Abstract

Tujuan penelitian ini untuk mengetahui peran Dinas Sosial dan Pemberdayaan Masyarakat Kota Dumai dalam penguatan sosial kemasyarakatan. Permasalahan dalam peneltian ini adalah kegiatan rehabilitasi sosial dasar penyandang disabilitas terlantar, anak terlantar, lanjut usia terlantar, serta gelandangan pengemis di luar panti sosial dan penanganan warga negara migran korban tindak kekerasan dihadapkan pada terbatasnya anggaran. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif eksploratif dengan pendekatan studi kasus yang terjadi di tingkat daerah dengan menggunakan toeri peranan menurut Levinson yaitu norma, personal, dan stuktur. Hasil penelitian ini menunjukkan bahwa pertama norma mengacu pada Visi dan Misi Kepala Daerah dan Wakil Kepala Daerah merupakan pandangan ke depan yang menggambarkan arah, dan tujuan yang ingin dicapai guna menyamakan komitmen seluruh pihak yang berkepentingan dalam menjalankan roda pemerintahan dan melaksanakan pembangunan Kota Dumai. Kedua, terdapat program Kegiatan Rehabilitasi Sosial Dasar Penyandang Disabilitas Terlantar, Anak Terlantar, Lanjut Usia Terlantar, serta Gelandangan Pengemis di Luar Panti Sosial 54,80% dari anggaran. Ketiga, Pemerintah Kota Dumai melalui Dinas Sosial dan Pemberdayaan Masyakat pada tahun 2022 telah menganggarkan untuk program penanganan warga negara migra senilai Rp. 4.699.507,- dengan realisasi penyerapan anggaran Rp. 4.486.000,- atau 95,46% yang dialokasikan melalui kegiatan dan sub kegiatan. Kesimpulan penelitian ini Pemerintah Daerah Kota Dumai melalui Dinas Sosial dan Pemberdayaan Masyarakat berperan dalam meningkatkan kesejahteraan sosial terutama pada program permberdayaan sosial dan penanganan warga negara korban kekerasan.

Abstract

The problem of coordination is one of the issues most important rule, the more so after the first world war increasingly difficult but also the greater meaning. In governance, coordination becomes a dominant factor several unsuccessful government in carrying out the functions of development, service delivery, and empowerment functions. Ego sectoral owned government institutions, which impressed prestige to work, ask for help or just inquire with other government agencies is a problem of coordination of government. Coordination role has always been the pivot, and guard the balance and smoothness of rotation of the "machine" that there diseputarnya government, for example, coordinating the development of local governance in Indonesia in Indonseia from time to time. Orientation on common goals is one way to reduce sectoral ego and imitate the Prophet Muhammad's leadership in the implementation of government coordination made will be solutions to problems of coordination of government.

Abstract

Public Participation levels in paying levies Pekanbaru City Sanitation especially in the village of Simpang Tiga subdistrict Bukit Raya, seen from the first indicator, the level of community participation in pay retribussi hygiene Pekanbaru City with an average value of 56.66% which is included in the category of Medium, then the The second indicator, Changes in people's attitudes become much more concerned about hygiene by paying levies Hygiene with an average value of 29.75% which is included in the low category, then in the third indicator, rate the quality and quantity of input (criticisms and suggestions) for the problem hygiene including levies Hygiene with an average value of 5.5% were categorized as low, and the last or fourth indicator, level of public confidence to the government with an average value of 41.33% which is included in the low category. The main factors that account for the low participation of the community in paying the levy hygiene Pekanbaru City is due to the low awareness of the public to pay the levy hygiene, less optimal implementation of policies concerning levy hygiene and lack of focus of government in addressing the issue of less optimal revenues from reteribusi hygiene this.

Abstract

Law No. 6 of 2014 About Village in Article 83 (1) describes the Rural Area Development is a mix between the village development within 1 (one) Regency/City. Rural Area Development held in an effort to speed up and improve the quality of service, development, and community empowerment Villages in Rural Areas through participatory development approach. The involvement of various stakeholders in the development of rural areas have the potential to advance collaboration village by clicking its resources. Collaboration begins from the development plan discussed by the Central Government, Provincial Government, District Government / City and Village Government contrary from the village to the national level through a consensus. Problems that occur in this context the views from the concept of Collaborative Governance is the lack of system contexs is apparent from the changes in the legislation, drivers are seen from the elements of leadership which strongly influence development planning in the village, and the dynamics of collaboration that occurred unfavorable conditions all parties resulting sectoral ego. The concept of Collaborative Governance as an alternative base considered able to realize the acceleration and implementation of rural areas as a solution for those who will develop and implement rural areas in the form of policy or research.

Abstract

include (1) providing recognition and respect for existing village with diversity before and after the formation of the Republic of Indonesia; (2) provide clarity and legal certainty on the status of the village in the constitutional system of the Republic of Indonesia for the sake of justice for all Indonesian people; (3) to preserve and promote the customs, traditions, and culture of the village; (4) encouraging initiative, movement, and the participation of the village community and the potential for development of village assets to the common welfare; (5) form a professional Village Government, efisien and effective, open, and accountable; (6) improve public services for the people of the village in order to accelerate the realization the general welfare; (7) increases the resistance of social culture in order to create the village of villagers who are able to maintain social cohesion as part of national security; (8) promote the economy of the village community and overcome the gap of national development; and (9) to strengthen the village community as a subject of development. But the substance of these goals difficult to implement if no optimization performed by the communication functions of government. In this paper the author tries to describe how the optimization of government communications in the application of Law No. 6 of 2014 concerning the village with 3 communication functions by using the theory of Robbins including oversight function, the function of motivation, and functions of information, coupled with the function of empowerment in the concept of government communications.

