Abstract

Indonesia has the compound community, his complexity can be seen from twocharacteristics of the vertical complexity like; the layer economical social and politicalsocial and social culture. The aim of this article is to seethe implementation of this UU by using the structural theory functional, through fourfunctions that force. The implementation term is replaced with the implementation, tobring discussions in this article close. This study method uses the approach qualitativeand quantitative. The qualitative data is received through the interview and observation,afterwards changed with the Likert Scale to make the data to be quantitative. Theresearch result show that implementation of UU No.32 in 2004changed local institute,local structural and local cultural at implementation rural development.

Abstract

Implementation of Forest Management Policy at Site Level. This study aims to find out how the implementation of forest management policies at the level of site in Production Forest Management Unit (KPHP) Unit Unit XVIII Kampar Kiridan what factors become obstacles facing toward actual condition as an independent KPH. Informant research is the people who are considered to know things related to research problems. This research is included in case study research. The method used in this research is qualitative descriptive, data collection by interview, observation and studying regulation. The results show that the implementation of forest management policy at the site level in KPHP Unit Model XVII Kampar Kiri not in accordance with the policy which narrated in the form of regulation which have been issued by Ministry of Environment and Forestry (LHK) and still not fully get support from Local Government of Kampar Regency. The activities undertaken in KPHP Unit Model XVII Kampar Kiri have not entirely refer to the Long Term Management Plan (RPJP) for 10 years (2015-2024).

Abstract

Policies of District Expansion and Community Service. This study aims to determinethe efforts of the policy of accelerating the expansion of the districts and to determine what factorsare related to the policy of the expansion of the districts. The type of research is a qualitativeapproach. The research informants were 12 people taken by the Chairman and Members of DPRD,Chairman and Members of BPD, Bureau of Government, Sekcam, Village Head and CommunityLeader. Data collection techniques that the author did with observation, Documentation, andinterviews. Analysis of data that the authors used in this study is an interactive analysis model. Theresults of the research show that the district of Bantan has not been bloomed because there hasbeen no proposal about the pemekaran from the village of Bantan kecmatan. Bantan sub-districtinhibiting factors are not established ie no good communication exists between the village andsub-district, as well as communication between the regional head and the regional parliament onthe expansion of the districts. In terms of resources, there is no expert to conduct an assessment ofsub-district pemekaran. As for the disposition they agreed but none became the implementor of thepolicy of the expansion of the districts. Furthermore, about the bureaucracy in doubt of the newlaw, namely Law No. 23 of 2014 on local government has not replaced government regulation No.19 of 2008 on the district.

Abstract

 Remuneration, Organizational Culture and Employee Performance. This research uses quantitative descriptive method. The population is 481 people and the sample is 83 people. Data collection techniques are questionnaires, interviews and observations. Data analysis using multiple linear regression. The results showed that Remuneration and organizational culture simultaneously have a positive and significant effect on employee performance on University of Riau Campus. Partially, each variable of remuneration and organizational culture have a positive and significant effect on employee performance on University of Riau Campus, while organizational culture variable is the most dominant variable affecting employee performance on University of Riau Campus. Based on the results of Coefficient of determination test shows that variable remuneration and organizational culture able to influence employee performance variable at the University of Riau Campus of 88.0% and the rest of 12.0% explained by other independent variables not examined.

Abstract

  Incentives, Training and Performance Education. The purpose of this study is to know how the influence of partial and simultaneous variables from the provision of incentives and training education on the performance of high school teachers in Kampar District Tambang District. This research uses quantitative descriptive method. The population of research is SMA / SMK Kecamatan Tambang as many as 140 people. Samples counted 63 people by using purposive sampling technique. Data collection techniques are questionnaires, interviews and observations. Data analysis techniques use multiple linear regression. The results showed that there was a significant influence between the incentives to teachers on the performance of high school teachers in Kampar District Mining Subdistrict and there was also a significant influence between the variables of training education on the performance of high school teachers in Kampar District Tambang District. Simultaneously incentives and training education have an effect on to the performance of high school teachers in Kecamatan Tambang Kabupaten Kampar with a very significant level of influence. Where from determination test of R2 known that incentive variable and training education have influence equal to 68,6% and rest of 31,4% influenced by variable not examined in this research.

