Abstract

Peningkatan jumlah populasi bertambah dan jumlah warga tidak tetap (pendatang yang tinggal di rumah kos dan kontrakan) memerlukan pendataan warga musiman yang sesuai dengan perundangan yang berlaku. Tujuan dari pengabdian masyarakat ini adalah pengembangan metode pendataan warga pendatang yang berguna sebagai antisipasi potensi timbulnya masalah kemasyarakatan. Keberhasilan program pendataan warga melalui Pengabdian kepada masyarakat akan meningkatkan penertiban peraturan, penegakan peraturan yang pada akhirnya meningkatkan kualitas pelayanan masyarakat. Sasaran utama dari program ini adalah Rukun Tetangga (RT) 03 dan Rukun Warga (RW) 06 Kelurahan Lowokwaru Kecamatan Tlogomas. Dalam kegiatan pengabdian kepada masyarakat ini, sosialisasi Perda No. 1 Tahun 2013 tentang RT dan RW, telah dilakukan dan dipahami oleh warga. Hal ini terlihat pada jumlah form pendataan warga musiman yang diberikan telah terisi dengan baik dengan tingkat partisipasi lebih dari 95%. Selain itu dari diskusi yang telah dilakukan telah didapatkan bahwa adanya peningkatan pemahaman warga tentang analisa potensi problem dimasyarakat yang disimpulkan dari data serta kemampuan warga merumuskan langkah-langkah strategis kedepannya guna mengembangkan wilayah berdasarkan potensi latar belakang warga.

Abstract

Tantangan pasar rakyat di Indonesia menuntut pemerintah harus melakukan revitalisasi supaya pasar rakyat bisa bersanding dengan pasar modern yang mulai menjamur. Kebijakan revitalisasi pasar perlu dilakukan secara komprehensif dan terus menerus dari Pemerintah Pusat hingga Pemerintah daerah dimana juga harus melibatkan seluruh stakeholders yang ada. Dengan menggunakan pendekatan deskriptif kualitatif, penelitian ini mencoba untuk memotret pelaksanaan revitalisasi pasar rakyat yang telak dilaksanakan oleh Pemkot Malang. Diperoleh hasil revitalisasi pasar rakyat yang telah dilakukan adalah dengan merombak total fisik bangunan pasar dengan konsep lebih modern sehingga lebih nyaman, selain itu beberapa inovasi telah dilakukan seperti Sekolah Pasar Rakyat Pedagang Cerdas (Sepasar Pedas), Penerapan inovasi e-retribusi, Pencanangan Pilot Pasar Digital, dan Gerakan ASN Sobo Pasar.

Abstract

The importance of the role of the family is a priority for the Government of Indonesia, resulting in the issuance of the Holistic Integrative Early Childhood Development Policy (PAUD HI). PAUD HI is an effort made to fulfil the diverse and interrelated essential needs of children in a simultaneous, systematic and integrated manner (from the aspects of health, education and care). One of the intensification efforts in the field of parenting is known as The Great Parents  (SOTH). Pandanwangi Village has not yet established SOTH, even though Pandanwangi Village is one of the 10 villages that are the locus of stunting. Therefore, assistance is needed so that SOTH can be formed by providing assistance such as: contacting relevant stakeholders, forming SOTH administrators, reviewing the curriculum, and conducting socialisation to prospective SOTH participants.

Abstract

The urban farming business carried out by 4 Farmer Groups in the Mojolangu Village, Malang City is an agricultural business activity with a focus on rice cultivation and vegetable horticulture. In the limited land, fertilizers and seeds as well as irrigation systems, farmers are still practicing traditional cultivation techniques with the challenges of an urban environment that has to be unproductive due to environmental pollution produced by urban activities. Based on the background of partner problems, this PKM activity specifically aims to provide additional insight to farmer groups regarding the importance of technological developments in the world of agriculture, especially for indoor farming implementation. Based on the results of the implementation of PKM activities at the Cantewa Vegetable Garden, urban agriculture activists want scheduled assistance not just only incidental from the university because the indoor farming concept is something new for partners. The presence of the Indoor Farming Concept can be a solution to the partner's problems so far, which are often constrained by pests, diseases and erratic weather. The various potentials contained in the indoor farming concept include: Being able to produce throughout the year without being limited by the season, Producing higher production and harvest frequency, Applications can be carried out in all places by requiring a relatively small area, Nutrient content in a product can reach the maximum, Healthier products and free from the use of pesticides.

