok-kelompok usaha baru yang berbeda dengan yang sudah berjalan. Hal inilah sebagai upaya meningkatkan kompetisi usaha yang sehat dan untuk menghindari kompetisi usaha yang menimbulkan kebosanan dalam mengelola bidang usaha

Abstract

This study aims to determine the effect of health service quality on community satisfaction at the Paguyaman Pantai Health Center UPTD, Boalemo Regency. The sample in this study amounted to 248 respondents. The type of data used in this study is primary data. Data collection was carried out through the distribution of questionnaires. The method used for data analysis is basic linear regression. With a determination coefficient of 68.50%, the results of this study indicate that community satisfaction at the Paguyaman Pantai Public Health UPTD is positively and significantly influenced by the quality of health service providers. Meanwhile, the remaining 31.00% is influenced by other variables not examined in this study, such as service accessibility, facilities and infrastructure, communication and information, drug availability, and additional services. The positive test results imply that the higher the level of public satisfaction with the Paguyaman Pantai Public Health UPTD, the higher the public satisfaction with the Paguyaman Pantai Public Health UPTD. The increase in public satisfaction at the Paguyaman Pantai Health Center UPTD occurred due to an increase in the quality of services provided by health workers.

Abstract

Penerapan nilai-nilai publik dalam pelaksanaan berbagai kebijakan publik merupakan salah satu proses transformasi nilai-nilai dalam peningkatan pelayanan publik. Namun dalam berbagai praktek empiris pelaksanaan pelayanan ini seringkali diperhadapkan dengan berbagai faktor dan kendala seperti keterbatasan struktur birokrasi dan sumberdaya kebijakan yang dimiliki oleh pemerintah dan akhirnya berimplikasi pada rendahnya pelayanan publik. Salah satu faktor utama dalam keberhasilan pelayanan adalah ketepatan sasaran dalam implementasi berbagai kebijakan oleh pemerintah. Untuk melakukan analisis terjadi permasalahan tersebut. Pengabdian ini dilakukan dengan tujuan pengembangan penerapan civil society melalui peran organisasi sosial masyarakat berupa Organisasi klinik pelaynan publik. Beberapa faktor keberhasilan yang menentukan peningkatan pelayanan publik akan dianalisis dengan beberapa implikasi teoritis dan empiris melalui peran pemberdayaan masyarakat yang dijalankan melalui fungsi Oragnisasi Klinik Pelayanan Publik. Dengan analisis secara kualitatif maka dirumuskan model pengembangan dengan faktor-faktor keberhasilan antara lain: 1) Dukungan publik; 2) Sumberdaya Pelayanan; 3) Komunikasi dan 4) Peran Fasilitator dalam pemberdayaan masyarakat. Keseluruhan faktor tersebut diperlukan untuk peningkatan ketepatan sasara antara tujuan pelayanan dan kebutuhan masyarakat.    The application of public values in the implementation of various public policies is one of the processes of transforming values in improving public services. However, in various empirical practices, the implementation of these services is often faced with various factors and obstacles such as the limitations of the bureaucratic structure and policy resources owned by the government and ultimately have implications for low public services. One of the main factors in the success of services is the accuracy of targeting in the implementation of various policies by the government. To analyse these problems. This service is carried out with the aim of developing the application of civil society through the role of community social organisations in the form of a public service clinic organisation. Several success factors that determine the improvement of public services will be analysed with several theoretical and empirical implications through the role of community empowerment carried out through the function of the Public Service Clinic Organisation. With qualitative analysis, a development model is formulated with success factors including: 1) Public support; 2) Service Resources; 3) Communication and 4) Facilitator role in community empowerment. All of these factors are needed to increase the accuracy of the target between service objectives and community needs.

Abstract

Pengabdian masyarakat ini bertujuan untuk optimalisasi pelayanan publik tingkat desa melalui implementasi e-government di Hulawa, Kecamatan Paguyaman, Kabupaten Boalemo. Metode yang digunakan meliputi tiga tahapan: sosialisasi program, pelatihan teknis, dan pendampingan intensif bagi perangkat desa dalam penggunaan sistem digital untuk administrasi pemerintahan. Hasil implementasi menunjukkan peningkatan signifikan dalam efisiensi pelayanan publik, dengan percepatan proses administrasi desa pada layanan kependudukan, dan transparansi pengelolaan anggaran desa. Pengabdian ini menghasilkan rekomendasi strategis untuk pengembangan e-government berkelanjutan di tingkat desa, yang mencakup penguatan infrastruktur digital, peningkatan kapasitas SDM, dan penguatan regulasi pendukung, serta pentingnya komitmen pemerintah daerah dalam pendanaan dan pembinaan berkelanjutan.   This community service aims to optimise village-level public services through the implementation of e-government in Hulawa Village, Paguyaman Sub-district, Boalemo Regency. The method used includes three stages: programme socialisation, technical training, and intensive mentoring for village officials in the use of digital systems for government administration. The implementation results showed significant improvements in public service efficiency, with accelerated village administration processes in civil registration services, and transparency in village budget management. This service resulted in strategic recommendations for sustainable e-government development at the village level, which include strengthening digital infrastructure, increasing human resource capacity, and strengthening supporting regulations, as well as the importance of local government commitment in funding and sustainable coaching.