Abstract

Public administration reform was reinforced social capital in public. He have been able topenetrating power which centralistic. Besides also out for social capital got out of poorness depen-dence from various the progresses in this time. Factor pushing growing of social capital at publicPelalawan, 1) feel togetherness, 2) existence of desire and purpose of same, 3) flavor don’t gettingattention. 4) wish to advance. Research used have the character of method qualitative and datacollected with depth interview. Taking respondent with method purposive sampling. Data analysisdone by field with the phenomenon verification. Social capital which meant here is social rapportand norm which an in public social structure capable to coordinated action in reaching purpose ofwith. Result of study showed Sub-Province Pelalawan hardly kondusif for increasing viable qualityof live passed effort prosperity (economic unit) based on local strength. But that way, still berequired role of government for giving economic protection and give service of public in responsible.

Abstract

  Implementation of Social Environmental Impact Analysis of Rubber Factory PT. Bangkinang Against Society. This study aims to find out and analyze the social environmental impacts of rubber factories for the communities surrounding the factory. The research informants consisted of industry groups, communities, and related institutions. Technique of collecting data by observation, interview, and literature study. Data analysis used qualitative descriptive method. In addition, SWOT analysis is used to see and study the factors that become the strengths and weaknesses as well as the factors that are the opportunities and threats for the rubber factory PT. Bangkinang and the surrounding community. The result of this research can be concluded that Rubber Factory PT. Bangkinang Kelurahan Tangkerang Tengah Kota Pekanbaru based on SWOT analysis, position or location of rubber factory PT. Bangkinang is now in a densely populated area likely to have more negative impacts than positive.

Abstract

Civil Servant Performance Assessment Policy Based on Government RegulationNumber 46. Year 2011. The purpose of this study was to determine and analyze the workperformance appraisal of civil servants based on Government Regulation No. 46 of 2011 at theRegional Office XII of the Pekanbaru Civil Service Agency. This research was carried out with aqualitative approach, where the informants in this study were work performance appraisers andapparatuses who assessed their work performance. Data collection was done by observation andinterview, where after the data was collected then analyzed with qualitative descriptive method.The results of this study found that the employee performance appraisal based on GovernmentRegulation Number 46 of 2011 at the Regional Office XII Pekanbaru State Personnel Agency hasrun quite well, where in the process of work performance appraisal, the Regional Office XIIPekanbaru Civil Service Agency has followed the regulation. While the factors that inhibit theassessment of employee performance are centeral tendency factors and recency effect factors.

Abstract

Peraturan Presiden Nomor 82 Tahun 2018 Tentang Jaminan Kesehatan yang mengatur teknis pelaksanaan program Jaminan Kesehatan Nasional (JKN) menjelaskan bahwa pentingnya setiap masyarakat Indonesia memiliki Jaminan Kesehatan agar semua lapisan masyarakat dapat merasakan pelayanan kesehatan tanpa mempertimbangkan resiko finansial yang diterima. Puskesmas Rejosari sebagai salah satu Fasilitas Kesehatan Tingkat Pertama (FKTP) yang ada di Kota Pekanbaru yang menyelenggarakan program Jaminan Kesehatan Nasional (JKN). Tujuan dari penelitian ini guna mengevaluasi pelaksanaan program Jaminan Kesehatan Nasional (JKN) yang berjalan di Puskesmas Rejosari dan kendala-kendala yang dihadapi dalam melaksanakan  pelaksanaan program Jaminan Kesehatan Nasional (JKN) di Puskesmas Rejosari. Teori yang digunakan untuk penelitian ini adalah model evaluasi CIPP yang dikembangkan oleh Daniel Leroy Stufflebeam (1985) yang mengklasifikasikan indikator menjadi 4 macam, yaitu: Context, Input, Process, dan Product. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus serta menggunakan teknik pengumpulan data melalui wawancara, observasi, serta dokumentasi. Analisis data yang digunakan adalah reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa evaluasi program Jaminan Kesehatan Nasional (JKN) di Puskesmas Rejosari sudah dikatakan baik, namun masih harus dilakukan pembenahan terkait dengan sistem E-Pus yang bermasalah, banyaknya kepesertaan yang nonaktif, SOP lama yang belum diperbaharui, serta jumlah tenaga dokter yang kurang memadai.
