Abstract

This research aimed to analyze & depict employee performance in library services at the Gorontalo Province Archives and Library Agency Office, studied from the perspectives of 1) productivity, 2) service quality, 3) responsiveness, 4) responsibility, and 5) accountability. This research employed qualitative methods with descriptive approach. According to the research findings, it can be concluded that the performance of employees in library services at the Gorontalo Province Archives and Library Agency Office in terms of service quality and responsibility has run optimally . However, based on the perspective of productivity indicator, employee performance indicated shortages in the number of employee personnel, limited budget allocations, and the availability of book collections that did not meet the established standards, resulting in less effective employee productivity. Meanwhile, the responsiveness indicator showed that some employees were still less responsive to visitor needs, affecting the maximum service quality. Lastly, the accountability indicator denoted that not all employees in the same field were competent in providing information and user guidance services to visitors, causing imperfections in both services.

Abstract

Purpose: This study investigates the ethical opportunities and challenges of Artificial Intelligence (AI) adoption in Indonesia’s public governance, where digital transformation has become a central agenda. It explores how global AI governance frameworks can be contextualized for developing countries with fragmented institutions, regulatory gaps, and limited capacities. Design/methodology/approach: A systematic literature review (SLR) was conducted using Scopus, Web of Science, IEEE Xplore, ACM Digital Library, SpringerLink, and Google Scholar. Publications from 2020 to August 2025 were screened through PRISMA procedures, yielding 45 eligible studies. An adapted Critical Appraisal Skills Programme (CASP) tool was applied for quality assessment. Data were synthesized thematically across governance dimensions: accountability, lifecycle governance, regulation and standards, transparency and explainability, inclusivity and equity. Findings: The review identifies both opportunities and risks of AI in Indonesia’s public sector. Opportunities include bureaucratic efficiency, transparency, and citizen-centric services. However, challenges remain: algorithmic bias, data privacy risks, unequal digital access, and regulatory fragmentation. Comparative analysis shows that while developed nations employ enforceable technical standards and independent oversight, Indonesia’s governance mechanisms remain largely normative and under-implemented. Practical implications: The study proposes a governance checklist tailored to Indonesia, emphasizing multi- level accountability, lifecycle monitoring, algorithmic audits, and participatory oversight. These findings inform policy reforms for Indonesia’s National AI Strategy (Stranas KA) and support more equitable, transparent, and accountable public sector innovation. Originality/value: This article contributes by contextualizing global AI governance frameworks within a Southeast Asian developing country, bridging the knowledge gap between normative principles and enforceable practices. It highlights pathways for adaptive governance in resource-constrained settings, with implications for scholars, policymakers, and practitioners.

Abstract

Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan (1) tata kelola pengawasan organisasi masyarakat (OMS) di Badan Persatuan Nasional dan Politik Provinsi Gorontalo, (2) prinsip-prinsip tata kelola yang baik pengawasan organisasi masyarakat (OMS) di Badan Kesatuan Nasional dan Politik Provinsi Gorontalo. Pendekatan penelitian yang digunakan adalah metode kualitatif dengan metode penelitian deskriptif dan prosedur penelitian yang dilakukan dengan observasi dan wawancara dengan informan. Teknik analisis data yang digunakan adalah analisis interaktif model miles dan huberman. Hasil penelitian menunjukkan bahwa (1) tata kelola pengawasan organisasi masyarakat (OMS) di Badan Kesatuan Nasional dan Politik Provinsi Gorontalo telah berjalan cukup baik. Namun, dalam aspek penganggaran (perencanaan), keterbatasan anggaran menjadi kendala mendasar dalam pelaksanaan pengawasan TIMDU. Minimnya alokasi dana khusus menyebabkan kegiatan pemantauan, evaluasi, dan koordinasi lintas sektor tidak dilakukan secara konsisten. Kondisi ini menyulitkan TIMDU untuk menjalankan perannya sebagai instrumen tata kelola yang efisien dan efektif. (2) prinsip tata kelola pemerintahan yang baik dan pembentukan (TIMDU) pengawasan organisasi masyarakat di Persatuan Nasional dan Politik Provinsi Gorontalo. Penerapan TIMDU yang tidak optimal dan kendala anggaran berimplikasi pada lemahnya prinsip tata kelola yang baik, seperti transparansi, akuntabilitas, partisipasi, serta efisiensi dan efektivitas. Akibatnya, pengawasan OMS di Gorontalo masih cenderung bersifat administratif dan formalistik, tidak mampu mendorong terciptanya organisasi masyarakat yang sehat, konstruktif, dan berkontribusi terhadap stabilitas sosial. Oleh karena itu, perlu penguatan kapasitas kelembagaan dan optimalisasi peran Tim Terpadu OMS dalam rangka meningkatkan efektivitas pengawasan dan pengembangan OMS di daerah.

