Abstract

Abstract

This study investigates the implementation of the Special Economic Zone (SEZ) policy in Mandalika with a focus on policy content, implementation context, and its impacts, utilizing Grindle's policy implementation theory (1980). The findings indicate that the Mandalika SEZ has broad objectives to enhance the regional economy through tourism development. While it aims to increase tourist arrivals and create job opportunities, its implementation faces challenges such as land disputes, community participation, and infrastructure development. Nevertheless, the policy has yielded positive impacts such as local economic growth and increased tourist visits, albeit not uniformly experienced by all residents. The research methodology employed a qualitative descriptive approach with data collected through purposive sampling, including observation, interviews, and document analysis. Data analysis utilized Miles and Huberman's method to identify patterns and key findings.

Abstract

The Kayutangan area in Malang City holds historical, socio-cultural, and economic value, recognized as a heritage district with unique appeal. However, the excessive modernization of the area, primarily driven by the private sector, has begun to erode the existence of heritage buildings and local values, posing a significant challenge to heritage preservation. In response, the Malang City Government has implemented policies focusing on preservation and development, including slum area reduction, infrastructure revitalization, and local tourism growth. Despite these efforts, gaps remain in managing the sustainability of heritage values in the face of modernizing pressures. This study explores the implementation of the Kayutangan Heritage Area development policy through Grindle (2017) policy implementation framework, focusing on policy content and outcomes. A qualitative descriptive approach was used, including semi-structured interviews, observations, and documentation. Data was analyzed using qualitative coding, involving collection, categorization, and conclusion drawing. The study found that while the policy has led to positive impacts such as slum reduction, improved infrastructure, increased MSMEs, higher tourist visits, and historical preservation, challenges to sustainability emerged. These include modernization misaligned with the heritage theme and a lack of clear regulations on visual design, which undermine the area’s heritage branding. The absence of dedicated management authority and weak coordination among local government agencies also hinder effective intervention. The study recommends strengthening regulations by establishing a dedicated heritage area management authority and expanding the policy’s impact to ensure long-term development sustainability and a more equitable distribution of benefits.

Abstract

The conceptual construction of the empowerment process places several stages of empowerment which are now influenced by the concept of social capital and the perspective of local economic development. This has generated interest in research that focuses on the steps to empower local communities, as well as the supporting and inhibiting factors of the empowerment process. This research was conducted at the Women's Farmer Group (KWT) Mekar Indah, Balerante Village, Klaten Regency, and used a qualitative approach combined with a fishbone diagram to produce a community empowerment model construction in local economic development. This study shows that the empowerment steps are carried out in 3 (three) stages, namely enabling by forming women's farmer groups. Empowering is done by empowering farmer groups to be able to meet their food needs, and increase financial income. Meanwhile, protecting is carried out with government support, compliance with common rules and social norms, as well as maintaining good relations within the network with members and with external parties. The empowerment process is also supported by the existence of social capital that is maintained together. The empowerment process also produces development potential that leads to the achievement of local economic development that utilizes natural resources and product commodities, as well as the support of the context of the institutional system and good governance.