Abstract

This research aims to know and describe the Effectiveness of Christian Religious Extension Services (Analysis of Religious Harmony for Christians in Gorontalo City), which is studied from 1. Achievement of Goals, 2. Integration, 3. Adaptation. This research method uses the descriptive qualitative method, while the data collection techniques used are interviews, observation, and documentation. The results of this study indicate that in the effectiveness of Christian Religious Extension Services (Analysis of Religious Harmony for Christians in Gorontalo City) in achieving goals, integration, and adaptation. In general, the services of Christian religious instructors have been carried out well but are still not optimal. In the stage of achieving goals, Christian religious instructors still experience obstacles in reaching and providing counseling to Christian communities in Gorontalo City because the number of Christian religious instructors in Gorontalo City is very minimal. At the integration stage, which relates to procedures and socialization, the process of counseling in Gorontalo City has been carried out well. In the adaptation stage for capacity building, the Office of the Ministry of Religious Affairs of Gorontalo Province, especially the Christian Religious Guidance Office, has carried out various kinds of education and training and technical guidance in conducting counseling in Gorontalo City. However, the government needs to pay attention to the extension workers in improving the performance of the extension workers.

Abstract

The research objectives were to find out (1) How is the Effectiveness of Public Services at the Pangi Village Office, East Suwawa District. (2) Factors that Determine the Effectiveness of Public Services at the Pangi Village Office, East Suwawa District. This research method uses a qualitative approach with a qualitative description type of research. Based on the results of the research found in the field that (1) The effectiveness of public services at the Pangi Village Office, East Suwawa District, researchers use three indicators of the effectiveness of an organization's work at the Pangi Village Office, namely the time factor, the accuracy factor, the service provider style factor. The time factor or timeliness in service providers, is still not optimal, marked by the fact that there are still officials who have not been able to complete their work on time. The accuracy factor in the service provider is good and has been effectively characterized by high accuracy and accuracy in every service. The service provider style factor is effective, characterized by being by existing service procedures and following the specified mechanism. (2) Factors that determine the effectiveness of public services at the Pangi Village Office, East Suwawa District include ability, expertise, knowledge, attitude, motivation, and stress have been carried out well and can be said to be effective.

Abstract

This study aims to find out how participatory village development is in Hulawa Village, Telaga District, Gorontalo Regency. The results of this study indicate that 1) To provide information, the Hulawa Village government is quite good at communicating with the community in providing information related to the planned development. 2) There is still a lack of community participation in terms of conducting consultations regarding village development, especially in terms of conveying what is their need. 3) In making joint decisions related to participatory development in Hulawa Village, Telaga District, Gorontalo Regency, it is good, that the community is active in participating in musrenbang for joint decision-making. 4) The joint action taken by the Hulawa Village government when there were obstacles faced by the Hulawa Village community was quite good. 5) In terms of providing this support, the Hulawa Village government has been good at providing support, especially in terms of increasing community participation related to village development. It can be concluded that community participation in development is still lacking, especially in conducting consultations related to participatory development. the community is active in participating in musrenbang for joint decision-making. The government of Hulawa Village has been good in providing support, especially in terms of increasing community participation related to village development.

Abstract

This study aims to determine how the Quality of Administrative Services of the Togean District Office of Tojo Una-Una Regency is seen from five dimensions, namely (a) tangibles (physical evidence), (b) reliability, (c) responsiveness, (d) assurance, and (e) empathy. This research uses a qualitative approach method with a descriptive qualitative research type while the data collection techniques used are observation, interviews, and documentation. Based on the research results obtained, it can be concluded that the results of this study are in the aspect of physical evidence, the Togean sub-district office has not fulfilled adequate service facilities, in the aspect of reliability, the community is satisfied with the services provided, in the aspect of responsiveness, employees are willing to help the difficulties experienced by visitors, from the aspect of assurance, especially the responsibility of each has not been maximized due to the lack of existing facilities, in the empathy aspect, which the Alla Sub-district gives by giving a pleasant impression. The author suggests that the sub-district government further improve the quality of service that is considered unsatisfactory in the service process, namely the dimension of physical facilities so that people can feel satisfied and comfortable when receiving services.