Abstract

Abstrak This study aims to analyze the self-development competency of apparatus in providing local tax and retribution services at the Regional Revenue Agency of Gorontalo Regency. Apparatus competence is a strategic factor for realizing high-quality public services, increasing taxpayer compliance, and supporting the achievement of Local Own-Source Revenue (PAD). This research employed a qualitative approach with a descriptive method. Data were collected through interviews, observations, and documentation involving 15 informants consisting of apparatus and taxpayers, and analyzed through data reduction, presentation, and conclusion drawing using source triangulation. The findings show that: (1) in terms of training and self-development, training activities have improved knowledge and skills in tax administration and public service, although their implementation remains uneven and unsustainable; (2) regarding the ability to adapt to technological and system changes, apparatus demonstrate strong readiness and willingness to operate digital systems such as SIPADA, SIPENDA, and TE RANO despite limited facilities and capability gaps; and (3) in terms of self-evaluation, apparatus are beginning to build reflective work habits through the implementation of SKP and the ASN e-Performance system, which positively impacts discipline and service accuracy, although integration into institutional policy remains limited.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan penertiban hewan ternak di Desa Bongomeme, Kabupaten Gorontalo, dengan menggunakan indikator teori implementasi kebijakan Jan Merse yang meliputi aspek informasi, isi kebijakan, dukungan masyarakat, serta pembagian potensi antar pihak terkait. Penelitian ini dilatarbelakangi oleh masih ditemukannya hewan ternak yang berkeliaran bebas di fasilitas umum, seperti jalan raya dan area pemukiman, yang berpotensi mengganggu ketertiban umum, membahayakan keselamatan lalu lintas, serta menurunkan tingkat kenyamanan dan keamanan masyarakat. Kondisi tersebut menunjukkan adanya permasalahan dalam pelaksanaan kebijakan yang telah ditetapkan oleh pemerintah desa. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan jenis penelitian deskriptif kualitatif, yang bertujuan untuk menggambarkan secara mendalam realitas pelaksanaan kebijakan di lapangan. Teknik pengumpulan data dilakukan melalui observasi langsung, wawancara mendalam dengan aparat pemerintah desa, pemilik ternak, dan masyarakat, serta dokumentasi terhadap peraturan dan kegiatan penertiban. Teknik analisis data meliputi tahapan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa implementasi kebijakan penertiban hewan ternak di Desa Bongomeme belum berjalan secara optimal. Dari aspek informasi, kegiatan sosialisasi kebijakan telah dilakukan, namun penyampaiannya belum merata dan belum menjangkau seluruh pemilik ternak. Dari aspek isi kebijakan, ketentuan yang ada sudah jelas, tetapi pemahaman masyarakat terhadap aturan tersebut masih terbatas. Dukungan masyarakat juga masih rendah, dipengaruhi oleh kebiasaan beternak secara tradisional serta keterbatasan sarana dan prasarana pemeliharaan ternak. Sementara itu, pembagian potensi antarinstansi terkait telah dilaksanakan, namun koordinasi dan pengawasan masih perlu ditingkatkan agar implementasi kebijakan dapat berjalan lebih efektif dan berkelanjutan.

Abstract

Academic administration services are a central element in supporting the smooth educational process in higher education because it is the entrance to all student academic activities. This study aims to describe the quality of academic administration services at the Faculty of Social Sciences, Gorontalo State University using the SERVQUAL model. The research approach is qualitative with interview, observation, and documentation techniques. The results show that the reliability and physical evidence of the service are good, but responsiveness, reassurance, and empathy need to be improved especially in periods of high workload. The research recommends optimizing SOPs, increasing human resource capacity, and digitizing services to improve the quality of academic administration services.