Abstract

Disinformation has reduced public confidence in the government and scientists in handling Covid-19. These conditions hamper the overall handling of the Covid-19 pandemic. In the context of responding to a global pandemic, disinformation greatly affects the country's response to a global pandemic by undermining trust, creating fear, and sometimes leading to harmful behavior. It is important for policy makers to understand disinformation and how to respond to it. This study uses a literature review approach with data sources coming from several documents that have been verified and have a relationship with the object of study. The stages of the study start from choosing a review topic, finding and selecting appropriate articles, analyzing and synthesizing the literature, and finally presenting a review of the study. the results show that the government should have official information channels with verified, transparent, sustainable and fast sources of information. The government must also provide clear and definite information through official channels and trusted media. The government must also ensure the consistency of information. In addition, the government must maintain a transparent pattern of communication about the situation, actions and risks it takes. The aim is to restore public trust in public institutions, in information that has been conveyed by the government to the public as well as guidelines that have been provided by the government to the public, such as health protocol guidelines and the last is "Pre-bunk", or be aware of the potential for disinformation before occurred, as part of a public information and communication campaign.

Abstract

E-parking is a government program, namely electronic-based parking services. The use of this electronic parking device makes it easier for people to park their vehicles and pay parking fees using the e-parking system. Gajayana Stadium, Malang City, is one of the locations for implementing e-parking by the Malang City Transportation Department. The aim of this research is to find out how the management of e-parking services by the Malang City Transportation Department increases Regional Original Income (PAD). The type of research used is qualitative with a research focus on e-parking service management, namely by paying attention to the management functions of planning, organizing, implementing and supervising. Snowball sampling is a way for researchers to determine research informants. The research results show that e-parking planning is based on Law No. 28 of 2009 concerning Regional Taxes and Regional Retributions, Malang City Regional Regulation No. 2 of 2011 concerning Business Services Retributions, Malang City Regional Regulation No. 4 of 2009 concerning Parking Lot Management. The organization is in accordance with the provisions where there are officers according to their respective functions, the implementation of e-parking is running effectively with the increase in Malang City PAD in the parking sector, and supervision is also carried out regularly so as to maximize control in e-parking services.

Abstract

The SURADI application is an official correspondence system in digital form. where this application is used as an information system Throughout the Malang City Regional Apparatus Organization, besides that at the sub-district level this application is the Regulation of the Minister of State for Administrative Reform and Bureaucratic Reform Number 6 of 2011 concerning Electronic Service Manuscripts in Government Environments. SURADI is designed to improve the city's script system, handle incoming and outgoing mail digitally, and optimize mail management within the government. The main objective of this research is to explore how the SURADI application contributes to improving administrative services. Based on the research that has been carried out, it is concluded that the digitalization of sub-district administration services through the application of Suradi has been carried out in the processing of letters such as cover letters, marriage transfer letters, marriage certificates, unmarried certificates, SKTM, SKCK, and crowd permit certificates. However, there are several obstacles faced in using this digital letter, there have been no updates and improvements, so the initial aim was to help, but instead it has become an obstacle to service. Apart from that, there needs to be communication and renewal of the MOU between the Malang City Government and the Ministry of Home Affairs regarding the authority to use dukcapil data so that data access can be achieved. NIK can be easier to use in the Suradi application.Keywords: Suradi application and administrative services.AbstrakSURADI adalah surat digital yang berfungsi sebagai alat informasi dalam Organisasi Perangkat Daerah Kota Malang. Selain itu, pada tingkat yang lebih luas, digunakan untuk mendukung digitalisasi layanan administrasi. Pembentukan sistem ini berakar pada Permendagri Nomor 6 Tahun 2011 tentang Naskah Kota Elektronik dalam Lingkungan Pemerintah. Surat digital dirancang untuk meningkatkan sistem naskah kota, menangani surat masuk dan keluar secara digital, dan mengoptimalkan pengelolaan surat di dalam pemerintah. Tujuan utama dari penelitian ini adalah untuk mengeksplorasi bagaimana aplikasi SURADI berkontribusi pada peningkatan layanan administrasi. Berdasarkan penelitian yang telah dilaksanakan, diperoleh kesimpulan bahwa digitalisasi pelayanan administrasi kelurahan melalui penerapan Suradi telah dilakukan dalam pengurusan surat seperti surat pengantar, surat pindah nikah, surat keterangan nikah, surat keterangan belum menikah, SKTM, SKCK, dan Surat keterangan ijin keramaian. Namun ada beberapa kendala yang dihadapi dalam pemakaian surat digital ini belum adanya pembaharuan dan penyempurnaan, sehingga tujuan awalnya adalah membantu malah menjadi penghambat pelayanan, selain itu perlu adanya komunikasi dan pembaharuan MOU antara Pemkot Malang dengan Kemendagri terkait wewenang penggunaan data Dukcapil sehingga akses data NIK bisa lebih mudah digunakan di aplikasi Suradi.