Abstract

Implementation of good governance is an absolute necessity in the administration of government including the district government. Kecamatan as a Local Device has a very strategic role as the spearhead of service and barometer of Public service delivery. Locus research in Sub Marpoyan Damai Pekanbaru with focus on land service. Using three dimensions of good governance implementation developed by B.C. Smith (2007) includes accountability, transparency, and legal certainty as a knife analysis to look at empirical problems. The research method used is qualitative research. Based on research in the field can be concluded that the implementation of good governance in the service of land in the District Marpoyan Damai Pekanbaru City still not done well. This can be seen from the dimensions of accountability are still found weaknesses are uncertainty of service time, lack of discipline of employees, and still found injustice treatment between the general public with family or employee acquaintances. The transparency dimension is found in the field of some weaknesses among others the weakness of the disclosure of the availability of information to the public, this is due to the supporting facilities such as information boards, SOP flow, and the high volume of land service management in Marpoyan Damai District Office recorded in 2015 to 2016 640 letter. Even the Sub-district stated that they need training because the limited number of employees who understand the land rules is also a problem. While the dimensions of the rule of law are quite good, it's just that the problems come from people who do not understand SOPs and regulations related to land.

Abstract

Indonesia is a democratic country where the people are the main holder of sovereignty in the goals of government. Public service as an orientation in providing services must support good governance to achieve this. This research was conducted with the aim of knowing and analyzing government innovation in implementing the E-Pokir application at the Pekanbaru City Regional People's Representative Council Secretariat Office. The collection techniques used were observation, interviews and documentation. The data analysis used is a descriptive qualitative method. The results of this research show that the Government's Innovation in Implementing the E-Pokir Application at the Pekanbaru City Regional People's Representative Council Secretariat Office is still not effective and implemented optimally, where in its realization there is still a lack of openness to information, especially in terms of fulfilling community aspirations. Among other things, the implementation of the e-Pokir application by the leadership and members of the Pekanbaru City DPRD is still not ideal, this application has been implemented for almost 3 years but it has not been able to be reached and observed by the community so it cannot become public data for the community as the main target of e-application innovation. Abstract

The purpose of this study is to determine the innovation of the Integrated Population Service Information System (Sipenduduk) in Population Services at the Population and Civil Registration Service of Pekanbaru City along with its inhibiting factors. The problems in this thesis are the lack of socialization, sipenduduk innovation, and limited knowledge of digital technology from the community. The type of research in writing this thesis is a qualitative descriptive research method in which this study explores and analyzes to provide meaning and significance in solving problems. The data collected are in the form of words, pictures, and not numbers. So that an explanation and description of the research topic can be obtained that is in accordance with the title of the research. This writing consists of primary data, namely research in the form of interviews, documentation, and observation, and secondary data obtained, namely from the results of interviews in the study. The study used Nvivo software to help analyze the research results. The literature review was strengthened by using the VOSviwer application. The results of this study are the lack of socialization carried out by the Population and Civil Registration Service of Pekanbaru City due to limited APBD resulting in a lack of public understanding regarding the website mechanism.

Abstract

SIPENDUDUK is applied to make it easier for the community to obtain administrative public services and is used to apply for the preparation of population documents and civil registration. The purpose of this study is to identify the Implementation of the Pekanbaru City Population Integrated Service System Program. The research method uses a qualitative approach, data collection techniques are observation, interviews, and documentation. The results of this study use George C. Edward III's policy implementation theory which consists of 1) Communication: program implementation can run effectively if the size and goals of the policy are understood by the individuals responsible for achieving the policy objectives, by socializing the program, coordinating between agencies and feedback. 2) Resources, measuring how effective the use of resources is to support the implementation of the SIPOPULATION program which includes human resources, budget and technology. 3) Disposition, refers to the attitude and commitment of policy implementers consisting of work motivation and training quality. 4) The bureaucratic structure consists of service procedures, duties and authorities as well as supervision and evaluation.

Abstract

This study aims to determine and describe the Supervision of the Riau Provincial DPRD in Managing the Riau Provincial APBD in 2024. Supervision indicators include: Direct Supervision and Indirect Supervision. The researcher uses a qualitative and descriptive research approach. Key Informants: Chairperson of the Riau Provincial DPRD, Informants: Commission of the Riau Provincial DPRD, Members of the Riau Provincial DPRD Budget Agency, Riau Provincial Bappeda, Riau Provincial BPKAD The types and techniques of data collection used consist of primary data collected using interview techniques, and secondary data collected using observation techniques. Data analysis consists of four simultaneous activity flows, namely, Data collection, data reduction, data presentation, drawing conclusions/verification. Research Results: Riau Provincial DPRD Supervision of the APBD is carried out through two methods, namely: Direct supervision, such as field inspections, on-site observations, and visit reports. Indirect supervision, such as written reports, meeting recommendations, and oral submissions in official forums. Supervision has been running, but is not optimal because: Documentation is not comprehensive, Coordination between commissions and DPRD equipment is lacking, Not all recommendations are followed up by OPDs. Increase HR capacity and special time for supervision, including technical training for DPRD members. Build an integrated digital system so that the DPRD can monitor budget realization in real-time. Encourage the executive to take DPRD recommendations seriously, by building a monitoring mechanism for OPD follow-up.