Abstract

This study aims to determine and describe the transparency of service procedures, the ease of procedures, and the ease of obtaining information at the Kota Timur District Office in Gorontalo City. Using a qualitative, descriptive approach through observation, interviews, and documentation, the study results indicate that transparency of service procedures has been effectively implemented through the provision of clear, complete, and easily accessible information to the public. Information regarding service types, requirements, completion times, and fees is published through bulletin boards, brochures, social media, and direct explanations from officers, so that the public can understand the service process without confusion. In terms of ease of procedures, the service flow has been designed to be simple, concise, and user-friendly, ensuring ease of access for service applicants and even for vulnerable groups such as the elderly. Furthermore, the ease of access to information is also evident in the use of various communication channels, both in person and digitally. Information boards, leaflets, social media, and digital displays are actively used to disseminate information so that the public can understand procedures before visiting the office and better prepare documents. Overall, these three indicators demonstrate that the Kota Timur District Office is committed to implementing the principle of transparency in public services, although further innovation is needed to ensure information reaches a wider and more equitable public.

Abstract

This student aims to determine how BPNT contributes community in Sipatana District, Gorontalo City. Method used is qualitative findings show that the implementation of BPNT in Sipatana District, particularly in Molosipat U and Tanggikiki sub-districts, has been carried out in accordance with the statutory regulations of 2019 regarding the indicators of power distribution and actor strategies, without any personal intervention in determining beneficiary eligibility. Regarding the characteristics of the implementing institutions, coordination among agencies from the district level to RT/RW has run well and has been conducted transparently and participatively to ensure that the assistance is well-targeted. However, on the indicators of implementer compliance and responsiveness, several obstacles are still found such as delays in disbursement, a lack of direct socialization to the community, and slow responses from the sub-district office in handling complaints from beneficiary families (KPM). These conditions lead to a lack of optimal understanding among beneficiaries regarding the mechanism of aid distribution. Additionally, the impact of BPNT on improving beneficiary welfare remains consumptive in nature and has not fully encouraged economic independence among poor households. Therefore, improvements in service effectiveness, two-way communication, and periodic evaluation are required to enhance BPNT’s contribution in reducing poverty rates and achieving sustainable community welfare.

Abstract

This study aims to determine the influence of Diklat on employee performance at the Department of Education and Culture of Gorontalo Province. The sample in this study consisted of 58 respondents. The data used in this research were primary. Data collection was conducted through the distribution of questionnaires. The data analysis technique employed was simple linear regression. The results of this study indicate that Diklat have a positive and significant influence on employee performance at the Department of Education and Culture of Gorontalo Province, with a coefficient of determination of 66.90%, while the remaining 33.10% is influenced by other variables not examined in this study, such as organizational culture, work environment, leadership, career management, work commitment, work supervision, and information technology within the organization. The positive test results imply that the improvement in employee performance at the Department of Education and Culture of Gorontalo Province occurs due to intensive Diklat that align with the needs of human resource development in public sector organizations.

Abstract

The problem addressed in this research is the suboptimal implementation of the Community-Based Drinking Water Supply and Sanitation Program (PAMSIMAS) in Koili Village. The objective of this research is to analyze the implementation of the PAMSIMAS Program based on Donald P. Warwick’s policy implementation theory, which includes organizational capacity, information, support, and the distribution of potential resources. This research employs a descriptive qualitative method. Data were collected through interviews, observations, and documentation involving informants from the local government, village officials, PAMSIMAS management, and community members, both beneficiaries and non-beneficiaries. The findings indicate that the PAMSIMAS Program has been implemented; however, it has not yet been fully optimized. Organizational capacity and information dissemination have been implemented, but limitations remain in implementers’ capacity and in the equitable distribution of information. Support from the village government and the community is relatively good; nevertheless, coordination and the distribution of potential resources still need improvement. This research recommends that future researchers examine the implementation of PAMSIMAS on a broader regional scale and incorporate a more in-depth analysis of sustainability and community participation.