Abstract

Digital Population Identity (IKD) is the key to improving the efficiency and quality of administrative services. The problem is that the achievement of activation and use of IKD in Malang City is very low. The urgency of the study was to determine the effectiveness of IKD services in Malang City. Informants were determined using a purposive sampling technique consisting of 1 Head of the Population ADB, 1 First Expert Population Database Administrator, and 3 community service users. Data were collected through in-depth interviews, direct observation, and documentation in the form of images and archives and then data analysis was carried out using an interactive model. The findings of the study were that the Malang City IKD Program service was generally effective. This can be concluded from the four variants used to measure the effectiveness of IKD services, namely target accuracy, program socialization, program objectives, and program monitoring. Of the four variants, all were implemented optimally. The effectiveness of the IKD program service has not been directly proportional to the expected output because the IKD activation target until early 2024 was 160 thousand, but only 64 thousand were activated as of April 2024. Supporting factors for IKD are clear policies, ready infrastructure, and competent and trained officers. The inhibiting factors are the varying levels of technological literacy in the community, the activation process that cannot be done independently, the limitations of mobile devices that are not compatible with installing the IKD application, and the community's apathy.

Abstract

Stunting prevention is designated as a national priority program by the Government of the Republic of Indonesia, by developing the National Strategy (Stranas) for the Acceleration of Stunting Prevention 2018-2024. The government targets the national stunting rate to drop to 14% in 2024. Stunting is one of the indicators of health development in the National Long-Term Development Plan (RPJPN). By 2045, the prevalence of stunting in children under five in Indonesia is targeted to reach 5 percent. The use of local food can be one of the efforts to overcome stunting, namely by utilizing local plants as food. This utilization in handling stunting can be done through cadre empowerment. In terms of human resources, Pandanrejo Village has various active organizations such as health cadres that can be mobilized to actively monitor the nutritional status of toddlers in Pandanrejo Village. Meanwhile, from the potential natural resources, one of them is mustard plants. The service activities carried out aim to increase the role of cadres in efforts to reduce stunting in Pandanrejo Village by utilizing the local potential of mustard plants. The methods carried out by the team are counseling and training. The series of service activities can be carried out well based on the results of the evaluation of the implementation team, there is an increase in the role of cadres in efforts to reduce stunting rates through the sustainability of mustard crop processing.

Abstract

Pelayanan publik sebagai salah satu tugas utama pemerintah harus dirasakan semua kalangan tanpa diskrimasi. Namun faktanya masih terdapat kelompok masyarakat, yaitu disabilitas atau kelompok rentan dan lansia yang belum memperoleh dokumen kependudukan dengan pelayanan yang layak. Tujuan penelitian ini adalah menganalisis efektivitas penerapan Dispenduk CARe of Disabilities and Social Inclusion (D-CARD) Dispendukcapil untuk memastikan pelayanan yang baik bagi semua. Metode penelitian menggunakan deskriptif kualitatif dengan lokasi penelitian Dispendukcapil Kota Malang. Informan penelitian ditentukan dengan snowball sampling. Teknik analisis data menggunakan model interaktif, meliputi data collection, data condensation, data display, dan conclusion. Temuan penelitian adalah efektivitas pelayanan penerapan D-CARDS melalui standarisasi pelayanan publik telah memenuhi standar pelayanan dilihat dari aspek prosedur pelayanan, biaya pelayanan, sarana prasarana, dan kemampuan pegawai yang sesuai dengan aturan dan standart yang telah ditentukan. Namun dari aspek ketepatan waktu yang perlu dievaluasi karena faktor kondisi fisik penerima layanan (masyarakat disabilitas). Kondisi fisik penerima layanan yang tidak dapat dipaksakan sesuai dengan waktu pelayanan yang ditentukan Dispendukcapil kota Malang menjadi kendala utama. Sehingga perlu dilakukan pelayanan jemput bola sesuai dengan jam pelayanan dan waktu penerima layanan.
