Abstract

In realizing the One Data Indonesia program in 2021, the government requires State Civil Servants to carry out Independent Data Updating (PDM). However, several Civil Servants (PNS) did not comply by the deadline given by BKN. The research aims to determine the implementation of the Independent Data Updating policy for Tolitoli Regency Civil Servants based on aspects of communication, disposition, and bureaucratic structure. The research took place from January to April 2023. This type of research uses qualitative, with a descriptive approach. Data collection techniques include observation, interviews, and documentation. They consist of SIASN admin, approval, two verifiers, and two civil servants in regional government agencies. Then, secondary data comes from articles, literature, laws/regulations, archives, and photos. The results of the research show that the implementation of the Independent Data Updating policy for Tolitoli Regency Civil Servants (PNS) has not been effective. In communication, Implementers' consistency in communicating policy content and objectives is disrupted due to low resource support. In disposition, the implementer's commitment seems weak because the support from implementing resources, training budget, and program socialization is less than optimal. Meanwhile, in bureaucratic structure, the supervisory function of leadership in each agency is still low. Likewise, policy dissemination is limited by time, energy, costs, and distance so that the fragmentation process is less than optimal.

Abstract

The community service activity through the implementation of the Independence Day competitions in Ogotua Village was carried out as an effort to foster nationalism while strengthening social cohesion in commemorating the 80th Anniversary of Indonesia’s Independence. The background of this initiative lies in the concern over the declining patriotic spirit among the younger generation, influenced by globalization and the lack of awareness of national values. Therefore, the Independence Day competitions serve as a strategic medium to revive unity, sportsmanship, and solidarity. The program consisted of several stages, including committee formation, technical meetings, equipment preparation, competition implementation, and a closing ceremony with prize distribution. The results showed a high level of enthusiasm from the community as well as full support from village officials. The competitions—such as mini soccer, women’s volleyball, fun walks, gymnastics, and marching—successfully created an atmosphere of togetherness and joy while strengthening patriotic values. Thus, this activity not only served as annual entertainment but also as a character-building medium and reinforcement of nationalism that should be preserved in the future.
